5 INTRODUCTION U.S. NAVY SHIPBOARD QUALIFICATION PROCESS ROADMAP This handbook is intended to help coating manufacturers understand the process the U.S. Navy uses to qualify coating systems for shipboard use. It consolidates information from several government organizations responsible for portions of the process into one easy to use guide. The handbook provides a start to finish "Roadmap" guiding you through the qualification process, either on your own or with assistance from the National Surface Treatment Center (NST Center). This Roadmap will assist you in determining whether or not your product meets the requirements of the appropriate military specifications, guide you in obtaining and submitting appropriate forms and documentation, provide you with links to industry test facilities, and lead you to Qualified Products Lists (QPL) or Qualification Data Sets (QDS) of currently approved coatings. It describes roles and responsibilities of organizations involved in the coating qualification process and provides point of contact information for them. HOW TO USE This handbook is designed to be used in conjunction with the NST Center website Roadmap, a flow diagram with interactive buttons that outline the major steps involved in the qualification process and link you to detailed information about each step. The information for each button varies depending on the process step, but generally contains items such as a detailed explanation of the specific portion of the process, actions required, government organizations involved, POC information, links to the latest information such as DoD Specifications and Standards, online forms, helpful hints, testing required, package submittal information, etc. At any point, you may contact the NST Center for general information, process clarification or other assistance. 5

6 CHAPTER 1 GENERAL INFORMATION The U.S. Navy utilizes a wide variety of marine coatings in the construction, repair and maintenance of its ships. These coating systems provide protection against corrosion, fire, cavitation, marine fouling and chemical attack in fuel and other tanks. They also provide visual camouflage, aesthetics, safety markings, slip resistance, color coding for system identification, and thermal and acoustic insulation. Any coating system utilized by the U.S. Navy must meet certain acceptance criteria before it can be approved for use. First, the coating must provide the desired performance (i.e., an anticorrosive coating must provide adequate protection against a corrosive environment). The coating must also be able to be applied in an industrial or shipboard environment and must be repairable. The coating s thickness and overall cost must be within reason. The coating must be safe to apply and must not promote the spread of fire. Approved products must also comply with applicable environmental regulations. The U.S. Navy uses a variety of specifications to define the properties required of the various coating systems it uses. New products must qualify to the appropriate specification to ensure they will perform as desired by the U.S. Navy. The Naval Sea Systems Command s (NAVSEA) Naval Systems Engineering Directorate (NAVSEA 05) has the overall responsibility for naval ships engineering. The Corrosion Control Department (NAVSEA 05P23) has the specific responsibility for qualification of coatings used onboard U.S. Navy ships and craft. The Technical Policy and Standards Division (NAVSEA 05M2), in conjunction with NAVSEA 05P23, manages the qualification program for new shipboard coating systems. Defined below is the above organizations role in the U.S. Navy s shipboard coating qualification process: NAVSEA'S TECHNICAL POLICY & STANDARDS DIVISION (NAVSEA 05M2) NAVSEA 05M2 is the initial entry point in the qualification process, providing information and assistance to potential vendors. They can assist in providing up to date information on current specifications, application information, status of qualification, etc. This office is also responsible for scheduling Defense Contract Management Agency (DCMA) surveys of coating manufacturers' production facilities, authorizing qualification testing, coordinating engineering reviews with NAVSEA 05P23, and authorizing Health Hazard Assessments (HHA) by the Navy and Marine Corps Public Health Center (NMCPHC). NAVSEA 05M2 also issues letters qualifying products and places the products on in the Qualified Products Database (QPD) after review and acceptance of test data by NAVSEA 05P23. 7 NAVSEA'S SHIP STRUCTURES AND MATERIALS DIVISION (NAVSEA 05P2) NAVSEA 05P2 is the technical approval authority for all coating systems used onboard U.S. Navy ships and submarines. The Corrosion Control Department (SEA 05P23) is responsible for selecting the most effective products for the intended use. The engineers in SEA 05P23 conduct preliminary technical reviews of the data submitted on each product to determine whether or not a test program is warranted. If a test program is authorized, a full technical review is conducted after test data, HHA results and DCMA audit results are submitted. They are the Department s contract manager, responsible for ensuring Federal acquisition programs, supplies, and services are delivered on time, within cost and meet performance requirements. Overview DCMA serves as an "information broker" for military buying agencies both during the acquisition cycle and throughout the life of a contract. Employees interact on a daily basis with customers to ensure the services DCMA provides meet customers' needs, both before and after contract award. Before award, DCMA provides pre contractual advice services during the acquisition phase to help construct effective solicitations, identify potential performance risks, select capable contractors, and write contracts that are easily administered, reducing the risk of costly modifications. After award, DCMA oversees the contractors' systems to ensure that product, cost, and schedule are in compliance with the terms and conditions of the contract. This includes on site surveillance and program specific concerns that cannot be monitored by offsite buying agencies. THE NAVY AND MARINE CORPS PUBLIC HEALTH CENTER (NMCPHC) The Industrial Hygiene Directorate of the Navy and Marine Corps Public Health Center (NMCPHC) is responsible for conducting a health hazard assessment (HHA) of all new paint products under review for possible U.S. Navy use. Only products under consideration by a Navy sponsor (NAVSEA 05M2/P23 for Surface Ship Coating Systems) will be reviewed, and only after an official request has been received by NMCPHC. 7

8 NAVSEA 05M2/P23 will issue an official request to NMCPHC when product testing is authorized. The manufacturer must then submit product information to NMCPHC for review. NMCPHC s Acquisition Technical Support Division provides comprehensive support to U.S. Navy and Marine Corps activities pertaining to the conduct of HHAs for new products, new uses for existing products, as well as procedures and processes. The products, procedures, and processes are identified by the prospective sponsor (assessment requestor), and the request for the assessment is sent to NMCPHC. Upon receipt of the request, NMCPHC conducts the assessment, and the requestor is issued a report which provides the reviewer s assessment regarding the safe use of the product, procedure or process. A copy of the report is also provided to the Chief, Bureau of Medicine and Surgery (M3F4). BUMEDINST A provides additional information/guidance pertaining to this process. 8

10 DETERMINE APPROPRIATE SPECIFICATION There are various ways to determine the appropriate specification for qualification of a new product. They include: 1. If the appropriate specification has already been identified: a. Obtain a copy of the specification from the ASSIST Specifications and Standards website, the official source of current military specifications b. The process is described in the next section of this guide Obtain a Copy of Current Specification. 2. Identify the target shipboard application area and match your product to the related specification: a. View common shipboard application areas by going to: 3. Match your coating to a specific coating type used by the U.S. Navy. The following is a general breakout of primary types of paints used by the U.S. Navy on ships and submarines matched with the appropriate military specifications that govern these paints. Once you identify the military specification that pertains to your product type, go to the Obtain a Copy of Current Specification section of this guide for instructions on how to obtain that specification. Epoxy based paints, mostly Bisphenol A resin type MIL DTL Paint, epoxy polyamide (U.S. Navy formula specification) MIL PRF Paint coating systems, fuel and salt water ballast tanks. This specification also include some Bisphenol F type epoxies MIL PRF Non Skid coatings Enamel, Silicone type coatings for exterior coat MIL PRF Enamel, silicone alkyd co polymer 10

11 Fire retardant coatings MIL DTL Coating compounds, non flaming, fire protective DOD E Enamel interior, non flaming, chlorinated alkyd resin, semi gloss Antifouling coatings MIL PRF Enamel, silicone alkyd co polymer Zinc based coatings A A Zinc rich coatings TT P 645 Primer, paint, zinc molybdate, alkyd type Powder coatings MIL PRF (All types) includes thermosets and thermoplastics Note: If your coating does not seem to fit into any specific category, then follow the process described below: Unique Coating What should you do if, after reviewing specifications and or conducting an in house review, it is determined that the coating system in question does not fit a specific military specification utilized by the U.S. Navy? Contact the NST Center for additional assistance or contact the technical POC at the Naval Sea Systems Command s Corrosion Control Division directly for further guidance. OBTAIN A COPY OF A CURRENT SPECIFICATION You can obtain a copy of current Department of Defense specifications by visiting the DOD s assistdocs.com search page at Enter the document number (for example, ) and click Submit. 11

12 This will take you to a page with links to the specification and the associated QPL or Qualified Product Database page (if any). NOTE: After downloading the specification, it would be prudent to contact the NAVSEA 05M2 or NAVSEA 05P23 POC to ensure the specification is up to date and there are no pending revisions. CONDUCT IN HOUSE REVIEW It is important for the product manufacturer interested in qualifying a coating system for U.S. Navy shipboard use to conduct a thorough in house product assessment. The following checklist will assist in that assessment. This checklist may not be all inclusive and should be used for reference only. PRODUCT ASSESSMENT CHECKLIST 1. Is the product designed for, or already used in, the commercial maritime or heavy industry sector? 2. Does the product meet all the requirements of the appropriate specification? It is important at this point to conduct a thorough review of the current specification. If you do not have the current specification, go to the "Obtain a Copy of Current Specification" section. 3. Has a market analysis been conducted to determine U.S. Navy product annual usage, qualified product suppliers, average product price? 4. What is the cost to manufacture the product? 5. How much product is your facility capable of producing? Will that support the market share required to meet your profit goals? 6. What would be the proposed price offered to the U.S. Navy and its repair and new construction contractors? 7. Is that price competitive with the current market? Note: The cost basis should be determined by calculated area of coverage at the required dry film thickness and not on a per gallon basis. (% solids will affect this). 8. What would product testing cost? A rough order of magnitude (ROM) can be determined by contacting an independent test facility. Several are listed in the "Conduct Product Testing" portion of this process guide. 9. How long would it take to receive a return on this investment? 10. What is the future outlook for this type of product use by the U.S. Navy? Is technology shifting to other product types? 12

13 11. What product distribution network is required and would have to be established? 12. Would the product be offered through the GSA "Superstore? 13. What other products of this type are available through the GSA "Superstore? 14. Do you thoroughly understand the GSA process? For more information on the GSA Process or GSA "Superstore," See Note: Even if a product does not meet current U.S. Navy shipboard coating requirements, it may still be useful to review other DOD specifications, applications, and uses. OBTAIN AND SUBMIT A QUALIFICATION APPLICATION USING CAAM The Coatings Applications Approval Manager (CAAM) is an online application developed in a joint effort between NAVSEA and the NST Center. It allows coating manufacturers to submit applications for qualification testing through a special purpose SharePoint website. Access to this website is obtained by requesting it from the NST Center. The CAAM web application tracks product qualification activity only during the testing phase. You must use the steps on the coating roadmap after testing has been reviewed by NMCPHC, beginning with Compile Submission Package. After conducting the in house review of your product, and you feel it meets the specification requirements for the intended U.S. Navy service, you can begin the process by submitting an application for qualification testing via CAAM. Please request the CAAM access by sending an request to QPL@nstcenter.com. In the message, include the following information: 1. Your intention to qualify a product for NAVSEA use 2. Company name and address 3. Your name and title 4. Your company s web address 5. List the military specification(s) under which you expect to qualify your product(s) The NST Center will provide the specific URL (web address) of your CAAM SharePoint site and instructions on how to access it within a day or two of your request. Your CAAM SharePoint website is secure and requires proper authorization to gain access. Only your representatives, NAVSEA s Coatings Qualification Manager (SEA 05M2) and its lead engineers (SEA 05P23) may view your application and product data. In some cases, NAVSEA uses the services of independent coating experts who may, depending on the military specification under which you apply, be granted access to your product data. NAVSEA authorizes testing of your product based on the application and supporting data that you submit. If testing is authorized, SEA 05M2 will provide you with further instructions on how to proceed with testing. 13

Coatings Applications Approval Manager (CAAM) User s Guide NAVSEA APPLICATION REVIEW NAVSEA 05M2 and the cognizant engineer from NAVSEA 05P23 will review the completed application via the CAAM system, along with any other preliminary data submitted. If the review is considered acceptable and the product appropriate for specification consideration, NAVSEA 05M2 will request a Preaward Survey of the applicant's plant to determine if the facilities have the technical, production and quality control procedures in place to manufacture products to the applicable specification. A representative of DCMA conducts the survey. For more information on the DCMA or the Preaward Survey, proceed to the next step in the process. DCMA PREAWARD SURVEY When a product is under review for MILSPEC Qualification, a DCMA representative may be tasked to conduct a preaward survey of the company s manufacturing facility. DCMA s role in the U.S. Navy coating qualification process includes: Preaward Survey DCMA s initial role in the coating qualification process is to conduct a Preaward Survey (when scheduled by NAVSEA 05M2) of the coating manufacturer s production facility. The intent of the survey is to ensure the facility has adequate equipment, personnel, quality control and processing procedures in place to manufacture products in accordance with the referenced specifications. The DCMA local area representative will contact your facility to arrange a mutually acceptable time for the survey. For detailed information on the Preaward Survey, see the Preaward Survey Guidebook at Product Testing If product Qualified Products Database (QPD) acceptance testing is authorized, the testing may be conducted at your own laboratory or a laboratory under contract to your company. In either case, DCMA will monitor and verify the laboratory testing to ensure products are tested in accordance with specification requirements. Product Manufacturing After the product is approved for use by the U.S. Navy, DCMA is responsible for ensuring products are manufactured in accordance with contract requirements. 15 AUTHORIZATION TO TEST If the results of the NAVSEA Application Review and the DCMA Preaward Survey are positive, NAVSEA 05M2 will authorize a test program. This is done by written correspondence in the form of an authorization letter from NAVSEA to the product manufacturer POC. The product manufacturer pays all costs associated with product testing. The details of the required testing are discussed in the "Conduct Product Testing" portion of this process. CONDUCT PRODUCT TESTING Detailed information on tests required to qualify a coating system for U.S. Navy use is contained in the governing military specification. Testing to specification requirements should not start until the application review process is completed and NAVSEA 05M2 has authorized a test program. The product manufacturer pays all costs associated with testing. Once product qualification testing has been authorized, the testing may be conducted at your own laboratory or a laboratory under contract to your company. In either case, the laboratory must be acceptable to DCMA. It is important to note that all sample selection and testing must be done under the supervision of DCMA (i.e., sealed and stamped). NMCPHC REVIEW The Industrial Hygiene Directorate of the Navy and Marine Corps Public Health Center (NMCPHC) is responsible for conducting Health Hazard Assessments (HHA) of all new paint products under review for possible U.S. Navy use. Only products under consideration by a Navy sponsor (NAVSEA 05M2/P23 for surface ship coating systems) will be reviewed and only after an official request has been received by NMCPHC. NAVSEA 05M2/P23 will issue an official request to NMCPHC when product testing is authorized. The manufacturer then submits product information to NMCPHC for review. COMPILE QUALIFICATION PACKAGE After all product testing has been successfully completed in accordance with the specific specification requirements, a complete submission package should be assembled and submitted to NAVSEA 05M2. The following is a list of information that should be included in that package. Coordinate with NAVSEA 05M2 to ensure all items required are provided. The longest delays in processing qualification packages are caused by incomplete or missing information. Company information including address, phone numbers and e mail address for company point of contact Completed "Application for Qualification Testing" form (can be obtained from the company s CAAM website). Detailed reports for each test required by the applicable specification Product usage data Product performance data Note: NMCPHC will forward HHA results directly to NAVSEA. SUBMIT COMPLETED QUALIFICATION PACKAGE TO NAVSEA 05M2 After completing all testing required by the appropriate specification, the completed package should be submitted to Ms. Cheryl A. 17 CONDUCT PRODUCT FLEET SERVICE TEST (IF REQUIRED) After the completed submission package has been reviewed by NAVSEA 05M2 (administrative review) and NAVSEA 05P23 (technical review), and it has been determined that the product meets the requirements of the applicable specification, a fleet service test may be required. This test is conducted to gain application information and establish a baseline of product performance. If this testing is deemed necessary, NAVSEA 05P23 will contact the paint manufacturer and work with fleet schedulers to arrange a test ship. Close coordination is required during this phase of qualification to ensure adequate material is provided in time to meet limited ship availability schedules. Specific questions on fleet service testing should be addressed to NAVSEA 05P23. PRODUCT PLACED ON QPD Qualified Products Database (QPD) A database containing lists of products (Qualification Data Sets (QDS)) that have met the qualification requirements stated in the applicable specification. The entry for each listed item includes the appropriate product identification, the test or qualification reference, and the name and plant address of the manufacturer and distributor, as applicable. Product Placed on QPD After the product under consideration by the U.S. Navy has been examined and tested by the cognizant NAVSEA engineer and found to meet the requirements of the applicable specification, the applicant will receive a letter from NAVSEA 05M2 granting qualification of the product. The product will then be added to the Qualified Products Database.
