1 Table 1: Plan overview Fishery name: North Sea Lemon Sole Start date: 01/01/2017 Fishery location: ICES Subarea 4 (North Sea) and Subdivision 3.a.20 (Skagerrak). Project leaders (organisation responsible for Plan): Project UK Fisheries Improvement (PUKFI) Overview of the Plan: Fishing methods: Seine Demersal trawl Beam trawl End date (anticipated): 31/12/2020 (4 years) Improvements recommended by: Poseidon P1: Lemon sole is currently managed under a precautionary combined TAC for lemon sole and witch. ICES states that "Management of lemon sole and witch under a combined species TAC prevents effective control of the single-species exploitation rates and could potentially lead to overexploitation of either species". s are required to assess the stock to derive reference points, then to use this as the basis for a single species TAC set in line with MSY. P2: The priority action (i.e. to address those PIs not currently meeting 60) is on the of secondary species. A review of alternative measures to reduce unwanted catch of secondary species should be carried out. This should include any out of scope species, such as incidental bird by-catch. The proposed review should also define the catch composition for a range of gears as separate UoAs and highlight those without secondary main species. Separation of demersal trawl into TR1 and TR2 gear is expected to show that TR1 gear may could progress to assessment, while further actions are necessary for TR2 gear to address of Nephrops and monkfish as main secondary species. s are required under P2 to develop an ETP strategy which will improve information, and help to inform status of ETP species interacting with the fishery. The more specific requirements under version 2.0 of the standard in relation to habitat, makes it more of a challenge for mobile bottom gears to achieve the standard. A habitat strategy is needed to (i) quantify the impact of gears on commonly encountered and VME habitats; (ii) manage the impact, taking steps to reduce potential impacts. P3: There is a lack of fishery-specific for North Sea lemon sole. A Long-Term Management Plan that includes lemon sole would address the issues highlighted in the pre-assessment (lack of objectives, decision-making processes and evaluation). If lemon sole is not included in the North Sea mixed fishery plan for demersal stocks (being developed at EU level), amendment or a separate specific plan is required to ensure PIs are met. 1

Lemon Sole Stock Assessment Review Explore current status & European interest via the A.C. In the absence of a stock assessment with reference points the RBF is used and a high risk score is likely leading to a fail. Use of RBF gives a default 80 for Fisheries scientists to undertake the review and (if possible with current information) estimation of reference points (MSY proxies). The harvest strategy may not have been fully tested but evidence exists that it is achieving its objectives. Change to a lemon sole TAC if necessary For harvest strategy and HCRs to be sufficiently responsive to the state of the stock, a single species TAC is required. Paper detailing the requirements and road map for a single species TAC for lemon sole. Fisheries science and expertise to produce the position paper and road map.
