3 April 5, 2018 Hello, All! The efforts of the Lake Host Program go far beyond how many boat inspections were performed and how many saves were made. Each time a Lake Host, in their iconic royal blue shirt, makes contact with a human being, there is a ripple effect of knowledge, awareness, and of personal responsibility in protecting our lakes. Your local program facilitates the sharing of knowledge in a way that wouldn t be possible without YOU! Many of you have been a Lake Host Point Person or Manager for more years than you can count, since the program s inception for some, or perhaps this is your first season. Whatever your time commitment has been, or will be, thank you. Thank you for shouldering the responsibility of serving as Lake Host Point Person or Manager for your group. Without your time and effort there would be no Lake Host Program in your community. The Lake Host program has grown so much in the past 16 years, and with growth comes change. Some of this change YOU and your fellow program participants have asked for directly and we have taken (and will keep taking) measures to answer that call. Some of the change you didn t ask for, but please know that our greatest interest here at NH LAKES is to make sure that you have the guidance and support you and your group needs to run your program smoothly and safely. The staff at NH LAKES will do all that they can to make your job this summer as easy as possible. 5 2018 LAKE HOST POINT PERSON (VOLUNTEER) POSITION DESCRIPTION New Hampshire Lakes Association SUMMARY: A well-functioning, professional, and effective Lake Host team requires a hardworking management team, working together to ensure that: all terms of participation are met; Lake Host Inspectors are informed about aquatic invasive species prevention and perform their duties well; and, quality boater data is collected and recorded in the online database provided. Each local organization accepted to participate in the Lake Host Program must provide one or two volunteer Point Person(s) to supervise the group s Lake Host Manager (employee) and Lake Host Inspectors (employees and volunteers), and ensure that the group satisfactorily fulfills all program requirements. The Point Person(s) must be appointed by the local board of directors or independently-employed program manager. SPECIFIC DUTIES: 1. Advertise for and interview potential Lake Host employees. Interviews should be held in a public location such as a library, coffee shop, etc. 2. Collect all completed and verified enrollment/employment forms for each volunteer and employee before they attend a training session or at the start of the training session and forward all paperwork to NH LAKES. A pay rate must be specified for each employee. 3. Ensure that ALL Lake Hosts employees sign and return their Letter of Employment with NH LAKES within 3 business days of receiving it. 4. Ensure that all Lake Host Inspectors (employees and volunteers) attend the proper training session before staffing the ramp. 5. Conduct local group training(s) for all new/returning volunteer inspectors, and for all returning employee and volunteer inspectors before they begin work at the ramp and as needed throughout the season to ensure good performance. Trainings should be conducted in a public location, or in groups if hosted at a residence. 6. Provide inspectors with brochures, specimen bags, decals, and copies of timesheets, boater survey sheets, and match sheets, prior to the start of the season, if possible, or house materials in a location that inspectors can access independently. Contact NH LAKES when these supplies are running low to arrange for replenishment. 7. Determine the weekly staffing schedule and share it with Inspectors and NH LAKES. Provide schedules to all employees and NH LAKES at least two weeks in advance at the start of the season is best. 8. Ensure that all volunteers (Point Person(s) included!) record all hours, mileage, and out-of-pocket expenses (included postage) on the NH LAKES volunteer match sheet. This documentation is required in order to be applied to the local match. 9. Maintain local records including paper OR digital copies of all employee and volunteer forms, timesheets, volunteer time sheets, etc. and the online database for boater data (NH LAKES will provide training). 6 10. ON THE SUNDAY BEFORE THE PAY PERIOD ENDS: Collect, verify, and sign all employee timesheets and or fax to NH LAKES before 4pm on Payroll Monday. Collect completed boater data sheets from all Lake Host Inspectors and volunteer match sheets from volunteers. Check that these are completed properly and accurately. Boater data must be entered into the online data entry platform within two weeks of the end of the pay period by the Point Person or Manager (approximately 2-5 hours of work per pay period). Volunteer match information must be entered into the online volunteer match data entry platform or mailed to NH LAKES. 11. Visit all employees and volunteers on a regular basis to ensure safety and quality performance. Contact NH LAKES to discuss employee or volunteer performance problems. NH LAKES is officially responsible for terminating Lake Host employees as they are NH LAKES employees. 12. Contact NH LAKES if inspectors encounter any problems with boaters or encounter any safety issues or are injured while staffing the ramp. 13. Send suspicious specimens to the New Hampshire Department of Environmental Services in the prescribed manner provided at the training and in the manual. 14. Maintain regular communication with the local group management team regarding ramp coverage schedules, Lake Host employee pay rates, payroll and volunteer match updates, inspection and saves updates, and inspector performance. 15. Publicize the Lake Host program in the group s newsletter, local papers, and on social media channels. 16. Submit a Final Report to NH LAKES in the format specified by the first Monday in October. COMPENSATION & BENEFITS: Lake Host Point Person(s) are expected to contribute approximately 5 hours per week during to program administration, ramp visits, and communications. The cash-equivalent of volunteer time is $24.14/hr. and all time volunteered will be counted towards the local match requirement with the proper volunteer match documentation. This is a temporary, seasonal, volunteer position which does not include benefits. ORGANIZATIONAL INFORMATION: The New Hampshire Lakes Association (NH LAKES) is an independent, non-profit, member supported organization dedicated to inspiring the responsible care and use of New Hampshire s Lakes to keep them healthy for the benefit of current and future generations. We work in partnership with local associations (lake, pond, and watershed groups) who share our vision. The Lake Host Program is a collaborative effort between NH LAKES, the New Hampshire Department of Environmental Services, access site owners and local associations to educate the public and prevent the spread of aquatic invasive plants and animals in New Hampshire s waterbodies. 7 2018 NH LAKES POINT PERSON/CO-POINT PERSON AGREEMENT Please review, sign, and return to NH LAKES before you begin the season: These policies are intended to ensure the fair and consistent treatment of all NH LAKES volunteers and employees and to foster an atmosphere of mutual respect nondiscrimination, and trust based on clear lines of authority, responsibility, and accountability. None of the policies or guidelines are intended to give rise to contractual rights or obligations and are subject to modification by NH LAKES at any time. I,, have been appointed by my local group s board of directors/supervisor to (Printed Point Person/co-Point Person Full Name) serve as the Point Person/co-Point Person for the NH LAKES Lake Host Program with:. (Printed Full Name of Local Participating Group) I understand that: This position requires a time commitment of approximately five hours per week during the duration of the program in order to ensure my local organization, NH LAKES, boaters, and our lakes get the maximum possible benefit out of the Lake Host Program. My role as the Point Person/co-Point Person is to ensure that all aspects of our local program run smoothly, including: administrative work; employee and volunteer recruitment, training, and oversight; communications with both my organization s leadership team and NH LAKES; and, ensuring that our group abides by and fulfills all program policies and requirements. It is NH LAKES' policy that Point Persons must meet with Lake Host employees and volunteers for interviewing/training/performance assessment purposes in group settings or in a public place (such as a local library, town hall, access site, or local business). One-on-one meetings should never occur at a private residence. Following Lake Host employee and volunteer recruitment guidelines provided by NH LAKES will help our group to select qualified candidates and not inadvertently ask improper or illegal interview questions. It is NH LAKES' policy that Point Persons provide Lake Host employees and volunteers with a self-service system to access program materials and to turn in paperwork. This system should not require the employee or volunteer to enter a private residence. Regularly visiting all inspectors at the access site provides opportunities for me, as the Point Person, to: evaluate Lake Host Inspector performance and offer respectful and constructive performance feedback and retraining; restock supplies; and, evaluate access site conditions to ensure safe working conditions. NH LAKES should be notified immediately of any safety issues and or injuries incurred by any volunteer or employee while on duty. Maintaining regular communications with NH LAKES regarding volunteer and employee performance not meeting program expectations will ultimately benefit the individual, my group, NH LAKES, and visiting boaters. I may be asked by NH LAKES to help develop and oversee performance improvement plans for employees or volunteers. Only NH LAKES may terminate an employee or volunteer relationship with the Lake Host Program. NH LAKES employs a zero tolerance policy with regard to harassment or violence of any type, regardless of position or rank within the organization. I will inform NH LAKES immediately of any such complaints (including any harassment of employees or volunteers by boaters or other visitors to the access site). NH LAKES will take all complaints seriously, investigate complaints promptly, and all investigations and outcomes will be kept confidential to the maximum extent possible. 8 2018 LAKE HOST MANAGER (EMPLOYEE) POSITION DESCRIPTION New Hampshire Lakes Association SUMMARY: A Lake Host Manager represents NH LAKES and the local organization that is participating in the Lake Host Program. A Lake Host Manager is an employee of NH LAKES who assists a local pond, lake, or watershed association or municipal committee Point Person with administrative duties, including database management. The Lake Host Manager performs online data entry using the Google spreadsheet provided by NH LAKES and may be asked to assist the local volunteer Point Person(s) in administering the Lake Host Program. The Manager will ensure that boater data and volunteer match data is collected properly and will accurately enter data into the appropriate Google spreadsheet on a weekly basis for each pay period. The Manager must attend a formal Point Person/Lake Host Manager training session hosted by NH LAKES each season. QUALIFICATIONS AND SKILLS: The ideal Lake Host Manager: has prior Lake Hosting experience or will be a Lake Host Inspector this season; has strong data entry skills or is willing to learn; will positively contribute to a well-functioning, professional, and effective local Lake Host Program; is able to work independently 2-5 hours of work per pay period to accomplish tasks efficiently and ontime; is equipped with a computer and strong internet connection (or alternatively willing to travel to use a computer at the local library); has an address and is committed to checking regularly; and is committed to providing data entry reporting to the local coordinator and NH LAKES on a biweekly basis each pay period for the duration of the Lake Hosting season. Minimum age: 18. Exceptionally mature and independent 16- and 17-year-olds may be considered. PRINCIPAL RESPONSIBILITIES AND DUTIES: 1. Ensuring that all boater survey sheets and volunteer match sheets are completed neatly and properly. 2. Notifying the Point Person or individual Lake Hosts when improvements to data collection are needed. 3. Following protocols for collecting boater surveys and volunteer match and entering data. COMPENSATION & BENEFITS: Rate of pay will be determined by the local participating group and must be approved by NH LAKES. Hours per week will be determined by the local Point Person and may not exceed 40 hours during the 7-day work week. This position is not eligible for overtime pay. This is a temporary, seasonal, position that includes statutory benefits but does not include health insurance benefits. If the Lake Host Manager is projected to earn more than $5,000, they may elect to participate in the NH LAKES retirement plan through which NH LAKES will match the employee's salary reduction contributions on a dollar-fordollar basis up to 3% of the employee's compensation. 9 2018 LAKE HOST INSPECTOR POSITION DESCRIPTION (EMPLOYEE & VOLUNTEER) NEW HAMPSHIRE LAKES ASSOCIATION POSITION OVERVIEW: A Lake Host Inspector represents NH LAKES and the local organization that is participating in the Lake Host Program. A Lake Host Inspector may be a volunteer or NH LAKES employee (temporary/seasonal) who staffs a local boat access site for a local pond, lake, or watershed association or municipal committee. Lake Host Inspectors educate the public on aquatic invasive species and how to prevent their spread. Visitors to the access site recognize Lake Host Inspectors as someone official that is cooperative and friendly. For this reason, all volunteers and employees are required to be in uniform (wearing the blue shirt or sweatshirt and a smile) while on duty at the access site. Lake Host Inspectors are not enforcers of local or state ordinances, rules, or laws. Lake Hosts are encouraged to provide boaters with courtesy information about state and local laws, rules, and ordinances in a nonthreatening manner, but should not attempt to: enforce boater adherence with any applicable laws, rules, ordinances; deny boater access to the waterbody; or threaten to report boaters for any potential violations. QUALIFICATIONS AND SKILLS: The ideal Lake Host Inspector: is able to maneuver oneself around for the visual and tactile examination of all exterior surfaces and undersides of boats and trailers; is willing to learn about aquatic invasive species; is comfortable interacting with strangers; is friendly and polite and has a sense of humor; is cooperative, task-oriented, and self-motivated; is equipped to work outside safely in a variety of weather conditions; is able to work independently as well as collaboratively; is able to accomplish tasks professionally and efficiently and able to deal productively with down time ; and, is committed to providing fact-based information regarding aquatic invasive species prevention. Minimum age: 18. Exceptionally mature and independent 16- and 17-year-olds may be considered for work in pairs or with experienced inspectors. PRINCIPAL RESPONSIBILITIES AND DUTIES: 1. Appearing in uniform and greeting all launching and departing boaters and visitors to the access site. 2. Asking survey questions, recording responses, and distributing program-related educational materials. 3. Conducting courtesy boat and trailer inspections (with boaters permission) and inviting the boater to assist. 4. Following protocols for removing aquatic plants/animals from boats/trailers and collecting suspicious specimens. 5. Encouraging boaters to clean and drain out all water from vessels and recreational gear between waterbodies. 6. Thanking the boater when finished and asking him/her to conduct their own inspection between waterbodies. 7. Attempting to identify species during down time, and notifying the Point Person of potential invasive species. 8. Calling the local supervisor s attention to suspicious specimen bags that need to be submitted for identification. 9. Neatly completing all necessary paperwork (boater survey information, timesheets or volunteer match sheets). 10. Other related duties as assigned by the local supervisor and approved by NH LAKES. 10 WORKING RELATIONSHIPS/ACCOUNTABILITY: A paid Lake Host Inspector is an employee of the New Hampshire Lakes Association (NH LAKES). Locally, all Lake Host Inspectors (volunteer and employed) are directed by the local Point Person for the local organization participating in the Lake Host Program, but are ultimately accountable to NH LAKES. The local Point Person or Lake Host Manager will set the weekly ramp schedule. Inspectors will collect data, neatly complete all paperwork, and collect suspicious plant or animal specimens in bags provided by NH LAKES and will properly label bags. The local Point Person/Manager will collect specimen bags and paperwork and will submit these items as required. Point People/Managers will regularly check in with employees and volunteers at the access site to provide performance feedback. If the Lake Host Inspector is injured while staffing the ramp, they should seek medical attention and notify the Point Person/Manager as soon as possible. Employees and volunteers are welcome to contact NH LAKES with questions comments or concerns not addressed by or appropriate for the local Point Person. COMPENSATION AND BENEFITS/ WORK HOURS AND LOCATION: Paid positions are temporary/seasonal positions that include statutory benefits, but do not include health insurance benefits. Employees that are projected to earn more than $5,000 in 2018 can elect to participate in the NH LAKES retirement plan through which NH LAKES will match the employee's salary reduction contributions on a dollar-for-dollar basis up to 3% of the employee's compensation. The hourly rate of pay will be determined by the local participating group and must be approved by NH LAKES. Hours worked per week will be determined by the local Point Person, but may not exceed 40 hours during the 7-day work week. This position is not eligible for overtime pay. Employees 16 or 17 years in age may not work after 8pm or before 6am, or for more than 6 consecutive days. The cash-equivalent of Lake Host volunteer time ($24.12) will be counted towards the local match requirement. No individual can serve as a paid Lake Host Inspector and volunteer Lake Host Inspector within a calendar year. 11 NEW HAMPSHIRE LAKES ASSOCIATION (NH LAKES) LAKE HOST TM PROGRAM Goal: To prevent the introduction and spread of aquatic invasive species plants and animals in New Hampshire lakes and ponds. Target Audience: Resident and out-of-state recreational boaters who launch onto freshwater resources. Objectives: To place trained Lake Hosts at boat launch sites to: educate visiting boaters about aquatic invasive species by distributing brochures, answering questions, and completing a brief boater survey; conduct courtesy boat and trailer inspections of vessels entering and leaving waters; show boaters where to look for hitchhiking aquatic invasive plants and animals encourage them to conduct selfinspections according to the Clean, Drain & Dry method; remove and properly dispose of all plant and animal material and other debris found, and; send samples of suspicious species removed from vessels to the New Hampshire Department of Environmental Services (NHDES) for identification. Program Need: Aquatic invasive species infestations make recreation in and on lakes, ponds, and rivers dangerous and unpleasant, they disrupt the ecological balance of waterbodies, reduce shoreline property values through the reduction of aesthetic and recreational uses of the water body, and are difficult and expensive to control once they infest a waterbody. The main way invasive aquatic plants and animals are spread in New Hampshire is through the transportation of plant fragments or animal larvae on boats and trailers from infested waterbodies to uninfested waterbodies. Background: In 2002, NH LAKES received a two-year grant from the National Oceanic and Atmospheric Administration (NOAA) as a result of an appropriation secured by U.S. Senator Judd Gregg. The grant supported a comprehensive aquatic invasive plant education and prevention program involving the creation of two videos, the development of plant identification cards, and the staffing of public motorized boat ramps with trained Lake Hosts. Also in 2002, state legislation was passed to raise boat registration fees by three dollars, effective January 1, The money collected by this increase, approximately $300,000 per year, would fund milfoil and other exotic plant prevention and research activities through a grants program administered by NHDES. Up to two-thirds of this amount would be available annually as grants to support exotic aquatic species education and prevention activities (such as the Lake Host TM program). In 2010, this amount was legislatively amended to up to three-quarters. ANSWER: If you plan to bring forms to a training, please arrive at least 30 minutes before the training so that NH LAKES staff can verify the paperwork. FAQ #5: Can a Lake Host Inspector or Manager employee work if I, as the Point Person, haven t received an or phone call confirmation from NH LAKES that their employment papers are complete? ANSWER: No. If you have not received a call and it has been at least 5 business days since you mailed in the paperwork please feel free to or call NH LAKES to check in. FAQ #6: Can an employee work if they have not yet received the hire letter in the mail from NH LAKES? ANSWER: If all employment forms and have been submitted to NH LAKES and you, as Point Person, have received verification that the Lake Host employee papers are complete, yes, the Lake Host employee can work, even if they have not yet received their official hire letter in the mail. STEP 3: GET YOUR LAKE HOST INSPECTORS TRAINED/RE-TRAINED! All Lake Host Inspectors need to be provided with a Lake Host Inspector Training Manual. The manuals will be handed out a formal training sessions to Lake Host Inspectors, Managers, and Point Persons. 16 STEP 4: GET YOUR LAKE HOST INSPECTORS SCHEDULED! Determine the bi-weekly staffing schedule and share it with Lake Host Inspector employees and volunteers at least two weeks in advance as well as the procedures to be followed in case of inclement weather. Forward the schedule to NH LAKES and notify NH LAKES when there are changes. FAQ #11: When should we staff our ramp with Lake Host Inspectors? ANSWER: It depends and varies from ramp to ramp. Generally, we recommend that groups staff their ramps on weekends and holidays, at a minimum. We recommend that you talk with people who live near the ramp to find out when they have observed the ramp to be most busy. Many groups staff the ramps with Lake Host Inspector employees on weekends and holidays and then ask volunteer inspectors to fill in during the week. FAQ #12: What should Lake Host Inspectors do in inclement weather? ANSWER: Inspectors should leave ramp in stormy weather and may not seek shelter in a private residence that is not their own or part of their family. FAQ #13: Can we pay a Lake Host Inspector employee if their shift was canceled due to stormy weather? ANSWER: If inclement weather is forecasted, we recommend that the Lake Host Inspector employee not work the scheduled shift and be offered another shift to make up the hours. NOTE: Rained out policy - If an employee starts a shift and gets rained out anytime within the first 2 hours, the employee will be paid for the first 2 hours for reporting to work. FAQ #14: Can a Lake Host Inspector employee work more than 40 hours a week? ANSWER: Lake Hosts may not work more than 40 hrs/wk. FAQ #15: Can a Lake Host Inspector employee work more than 8 hours a day as long as they do not work more than 40 hours per week? ANSWER: Technically, yes, IF they are 18 or older; however, this is not recommended. NH LAKES recommends that Lake Host Inspector shifts be no longer than 4-6 hours. See page 25 in this manual for youth labor laws. FAQ #16: Can a Lake Host work for to different lake association Lake Host Programs? ANSWER: Yes. A separate timesheet will need to be filled out for each group, and the individuals combined hours may not exceed 40 hours a week or be in conflict with any youth (16 or 17 year olds) labor laws. (See page 25.) FAQ #17: Can/does a Lake Host have to take a paid or unpaid break during a shift? ANSWER: NH Law states that An employer cannot require that an employee work more than five consecutive hours without granting a 30-minute lunch or eating period. If the employer cannot allow thirty minutes the employee must be paid if they are eating and working at the same time (RSA 275:30-A). If Lake Host employees are working more than 5 hour shifts at your ramp, your group has two options: Option #1: Working through the break: If your local group would like to provide Lake Host Inspector employees with the opportunity to work through the 30-minute eating break after five hours of work, NH LAKES authorizes this (as there is often down-time at ramps) provided that the employee stops eating if a boater approaches during this time period and the employee attends to the boater. Option #2: Taking an unpaid eating break: If a Lake Host Inspector employee wishes to take a non-working (nonpaid) 30-minute eating break after 5 hours of work, NH LAKES prefers that the inspector leave the ramp during this time so that visiting boaters do not wonder why the Lake Host Inspector is not making efforts to interact with Page 14

17 visiting boaters. If an on-unpaid-break Lake Host Inspector chooses to stay at the ramp for the unpaid eating break, NH LAKES expects that the Lake Host Inspector to appear as off duty (i.e.; cover up uniform, sit somewhere else). STEP 5: GET YOUR LAKE HOST EMPLOYEES PAID! *SEE PAYROLL PROTOCOL FOR MORE INFORMATION* Every other week, on the Sunday immediately at the end of the pay period (pay period is Monday through Sunday, two weeks later), collect, verify, and sign all Lake Host employee timesheets. Contact NH LAKES ASAP if/when you realize you have missed the deadline. STEP 6: GET YOUR VOLUNTEER MATCH COUNTED! Ensure that all volunteers (including you as the Point Person) keep track of their hours and expenses on the volunteer match sheet. Groups will have the choice of entering their volunteer hours online or by submitting paper forms this season! FAQ #20: Does the time our volunteers spend on surveying the shoreline for aquatic invasive species growth or water quality sampling count as volunteer match towards the Lake Host Program? ANSWER: No. If you have questions on what activities and expenses count as match, contact NH LAKES. Page 15

18 STEP 7: GET YOUR GROUP S INSPECTIONS COUNTED! Every two weeks, collect the completed Boater Survey sheets from all Lake Host employees and volunteers. Check these over to ensure that they are completely and accurately filled out, and then enter into the online spreadsheet provided by NH LAKES (unless other arrangements are made). IMPORTANT: Do not send boater survey sheets to NH LAKES in 2018 as boater survey data will be entered online locally. FAQ #21: Do we need to submit a boater survey sheet and daily summary sheet if no boats were inspected at a particular ramp on a particular day? ANSWER: Boater survey sheets will be entered online locally by the lake host manager (unless other arrangements are made). Daily summary sheets will not be used in 2018! Hold on to all survey sheets until the end of the season. NH LAKES will do a random audit of groups inspection sheets to see how well online system is working FAQ #22: Do we need to submit a daily summary sheet if not more than one boater survey sheet was used at a particular ramp on a particular day? ANSWER: Daily summary sheets will not be used in The online data entry system provides a running season total for each survey question. STEP 8: GET YOUR GROUP S SAVES COUNTED! Instruct your Lake Host Inspectors to place any suspicious specimens they remove into an official specimen collection bag and instruct Inspectors to include all relevant information on the bag (see program manual for an example) and to mark down the specimen collection on the boater survey. Instruct your Inspectors to provide the specimen bags to you. As Point Person, you will need to decide if the specimen should be sent in for identification. IMPORTANT: Do not send specimen bags to NH LAKES. FAQ #23: If we know that a specimen is an invasive species, such as variable milfoil (since our waterbody is infested with it) do we need to send it in? ANSWER: Yes. For your group and the program to be credited with a save it must be identified by the NH Department of Environmental Services. STEP 9: SET YOUR TEAM UP FOR SUCCESS AND THE UNEXPECTED! Ensure that your Lake Host Inspectors have all the things they need to do their job well (uniform, decals, brochures, specimen bags, paperwork, clip board, pen, etc.). Visit your Lake Host Inspectors periodically while they are at the ramp to provide positive feedback,helpful tips, and replenish materials when needed. Do not have Lake Hosts drop off or pick up materials from the interior of a private residence. Provide a self-service way to submit paperwork (i.e.; a secure collection box at the ramp/nearby business, a weatherproof box on a porch). Ensure that your Lake Host Inspectors know to: Back away from uncooperative boaters. Leave the ramp if inclement weather approaches. Leave the ramp if they feel unsafe in anyway. Ensure that your Lake Host Inspectors know explain the Clean & Drain law (effective date 2017) to boaters and to remind all boaters to put in and close all drain plugs before launching. ENSURE THAT ALL LAKE HOST INSPECTORS EMPLOYEES AND VOLUNTEERS KNOW HOW TO ACT PROFESSIONALLY, TREAT BOATERS WITH RESPECT, AVOID CONFLICT AND NOT ESCALATE CONFRONTATIONS. Page 16

19 If a Lake Host Inspector employee or volunteer is not performing the duties of a Lake Host Inspector satisfactorily, contact Krystal Costa, NH LAKES Conservation Coordinator, to discuss the situation and to develop a mutually agreed upon plan to address the issue with the employee/volunteer. ONLY NH LAKES MAY TERMINATE THE SERVICES OF AN EMPLOYEE OR VOLUNTEER. IMPORTANT: IN THE EVENT OF AN ACCIDENT: Ensure that your Lake Host Inspectors know what to do if they get injured: If it is an emergency, direct them to seek medical attention immediately, and then to notify you as soon as possible. NH LAKES EMERGENCY CONTACT INFORMATION The Point Person should report the following to NH LAKES: Date and time of injury Cause of the accident and nature of the injury Names and contact information of any witnesses Was any first aid provided? Scope of treatment/name of doctor seen. STEP 10: KEEP YOUR GROUP IN GOOD STANDING! Keep track of your group s payroll. Every two weeks, NH LAKES will an update to you indicating how much has been spent on Lake Host payroll for your group and how much is remaining for the next payroll. Ensure that locally-contributed funds to extend paid Lake Host hours and/or higher Lake Host hourly pay rates (than allowed through the grant) are submitted to NH LAKES at least one pay period before the funds will be expended. Keep track of your group s local volunteer match. Ensure that your group makes the minimum 100% match requirement towards your group s payroll award by the end of the season. Ensure that your group s membership with NH LAKES is current. Forward all employment papers and timesheets to NH LAKES in the prescribed manner. Stay on top of entering boater survey data (and volunteer match) into the online spreadsheets provided by NH LAKES. Submit a final report to NH LAKES. 20 LAKE HOST RECRUITING AND HIRING GUIDANCE As your group s Lake Host payroll grant program Point Person/Manager you play a key role in setting up, facilitating, and supervising the New Hampshire Lakes Association s (NH LAKES) Lake Host Program in your community. One of your key roles as the Point Person/Manager is to recruit individuals to serve as volunteer Lake Host Inspectors and to be hired as Lake Host Inspector employees your local program will only be as good the Lake Host Inspectors that are working and volunteering at the ramps! The purpose of this guidance document is to provide you with the information needed to successfully and legally recruit Lake Host Inspectors both volunteers and employees. FIVE STEPS TO RECRUITING SUCCESSFUL LAKE HOSTS INSPECTORS (VOLUNTEERS & PAID EMPLOYEES) 1. Advertise: Advertise in your community for Lake Host Inspectors both employee and volunteer hosts. Put an advertisement in the local paper and in your association newsletter, on public bulletin boards (at the library, general store), at your local high school or college, and on your website. NH LAKES will provide Point Persons with an electronic 2018 Lake Host help wanted ad template. 2. Provide Job Description: Provide individuals who express an interest in serving/working as a Lake Host Inspector with the position description which can be downloaded from 3. Interview: Of the individuals who appear to meet the qualifications of being a Lake Host Inspector volunteer or employee, conduct a round of interviews. It is best to conduct interviews in person, preferably with an additional person assisting you. Interviews should be held in a group setting or in a public place. Appropriate locations: library, coffee shop, town hall, etc. WHEN INTERVIEWING: Avoid asking questions or making comments not related to the job. This is a part-time, temporary seasonal, position that comes with statutory benefits no vacation time, no health insurance, etc. Note: Employees that are projected to earn more than $5,000 in 2018 can elect to participate in the NH LAKES Simple IRA retirement plan through which NH LAKES will match the employee's salary reduction contributions on a dollar-for-dollar basis up to 3%. During the interview process outline the specific duties involved in the position. Focus on the job, working conditions, schedule, hours, location, and the mission of your local group and NH LAKES. Describe pressures associated with the job including potentially disagreeable boaters, boaters in a rush, adverse weather conditions (sun exposure, insects, cool mornings, etc.), periods of down time, etc. Describe who they will be reporting to and what the supervisory relationship will be how independent the person will be while doing their work and the decision making discretion that they may have. (Stress that Lake Hosts Inspectors are not enforcers, they are educators. Page 18

What does your husband/wife/mother/father do for a living? Do you live alone? Where do you go to church? What kind of discharge do you have from the military? How old are you? Try asking the following questions instead: What made you interested in this position? How did you hear about this position opening? What do you expect from your supervisor?
