3 ONTARIO BLACK YOUTH ACTION PLAN OVERVIEW The Ontario Black Youth Action Plan (BYAP) increases access to supports and opportunities for Black children, youth and their families in Ontario across life stages, from early childhood to the transition to school and / or work. New investments will be available in communities across the Greater Toronto and Hamilton Area (GTHA), Ottawa and Windsor. Since it s announcement in March, implementation of the Ontario Black Youth Action Plan has been guided by input from Community Engagement Sessions and the External Implementation Steering Committee.
4 ONTARIO BLACK YOUTH ACTION PLAN WHERE WE VE BEEN The External Implementation Steering Committee is made up of systems experts from the Black community to help ensure recommendations are reflected in ongoing work. MCYS has been hosting Community Engagement Sessions to increase awareness about the Plan and provide community with an opportunity to engage with government on the priority areas for those investments under the Plan. To date, MCYS has conducted 25 engagement sessions in 13 communities. Several sessions were exclusively for youth. All information collected from the community engagement sessions will be shared back with communities on our website. Both the committee and the engagement sessions have informed the development of the applications for programs under the BYAP.
5 ONTARIO BLACK YOUTH ACTION PLAN PROGRAM THEMES AND INITIATIVES The BYAP will fund the following program themes and initiatives, in order to help reduce disparities for Black children, youth and families: Culturally Focused Parenting and Mentorship Early Intervention and Prevention Access to Higher Education and Skills Development Community Outreach and Promoting Anti- Violence Innovative Supports for Black Parents Youth Mentorship Program Stop Now and Plan Middle Years Program Industry-led Career Initiative Post-Secondary Education Connectors Enhanced Youth Outreach Worker Program Violence Prevention Campaigns Initiative
6 CULTURAL IDENTITY AND COLLECTIVE IMPACT (CI 2 ) DEEP DIVE CI 2 Approach = Cultural Identity Collective Impact
7 CULTURAL IDENTITY AND COLLECTIVE IMPACT (CI 2 ) DEEP DIVE A quick reminder of the two concepts: Cultural Identity: The identity or feeling of belonging to a group. It is part of a person's self-conception / self-perception and is related to nationality, ethnicity, religion, social class, generation, locality or any kind of social group that has its own distinct culture. Cultural Identity is recognized as an important promotive factor in the context of normative development and protective factor against the harmful effects of Anti-Black Racism. Collective Impact: The commitment of a group of stakeholders, from different sectors, to a set of principles for solving a complex social problem (e.g. improving post secondary access for black youth). Consists of five components: a common agenda; shared measurement; mutually sustaining activities; continuous communication; coordination by a Backbone Organization.
8 CULTURAL IDENTITY AND COLLECTIVE IMPACT (CI 2 ) DEEP DIVE The CI 2 approach has been distilled into the following Guiding Principles, which are core considerations when developing applications for BYAP funding: Common Agenda: Organizations delivering BYAP initiatives focus on improving outcomes for Black children, youth and their families. Cross-Sector Collaboration: Organizations delivering BYAP initiatives partner with multiple sectors to advance and achieve the Common Agenda. Cultural Identity Plan: BYAP initiatives embed conscious and inclusive practices and adaptations that reflect promotive and protective factors related to the concept of identity. Data Literacy: Initiatives develop, collect, share and analyze data to measure progress and drive collective decision-making. Black Children and Youth Empowerment: Initiatives prioritize listening to Black children and youth when making decisions and empower them to take action on their own behalf. Community of Practice: Initiatives actively / regularly share best practices and learnings. Research and Evaluation: Initiatives actively track progress and apply learnings.
9 ONTARIO BLACK YOUTH ACTION PLAN HOW IT WORKS Systemic Issue Implementation Framework The BYAP will address outcomes disparities for Black children and youth in areas such as education, interactions with the justice system, employment and wellbeing. Collective Impact and Cultural Identity Framework (CI 2 ) Program Themes Culturally Focused Parenting and Mentorship Early Intervention and Prevention Access to Higher Education and Skills Development Community Outreach and Promoting Anti- Violence Specific BYAP Programs Innovative Supports for Black Parents Youth Mentorship Program Stop Now and Plan Middle Years Program Industry-led Career Initiative Post-Secondary Education Connectors Enhanced Youth Outreach Worker Program Violence Prevention Campaigns Initiative Your Idea An idea that addresses a systemic issue (i.e. education), includes CI 2 Framework, is aligned with a particular theme and specific program. Your Program Your idea is incorporated into a specific program application and Application submitted for consideration by the deadline.

11 BYAP PROGRAM OUTCOMES All initiatives under BYAP will work towards the following outcomes. Your applications should tell us how your program will meet these outcomes. Outcome Reduce youth violence and involvement with the justice system. Improve family, child and youth wellbeing (i.e. social, emotional wellness). Increase access to higher education and skills development opportunities. Program and Goals Enhanced Youth Outreach Workers Expand network of youth workers providing intensive intervention supports to Black youth. Violence Prevention Campaigns Initiative Undertake public awareness campaign(s) focused on reducing youth violence and victimization. Stop Now and Plan Expand family-focused mental health intervention program for high-risk children aged 6-12 in Black organizations. Innovation in Supporting Black Parents Fund and evaluate existing community-led innovative models of supporting Black parents. Together We Can Youth Mentoring Program Fund up to 25 Black-focused mentorship initiatives to help youth meet their employment, educations or cultural goals. Industry-Led Career Initiative Fund the expansion of proven industry-led initiatives to improve employment outcomes and representation in select industries for Black youth Post-Secondary Education Connectors Fund network of workers to conduct culturally-relevant community-based outreach to increase pathways to PSE #BYAP #Onyouth

13 NEXT STEPS Applications for BYAP initiatives area rolling out over the Summer and into the Fall. Staff are available as needed to provide further program-specific information.
