1 1.0 Purpose The purpose this procedure is to define a system for Project Execution and Control activities related to construction projects taken up for execution by KSPH&IDCL. All the project execution and control activities are carried out with a view to ensure quality construction, prevention time over run and cost over run. 1.1 Application This procedure is applicable to all the construction projects entrusted to KSPH&IDCL by the client organisation for execution. 2.0 Responsibility 1. or (through his designated engineer the project / site) who has been awarded the project is responsible for carrying out the execution the project under the supervision KSPH&IDCL ficials. 2. EE, AEE and AE/JE/PMC respective projects are responsible for ensuring execution works under the following controlled conditions through-out the construction processes. i. Ensuring availability required resources for the execution the project. ii. Ensuring the availability drawings and work specifications to the contractors. iii. Ensuring the Use suitable equipment, iv. Ensuring the availability and use monitoring and measuring devices. v. Ensuring quality checks as per plan. vi. Handing over activities. As the project execution activities are contracted, responsibilities KSPH&IDCL personnel are mainly to exercise control over construction activities by ensuring availability resources, effective monitoring and quality control as per contract conditions. Responsibility and authority for various activities involved in the construction management are described in the procedure part. 3.0 Terms and definitions 1) Activity smallest identified item work in a project process. 2) Concession Permission to use or release a product that does not conform to specified requirement. 3) or - Organization or Group persons or a person that provides a product Revision: 1 Revision Date: Page 1 9

2 4) Customer / Client Organization or person that receives a product / service. 5) Deviation Permit Permission to depart the originally specified requirements a product prior to realization. 6) Document Information and its supporting medium. 7) Project Construction Residential / Non-Residential buildings entrusted by Client organisations to KSPH&IDCL. 8) Procedure Specified way to carry out an activity or a process. 9) Product Result a process 10) Progress evaluation assessment progress made on achievement the project objectives 11) Quality Assurance Part quality management focused on providing confidence that quality requirements will be fulfilled. 12) Quality Control Part quality management focused on fulfilling quality requirements. 13) Record Anything (Such as a document or a photograph) providing permanent evidence or information about past events; it also includes in digital form 14) Requirement need or expectation that is stated, generally implied or obligatory. 15) Review Activity undertaken to determine the suitability, adequacy and effectiveness the subject matter to achieve established objectives. 16) Specification Document and stated requirements the product. 17) Verification Confirmation, through the provision objective evidence, that specified requirements have been fulfilled. 4.0 Procedures Following abbreviations and terms are used in the table; D = Document R = Record PR = Procedure CL = Check list PC = Pour card TP = Test procedure STD = Relevant BIS TR = Test Records MD = Managing Director ED = Executive Director FA = Financial Advisor CE = Chief Engineer SE = Superintending Engineer EE = Executive Engineer DES = Designs QC = Quality control and s Govt. = Government Karnataka Client = User department TP = Third party PMC = Project Monitoring Consultant PRC = Project review committee consisting MD, ED,FA, CE, SE and other designated employees as determined by the MD / ED/CE. 4.1 General Revision: 1 Revision Date: Page 2 9

3 As the project execution activities are contracted, responsibilities KSPH&IDCL personnel are mainly to exercise control on projects product through effective monitoring at all stages during the execution the project. 4.2 Planning for Execution works Concerned Executive Engineer a division who is considered as the project manager shall plan for achieving the objectives project execution with a view to deliver the product as per the requirement without time and cost over run. In this endeavour, he shall delegate required responsibilities and authorities to other staff the division / sub-division to plan and achieve the objectives. Further he will interact with the respective KSPH&IDCL personnel as and when required depending on the situation to avoid deviations the objectives envisaged. 1 Ensuring Resources As the respective projects are assigned to the divisions, respective EE s will review the existing resources at the work place. If required respective EE s will request for additional resource. Following are the resources required for the new project. Review EE s Approval - MD Administrative Approval to the project 2 required for execution project a) Human resources required for the project b) The EE / AEE / AE /JE Shall ensure the availability all the necessary, such as technically sanctioned estimate, agreement, programme work the contractor, construction drawings before start work. E.E / A.E.E / AE / JE/PMC 11) Copy contract 2) Copy sanctioned estimate 3) Copy approved construction drawings. 4) Programme work 3 Payment mobilisatio n advance If payment mobilisation advance is contemplated in the contract and if an application is made by the EE / CAO 15 receipt / Bank Guarantee Revision: 1 Revision Date: Page 3 9

4 4 5 6 Custody Bank Guarantee towards mobilisatio n advance Handing over Site Programme work or for payment mobilisation advance, payment is to be made after receipt Bank Guarantee in the prescribed prorma. The authenticity the Bank Guarantee may be got verified by addressing the concerned bank. A register to be maintained for all the Bank Guarantees kept in safe custody the division and one month prior to the expiry the validity Bank Guarantee the concerned or shall be addressed to renew the same within the validity period Bank Guarantee, if the extension the validity the Bank Guarantee is necessary. If extension the validity is not arranged by the or, necessary action to get the same encashed shall be taken. In case if the renewal the Bank Guarantee is not necessary, discharge certificate is to be issued. The AEE shall handover the site to the contractor and make necessary documentation The EE shall obtain detailed programme work the contractor as per the contract. The same shall be got uploaded to the PMS EE A.E.E / A.E / JE EE valid Bank Guarant ee 7 receipt all the concern ed docume nts 7 handing over site Letter acceptance /. Control over constructio n It shall be ensured that a field fice with a preloaded PC with the required st ware to facilitate monitoring the project and telephone connection is established, if stipulated in the contract. (for contracts 5 crores and above) The availability contractor's technical personnel, as specified in the contract along with sufficient tools and plants required for the work, field testing equipment wherever required, site fice, availability sufficient skilled labour, shall be ensured before the commencement work. The additional quantities work required to be executed for the item works in the contract document / for any item work not contemplated in the contract document, which may arise during execution works shall be intimated to the competent authority. Ensure preparation work bills to facilitate payment to the contractor as per stipulations in contract document. Ensure payment the work bills to the contractor as per the contractual obligation. 7 Liaisoning with other agencies Quality checks during the execution. Extension time if required Payment bonus wherever applicable Liaisoning with other agencies like Local bodies, KPTCL, Water supply boards required for obtaining the facilities required for the project. Regular quality checks as per the plan shall be carried out by respective authorities during the execution. Ensure there are no deficiencies in the works. If required, the frame structures may get evaluated by third party agency. Due to reasons not stipulated in contract document if the situation arises for extension time in the project execution approvals competent authorities is to be obtained. If there is provision in the contract for payment bonus in case early completion the project specific proposals is to be EE / AEE / AE / JE EE (QC) / EE / AEE / AE / JE/PMC EE / AEE EE / AEE package scheme s, 80% the bill amount to be release d within 2 working Days and the rest shall be within 15 working. 3 months prior to anticipat ed date completi on project on going 30 prior to expiry contract Prior to paymen t final bill Requirements the project F : 12-4 Revision: 1 Revision Date: Page 7 9

8 20 21 Levying penalties Third Party Inspection submitted to SE with a detailed report after completion the project in toto. For any deviations in the quality work and / or delay in execution the project, making proposals for levying penalties. If there is dispute between the contractor and KSPH&IDCL regarding quality works executed the matter shall be referred to third party for opinion EE MD/CE/SE Prior to paymen t final bill / Complaints received And IMSP 18 / Inspection & Test reports Preparation final bill Customer complaints Release security Deposit Ensure preparation Final bill to facilitate payment to the contractor as per stipulations in contract document. The final bill will be audited by technical /pre audit committee Attend to customer complaints for any deficiencies during the prescribed defect liability period.
