2 OBJECTIVE The PURPOSE of this presentation and the online survey is to: I. Explain the Plan Update Process and its Importance for Mead II. Identify Key Values, Issues and Opportunities Facing the Town III. Generate Initial Visioning Ideas
3 Project Overview and Background What is a Comprehensive Plan and Why Does it Matter?
4 WHAT IS A COMPREHENSIVE PLAN? A COMPREHENSIVE PLAN is: the primary policy document for the community. It will be a long-term strategic plan with a guiding vision and actions; and will shape decisions related to new development, redevelopment, Town programs and services. It is focused on enhancing the Town s LONG- TERM VITALITY.
5 WHY DOES IT MATTER? RESIDENTS: The Plan identifies locations for future parks, trails and/or community facilities. BUSINESS AND PROPERTY OWNERS: The Plan includes land use recommendations and/or development policies for properties. DECISION-MAKERS: The Plan gives guidance on budget, timing for capital improvements and in review of development proposals.
6 WHY UPDATE THE TOWN S EXISTING COMPREHENSIVE PLAN? To remain valid and effective, and more accurately address current standards, goals and future needs To provide additional social, economic and environmental sustainability elements not currently included in the Plan or code
7 THE 2017 UPDATE WILL Ensure the community s values align with the Town s roadmap for development. Protect and preserve Mead s charm and identify opportunities and action strategies that will ensure a thriving and resilient future. Identify items in Mead s current Land Use Code that need to be added or changed to fully implement the Comprehensive Plan strategies and objectives.
8 THE OUTCOME An updated Comprehensive Plan that includes a balanced, predictable, and flexible land use plan and implementable strategies for: economic development and sustainability; housing diversification; health and well-being; hazard mitigation and resilience; infrastructure upgrades and expansions; and general improvements for community services and character.

Community Event PC + BOT Public Hearings The Town of Mead Comprehensive Plan and Land Use Code Update is a yearlong initiative that engages the public in defining a shared vision for the Town between now and 2037.
10 Understanding Mead s Realities Some Givens That We Must Work Within
11 UNDERSTANDING REALITIES Mead s Strategic Location: While the Town population may be less than 5,000, more than 80,000 people drive through the Town limits each day. Imminent Growth: The Town and the region are poised for exponential growth in the coming years.
12 UNDERSTANDING REALITIES Mead s Planning Area Boundary: While the incorporated Town encompasses approximately 12 square miles, the planning area spans almost 50 square miles. Mead s Urban Growth Boundary (UGB): In recent years, the Town has experienced intrusions into its UGB from competing jurisdictions.
13 UNDERSTANDING REALITIES The Need for Growth: In order for Mead to thrive economically, it must move forward with the diversification of housing types and economic development that includes retail, commercial and light industrial in order to strengthen employment opportunities and increase the tax base.
14 Mead s Priority Sub-Areas Strategic Action Plans
15 STRATEGIC ACTION PLANS The 2017 Plan will identify opportunities by each priority sub-area with a focus on creating Strategic Action Plans. This sets the stage for the appropriate regulatory environment. Strategic Action Plans for priority sub-areas will address placemaking, urban design, transportation, economic development and code.
