1 RECRUITMENT ANNOUNCEMENT FOR SEEKING CANDIDATES TO COVER A HIGH- SPECIALIZED ASSIGNMENT IN THE CONTEXT OF THE RESILIENT CITIES PROJECT MANAGEMENT OF THE GENERAL DIRECTORATE BY SETTING UP A FIXED-TERM WORK RELATIONSHIP The Municipal Administration, implementing G.P. Decision no. 71 dated 1 August 2017, seeks candidates, by the methods and under the terms specified below, to cover, with a fixed-term employment relationship outside the standard workforce, in accordance with Art. 110 Paragraph 2 of Italian Legislative Decree no. 267/2000 and Art. 42, Paragraph 3 of the Regulation on the Offices and Services System, High-Specialized assignment within Resilient Cities Project Management, of the General Directorate, to support the Chief Resilience Officer, to which appoint functions and areas of activity specified in annex no. 1. The Municipal Administration provides equal opportunities to men and women for accessing employment and in treatment at work, as required by Italian Legislative Decree , no. 198 Equal Opportunities Code between Men and Women in accordance with Art. 6 of Italian Law 28 November 2005, no. 246 and Art. 57 of Italian Legislative Decree , no. 165 General Rules on the Employment System under the Public Administrations' Employ. ECONOMIC CONDITIONS The economic treatment of the high-specialized assignment in question, corresponds to the table remuneration provided by the current local collective labor contract for the initial economic level of category D 3, which can be supplemented, with a motivated provision of the City Council, by an individual bonus, including ancillary fees, as provided for by Art. 42 of the Regulation of Offices and Services System of the Municipality of Milan, commensurate with the specific professional and cultural qualification, also considering the temporary nature of the employment relationship and the market conditions related to the specific professional skills required. The maximum limit of the remuneration payable, as detailed above, is quantified in 62, = gross per year DURATION The contractual relationship established with the Municipal Administration following the selection, object of this notice, related to the complete realization of the assigned activity/project, will have a duration equal to the validity of the Agreement signed by the Municipality of Milan and the Rockefeller Foundation and in any case not less than two years. REQUIREMENTS OF CANDIDATES Candidates must have the following general requirements: 1) Italian citizenship as laid down by the Decree of the President of the Council of Ministers dated , no. 174 (italians who are not members of the Republic are treated as citizens); or Citizenship of a European Union member State. The relatives of citizens of European Union member States that do not have the citizenship of a member State must be

2 holders of the right of residence or of the permanent right of residence, under art. 38, par. 1 of the Decree n 165/2001; 2) enjoyment of civil and political rights; 3) absence of criminal convictions that may prevent, according to existing rules, the establishment of the employment relationship; 4) no exclusion from the active electorate and no dismissal for persistent inadequate performance by a public administration or for having obtained the employment itself through untrue declarations or the production of false documents or those having irremediable invalidity; 5) no dismissal by the Municipality of Milan, except if the dismissal occurred as a result of a redundancy or collective mobility procedure, in line with existing regulations; 6) absence of situations where managerial assignments cannot be granted by the Municipality of Milan as provided by Italian Legislative Decree 8 April 2013 no. 39, with specific reference to the provisions of Articles 3, 4 and 7 Paragraph 2, along with Art. 43 of the Regulation on the Offices and Services System of the Municipality of Milan; 7) under the art. 3 of the Decree 7/2/1994, n 1974, the citizens of the European Union member States and their relatives without the citizenship of a member State that are holders of the right of residence or of the permanent right of residence, in order to be eligible to the employment in the Italian public administration must meet the following requirements: enjoy the social and political rights of their home States or of their States of origin; meet all the requirements requested to the Italian citizens, except the Italian citizenship; to have an adequate knowledge of the Italian language. 8) QUALIFICATION: Degree, achieved through Italy's old university system or Specialist/Master's Degree achieved through its new university system, issued by Universities recognised by Italy's university system with reference to the profile for which the candidacy is submitted. In relation to the profile, the specific requested qualifications are indicated in ANNEX 1. If candidates hold a qualification achieved abroad, the recruitment will be subject to the issuance, by the competent authorities, of the measure of equivalence of that qualification with the one requested by this notice, as required by Art. 38 of Italian Legislative Decree , no In that case, the candidate must expressly declare in the application for participation that he/she has initiated the process for the equivalence of the qualification, as required by the cited regulation; 9) age not above that provided by the rules in force on retirement placement; 10) PROFESSIONAL EXPERIENCE: subject to the requirements required for the role itself, candidates must hold the requirements provided by Art. 42, Paragraph 1 of the Regulation on the Offices and Services System (attached) as specified in the profile, which forms an integral part of this notice; or be permanent employees of a Public Administration, with at least 5 years of service in legal category D of the National Collective Labour Agreement for the Regions' Local Councils (or equivalent), in possession of specific professional experience accrued in coordinating and managing services and/or offices in areas coherent with the profile for which the candidacy is submitted;

3 11) knowledge of a foreign language; 12) knowledge of the most widespread IT tools; SUBMISSION OF CANDIDACIES - METHODS AND DEADLINES Interested parties must submit their candidacy, using the specific form attached to this notice, published from february 27 th. Candidacies submitted beyond the above deadlines will not be considered. 4 The application for participation must be signed by the candidate, otherwise it will be considered invalid. Sending the application by personal certified (PEC) fulfils the signature obligation, provided that a copy of a valid personal identity document is attached in pdf format. ASSESSMENT OF CANDIDACIES The Administration will perform, by way of a specific Commission, the assessment of possession of the requirements required for the candidacy and will consequently identify the candidates most suited to cover the managerial role subject to this Notice within the Municipality of Milan. Candidates in possession of the aforementioned requirements will be selected by assessing the suitability of their curricula to the characteristics of the managerial role to be covered. Candidates, whose profile that can be deduced from the curriculum will be more responsive to the required skills, will be called to support an appropriate Italian and English interview, which will be held in march 2018 on days 26 th and 27 th. At the outcome of the interview, a final assessment will be attributed by the Commission with a view to identifying the candidates most suited to the managerial position subject to this Notice. The overall assessment procedure is aimed exclusively at identifying the most suitable candidates to cover the managerial role subject to this Notice and it does not, therefore, determine any right to the role or give rise to the formation of any merit ranking. 5 PRIVACY POLICY IN ACCORDANCE WITH ART.13 OF ITALIAN LEGISLATIVE DECREE 196/2003. Data sent by candidates will be processed exclusively for purposes connected to this procedure and for subsequent activities relating to the recruitment process, in respect of the specific regulations and provisions of the Collective Labour Agreements. The data will be processed, even using automated methods, only for that purpose. The provision of data is mandatory and any refusal to provide it will prevent the Municipality from assessing the candidate and completing any consequent fulfilments related to this procedure. The data processing controller is the Municipality of Milan. The capacity of personal data processing manager is held by the General Manager, the Organisation and Human Resources Director, the Director of the Human Resources Administration Area, as well as - based upon the organisational placement of the individual managerial role - the Area Manager or Management Director to which the role reports, to the extent required for the conduct of their own functions. The processing will be done by persons in charge of the selection process at the aforementioned Departments or at the organisational structures which report to the aforementioned Departments. The personal data may be communicated to other public and private entities when required by legal or regulatory provisions. The personal data, with the exclusion of any data likely to reveal state of health, may be disseminated. The measures approved by the competent bodies at the outcome of the selection will be disseminated by way of publication in the forms provided by the rules in that regard and on the internet website of the Municipality of Milan in respect of principles of pertinence and reasonableness. Only sensitive and judicial data that is essential for the conduct of the institutional activities will be processed as part of the procedure. The data subject may exercise the rights provided by Art. 7 of Italian Legislative Decree 196/03 and in particular obtain confirmation of the existence or otherwise of personal data relating to him/her, the origin of the personal data, the methods of processing, the logic applied in the case of processing done using electronic tools, as well as the update, rectification or, if appropriate, supplementation of the data. The data subject is also entitled: - to obtain the deletion, transformation into anonymous form or block on data processed in violation of the law; - to object, in whole or in part, for legitimate reasons to the processing of personal data relating to him/her even if pertinent to the purpose of its collection.

6 PROFILE SHEET FOR HIGH SPECIALIZED ASSIGNMENT WITHIN THE RESILIENT CITIES PROJECT MANAGEMENT OF THE GENERAL DIRECTORATE Call position Mission High Specialization in support of Chief Resilience Officer within the Resilient Cities Project Management - Supporting the Chief Resilience Officer in activities aimed at developing the resilience strategy of the city of Milan and related to, in particular, planning and management of the municipal resilience plan linked to the 100 Resilient Cities project (100RC) the acceptance and development of specific programs and policies aimed at creating a sustainable reference system, through which to respond effectively to the continuous changes in the urban environment (physical and natural crises, such as climate change and flooding, negative stresses able to weaken the social and economic fabric of the city) constant involvement and participation of stakeholders connection between the strategic partner and the platform partners identified by 100 Resilient Cities (100RC) - Support the Chief Resilience Officer in the activities aimed at Facilitate the implementation of the city's resilience strategy and the network organization of related support activities Develop and supervise the launch and strategic management of the entire program, as well as the compilation of related maps, data and analyzes Manage the participation of the stakeholders, defining priorities and necessary documents, defining and building a local partnership with shareholders and research bodies on the model of the Barcelona Resilience Partnerships Identify administrative procedures and forms of innovative economic partnerships for the implementation of planned resilience measures Identify resilience programs developed from other worldwide cities and enhance the experience of the Municipality of Milan in these areas - Act in support of the Chief Resilience Officer as a primary contact for the Municipality of Milan and for the representatives of the 100 Resilient Cities project (100RC) and, to this end, it will Interact and collaborate with the various organizational structures of the Institution, constantly informing the General Directorate and the Urban Planning Department of the ongoing activities, as well as with external bodies and citizen stakeholders and not Closely work with the cities of the global network 100 Resilient Cities (100RC), with the project partners 100 Resilient Cities (100RC) and the platform partners of the 100 Resilient Cities (100RC) belonging to the private, public, academic and non-profit sectors

7 Main activities related to the position - Develop a diagnostic system in line with the 100 Resilient Cities (100RC) methodology, with the support of the competent organizational structures of the Institution - Plan, in coordination with the competent organizational structures of the Institution, the activities / interventions aimed at defining a plan of municipal resilience, both at strategic and operational levels, collaborating, for this purpose, with other agencies and strategic partners of the 100 Resilient Cities (100RC) project and the Rockefeller Foundation, defining the interaction areas with the forthcoming town plan (Piano di Governo del Territorio), especially with regard to the analysis of hydrogeological risks, also with the support of the platform partners of the 100 Resilient Cities project (100RC) - Identify and map, within the planning documents, programs and interventions already carried out by the Institution, the ongoing projects, which could be linked to the specific scope of municipal resilience, with particular regard to the different characteristics of the urban also peripheral territory - Represent the city of Milan in the 100 Resilient Cities network (100RC), during meetings, network calls, conferences, technical meetings and strategic and training opportunities, acting as a point of reference and contact with the 100RC platform - Develop communication and program promotion activities within the overall resilience strategy, in line with the Administration's policies in the area of communication activities - Share the identified objectives and the results achieved with the 100 Resilient Cities network (100RC) and with the other CROs belonging to the same - Support the Chief Resilience Officer in coordinating the program support network within the Municipality, as well as ensuring the necessary coordination with other organizations involved, with the aim of stimulating, influencing and facilitating the community's contribution to development and to the realization of the resilience strategy of the city of Milan - Facilitate collaboration among the various stakeholders and guide the local debate on the resilience issue - Identify, in connection with the competent organizational structures of the Institution, possible areas of financing/funds at international level in support of projects in the field of resilience - Conduct impulse and coordination activities with respect to the Institution's Directions and organizational structures, involved in the implementation of initiatives, projects and interventions envisaged in the Milan city resilience strategy, as well as with external bodies and stakeholders, coordinating the various contributions effectively and synergistically - Create profitable and synergetic relationships networks with the cities of the "Global 100 Resilient Cities Network (100RC)" and the platform partners belonging to the private, public, academic and non-profit sectors, in order to share strategies and experiences acquired for the best and more effective project management - The interview will be only in English
