2 International Working Group concept An International Working Group (IWG) accommodates participation by members in a common geographic location who would otherwise be unable to meet the attendance expectations of committees that meet principally in the U.S. and Canada. 2

3 International Working Group concept An IWG is a sub-tier ASME code committee, and integrated into a Standards Committee s hierarchy much like other sub-tier groups. With regard to their operation and ASME accredited procedures, IWGs are identical to traditional subcommittees, subgroups, and working groups. IWG proposals follow the approval process through the typical committee hierarchy towards consideration by the Standards Committee. 3

4 International Working Group concept IWGs address the challenges presented by time zones, travel constraints, and language barriers that prevent experts based overseas from participating in the ASME S&C standard development process. IWGs provide additional expertise and resources to Code committees to understand identify, clarify and address Stakeholder issues arising in regions outside of N. America. 4

5 International Working Group concept To date, IWGs have been established and operated through logistical support from at least one local partner organization (e.g. member nominations, meeting arrangements, secretary) 5

6 IWGs vs. traditional working groups Key differences: IWGs typically conduct all of their meetings outside of the U.S. and Canada IWGs are likely to conduct their meetings in a language other than English These distinctions are not deviations from ASME s accredited procedures or any NCS procedural supplements. 6

7 IWGs vs. traditional working groups Key differences: Currently, NCS IWGs are populated by virtue of a common geographic location rather than a common engineering discipline or expertise (e.g. design ). Members provide expertise across a diverse mixture of disciplines (e.g. design, materials, QA, etc.) A productive IWG with sufficient membership may potentially propose its own subordinate groups organized by discipline. 7

8 IWG members Enjoy all typical privileges and benefits of participation Have CS-Connect accounts and full member access Vote on IWG proposals and administrative matters Are required to vote when the IWG is included on a ballot distribution Are permitted to comment when the IWG is included in Review & Comment distributions. 8

9 IWG members Are not a new category of membership Are typically appointed as Member (a.k.a. Individual Member, accredited procedures para. 3.2) If necessary, an individual may be appointed to an IWG as another member-type, such as Contributing Member (accredited procedures para. 3.4) 9

10 IWGs within Boiler Code IWGs have been established for BPV III in Germany, India, Korea, and China BPV II in China BPV XI in China BPV VIII in Italy IWG also discuss inquiries and technical clarification prior to submitting 10

11 IWGs and NCS long-term outlook IWGs offer a platform for key stakeholders to help guide the future development of ASME s nuclear codes. Regions outside of North America are significant markets of nuclear components and have significant sources for heavy equipment. Such markets have the requisite knowledge and experience to fully participate in standards writing. IWGs and their members are becoming well integrated with the larger body of code writing committees. This facilitates the success of IWG inquiries and technical proposals as well as the individual working relationships that are part of the membership experience. 11

12 Prospects and proposals for new IWGs ASME International Working Group Workshop Wednesday, July 9 Same room IWG recommended steps: 1. Identify potential partner organization(s) for local support 2. Solicit recommendations for geographic scope (e.g. national, regional, or pan-europe ) 3. Solicit referrals and interest to potential participating organizations 4. Propose a Charter and secure membership documentation These steps would be implemented by a project team of staff and volunteer representatives of NCS committees. 12

13 Summary IWGs address a number of persistent obstacles to participation by overseas stakeholders and experts. Procedurally, IWGs operate in the same way as other sub-tier committees (e.g. working groups). IWG members enjoy all typical privileges (e.g. CS- Connect access) and benefits of participation. IWGs feature prominently in the ASME NCS long term outlook. 13
