2 BACKGROUND The RTO was registered on the 30 October And transferred to ASQA on the 29 October 2013, the RTO is both a VET and CRICOS provider. The RTO delivers training to both domestic and international students. On the 23 July 2014 the Chief Commissioner ASQA approved that a compliance monitoring audit was to be conducted on the RTO s as an outcome of a sanction evidence review conducted on the 14 May RTO Management structure The RTO has a management team that consists of Managing Directors and managers from Training, HR, Admin, and report to the Managing Directors fortnightly. Training co-ordinators meet with department managers weekly. Other strategic & operational groups that assist the RTO The RTO also utilises the following peak bodies and industry associations to maintain current industry knowledge: ACPET, NEAS, Hospitality Industry Association Australia (Victoria), industry reference committees and skills service organisations. General description of RTO location & facilities The RTO has offices and training facilities at the following locations: Level 2, Chetwynd Street West Melbourne Vic 3003 (Head office & Child care Management Hospitality Aged Care) Level 5, 250 Collins Street, Melbourne Vic 3000 (ELICOS only) 644 Victoria Street North Melbourne Vic 3051 (Commercial Kitchen) The RTO uses client venues and facilities for the delivery of training and the conduct of assessment for the training of the child care qualifications. Clause 1.2 For the purposes of Clause 1.1, the RTO determines the amount of training they provide to each learner with regard to: a) the existing skills, knowledge and the experience of the learner; b) the mode of delivery; and c) where a full qualification is not being delivered, the number of units and/or modules being delivered as a proportion of the full qualification. That is, the strategy contained the same delivery and assessment methodology for experienced learners that may have been working in the industry for a reasonable period of time to assimilate a working level of experience, knowledge and skills, compared to a learner that is new to the industry environment with little or no working experience, knowledge and skills. In order to become compliant, the organisation is required to: Provide evidence that the training and assessment strategies have been amended to identify how it would deliver the course to different learner cohorts with varied experience. Identifying a learner s existing experience, skills and knowledge in conjunction with the specific requirements of the training product, to determine how the RTO will schedule training and assessment activities to ensure learners are able to fully develop the required skills and knowledge prior to being assessed. Clause 1.3 The RTO has, for all of its scope of registration, and consistent with its training and assessment strategies, sufficient: a) trainers and assessors to deliver the training and assessment; b) educational and support services to meet the needs of the learner cohort/s undertaking the training and assessment; c) learning resources to enable learners to meet the requirements for each unit of competency, and which are accessible to the learner regardless of location or mode of delivery; and d) facilities, whether physical or virtual, and equipment to accommodate and support the number of learners undertaking the training and assessment. 9 SIT50313 Diploma of Hospitality training and assessment strategy The registered provider s evidence did not demonstrate how it ensures that resources specified in SIT12 training package and the SIT50313 Diploma of Hospitality training and assessment strategy are used across all of its operations by learners because: There were insufficient resources in the commercial kitchen that are required to be demonstrated in sufficient quantities to accommodate the number of learners for the unit of competency SITHCCC309 Work effectively as a cook. The RTO s identified at time of audit that cohort sizes will be between 15 to 20 learners, only the following equipment in the quantities identified were presented at the time of audit: 1 x microwave 1 x hot plate, grill/griddle 1 x dough/cake mixer 1 x marble dough & pastry preparation bench The critical aspects for assessment and evidence required to demonstrate competency in the SITHCCC309 Work effectively as a cook unit, under Context Specific Resources for assessment states: Assessment must ensure use of: an operational commercial kitchen with the fixtures, large and small equipment and workplace documentation defined in the Assessment Guidelines; (Ref: p 982 SIT12 Tourism, Travel and Hospitality Training Package) The assessment Guidelines for the SIT12 Tourism, Travel and Hospitality Training Package state: Simulated assessment environments and activities: Wherever a simulated assessment is conducted it is vital that the assessment environment is as industry realistic as possible. It is essential that assessment is conducted using suitable resources and equipment and under industry-relevant conditions as close to a real work situation as possible. This involves: appropriate environments as prescribed in the Context of and specific resources for assessment section within each unit of competency adequate numbers of up-to-date equipment and technology that is currently used within industry and would be generally available in a modern tourism, hospitality or events business (Ref p 121, SIT12 Tourism, Travel and Hospitality Training Package) In accordance with the training packages simulated assessment environments and activities requirements, the quantities of the equipment identified above would not be sufficient to demonstrate, wherever a simulated assessment is conducted it is vital that the assessment environment is as industry realistic as possible. In order to become compliant, the organisation is required to: Provide evidence that the registered provider s commercial training kitchen at: 644 Victoria Street North Melbourne Vic, has sufficient quantities of the equipment identified above to demonstrate, wherever a simulated assessment is conducted that the assessment environment is as industry realistic as possible, and accommodates the number of learners being trained and assessed. Where appropriate, reasonable adjustments are applied by the RTO to take into account the individual learner s needs. The RTO informs the learner about the assessment process, and provides the learner with the opportunity to challenge the result of the assessment and be reassessed if necessary. Assessment is flexible to the individual learner by: reflecting the learner s needs; assessing competencies held by the learner no matter how or where they have been acquired; and drawing from a range of assessment methods and using those that are appropriate to the context, the unit of competency and associated assessment requirements, and the individual. Any assessment decision of the RTO is justified, based on the evidence of performance of the individual learner. Validity requires: assessment against the unit/s of competency and the associated assessment requirements covers the broad range of skills and knowledge that are essential to competent performance; assessment of knowledge and skills is integrated with their practical application; assessment to be based on evidence that demonstrates that a learner could demonstrate these skills and knowledge in other similar situations; and judgement of competence is based on evidence of learner performance that is aligned to the unit/s of competency and associated assessment requirements. Providing third parties with comprehensive information about their role in the evidence-gathering process: This includes providing clear guidance and instruction on when, how, how often and over what period of time the evidence is to be collected. The materials must explain the form in which the evidence is to be collected for example, a structured third party report or an observation checklist that clearly identifies what was observed or performed. Obtaining confirmation that the third party understands their role in the process: This should include confirmation that the third party has agreed to participate in the evidence gathering process and that they understand when and how to collect evidence. Interpreting training package information to be relevant to the third party: Training package units of competency describe work outcomes.
