REGULATIONS FOR SHIPS which apply to all ships arriving at the ports in addition to the GENERAL REGULATIONS. SPECIAL REGULATIONS FOR THE ENERGY PORTS which apply to operations within the energy ports and associated depo areas. Consequently, the supply in addition to both the GENERAL REGULATIONS and the REGULATIONS FOR SHIPS. This introduction is intended to help readers find the sections of interest to them quickly. 4 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

5 GENERAL REGULATIONS 1 GENERAL The regulations have been adopted by the Ports Authority 1 and apply in parallel with the Local Traffic and Safety Regulations for the Ports. The purpose of the Operating Regulations is to ensure efficient operation and safety within Mälarhamnar s operational area. The above-mentioned publications and the necessary forums for notifications and permits can be obtained from In general, the operation is regulated, among other things, by advice and recommendations issued by Svenska Petroleum and biodrivmedel Institutet (SPBI) [the Swedish Petroleum and Biofuel Institute] Svenskt Oljehamnsforum (SOHF) [the Swedish Oil Ports Forum] s and the latest issue of the International Safety Guide for Oil Tankers and Terminals (ISGOTT). Maritime safety is regulated by the ISPS Code. See also the ILO code of practice safety and health in ports. The Ports Authority may issue special safety instructions for each individual ship visit. For certain operations at the Ports, special training is required. The regulations can be amended without notice. The current version of the regulations is available at It is incumbent on users of the quays and other installations within the area covered by the regulations to familiarise themselves with these regulations, and to ensure that employed or contracted personnel are aware of and comply with the regulations. 1.1 AREA COVERED BY THE REGULATIONS The regulations apply to all operations in the Ports of Västerås and Köping. See Appendix 1 and Appendix 2 for maps of each operational area. 1.2 NON-COMPLIANCE Anyone witnessing any failure to comply with these Operating Regulations or other regulations or instructions issued by Mälarhamnar AB must report this to Mälarhamnar AB without delay. 1.3 CONTACT DETAILS Contact details for personnel at Mälarhamnar AB can be found at 1 The term Port Authority in these regulations refers to the CEO, the Harbourmaster, local Managers and the Manager of the Energy Ports 5 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

6 2 GENERAL SAFETY RULES All activities within the areas of operation of the Ports, both on shore and on board ship, must be carried out in accordance with the applicable laws and rules. 2.1 RESPONSIBILITY FOR COORDINATION Under the provisions of the Work Environment Act (SFS 1977:1160) with subsequent amendments, the party which controls a common workplace is responsible for the coordination of measures to protect against ill health and accidents. Mälarhamnar AB has the coordinating responsibility under the law unless otherwise prescribed. 2.2 ENTRY, CAMERA SURVEILLANCE, ISPS, MARITIME AND PORT SECURITY Only authorised persons have access to Port installations. All persons who seek entry to Mälarhamnar s port installations come under the Maritime Security Act (SFS 2004:487) and the Port Security Act (SFS 2006:1209). Authorisation is required for access. This also applies to transports of articles and goods which are to be admitted to the Port. All persons must have a pass (extended authorisation 2 ) or be the subject of prior notification to the Port in the correct way. All persons must be able to show current photographic ID, and random checks will be carried out on passes and ID documents on a regular basis. All persons who enter the Port installations must comply with the safety and traffic rules which apply within Mälarhamnar s operational areas. Personal protective equipment must be used in compliance with the applicable instructions and work environment regulations. Visitors must comply with the rules set out in the Information for Visitors notice on In addition to the Visitor Regulations, the following applies to extended authorisation within Mälarhamnar s operational areas: a) On entering the restricted area, check carefully to ensure that no unauthorised person gains entry through the open gate. b) Be vigilant and report any unauthorised activities in the Port area. c) Report the presence of any unauthorised person within the Port area. d) Report any non-compliance which threatens security in the Port area. e) Unauthorised persons are not permitted to accompany vehicles into the operational area. If the above regulations are not complied with, Mälarhamnar has the right to remove persons from the Port area, see Appendix 3, ISPS areas. If any type of activity which could constitute a security risk is discovered, this must always be reported to the security company, Securitas, tel +46(0) Security risks may be suspected in the event of theft, breach of the access regulations etc. in the vicinity of the Port Installations. 2 Persons authorised entry to the ISPS area under special conditions. 6 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

7 The Port installations are monitored by CCTV 3 24/7, 365 days a year. This enables video images to be transmitted, stored and presented. Video footage from the monitoring may be used in investigations. 2.3 ALCOHOL, DRUGS AND SMOKING Smoking is prohibited within Mälarhamnar s energy ports and oil storage areas, as well as within other areas in which dangerous goods are transported, handled or parked. This applies indoors, outdoors and in vehicles. Persons who are under the influence of alcohol or drugs are not permitted to enter or remain in Mälarhamnar s operational areas. 2.4 VEHICLE TRAFFIC Parking vehicles in the vicinity of ships is permitted only during deliveries to and from the ships. The following restrictions apply within the operational area: Speed limit of 30 km/hr Vehicles under 3.5 tonnes must have rotating hazard lights Engine idling, maximum 1 minute 2.5 PHOTOGRAPHY There is a general prohibition on photography and filming within Mälarhamnar s operational areas. Permission may be granted in certain cases by the Port Authority. 2.6 REMOVAL OF VISITORS FROM THE PORTS OPERATIONAL AREAS Mälarhamnar s personnel have the right to remove visitors from the area if they are clearly in breach of Port traffic and safety rules, Operating Regulations or other safety or security regulations. 3 NOTIFICATIONS AND PERMITS Applications are to be made on the appropriate forms, which are available on and ed to planeringen.sevas@malarhamnar.se unless otherwise stated below. Attach the application and specify the type of work on the Subject line. 3.1 ARRIVAL NOTIFICATION All ships which will arrive at the Port area must submit and Arrival Notification at least 24 hours before arrival. The notification is submitted electronically via Taking account of the length of the ship s passage or other circumstance, the Harbourmaster may authorise a shorter notification. 3.2 NOTIFICATION OF DANGEROUS GOODS If dangerous goods are to be taken into the operational area, this must be notified no later than 24 hours before arrival at the Port or, at the latest, when the ship leaves the port of loading if the passage is under 24 hours. 8 3.3 WORK PERMIT Any person or company wishing to carry out work within Mälarhamnar AB s operational areas must obtain a work permit from a contact person at Mälarhamnar AB. Mälarhamnar AB has the right to inspect and terminate the work if necessary, even within leased areas. 3.4 PERMIT FOR DIVING AND UNDERWATER WORK Diving and underwater work is permitted only with the permission of the Harbourmaster. Applications for permits for diving should be submitted as early as possible REQUIREMENTS FOR CARRYING OUT DIVING WORK Over and above the basic requirements, the permit may be conditional. The person in charge of the diving work must ensure that the following points are complied with. The permission of the Harbourmaster is required at all times. The Harbourmaster must be informed for each individual dive when the diving work is to begin and when it is completed (although a diving permit may be valid for a period of time, each individual dive must be notified to the Harbourmaster). The person in charge of diving is responsible for keeping abreast of shipping traffic to and from the quay at which the diving work is being carried out. The International Collision Regulations, Port rules and Port regulations must be complied with. 3.5 PERMITS FOR HOT WORK The use of open flames, spark-generating tools and other activities which may involve a fire hazard is permitted only after obtaining permission from a contact person at Mälarhamnar AB. A separate permit for hot work is required even if a work permit for work in the Port area has been issued. In the event of temporary hot work aboard ship, the ship s Captain or a person nominated by the Captain, is responsible for fire safety and for ensuring that safety regulations (for Swedish ships, the SBF s [the Swedish Fire Protection Association] Regulations apply) are complied with, including the issue of permits for temporary hot work. 3.6 PERMIT FOR REPAIRS ON BOARD SHIP Any work which means that the ship cannot be moved under its own machinery or cannot be moved at all can be carried out only with the permission of the Harbourmaster. The permit may be conditional. 3.7 PERMISSION FOR TANKERS TO ENTER DRY GOODS PORT AREAS Tankers are not normally permitted to enter dry goods Port areas as these quays are not EX classified. Exceptions may be permitted by the Harbourmaster. 3.8 PERMISSION FOR DRY GOODS SHIPS TO ENTER THE ENERGY PORTS Dry goods ships are not normally permitted to enter the energy Ports as these ships are not EX classified. Exceptions may be permitted by the Manager of the Energy Ports. 8 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

9 3.9 PERMIT TO ROTATE PROPELLERS ALONGSIDE A QUAY Propellers may be rotated alongside a quay only with the permission of the Harbourmaster. REGULATIONS FOR SHIPS 4 GENERAL REGULATIONS FOR SHIPS 4.1 TURNS FOR QUAYS AND CRANES Provided that the Arrival Notification is submitted in accordance with the applicable regulations, a ship s turn for quay and cranes is counted from the date on which the ship arrived at the operational area. In determining the ship s turn, the greatest weight is given to the parties involved providing full information in good time on the ship s arrival time and estimated time for the completion of loading or unloading. If a broker wishes to switch turns between the broker s own ships, this will be permitted provided that it does not result in any delays to other ships lying in the port. A ships are ships on regular services, which means that the ship makes regular passages between Mälarhamnar AB and other ports on the timetable. B ships are ships which do not run on regular services. Loading and unloading ships gives priority for cranes. The allocation of cranes is arranged so that arriving A ships and B ships are first allocated a crane each and then, in turn order, the first A ship to arrive is allocated a second crane when all ships have been allocated two cranes, the first B ship to arrive is allocated a second crane. In allocating cranes for double lifts, a temporary exception may be made from the turn order. The Harbourmaster must be informed in good time of the date of a double left. Mälarhamnar has the right to deviate from the above-mentioned turn order when this is judged necessary. If, for example loading or unloading is stopped by the customer due to circumstances such as sensitivity rain, defects in the material, problems with transports or suchlike, the Production Management may decide to prioritise another vessel if, in our judgement, the work cannot be restarted within a reasonable time. 4.2 SHIP BERTHING AND MOORING Ships and other vessels are not permitted to enter or moor within the operational area without the Harbourmaster s permission. Ships which are not loading or unloading are not permitted to remain in port without the Harbourmaster s permission. Pilots/ships must arrange a connection with boatmen at the Port before mooring. During the mooring procedure (the ship s arrival, departure or warping) for the ship, boatmen with valid work permits for the Port must be used. Ships in the Port must be kept properly moored at all times. The mooring lines must be kept tight and adjusted to suit the varying freeboard of the ship during cargo handling. 10 other vessels alongside other ships is permitted only with the permission of the Harbourmaster. Lifeboats, floats or freefall lifeboats must not be put in the water without the permission of the Harbourmaster. In all circumstances, the ship s Captain is responsible for the ship s intact stability and damage stability in accordance with the IMO s rules. 4.3 Warping ships between quays Warping ships between quays is regulated in the Swedish Transport Agency s regulations. For that reason, warping is permitted only by mutual agreement between the ship s Captain and the Harbourmaster. 4.4 GANGWAYS/ACCOMMODATION LADDERS Facilities for moving between ships and quays must be safe and consist of appropriate purposedesigned gangways or accommodation ladders. A safety net must be rigged and properly secured underneath the gangway/accommodation ladder. Gangways/accommodation ladders must be fitted with dedicated and effective lighting during periods of darkness. Gangways/accommodation ladders must not be deployed in such a way that they interfere with the movement of dockside cranes. 4.5 ACCESS TO SHIPS In addition to those persons who, in accordance with the Authority s rules have the right of access to a ship, the ship s Captain has the right to determine who else has the right to come on board. Mälarhamnar AB s employees, however, will have the right to access at all times for professional matters. Since access to ships in general also involves passage through the Port s ISPS area, Mälarhamnar AB can remove visitors from the Port area. See also section SHIP INSPECTIONS Mälarhamnar AB has the right to inspect ships with respect to the provisions of the Port safety and traffic rules and these Operating Regulations. Captains are obliged to comply with the directives which are issued by the inspector and to facilitate the inspector s work. Inspections of foreign ships are carried out through Port State Control, for which the Swedish Transport Agency is responsible. This activity is regulated through the Directive on Port State Control (2009/16/EC) and the Paris Memorandum of Understanding on Port State Control. 4.7 TOWAGE When ships are manoeuvring in the Port, the assistance of tugs shall be used to the extent determined by the Harbourmaster in consultation with the ship s Captain. 10 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

11 4.8 FIRE The ship s firefighting equipment must be in functional condition and, on ships which transport dangerous goods, it must be ready for immediate deployment. The crew must be trained in and thoroughly familiar with its use. In the event of fire ashore or on board and other ship, the following action shall be taken Inform the emergency services (telephone number 112) and Mälarhamnar AB Prepare to initiate firefighting Stop all cargo handling Prepare for the possible warping of the ship 4.9 SMOKE PRODUCTION, PROPELLER ROTATION, BOILER CLEANING ETC. Noise and smell from the ship s operation, machinery, fans etc. and cargo must be kept to a minimum when the ship is within the operational area. If abnormally strong smoke production is observed, action must be taken immediately. Main engines shall be used only during the time necessary for manoeuvring the ship MOVEMENT UNDER OWN ENGINES Ships which are loading or unloading dangerous goods must be ready at all times to move at short notice under their own engines. Exceptions to this may be permitted by the Harbourmaster if special reasons exist. Exceptions may be conditional REPAIRS It is not permitted to start repair work on ships which are loading, unloading or have dangerous goods on board without the permission of the Harbourmaster. Minor repairs, for which only non spark-generating hand tools are used may be carried out without the permission of the Harbourmaster, providing that no open flames, hot surfaces or spark-generating tools are used RADAR When work on dockside cranes beside a ship is being carried out, the ship s radar must be switched off. 11 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

12 5 LOADING, UNLOADING AND PARKING OF GOODS A loading plan and/or unloading plan must be provided no later than 24-hour s before arrival. Loading, unloading, transport and packing of goods or other materials are permitted only in special locations intended for the purpose. Loading and unloading may be suspended during severe weather conditions if any risk to health, the environment or safety is involved. Goods or other materials must be handled in such a way that the Port area, buildings, pavement, tracks, cranes or other facilities are not damaged and so that no danger to persons arises. Goods or other materials must not be parked in fire breaks or in any other place which would prevent access for emergency vehicles. Piers, quays, dockside areas, warehouse areas and similar must not be overloaded. To ensure a safe work environment during loading or unloading, the Port s Safety Regulations, which will be provided to the Captain before loading or unloading, will apply. 13 6 DANGEROUS GOODS 6.1 GENERAL The Port Authority has the right to remove particularly dangerous types of goods or large quantities of dangerous goods if the safety of the Port is seriously at risk through the transport, handling or storage of such goods. The owner of the goods or the owner s representatives may be charged for the expenses arising from this. The following regulations for dangerous goods on roads, railways and at sea, ADR-S, RID-S and IMDG apply within Mälarhamnar s operational areas. Containers/tanks for dangerous goods must not be cleaned in the operational area without the permission of the Port Authority.. Where appropriate, the Harbourmaster may institute special safety regulations for unloading, loading and storing goods. Any non-compliance with the regulations on dangerous goods must be reported to the Harbourmaster. 6.2 ADVANCE NOTIFICATION OF DANGEROUS GOODS The transport of dangerous goods within or into Mälarhamnar s operational areas must be notified in writing to Mälarhamnar AB no later than 24 hours before the estimated arrival time of the transport at the operational area. Shorter notification periods may be permitted on special application if this is necessary for safety reasons or other circumstances. 6.3 LABELLING AND PACKAGING Within the operational area, packages and pallets with dangerous goods must be marked and labelled in accordance with the rules for the type of transport involved. Dangerous goods where sea transport is involved must always be labelled in accordance with the IMDG Code. 6.4 HANDLING AND PARKING The separation distances set out for aboard ship in the IMDG Code apply, as a minimum, within Mälarhamnar s operational areas. Goods declarations or the equivalent relevant information must be made available to the authorities and the emergency services during the period in which the goods are in the Port Goods Declaration or the equivalent relevant information in the event of an immediate emergency response. 6.5 LOADING AND UNLOADING Dangerous goods shall be brought into the operational area as late as practically possible before loading/unloading. After unloading, dangerous goods must be removed from the operational area as quickly as possible. Explosive substances class 1 and radioactive substances class 7, with the exception of 1.4 S, 1.2 G, 1.3 G, 1.4 G, as well as class 7 substances which are not subject to compulsory labelling shall be moved in or out of the Port during the period in which the ship is 13 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

14 being loaded and unloaded to avoid storage outside this period. Loading/unloading of dangerous goods must begin as soon as possible after the goods are brought into the Port, and the goods must be brought into the terminal as short a time as is practically possible before the departure of the ship. For transport safety reasons, an exception may be granted for temporary parking outside these times after examining the merits of each individual case. Goods, railway wagons, vehicles and materials must be parked so that free passage is guaranteed for emergency vehicles, both up to the cargo hatch is on the ship involved and to the gangway. In each individual case, Mälarhamnar AB may prescribe the quantity of dangerous goods which may be parked at the same time within the operational area taking account of the quantity of dangerous goods in relation to the hazard class, firefighting facilities and other preventive safety measures 7 SHIPS SERVICES 7.1 BUNKERING DIVISION OF RESPONSIBILITY Before bunkering, the Captain of the receiving ship must notify this as set out below and provide contact details for the individual in charge of bunkering. The person in charge of bunkering must be immediately available during the operation. The Captain shall also nominate a security guard with the authority to terminate pumping. The individual on the receiving ship who is responsible for bunkering and the drivers of bunkering vehicles are obliged, within their respective operational areas, to take all necessary safety measures to prevent any spillage of bunker oil NOTIFICATION Notification of bunkering shall be submitted to planeringen.sevas@malarhamnar.se and the appropriate Gate Västerås: gate.sevas@malarhamnar.se and Köping: order.sekog@malarhamnar.se at least 24 hours before the planned start of bunkering. The notification must contain the following information: The name of the receiving ship and the person responsible. The name of the bunkers supplier. The time and place for bunkering. Any changes to the timetable must be communicated to the Harbourmaster. The quantities and product type of bunkers BEFORE BUNKERING BEGINS Bunkering of tankers is not permitted during the course of unloading, loading, sampling or ventilating dangerous goods with a flashpoint below 30 C or or if the ship previously carried out such activities unless the tanks have been cleaned and the ship is gas-free. This must be confirmed by a certificate or document from an independent inspector. 14 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

15 Bunkering of other ships is permitted during loading/unloading if it can be done without risk of encroaching on the working areas of the cranes. Taking on bunkers must be carried out in accordance with MARPOL s and ISGOTT s rules at all times ACTIONS IN THE EVENT OF SPILLAGE In the event of a discharge of oil, following actions must be taken immediately: Terminate pumping if it is taking place Close the valves on the bunkering vehicle and on the receiving ship immediately Call the Emergency Services (telephone number the Harbourmaster 7.2 FRESH WATER Where appropriate, fresh water shall be supplied by the Port. Orders for fresh water are placed in connection with the arrival notification. The connection on board will be handled by the ship s crew. 7.3 WASTE The Port will accept all waste which ships require to put ashore and which has been generated in the course of the normal operation of the ship in accordance with the No-special-fee system. Other waste which is generated in addition to the above, such as repair work, scrapped electronic equipment etc. is accepted at cost price. More information on the rules for handling ship-related waste in the Ports is available at and ENGINEROOM WASTE, SLUDGE The same conditions apply as for bunkering. The waste must be free of contaminating substances such as PCBs, solvents and detergents. When waste is delivered in barrels, the ship must arrange for these to be placed in the location notified. Barrels must be tightly closed and defect-free, as well as properly labelled with the contents in Swedish or English. Small quantities of oil residue can be deposited in the dedicated reception vessel if the use of barrels in accordance with the above is not practical. The connections for the discharge of machine room waste on board the ship must be installed in accordance with international standards, with the outlet on deck. 15 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

16 SPECIAL REGULATIONS FOR THE ENERGY PORTS 8 GENERAL 8.1 PROTECTIVE EQUIPMENT Personnel taking part in handling must have protective equipment immediately available to the extent recommended in product data sheets, goods information or in instructions issued by the authorities. Safety helmets must be worn during work on quays and on the cable network within Mälarhamnar AB s operational areas. Protective goggles or visors must be easily accessible. Personnel who carry out work in the immediate vicinity of petroleum products, pipes or within the ATEX-ZONE, must wear fire-resistant clothing and footwear with anti-static souls. Clothing and footwear must be approved in accordance with current legislation and other applicable standards. 8.2 WORK PERMITS AND HOT WORK In addition to the work permit required for working with open flame, heat, hot surfaces, sparkgenerating tools or electrical equipment which is not approved for use where in flammable gases may occur, a separate permit (hot work permit) is required. Hot work is permitted within the Port area only if the following criteria are met: a valid hot work permit has been issued by the person with the authority to do so within the operational area the personnel carrying out the work have valid hot work certificates the safety distance from the hot work to the pipes is a minimum of: o 25 metres for unloading/loading Class I products o 15 metres for unloading/loading Class 2 products o 10 metres for unloading/loading Class 3 and other products 8.3 WEATHER RESTRICTIONS On the approach of thunderstorms, all cargo handling of Class 1 products or other handling during which in flammable gases are formed must cease. All tank openings and valves must be closed, including bypass valves on the ventilation system to the tanks. All valves connecting to shoreside manifolds must be closed. When terminating unloading and loading, both the shipboard and the shoreside manifold valves must be closed. 8.4 EMERGENCY ACTIONS The unloading supervisor and the Captain on board must ensure, within their own respective areas of responsibility, that the actions to be taken in the event of accident or incidents involving dangerous goods are immediately available at all times. Such information shall also include the Emergency procedures for Ships Carrying Dangerous Goods (EmS) and the Medical First Aid Guide (MFAG) and/or other similar information. 16 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

17 8.5 VEHICLE TRAFFIC All vehicle traffic and the use of internal combustion engines is prohibited during the unloading/loading of Class 1 and Class 2 products. Motor vehicles must not be brought into or parked within the energy Ports without special approval. The use of fuel-powered vehicle heaters is not permitted within the energy Ports. Electrical engine heaters must be of an approved type. 8.6 PROVISIONING Provisioning and taking on board requisites and other equipment is permitted only after notification. 8.7 PROHIBITION OF SMOKING AND OPEN FLAMES A general prohibition of smoking and the use of open flames applies within the energy Ports. 8.8 MOBILE PHONES AND RADIO COMMUNICATIONS APPARATUS Mobile phones and radio communications apparatus must be explosionproof and specially approved for use in areas in which in flammable and explosive gases may occur. Consequently, items such as ordinary mobile phones, pagers and radio communication apparatus must not be used within the energy Ports other than in buildings and areas where there is no requirement for explosion-proof equipment 8.9 SPILLS AND LEAKAGE OF OIL OR CHEMICALS In areas where spillage and leakage may occur, spill containment vessels must be used. The person responsible for the workplace must ensure that any spillage is cleaned up. Unconnected manifold valves, load hoses etc. must be blind flanged. In addition to the blind cover, a gasket and the full number of properly-tightened bolts must be used at all times. Valves, caps or similar arrangements for sampling, water removal or similar procedures must be checked and properly closed when they are not in use TANK CLEANING Ships which are to unload or avoid products have priority for berths ahead of ships which intend to carryout tank cleaning. Permission for tank cleaning must be sought from the energy Port Harbourmaster no later than 24 hours before the intended time for tank cleaning. 9 RESPONSIBILITY FOR COORDINATION 9.1 JOINT WORKPLACES Under the provisions of the Work Environment Act (SFS 1977:1160) with subsequent amendments, the party which controls a common workplace is responsible for the coordination of measures to protect against ill health and accidents. Mälarhamnar AB has the coordinating responsibility under the law unless otherwise prescribed. 9.2 AREAS WITH OPERATORS OTHER THAN MÄLARHAMNAR AB The operational areas in the oil storage area were operators other than the Ports carry on their 17 OPERATING REGULATIONS FOR MÄLARHAMNAR AB

18 operations constitute workplaces over which the respective holders have control. The appropriate holder, therefore, has coordination responsibility within these areas. 9.3 REQUESTS TO CHANGE FACILITIES Every facility which intends to make changes to pressure containment vessels, pipes, rotating equipment, instrumentation, electrical installations, emergency stop installations or platforms, or also to deviate from the current operating conditions, must coordinate this with the Manager of the Energy Ports to ensure that the changes can be carried out safely. Wherever companies intend to make any change which impacts on Mälarhamnar AB s installation, the proposed changes must be submitted to the Manager of the Energy Ports, after which the conditions for the procedure will be determined. In the event of changes which affect other leaseholders, they must be informed so that they can give approval. 9.4 UNLOADING OF SHIPS During the unloading of a ship, the recipient s depot controls and is responsible for the workplace, including the berth placed at the disposal of the ship and the use of the pipes leading to the recipient s depot from and including the time on which the workplace is prepared up to and including the time at which the workplace is closed down. The workplace shall be regarded as prepared when the completed Ship/Shore Safety Checklist has been signed by the ship s Captain and by the representative of the depot the workplace shall be regarded as closed down when the ship s Captain and the representative of the depot have signed the checklist in the appropriate place, declaring that the unloading has been completed in the prescribed way. Workplace is closed down when the pipe network and the rest of the facility are returned to the condition they were in before the workplace was prepared. 9.7 PUMPING BETWEEN COMPANIES During pumping between companies, the receiving company s depot controls and is responsible for the workplace including the pipe network. Companies which pumped between their own depots control and are responsible for the workplace including the pipe network used. 9.8 OTHER WORK In the event of work outside their own operational area, the party ordering the work controls and is responsible for the workplace. The workplace is prepared when the completed work permit is signed by a representative of the Port. 19 has inspected the workplace and signed the permit. 10 REGULATIONS FOR SECURITY GUARDS AND PIPE GUARDS 10.1 APPLICATION It is incumbent upon the supervisor responsible for unloading to provide security guards and pipe guards in accordance with these regulations. The pipe guards shall monitor the pipe network used for pumping within Mälarhamnar s operational areas QUALIFICATIONS The supervisor with operational responsibility for unloading must hold a certificate of completion of a training course for unloading supervisors approved Mälarhamnar AB. The supervisor with operational responsibility must, in addition, have good local knowledge of the workplace concerned and its equipment. In addition to theoretical training, the security guards/pipe guards must have good practical knowledge of the operation and the objects which they monitor. The security guards/pipe guards must, in general, be suitable for the duty. The supervisor with operational responsibility for unloading is responsible for ensuring that security guards and pipe guards meet the requirements set out above COMMUNICATIONS The security guards and pipe guards must be supplied with communications apparatus of an approved type (EX classified). For the security guards, this may consist of a radio or telephone, and for the pipe guard, a radio. During the course of the unloading or the loading operation, the security guards must remain in constant communication with the ship and with the depot. The pipe guards must remain in constant communication with the security Guards and with the depot during the course of the unloading or loading operation, as well as with the supplying and receiving depots during pumping between depots. Pilots/ships must make contact with the security guard on the quay before docking MINIMUM NUMBER OF SECURITY GUARDS in normal conditions, there will be at least one security guard for each ship which is loading or unloading. The security guard must not be an unloading supervisor or pipe guard at the same time. Taking account of particular security and environmental risks, the Manager of the Energy Port may increase the level of monitoring on individual occasions REPORTING NON COMPLIANCE The security guards and pipe guards must report any non-compliance with these operating regulations or instructions issued by the Port Authority to the responsible depot immediately. Defects in equipment must be reported immediately to the Manager of the Energy Port. 11 REGULATIONS FOR UNLOADING AND LOADING 11.1 OPERATIONAL RESPONSIBILITY During unloading or loading, the receiving or supplying depot respectively has operational responsibility. 20 responsibility for unloading available indirect connection with the cargo operation SHIP/SHORE SAFETY CHECKLIST Before unloading or loading can begin, the Ship/Shore Safety Checklist must be completed by the ship s Captain and the representative of the depot or the unloading supervisor, and must be signed by these individuals. This document also sets out that activities such as crane operation are to be carried out by qualified personnel in a safe manner. The security guard shall also endorse the checklist and receive the cargo handling plan, and will also be responsible for following up during the period in which loading/unloading takes place. Responsibility for ensuring that the information entered is correct and that the conditions of the checklist are thereafter met on a continuous basis rests with the ship s Captain and the representative of the epot or the unloading supervisor. When the operation has been completed, the checklist is to be sent to the Manager of the Energy Ports and to the Harbourmaster within Mälarhamnar AB CARGO HANDLING PLAN Before the unloading or loading operation begins, a cargo handling plan must be completed and signed by ship s officer in attendance and the depot manager, representative or unloading supervisor SPECIAL TERMS AND CONDITIONS APPROVED PRODUCTION HOSES Only approved production hoses which have been tested by an authorised firm during the last 12 months may be used. A test certificate must be available and the hoses must be marked with the date of the latest test and the permitted working pressure INTERRUPTION In the event that unloading and loading is interrupted, the manifold valves on the ship and on the shoreside equipment must be closed TANK LIDS AND ULLAGE OPENINGS All tank lids all and ullag openings must be kept closed during loading and unloading. The ventilation of cargo tanks must be carried out through the tank ventilation stuff. Monitoring of current cargo levels in the tanks shall be carried out using an instrument or other equipment so that gases can be ventilated through the ship s tank ventilation system CHECK AFTER LOADING IS COMPLETED AND SAMPLING after receiving a request from the ship, the loading master with operational responsibility may permit the opening of ullage lids before or after loading/unloading is complete (+30 minutes), for the purpose of equalising pressure in the tank atmosphere in the cargo tanks, to enable the to be made or for sampling of the cargo. The person with operational responsibility must take account of any risk of accident, ill-health or to the environment. The security guard must be informed.
