3 Overview About 200 local governments within the Twin Cities region will spend the next 3 years updating their comprehensive plans Scott County and 11 townships, cities of Shakopee, Savage, Prior Lake, Jordan, Belle Plaine, Elko New Market All local 2040 plans need to conform to Metropolitan Council policy plans and system statements THRIVE MSP Transportation Policy Plan 2040 Regional Parks Policy Plan 2040 Water Resources Policy Plan 2040 Housing Policy Plan 2040 forecasts, community designations, planned densities 3

8 5 New Focus Areas Housing Planning and providing for a full range of housing choices by understanding existing stock, identifying future needs, guiding land uses and densities, implementing action plan Economic Competitiveness Localizing the economic development advantages of the Twin Cities by fostering industry clusters, guiding sites for economic growth, convenient access to quality infrastructure and public services Planning for Resiliency (and Aging Infrastructure) Ability to adapt to changing conditions and withstand and recover rapidly from disruptions Planning for Aging and Diverse Populations Community planning would be easy if it wasn t for the people Transit A focus on mass rapid transit such as Light Rail and Bus Rapid Transit 8
9 4 New Ways to Do the Plan On-Line Public Engagement On-line forums, surveys, e-town hall, YouTube, web conferences, blogs, podcasts, Twitter, Facebook, etc. Focused Engagement with Under-Represented Populations A deliberate attempt to engage a wider array of stakeholders, groups and people not typically involved in the planning process Outcome Performance Measures Include metrics to strategies and recommendations that will communicate progress on Plan s key outcomes over the next 20 years On-line Submittal, Distribution and Review Tracking Met Council has developed new tools that will make the submittal process easier, reduce the need for paper copies, provide a simplified form, and track the progress of the Council s review of the plan 9
10 Reaction Many communities have not experienced significant growth and development since their last plan update Some communities are approaching this round of planning as a simple update (minimalist approach and investment) Several communities are wondering what new strategies and recommendations they will include in their update Our communities are talking about ways to consolidate efforts to create efficiencies and keep costs down 10

12 Transportation Develop a single 2040 transportation plan that satisfies all Met Council system statements and submittal requirements for the six cities, 11 townships and County Possible Benefits: - Cost savings (modeling, mapping) - Eliminate duplication on regional issues; focus on local issues - Better consistency across jurisdictional plans - Opportunities for closer sharing and collaboration - Shorten review time during adoption process Possible Risks: - Timelines may not be in synch for traffic modeling - Amendment process in the future - Met Council s reaction 12
13 Housing Leverage research, data and strategies coming out of SCALE s 50 by 30 collective impact project to inform local housing chapters Possible Benefits: - Cost savings (Countywide Housing Needs Assessment) - Minnesota Housing Finance Agency & Scott Co. CDA involvement - Expertise, research, best-practices, facilitation, grant opportunities - Input from a work team with cross-section of expertise and lived experience - Tied to workforce and economic development; transit; education - Opportunities for closer sharing and collaboration Possible Risks: - Timelines may not be in synch for some communities 13
14 Economic Development Leverage research, data and strategies coming out of SCALE s Unified Charter & 50 by 30 collective impact project to inform local economic development chapters Possible Benefits: - Work on shared vision (50% living and working by 2030) - Build on Phase I, II, III lot inventories - Scott Co. First Stop Shop involvement - Expertise, research, best-practices, grant opportunities - Focus on Top 10 economic corridors - Input from a work team with cross-section of business, higher ed - Tied to housing, transit, and education Possible Risks: - Timelines may not be in synch for some communities 14
15 Water Resources For the first time, Local Water Plans will need to be updated and submitted concurrent with Comp Plans. Working collaboratively on these local water plans could be beneficial Possible Benefits: - Work on a shared inventory of Capital Improvement Projects (possibly cross-jurisdictional) eligible for grant funding - Use regional groundwater model for local long-term water supply scenario planning - Respond jointly to upcoming update to list of impaired surface waters in the county Possible Risks: - Timelines may not be in synch for some communities 15
