2 Reinventing Government in the Pacific Islands: Exchange and transfer of innovations for transparent governance and state capacity.
3 Objectives: 1. To assist other Pacific Island govt in strengthening their public sector and governance capacities. 2. To achieve their development goals, including MDG. 3. Take advantage of potential globalization.
4 These objectives ENTAILS Assessments of ongoing reform endeavors and practices The view to analyze; best practices, innovative approaches and learning from past efforts in furthering their development goals.
5 PSC and Cook Islands Govt innovations
6 HOM s s Forum Online It s s a HOM s s online network administered by PSC. A speedy mode of communication between HOMs and PSC. Notice board for HOM s s meetings and Agendas. AIM is to monitor; HOM s s Management functions and performances. Also aim to provide assistance and advices for HOM use.
7 HOM s s Performance Management Developed Performance Agreement between PSC and HOM s. Six monthly visit for Performance Appraisal, interview the HOM s. Evaluate performances and provide feedback and recommendations. Success HOMs performing accordingly. Provide advice of how they can better perform their duties.
8 Job Evaluation Scheme Adopted the Pricewaterhouse Cooper system and administered by PSC. Most ministries participated with the job sizing scheme. Salary band were developed and exercised, pay increased accordingly. A lot of public servants were underpaid while some were overpaid. Success fair salary band for everyone. Every new post is sized by PSC before any appointment.
9 E-Govt/ICT To promote a link up govt, allowing a endless flow of information between ministries ONE STOP SHOP Funded by UNDP, implemented by the Office of the Prime Minister s s ICT Division. Results Transparency, accountability and productivity government. Timely and quality services provided to the public Increase profit and growth Automated processes and cheaper rates for all. Enable public access to government services online; Applying for benefit Fill in application form for permit and so on.
10 Cook Islands - REFORM Is our business, its neither a goal, nor an end in itself as so many people wrongly believe. Is a process and never ending... REFORM objectives; To put in place a a form of governance, a a structure of administration governed by a set of rules designed to allow a country to grow and develop.
11 Economic Reform is an ongoing process Which allowed the CI to develop a pragmatic approach to sustainable development.
12 Economic Reform Involved the Introduction of new legislations to improve and enhance fiscal; Discipline Accountability and Transparency Transformation of the economy from public to private sector driven. To create employment and wealth To increase government revenue through changes to the taxation legislation.
13 Government Actions Took positive steps to improve development. Adopt International and Regional innovations. Millennium Development Goal National Sustainable Development Plan (NSDP) Pacific Plan strengthen Regional Cooperation and Integration. National PSC innovations for better human resources management and development.
14 Economic Reform Results Partially successful in achieving its objectives of restoring macroeconomic stability through Fiscal balances manageable debt levels. CI is well placed to develop programmes to address; Sustainable Development, Economic Growth, Social Cohesion and Environmental sustainability which includes MDG.
15 MDG and NSDP Both outcome of WSSD NSDP set out to develop a NSDP MDG a tool which set out to achieve specific goals by CI undertaken activities to integrate MDGs into its NSDP.
16 Achieved MDGs in the Cook Islands Goal 1 Poverty, defined differently. CI poverty in unequal distribution of opportunity, wealth and price. Goal 2 Education, Compulsory for children aged 5 to 15, govt committed to education by increasing expenditure. HRD developed to address post secondary training. Due to the pace of global development changes, new system has been adopted eg NCEA Goal 3 Gender Equality Established national programmes Gender Division Internal Affairs CI National Council of Women, Punanga Tauturu Women running for MP.
17 Achieved MDGs in the Cook Islands Goal 4,5,6 - GENERAL HEALTH Improved maternal services, with low child mortality rate, better improved care for children. More awareness programmes for AIDS, NCDs and other disease, we have a more proactive Public Health division. Goal 7 Environment more awareness Newly adopted Environment Strategy Plan, Environment Services taking a more proactive role in the protection and conservation of our paradise. Goal 8 Global partnership Taking on international interventions
18 NSDP in the Cook Islands WILL: pave the way forward and help us live within our means. guide our decision making and plan for a better future to ensure sustainability. A A VISION: to guide us in making better informed decisions to meet our needs to develop partnerships and create ways of achieving the targets of the MDG s s and a sustainable FUTURE for all Cook Islanders.
19 Summary The Pacific is a region of strong indigenous cultures and with a preponderance of customary ownership of natural resources. We in the Pacific embrace sustainable development with passion and commitment. The Cook Islands is committed to achieve sustainable development goals; and to this end we intend to gear ourselves with milestones by which to measure our progress in our NSDP. I will take home the commitments made at this forum and the resolve to do better in years to come in bringing about sustainable development for our people and our future generations.
