2 An initiative first proposed by President Barroso in 2005 Established by the European Parliament and the Council in 2006 / operational since 2007 / renewed in 2013 for the period 2014 to 2020 Objective: To help workers losing their jobs due to the impact of globalisation or the global financial and economic crisis to find new jobs as soon as possible

3 What does globalisation mean? major structural changes in world trade patterns, demonstrated in particular by : a substantial increase in imports into the Union, a serious shift in Union trade in goods or services, a rapid decline of the Union market share in a given sector, or a delocalisation of activities to third countries. provided that these redundancies have a significant adverse impact on the local, regional or national economy.

4 Who can apply? What can an application be for? How much can the EGF pay? Who pays the rest? Implementation period? The Member State Active labour market policy measures : job search, training, upskilling, outplacement, business startup, etc. 60 % of the total cost The State, the region, the local authority, private funds 24 months from application

5 CONDITIONS at least 500 redundancies over a 4-month period (including suppliers and customers affected), or at least 500 redundancies over a 9-month period, particularly in small and medium-sized enterprises (SMEs), in a NACE 2 division (sectoral definition) in one region or two contiguous regions at NUTS II level (regional definition). --- Special rules exist for small labour markets and for exceptional circumstances, where 500 redundancies within the reference period may not be reached

6 Who can be helped? the workers made redundant during the reference period; workers made redundant before or after the reference period; workers made redundant by suppliers and customers; fixed-term and temporary agency workers; self-employed persons whose activity has ceased; plus in certain cases, young persons under 25 (or under 30) who are not in employment, education or training (NEETs) if the main redundancies occurred in a region eligible under YEI.

7 What can the EGF co-finance? Eligible are active labour market policy measures such as : job-search and job placement assistance, training, retraining, upskilling, support for business creation, etc. time-limited allowances for the dismissed workers, only during the period of active measures in the EGF co-funded package and only up to 35 % of the total cost of the package

8 Eligible are also : Preparatory, management, information & publicity, and control activities necessary for the implementation of the co-ordinated package of measures Not eligible are : Passive social protection measures, such as unemployment benefits or early retirement pensions

10 Complying with the timelines (Commission) o MS counts redundancies during the 4-month or 9- month reference period o MS applies within 12 weeks of the end of the reference period o Commission acknowledges and asks follow-up questions within 2 weeks of application o MS responds to all the questions within 6 weeks o Commission has 12 weeks for assessment, consultations and translations

19 Challenges for the Commission : managing the lengthy procedures necessitated by the fact that the EGF is outside the MFF and needs a full budgetary procedure for each application assessing the applications within a tightly defined time period managing all other aspects (closures, audits, reports, evaluations, briefings, EP questions, website, meetings of Contact Persons, future planning, etc.)

20 Outlook for the future : search for simplification and streamlining make use of uncommitted amounts in the EGF reserve examine opportunities to extend the field of activities of the EGF (refugees, natural disasters, restructuring, skills, etc.) be aware of political limitations in Council and the European Parliament
