In total, 17 CEDOs and six observers came out to attend this annual event. As usual, the annual report and the financial statements of the were presented to the attendance. In addition to these reports, a summary of the resolutions adopted by the Commission s Board of s during the year was submitted along with a short presentation by the Management Corporation which will come into being in a very near future. Afterwards, the assembly proceeded to the election of the Board members for the year To conclude, Mr. Michael Benedict, fiscal adviser for the AFNQL, took the opportunity to host an information session on First Nations taxation.

2 Election of the Board of s This year, two new directors were appointed to sit on the Board of s, and three others were re-elected for a new mandate. It should be noted that, considering that three Nations were not represented on that day, these seats have remained vacant. Anne Esther has been working for more than 12 years, both in Quebec and in developing countries. Her work experiences, supported by her Master in Community Management, with a special field in local development, make her the ideal person for the setting-up of the FNQBN. 3 Major Development Projects in Mashteuiatsh The least we can say is that there are a lot of development projects in Mashteuiatsh! «Over the past years, we ve seen many projects develop in the community. These projects have reached the stage of materialization, and before finalizing it, they had to make sure that all the strings are pulled», Mr. Dave Casavant explains Dave Casavant, the economic development officer in Mashteuiatsh, and coordinator of External affairs. Here is an overview of some of the projects already completed or in progress which caught our attention upon our visit: a concept of site which will welcome the visitors and ensure the transmission of the ilnu culture. This unique site will be staging the traditional way of life of the Pekuakamiulnuatsh, and will be a venue where the latter will share their knowledge and get re-acquainted with their culture. This site will be a real setting for the transmission, the promotion and the dissemination of the ilnu culture. The construction works have begun in January 2010 and shall be completed by March Granules LGL International The construction of Granules LGL International, a wood pellet plant, is the result of a partnership between the Conseil des Montagnais du Lac-Saint-Jean (49 %), Granules LGL of St-Félicien (25,5 %) and the Groupe ADL de Mashteuiatsh (25,5 %). The plant will produce wood pellets and is expected to begin its production at the end of the 2011 winter. To begin with, the factory will produce pellets intended for the residential market, but after a while, the factory plans to produce pellets for the industrial market. In parallel to the beginning of operations of this plant, an industrial park will be developed in the same sector as the plant. This industrial park will have the capacity to accommodate several businesses of the community which operate in various sectors of activity. In addition, the community is working on the construction of a new road to link the industrial park and the plant to Route 169, the main regional route. This road will prevent the overcrowding of the roadway system in Mashteuiatsh. A site for the transmission of the Innu culture The Conseil des Montagnais du Lac-Saint-Jean elaborated, in collaboration with several contributors of the setting, Transmission site of the Ilnu culture Kaniu experts-conseils This firm was created in partnership with Cegertec and began its activities in November Its operations are in the sector of engineering, an activity sector that is worth developing among Quebec s First Nations. The majority of the firm s share (51 %) is owned by the Conseil des Montagnais du LacSaint-Jean, while Cegertec owns 49 % of the shares. Kaniu is independent from its shareholders, but it is strongly supported in its development by Cegertec. Amongst the services provided by the firm, you have the completion of preparatory studies, plans and specifications, technical support, etc. To conclude, two projects to construct hydroelectric generating stations will be achieved in partnership with the regional setting, through the Power Purchase Program of 150 MW from hydroelectric generating stations of 50MW or less of Hydro-Québec. With all these projects which involve both public institutions and private entrepreneurs, there is no doubt that the population of Mashteuiatsh has the entrepreneurial spirit! 3

4 Business Profile : Groupe Conseil Nutshimit Brief Overview provider to certain major work providers, such as HydroQuébec and the ministry of Transports Quebec. To ensure the realization of its contracts and a sound management of the business, nine persons are employed on a permanent basis, and close to half of them are professionals with native status. To complete the team, several other technical and seasonal resources are hired. Among the key employees, you have biologists, a forester, a landscape architect, a development geographer, and finally, technicians. Available Services The owners Mr. Courtois ans Ms. Robertson The Groupe Conseil Nutshimit is a dynamic firm founded in 2002 and managed by two native shareholders from Mashteuiatsh, Mr. Daniel Courtois and Ms Myrian Robertson. The development niche in «environment and land-use planning» makes it most probably the only native-owned enterprise to thrive in the field.». In addition to its headquarters situated in Mashteuiatsh, the firm owns two other branches, one in Saguenay and the other in Sept-Îles. Mr. Courtois and Ms Robertson are also shareholders of another business, Foresterie Nitassinan which thrive in the area of silvicultural management. They are currently in the process of elaborating a new business plan with a partner of the Ekuanitshit community, with the goal of establishing on the territory of Ekuanitshit, a new business (UANAN Experts Conseils) in the area of land-use planning and management. This new firm, supported by the professionals of Groupe Conseil Nutshimit, should be able to promote the employability of the First Nation members living in the Upper North Shore. The Groupe Conseil Nutshimit has received ISO certification in 2004, and has recently passed towards certification ISO According to one of the owners, Mr. Daniel Courtois, this certification is in link with a continued process to improve services, and it is important, because it provides the clientele of the enterprise with a structure geared towards achieving quality objectives for the product it will deliver. This certification is in fact required to be a service 4 The firm specializes in two fields of expertise: the environment and the land-use planning, for which it provides highly specialized services to its clientele, such as: Impact studies, and environmental assessment; Environmental follow-up study, and environmental monitoring of construction; Professional support to First Nations (forestry and land); Ecology and land-use planning; Sustainable land-use planning; Etc. Achievements Following, are some of the achievements of Groupe Conseil Nutshimit : For Transport Quebec, within the scope of Route 175 improvements, the firm was mandated to carry out a compensation program (study on fish, planning of spawning beds and wetlands) and also to ensure the follow-up of the fish habitat; For Hydro-Quebec, the realization of the environmental study on electric-power transmission lines and stations (Saguenay and James Bay regions) and workcamps and work areas, within the scope of the hydroelectric development of Rivière Péribonka; Realization of a regional energy baseline of James Bay. This baseline will be inserted as an integral part of the Plan régional de développement intégré des ressources et du territoire of the Commission régionale sur les ressources naturelles et le territoire de la Baie-James. 5 Entrepreneurship Column: The Business Plan The business plan is an analytical, bargaining and managerial tool. It is an analytical tool because it allows the entrepreneur to hypothetically structure his enterprise in order to facilitate the decision making process regarding the orientation it will be given. As a bargaining tool, it allows the entrepreneur to obtain different resources (human, material and financial) from the various participants. Finally, the business plan is a managerial tool, not only during the enterprise s start-up phase, but also during the other stages of development. In other words, the business plan is the master plan of any enterprise and it must represent the reality of the enterprise on the basis of a three, five and ten year planning period. Here is a summary of the various stages of a business plan: 1. Overview of the enterprise : what is needed at this point is to produce a detailed presentation of the enterprise including the activity sector, the market segment, the product, the price, the suppliers and the clients and the competition, etc.; 2. Sales plan and marketing : this part of the plan must specify in what manner does the entrepreneur expect to promote his enterprise in a particular sector, and what will be, for example, his policy on customer service; 3. Exploitation plan : this section indicates what site has been chosen to implant the enterprise, the equipments to be used, etc.; 4. Human resources plan : in this part of the plan, the entrepreneur must indicate the number of employees required for the proper operation of the enterprise; 5. Action plan : here, the entrepreneur must present his action plan as well as a detailed schedule; 6. Executive summary : what must be accomplished here is to make a summary of the project, indicate the necessary funding and any other information useful in explaining the enterprise; 7. Financial plan: in this portion of the plan, the entrepreneur must specify the expected and real incomes, the fixed and variable expenses, balance sheet, budget, financial needs, etc. It is important to adapt the information in function of the person to whom it is addressed. For example, a banker will want to know how the entrepreneur is planning to reimburse his loan while an investor will want to know the expected productivity of the enterprise. In closing, it is important to remember that a business plan is not necessarily a document comprised of a hundred pages. Much the contrary, it will be advantageous to keep it concise, all the while supplying all the relevant information to evaluate the enterprise.
