2 1. Background to Nesta Nesta is the UK s innovation foundation. We help people and organisations bring great ideas to life. We do this by providing investments and grants and mobilising research, networks and skills. We are an independent charity (registered with charity number ) and our work is enabled by an endowment from the National Lottery. All of The National Endowment for Science, Technology and the Arts activities, contracts and staff were transferred to this new charity and a new charitable trust on 1 April More information can be found at 2. Background to the Project Nesta is exploring the potential for new models of delivery and/or purchasing to improve the affordability and flexibility of childcare. The cost of childcare and the lack of flexible provision are widely recognised as major barriers to women s economic participation. Recent research by the Resolution Foundation reports that 40% of mothers who are not in work want a job, and 20% of working mothers want to work more. Within both groups, two thirds cite the cost of childcare as a major barrier. JRF figures suggest that single parents are twice as likely to experience poverty as the UK average. While the UK has relatively high female employment rates, maternal employment lags significantly behind the best performers in the OECD. Unemployment is particularly high among single mothers and mothers with lower levels of educational attainment and skills. An IPPR review of international evidence found that more affordable and flexible childcare has the greatest impact on employment for mothers at the margins of the labour market. The UK childcare market is extremely fragmented, with buyers ranging from individuals to the state, mediated by the benefits system, and providers similarly diverse in terms of sector and formality, but almost all operating on a very small scale. In the formal sector, there is clearly a problem of under-supply, despite a structural increase in demand over several decades (due to women entering the workforce), suggesting deep-seated inelasticity. On the informal side, there s a great deal of unrecognised provision, and it s plausible that this represents unused capacity and/or a pool of potential new entrants who could better meet demand. In a market so far from the optimal, we see real scope for alternative market mechanisms such as more fungible vouchers, time-based currencies, digital intermediaries / platforms, cooperative / reciprocal provision, use of community assets and other collaborative economy approaches to have a significant impact. 2

3 3. What is being commissioned through this Invitation to Tender This ITT has been prepared by Nesta for the purposes of inviting proposals from candidates for the provision of a detailed scoping study of the potential for specific innovations to improve the affordability and flexibility of childcare. This will involve two main strands: Identifying key gaps, market failures and opportunities for innovation within the current UK childcare market. Identifying promising innovations and alternative solutions with the potential to provide affordable, flexible and high quality childcare at meaningful scale. The purpose of the study is to generate new insights through synthesis and deeper interrogation of existing knowledge. The provider will therefore engage largely with stakeholders who are already active in the market and in childcare research and policy, rather than collecting new primary data. Applicants are required to propose a specific process and time allocation for each strand. A suggested process approach is outlined below. 3.1 Gaps and Opportunities Outputs The provider will develop a map (or series of maps) of the current UK childcare market (see e.g. this example of a participatory market map), incorporating: Current patterns of supply and demand (especially more unpredictable / parttime demand) Funding streams, cost structures and pricing Existing market actors (providers, customers, commissioners) Significant stakeholders (e.g. central and local government, thinktanks, funders) Key elements of the policy / regulatory framework The provider will identify key hotspots in the market places, sectors / occupations or particular categories of worker where demand markedly outstrips supply based on the map and/or other relevant data. The provider will generate analysis and insights from the map/s, highlighting key gaps, barriers and opportunities, and potential solutions to address these. Nesta will have overall editorial responsibility for these outputs, and may publish the insights report and any associated documents as Nesta reports. 3

4 Process Suggested Key Steps Produce draft map/s and hotspot analysis through desk research and key informant interviews Plan and facilitate a workshop with a range of stakeholders to validate, refine and analyse the map/s in more detail: o Key gaps and opportunities o Key barriers to innovation (e.g. funding or regulatory framework) and potential solutions o Potential new providers or buyers (e.g. housing associations, NHS) o Linkages (e.g. formal-informal, supply-demand) and how these could be built on, strengthened or created to develop new models / approaches o Promising models / ideas to respond to this context Produce a final version of the map/s, hotspot analysis and insights report We would anticipate this strand requiring approximately 20 person days. 3.2 Alternative Models Output The provider will produce a scoping document setting out some feasible alternative models for childcare, assessing: Potential impact how would this model address identified market gaps / opportunities? How would it improve affordability and/or flexibility? Potential scale is there a feasible route to sustainable scale? How would this model ensure quality / safeguarding and build trust? Is it credible to apply these mechanisms at scale? What would be the key barriers in the existing market, policy or funding environment to scaling this approach? Current level of maturity / support required Nesta will have overall editorial responsibility for this output, and may publish the scoping document as a Nesta report. It is expected that the provider will also produce an initial longlist of potential models before selecting a smaller number with Nesta for further investigation and inclusion in the final scoping document. Scope We are interested in innovative models from other sectors and countries, as well as promising innovations within the UK childcare sector. Potential models could include (but are not limited to): Existing cooperative / peer-to-peer childcare initiatives with potential for scale Voluntary, cooperative or peer-to-peer models from other sectors of care / personal services Digital platforms and micro-work schemes to enable people to access and provide personal care more flexibly / with less friction 4

5 Business-to-business platforms or other services that similarly reduce friction / overhead Alternative currencies (e.g. timebanking, vouchers) to enable formalisation of informal provision Solutions that increase supply and/or improve quality of existing provision, e.g. in-work learning / skills development, progression Other support for transition from informal / unregistered / non-qualified provision Policy models from other sectors / countries that have enabled greater uptake of personal care Process Suggested Key Steps Identify leads / ideas through the mapping process (3.1) and describe existing / potential models, based on the outputs of that process and further work with innovators / key informants if required Identify existing models in other areas of personal care, other sectors and/or other countries that might be applicable to childcare, through intensive desk research Agree a shortlist of the most promising ideas (if necessary) with Nesta, based on an initial read against the five questions outlined above (impact, scale, safeguarding, barriers and maturity) Assess each shortlisted idea against the five questions in more detail, based on desk research, key informant interviews where possible, and drawing on the knowledge partner as necessary We would anticipate this strand requiring approximately 20 person days, depending on the number of models identified for further investigation. 4. Indicative Timetable The proposed procurement timetable is set out below as a guide only. 6 5. Milestones and Indicative Budget Payments will be released in stages alongside agreed milestones, providing these have been met. It is anticipated that payment milestones will be structured against the key outputs described in section 3: Market map/s and hotspot analysis Insights report Longlist of potential models Scoping document The final milestones shall be clearly documented in any contract entered into as a result of this ITT, and in accordance with the terms and conditions of this ITT. As noted above, we anticipate a total time allocation of approximately 40 days, budget permitting. Providers who are able to meet the requirements of this tender within the specified timeframe (final output before 1 May 2015) will be preferred. However, there is some flexibility in this timeframe for an outstanding provider. The proposed budget for this study is up to 20,000 including all expenses and travel costs (excluding VAT). 6. How to apply Proposals should be single-spaced, in 12-point font and on A4 paper. Your entire proposal including all supporting documentation should be ed, as a single document, to Daniel.Jones@nesta.org.uk, cc Annette.Holman@nesta.org.uk, by no later than noon GMT on Friday 23 January If you are interested in submitting a proposal it is advised that you notify Annette.Holman@nesta.org.uk by 9 January 2015 to express your interest. Please submit your proposal to Nesta in accordance with all the instructions and terms and conditions set out within the enclosed documentation. The questions suppliers must respond to and the applicable selection and award criteria that will be applied to proposals is set out in Annex 1 of this ITT (Evaluation of Proposals and Timelines). Suppliers must respond to all questions set out in Annex 1 under both the selection and award criteria at the time of submission in response to this ITT. Annex 2 sets out the Terms and Conditions. 7 Annex 1 Evaluation of Proposals 1. Evaluation Process Nesta will run this competitive procurement process in a manner which is open and transparent and ensures equal treatment of participants in the process. Decisions will be made on the basis of the stated criteria. Bidders must respond to all questions set out in this Annex 1 under both the selection and award criteria at the time of submission in response to this ITT. 1.1 STAGE 1: Short-listing for interview At the first stage your proposal will be evaluated against the selection criteria listed below. For each criterion, please describe your experience, and give at least one example of relevant work you have undertaken (no more than three examples for any one criterion). For each example, please state a) the work undertaken, b) the time period, c) the total value of the work, d) how you dealt with issues that arose, and e) the name and contact details of a referee who can comment on your work. If you are proposing to involve more than one individual or organisation, please identify who each answer / example relates to. Please include CVs for relevant individuals as an appendix. Selection Criteria 1. Experience of conducting similar market analysis / scoping exercises 2. Experience of facilitating participatory processes to generate actionable analysis and insights (as per section 3.1 above) 3. Experience of conducting feasibility assessments of new business ideas / models (as per section 3.2 above) 4. Conflicts of interest: Where conflicts of interest are identified Nesta reserves the right to exclude the supplier from further participation in this tender process. 8 1.2 Stage 2: Contract Award This is the second stage of the evaluation process. If you do not pass the selection criteria your tender will not be assessed against the award criteria below or shortlisted for interview. The tender with the most marks against the criteria below is the preferred supplier. Award Criteria 1. Value for money Please provide a full breakdown of your proposed fees and pricing structure including the number of days, or estimated percentage of time, each team member is likely to spend on the project. If relevant, please indicate which team member will lead on specific aspects of the work. 2. Soundness, relevance and credibility of the proposal Please set out your understanding of the requirements of this ITT, and describe your proposed methodology for meeting them. Please detail any specific competences that you would bring to this work, over and above those detailed against the selection criteria. Please set out the key issues or challenges that you see as likely to arise in the completion of this work, and your proposed approach to manage / mitigate these. 3. Delivery plan Please set out your proposed schedule for completing the work and meeting the deliverable milestones set out above. Please identify the key dependencies within this plan. Preference will be given to proposals which set out a credible plan to complete the milestones before 1 April Weighting 40% 40% 20% 1.3 Scoring methodology Responses against each criterion will be scored using the following method. The appropriate weighting will then be applied to produce a final rating for each proposal. 9 Annex 2 Terms and Conditions This appendix provides the terms and conditions which will govern your submission of a proposal to Nesta. You are required to read this appendix carefully together with the Invitation to Tender (ITT) brief (including all its annexes) before submitting a proposal. By submitting a proposal, you accept these terms and conditions and you agree to abide by them. If you do not agree to these terms and conditions please do not submit a proposal. 1. Submitting a proposal 1.1 By submitting a proposal you confirm that: you have no actual or potential conflict of interest with Nesta (including Nesta s Trustees, officers or employees). If at any time during the ITT process you discover an actual or potential conflict of interest, please inform Nesta promptly; you have legal capacity to submit a proposal in response to this ITT and are acting lawfully, ethically and in good faith in your dealings with Nesta; you have sufficient time, skill, experience and resources to carry out the services to the highest professional standards expected of a competent supplier of services identical or similar and are able to obtain all necessary rights, licences, consents, waivers, approvals, permissions, permits, certificates and insurances necessary to provide the services to Nesta; your tender will remain open for acceptance for a period of 90 days. A tender valid for a shorter period may be rejected; all information contained in your proposal is true, accurate and not misleading; and Nesta may share your proposal with any third party as Nesta in its absolute discretion deems necessary for the purpose of evaluation. 2 Compliance 2.1 Nesta reserves the right to reject or disqualify your tender where: you fail to comply with the requirements of this ITT (including but not limited to these terms and conditions), your tender is incomplete, or you are guilty of a serious misrepresentation in supplying information in response to this ITT; 9

10 2.1.2 your tender is received after the deadline set out in this ITT. Nesta will not consider any requests for an extension of the time or date fixed for the submission of responses; there is a change in your identity, control, financial standing or any other factor impacting on the selection and/or evaluation of your tender; you are or become insolvent or have a petition issued against you; you do not have the economic and financial standing and/ or the technical and professional ability to carry out the services; you are suspected either directly or indirectly of behaving in a collusive, canvassing, or anti-competitive manner or you offer or accept an inducement or reward in order to gain a commercial, contractual, regulatory or personal advantage; and/or you (or if you are a commercial entity, a director or person who has the power of control or power to make representations or decisions on your behalf) have committed any offence relating to conspiracy, corruption, bribery, fraud, money laundering or any other criminal offence related to your course of business or profession. 2.2 Nesta reserves the right in its absolute discretion to: refuse any tender submitted; disqualify any potential tenderer who has been convicted of any of the offences listed at Regulation 23(1) of the Public Contracts Regulations 2006; extend the time or date for fixed submission. In such circumstances Nesta will endeavour to notify all tenderers of any change; amend any aspect of this ITT (including but not limited to the evaluation criteria and the timeline) or cease the process at any time; negotiate the award of additional services which are a repetition of the services advertised in this Invitation to Tender to the successful bidder; limit the number of proposals invited to participate in any follow-up activity (for example, interviews) or to dispense with any follow-up altogether. Meetings will take place in London at our offices; and/ or require that you clarify your tender in writing and/ or provide additional information and/or adequate references to Nesta s satisfaction. A failure to respond adequately may result in you not being selected. 10

11 3 Tenderer Responsibilities 3.1 You shall be responsible for all of your own costs, expenses and losses which may be incurred in relation to the preparation of your tender, attendance at interviews, site visits or similar. 3.2 You shall at all times treat the contents of Nesta documentation as confidential, as well as any information regarding Nesta imparted to you by any other means, and only disclose such information as may be necessary for the preparation of a compliant response. At Nesta s request you shall return or destroy all documents, other materials, working papers relating to this ITT and all copies thereof including all electronic copies. When completed you shall confirm such to Nesta in writing. 3.3 You shall not before the date and time specified within the ITT documentation disclose to any person the amount of your proposal except where the disclosure in confidence is necessary to obtain insurance premiums or guarantees required as part of any proposal to Nesta. 3.4 Any contract entered into as a result of this ITT will be on Nesta s standard terms and conditions (copy available on request). 4 Intellectual Property 4.1 All intellectual property rights in this ITT and all materials provided by Nesta or any third party acting on its behalf shall remain the property of Nesta. 4.2 Any intellectual property arising out of the provision of the services shall belong absolutely and exclusively to Nesta. 5 Warnings/Disclaimers 5.1 Nothing contained in this ITT or any other communication made in respect of it between Nesta or its representatives and any party will constitute an agreement, contract or representation between Nesta and any other party. For the avoidance of doubt, receipt by you of this ITT does not imply the existence of a contract or commitment by or with Nesta for any purpose. 5.2 The information contained in this ITT does not purport to contain all the information which you may require. While Nesta has taken all reasonable steps to ensure, as at the date of this ITT that the facts contained in it are true and accurate in all material respects, Nesta does not make any representation or warranty as to the accuracy or completeness or otherwise of this ITT. 11

12 5.3 Nesta accepts no liability to you whatsoever and however arising and whether resulting from the use of this ITT, or any omissions from or deficiencies in it. 6 Waiver Failure or neglect by Nesta to enforce at any time any of the provisions of these terms and conditions shall not be construed nor shall it be deemed to be, a waiver of our respective rights hereunder, nor in any way affect the validity of the whole or any part of this agreement, nor prejudice our respective rights to take subsequent action. 7 Jurisdiction This ITT shall be governed by and interpreted in accordance with the laws of England and Wales and subject to the exclusive jurisdiction of the English courts. 12
