3 SEAHORSE Project The SEAHORSE project aims to achieve meaningful improvements in shipping safety by addressing human and organisational factors through transferring the well proven practices and methodologies from air transport to maritime transport in an effective, collaborative and innovative manner. Implementing multilevel resilience engineering principles Identifying the functional demands of ship operations, crew needs, limitations and capabilities. Developing a methodology to manage non-standard practices Implement the developed solutions and validate them for specific scenarios 3

Despite advances in design, on-board navigational and communicational equipment, and training facilities, accidents occur regularly causing safety problems for people on board, ships, cargo and environment FACTS: More than 100,000 vessels registered worldwide Around 600 accidents a year Over 100 vessels lost a year CURRENT APPROACH: Focusing on Technical solutions Solutions proposed after the occurrence of accidents CRITICISM : Reactive? Overregulated? Too Much Reliance on Rules? 6

7 Facts: Are we missing something? Nearly 90% of all the incidents, including merchant vessels sailing under the UK flag, are directly caused by human/organisational factors, like poor decision makingor wrong passage planning We generally identify the problem but we fail to take the next step towards finding solutions to prevent accidents

8 Why? How? 1. Identify how errors and non-standard practices were managed successfully in air transport From Aviation SEAHORSE Outputs 2. Check the feasibility of applying best practices and resilience concepts to improve human/organisational errors and safety in shipping Technology Transfer 3. Develop the Technology Transfer Framework from air to marine for successful implementation To Maritime 8

14 Review of Two Sectors Aviation and maritime are two transport sectors with different levels of safety maturity and it stands to reason that they approach safety data differently. It s clear that aviation still has improvements to make in safety Also clear that maritime is facing issues similar to ones tackled by aviation non-compliance with standard procedures, distraction. 14

15 WP3 Objectives Scope of Transfer and Implementation Strategy 1. Identify and document the aeronautical resilience resources (solutions) together with the improvements achieved through their application in air transport. 2. Definition of the Scope of Transfer through mapping between potential solutions and identified user needs. 3. Feasibility of identified technologies and concepts which are to be transferred 4. Development of the SEAHORSE Implementation Strategy.

They will also significantly change outcomes when appropriately implemented during emergencies.

25 WHAT WAS ACHIEVED SO FAR AIR TRANSPORT AND MARITIME CAN AND SHOULD WORK TOGETHER TO ENHANCE SAFETY THERE IS A MASSIVE POTENTIAL THAT BEST PRACTICES IN ANOTHER TRANSPORT CAN BENEFIT OTHER TRANSPORT. HOWEVER, BEST PRACTICES IN ONE TRANSPORT REQUIRE ADAPTION PROCESS TO MAKE IT USEFUL IN OTHER TRANSPORT MODES. SOLUTIONS HAVE POTENTIAL INTEROPERABILITY 25
