1 Building a Strategic Management Culture in the Caribbean Public Sector Agenda item 7 November 11, 2002 YEAR 3 WORK PROGRAMME 1.0 Introduction This Report outlines the activities proposed for consideration and approval under the Work Programme 3. Work Programme 3 is covered by the period December 2002 to November National and Regional Training Programme Year 3 activities will continue to strengthen overall competency to deliver appropriate services relative to strategic planning as a means of developing and modernising public sector organisations. In addition to training, the Project will provide more templates and tools to be used by administrations in cementing the use of strategic planning as a management tool, as well as to establish the link between strategic planning, strategic thinking and strategic management - the basis for an effective organisation. Recognising that strategic thinking and strategic management involve commitment at the highest level, where practicable, in-country retreats for Ministers and Permanent Secretaries will be organised. The project will promote a standard delivery strategy for Member States (Practical Guide) to be used in assessing and making recommendations on improving the business planning process, and implementing systems for realising quality services. References will be drawn on what each country has achieved, what actions should be continued, what should be revised to be more consistent with the delivery model to inform future CARICAD interventions in Member States, and for the purposes of documenting case studies as learning tools. Building a culture of strategic management is an adaptive process. In shaping this process, focus will be placed on individual country requests to fill gaps in the development of their strategic planning capacity. Results of training needs assessments issued to all Member States will inform this process. These results will also be further managed as a regional data base to leverage training and human resource development as part of CARICAD s ongoing mandate for the region s public sector Facilitating the designing appropriate training and development tools for Caribbean leaders will be a feature of this component, in consonance with efforts to formalise a Project framework on HRD for the Region. Training of trainers programmes, and web-based and distance education training will be used as means of sustaining regional training and learning. The MOU with PUCMM contains specific targets for distance education, which will be pursued in tandem. 1
2 3.0 Establishment of a Caribbean Strategic Planning Network The Caribbean Strategic Planning Network is currently being developed to satisfy the requirements for a regional database and information system relative to strategic planning. The network will provide a virtual link to the global knowledge base in strategic planning and management in the public sector and be a virtual discussion forum in the area of strategic planning and management. Through the Caribbean Strategic Planning Network, all Project training manuals, case studies and related documents will become accessible to a wider target population. In addition, particular focus will be given to managing the results of the Training and Human Resource Development Needs Assessment Survey. The returns will be used to generate and manage CARICAD s database for human resource development of the Region s public sector. Individual country competency assessments as well as sub-regional and regional priority assessments will be derived over time. Together with complementary in country analyses, CARICAD will be better placed to formulate short and long-term programming activities and projects for institutional development and organisational culture change, as well as inform our wider collaborations with regional and international institutions for the design and delivery of customised HRD packages for the Regions public sector. The use of distance education, including an appropriate web-based modality for piloting training for public sector managers using the Caribbean Strategic Planning Network will be developed to sustain regional human resource development needs in the area of public sector management. 4.0 Collaboration with the Dominican Republic and Haiti The MOUs signed with CONARE and PUCMM-EU in the Dominican Republic establish that CARICAD and these entities agree to finalise, within the first three months of the agreement, an Action Plan for the implementation of discreet areas of cooperation. Detailed activities will be developed for consideration within and beyond the scope of the Project, in accordance with the terms of the MOU. A framework for conducting a national strategic planning workshop for the Haitian public sector was developed in collaboration with authorities in These authorities are now obsolete. Proposals for convening of a Workshop in early 2003 at PUCMM for Haitian officials will be pursued in collaboration with public sector officials from other CARIFORUM Member States. Other areas for integrating Haiti will be pursued. 5.0 Coordination and Management The three (3) Technical Sub-Committees established by the Working Group on Public Sector Reform at its inaugural Meeting in December 2000, will convene under the chairmanship of Government Ministers of participating Member countries to finalise activities relating to: The legislative guidelines for Member States on revised public sector legislation to take into consideration modern trends in public management, information technology, personnel and financial management and to give effect strategic planning and performance-based assessment; 2
3 the finalisation of a human resource development strategy for the region s public sector; and mechanisms for establishing social partnerships among the main stakeholders for improved governance. 5.1 Summary of activities Deliver technical advisory relative to building strategic management capacity Prepare regional strategic planning report with recommendations on the basis of audits and assessments Design and deliver training programmes at the national and regional level for building strategic thinking and management capacity, and for leadership development Finalise framework for human resource development strategy in the regional public sector Prepare regional public sector human resources database and management strategy on the basis of needs assessment responses Preparation of case studies and lessons learnt on strategic planning for dissemination to Member States Preparation of strategic planning delivery strategy, including strategic planning/ strategic management course design and training of trainers in conducting strategic planning institutional audits and assessments and institutional plan development implementation Strategic Planning Manual for regional public sector Strengthen institutional linkages for integrating regional and international development activities on the knowledge base; Strengthening the strategic planning network and database Preparation for use of distance education and web-based applications for training in strategic planning Create a virtual collaboration forum on strategic planning for Caribbean Public Sector managers Produce quarterly issues of a newsletter on strategic planning topics (hard copy and e-newsletter) Formalise and implement strategic planning intervention for Haiti Preparation and conduct of discrete activities in the Dominican Republic in accordance with the MOU: distance education programmes, training and human resource development and other lateral cooperation activities Preparation for Meeting of the Working Group on Public Sector Reform Preparation of model revised public service legislation (legislative guidelines) Preparation of guidelines on establishing social partnerships and documented case studies and experiences relating to improving delivery of public services Preparation and circulation of programme activity, financial, management and implementation reports Preparation for project evaluation and annual audit. 3
4 4.6 Implementation Year 3 activities will be implemented based on technical assistance inputs, and training and nontraining development interventions, in order to optimise available resources to strengthen and sustain capacity development for the fifteen Member States of CARIFORUM relative to strategic planning. To this end, the Project will review the status of strategic planning implementation in Member States, reassess national priorities in the area of capacity enhancement in strategic management and public sector management, and develop and deliver training and development programmes and tools for the effective and sustainable application of strategic planning by public sector and civil society as a tool for national development. 5.0 BUDGET 5.1 Table 1.
