It is the culmination of our most recent work to uphold our commitments to the environment, health and safety, and local communities. 2 I m delighted to introduce our first edition of the Engagement Booklet. It sums up the actions Raglan Mine has taken in 2016 to strengthen our commitment towards sustainable development. Some of the highlights of the past year include the official launch of SAFENICKEL, renewal of our ISO certification, and the recognition of our leadership in the areas of renewable energy and prevention. These highlights demonstrate our unwavering commitment to the health and safety of our people, the strict environmental standards we set for ourselves, and the lasting and enriching ties we strive to maintain with local communities. After almost 20 years of mining operations, I would like to take this opportunity to thank each and every one of you who, through your dedication to our principles of sustainable development, contributes to the success of our activities. By doing so, you also participate to the development of one of the most majestic northern regions, Nunavik. PAGE 2 [ our engagement ] 2016 We were pioneering in establishing an equitable Impact and Benefit Agreement (IBA) with the Nunavimmiut communities 20 years ago prior to constructing the Raglan Project. The model continues to serve as a benchmark for new mining projects across the Canadian North today. Kristan Straub, Vice President Raglan Mine

3 The Raglan Agreement is a document that summarizes a common consent between Makivik Corporation, the Northern Villages of Salluit and Kangiqsujuaq, supported by their respective landholding corporation, and Raglan Mine. The Raglan Agreement builds upon a relationship of trust. It provides that the Raglan project will contribute to the social, economic and cultural wellbeing of Inuit beneficiaries, in particular those residing in Salluit and Kangiqsujuaq, which are geographically closest to our mine site. To discuss matters of interest related to the Agreement, the Raglan Committee, which is composed of officials from Nunavik and Raglan Mine, meet several time a year. the Raglan Agreement A lasting commitment for over 20 years The Raglan Agreement is everyone s business At Raglan Mine, every department strives to uphold and surpass the commitments made in the Raglan Agreement. By doing their jobs and carrying out their responsibilities, every team has a vital role to play in preserving and strengthening our relations with the Nunavimmiut. Ensure constant collaboration between Raglan Mine and Inuit stakeholders. Provide financial provisions ensuring that Inuit Beneficiaries derive direct economic benefits. Ensure safety of all land-users and employees. Raglan Agreement objectives Ensure that the Inuit directly enjoy the social and economic advantages throughout the active life of Raglan Mine. Facilitate the development and operation of the Raglan Mine project in an efficient and environmentally sound manner. Promote employment of Inuit beneficiaries. About Raglan Mine Raglan Mine, a Glencore company, is active in the Nunavik region in the northernmost part of Quebec. We operate four underground nickel mines that are among the richest base-metal mines in the world. At a glance: Over 950 employees based in Nunavik, Rouyn-Noranda, Laval, Quebec City, and Toronto Employee retention rate of over 95% Payroll of over $155 million in 2016 Over $236 million in spending on goods and services in 2015, with over 23% purchased from Nunavik businesses Tax contribution of over $36 million in 2015 (provincial and federal) PAGE 3 [ our engagement ] 2016

4 social and community engagement Raglan Mine gets involved in Nunavik Although Nunavik is a vast region where travel can be a challenge, we are committed to maintaining a constant presence in the villages and with representatives of local communities. Here are some of the events we have organized or taken part in with the people of Nunavik this year: The Raglan Committee: Interested in investing in the future of Raglan Mine! Has held over 45 meetings since 1995, including four in 2016 Organized multiple meetings of the Sivumut Sub-Committee, which the Raglan Committee tasked with reviewing the Environmental and Social Impact Assessment (ESIA) and developing mitigation measures to address the concerns of local communities Site visits: Visit of a delegation from the Kativik Environmental Quality Commission (KEQC) in July, ahead of the review of the Environmental and Social Impact Assessment (ESIA) for the Sivumut project Visit of a delegation from the villages of Salluit and Kangiqsujuaq to increase their understanding of Raglan Mine (see page 5) Visit of His Excellency the Right Honourable David Johnston, Governor General of Canada, and Ms. Sharon Johnston, as part of a seven-day tour of the Arctic in May We are committed to building and maintaining strong relationships with our communities and stakeholders through proactive engagement, collaboration and trust. Visit of Luc Blanchette, then Minister for Mines, in June Inuit recruitment: Participated in the Nunavik Futures Fairs organized by the Kativik School Board (KSB) in March and April 2016, which also gave us the chance to visit six villages and meet with over 500 people Held eight recruitment initiatives in Inuit communities to discuss career opportunities at Raglan Mine and talk about the importance of staying in school with secondary school students And many other initiatives! Held our first Environmental Forum in Kangiqsujuaq in March (see page 6) Gave a presentation to the Kuujjuaq Mining Workshop in April Awarded over $50,000 in scholarships to Nunavik postsecondary students through the Raglan Education Fund Held the annual Salluit supper in Deception Bay and the Elders fishing activity at Lac François-Malherbe/Pangaligiak to meet with our local stakeholders and discuss their culture PAGE 4 [ our engagement ] 2016 twomen at Raglan Mine In 2016 over 180 women worked on our various teams, representing close to 20% of our workforce. They hold a variety of positions, ranging from chemist to miner, production engineer, and environmental superintendent, to name a few. Let s grow this number in 2017!

5 Visits from community delegations: A crucial element to shared understanding In late July, Raglan Mine site was the host of a 16-visitor delegation from Nunavik, including the new Raglan Committee representative from Salluit, the Sivumut Sub-Committee members and some of the elected board members of local organizations from Salluit and Kangiqsujuaq. The purpose of the visit was to increase the understanding of the scale and reality of our operations. Our guests took a complete tour of our facilities: tailings site, wind turbine, port of Deception Bay, Caribou Ungava sites, Katinniq mine, core shack and so on! We were truly proud to give to our guests a behindthe-scene look at our operations and special projects, and demonstrate the improvements we brought over the last years to increase training and employment opportunities for Nunavimmiut. - Amélie Rouleau, Superintendent Governance, Stakeholder and Community Engagement Comments from the visit Many participants mentioned their amazement when they discovered how silent the windmill was; Some also expressed their will to benefit from the expertise gained in the pilot project and interest in eventually building a windmill in their village; The Tamatumani team even received a standing ovation! Our Tamatumani Program Tamatumani, which means second start in Inuktitut, is a skills development initiative for Inuit employees designed to attract and retain the largest possible number of Nunavimmiut. The program also provides support to help them in their development and integration in various departments of Raglan Mine Best results since the establishment of Tamatumani in 2008! Nunavimmiut employees at Raglan Mine, representing 20.5% of our workforce Nunavimmiut have graduated from the Tamatumani program, all training combined, since 2008 people currently attending the Tamatumani program Nunavimmiut have successfully completed the mine rescue training 23 4 Louisa Pauyungie, from Salluit, and Jessica Arngak, from Kangiqsujuaq. Thanks you Ilias! In 2016, Raglan Mine won the Art of mining photography contest, organized by PriceWaterHouseCooper, thanks to a photograph on engagement that Ilias Atwani, Production Engineer (at the forefront on the picture), submitted. Associated with this victory was a donation of $ 10,000, that we chose to give to two community initiatives in Nunavik: 1) Esuma, an initiative proposing actions around education for all learners to persevere towards their success, and 2) an annual fishing outing for elders, which promotes cultural activities and helps reduce anxiety related to overcrowding of homes. Inuit Arts & Crafts at Raglan Mine! Twice a year, Raglan Mine welcomes to the mining site artisans from Nunavik to introduce our employees to an important facet of Inuit culture and encourage them to buy local. The Raglan community This year again, the Raglan community gathered its efforts throughout the year to brighten the Holiday season of nearly 200 families in Abitibi-Témiscamingue with Christmas hampers. Over 200 hams were also offered to families living in Salluit and Kangiqsujuaq. PAGE 5 [ our engagement ] 2016

6 environment As operators in the Canadian Arctic, we recognize the importance of operating responsibly within this unique and fragile environment. Day in and day out, we continue our efforts to monitor and minimize the impact of our operations. Reduce GHGs emissions by 2% Reduce energy consumption by 500 kw Target about to be met Convert 20% of underground production equipment to Tier 4 engine Target met 2016 ENVIRONMENTAL OBJECTIVES Reduce dust emissions at Malherbe and Duquet lakes by 10% RESULTS The positive impact of dust suppressants added to the road has been demonstrated and backed by observations of Nunavimmiut who frequent the area Characterization of the usage of the landfill site Characterization completed Increase our Towards Sustainable Mining (TSM) score on the biodiversity protocol of the Mining Association of Canada An audit will be carried out at the beginning of 2017 DID YOU KNOW? In achieving this result, we have set a rigorous monitoring system in the lakes area near the mining site: Research & Development T Nine dust collectors were installed at strategic locations and are analyzed every two weeks in the summer to measure the level of dust in the environment Lake water samples are taken o help maintain good relations with our Nunavik stakeholders, we invest in research and development programs aligned with some of their concerns. Some of these initiatives are unrelated to our operations and are meant to contribute to scientific advancement in northern Quebec. A project that s garnering recognition in Quebec and around the world! Ecology and dynamics of Quebec Labrador migratory caribou in the context of climate change Caribou Ungava (Université Laval) Ice monitoring in Deception Bay to identify the potential impact of climate change Kativik Regional Government Institut national de la recherche scientifique Status of arctic char in lakes and Deception Bay Nunavik Research Centre Makivik Corporation Evaluation of invasive species in ship ballasts Fisheries and Oceans Canada Development of environmental solutions for the entire life cycle of a mine Institut de recherche en mines et en environnement The Mining Association of Canada presented us with the Towards Sustainable Mining (TSM) award for the environmental excellence of our wind turbine and energy storage project. At the international level, we won the award for Best Use of Energy Storage (Electrical) at a Mine Site at the annual Energy & Mines gala. DID YOU KNOW? The Raglan Mine wind turbine represents, annually: Savings of nearly 2.5 million liters of diesel An approximate 7,000-ton reduction in GHG emissions The equivalent of taking 1,500 vehicles off the road! PAGE 6 [ our engagement ] 2016 Raglan Mine once again certified ISO 14001! In 2016, Raglan Mine received ISO 14001: 2015 certification, which attests to how efficiently we manage the environmental impacts of our operations. The company first received ISO certification in 2002, and was the first mine in Quebec to meet these environmental management requirements. Thank you to all our employees who effectively and efficiently implement our environmental control measures in their activities! Our strengths The Raglan Agreement, a veritable reference for the Canadian mining industry Our strategic environmental planning Our communications and relations with stakeholders Our risk management based environmental management system (EMS) A New Environmental Forum In 2015, our Inuit partners told us they wanted to learn more about the measures we are taking to reduce our environmental impact. In our continuous efforts to improve our practices, in 2016 we decided to implement the Environmental Forum, held in March in Kangiqsujuaq: 50 people attended the presentations, including all Pre-college students; 30 land users shared their vision of the land with us during a workshop; We spent two hours live on the local radio to answer Kangirsujuammiut s questions.

7 Our vision: Be a world class leader in health and safety performance and cost management. health & safety LAUNCH OF NEW HEALTH AND SAFETY INITIATIVE: SAFENICKEL April 28 th, 2016 was not only World Health and Safety Day but also the official launching of SAFENICKEL at Raglan Mine. The ultimate goal of SAFENICKEL: To take the responsibility of accomplishing preventive actions for ourselves, our work colleagues and our family! IDENTIFICATION OF LIFE-THREATENING JOB-RELATED HAZARDS Safenickel: 12 life-threatening hazards and 9 critical measures taken to protect lives ANALYSIS OF JOB-RELATED HAZARDS Work card to be filled out before tasks execution COMPLIANCE WITH OUR WORK PROCEDURES AND METHODS Work safe or stop work Prevention Reflex and work cards (supervisor ensures that their employees follow procedures and working methods) MONITORING AND CONTROL TO ENSURE THE HAZARD DOES NOT MATERIALIZE Validate the effectiveness of the controls through audits and by mitigating risks CULTURE OF REPORTING INCIDENTS Identification of hazardous conditions Declaring incidents (OUFS!) TOWARDS SAFENICKEL I know and follow the correct procedures. I stop my work if it is not safe and take the necessary measures to eliminate the hazard and reduce the risks. ONGOING ACCIDENT PREVENTION: Take a preventive approach not a reactive approach to reduce or eliminate the hazard Beyond the numbers, health and safety statistics represent the efforts each and every one of us makes every day to create a safer workplace so we can return to our families safe and sound. OUTSTANDING RESULTS IN 2016 More than 90 safety improvements by our workers in More than 450 incidents reported (OUFS!) in 2016 that helped eliminate or eliminated a risk. More than 660 people received awards through the prevention recognition program. We achieved our annual objective regarding the identification of hazardous conditions in just six months, thanks to the vigilance of our employees, who identified over 5,000 hazardous conditions in We received the prestigious F.J. O Connell Trophy in the Underground Operations, more than 400,000 hours category. This distinction, presented by the Quebec Mining Association, recognizes mining companies with the best health and safety records. 8 news from Raglan United Nations Association in Canada and Raglan Mine Last November, Raglan Mine participated to an initiative of the United Nations Association in Canada called the New Diplomacy of Natural Resources. During this one day event, scholars, young professionals and leaders from the private sector, NGOs, Aboriginal community and government were reunited to have a respectful conversation based on consultation, collaboration and negotiation, and develop resolutions on the future development of natural resources.
