Describe how work on equipment still in service (such as relay testing) can reduce system reliability. PJM

Planning for Scheduled Outages Definition The planned removal of a facility or piece of equipment from service. Time is usually given to study the effects of the outage and prepare the system to maintain reliability. Factors of Concern PJM 2009 System Reliability Same limits used in planning studies as real time System conditions at the time of the outage Additional equipment that may be out of service at same time Length of outage, time involved to return equipment to service 6

Planning for Scheduled Outages Planning Process Member Company prepares outage request by company procedures What equipment? Who is scheduling work crews? When is the best time to perform work? How soon can equipment be returned in an emergency? Request submitted to PJM for review After it is approved by other line owners After it is approved by submitting companies planning group edart system is used to submit these outage requests 7

Planning for Scheduled Outages Planning Process (continued) PJM Reliability Engineer analyzes outage request. Power Flow program Expected actual or contingency overloads? Conflicts with other scheduled jobs? Economics Impact on Reactive Transfer Limits Posts outages on OASIS Provides information regarding status of the PJM transmission system to all users Displays planned outages for future periods, current line outages and potential problems. 8

Planning for Scheduled Outages Planning Process (continued) PJM gives approval, or makes recommendations for alternatives Recommend off cost generation scheduling Recommend rescheduling for more economic time period PJM cannot cancel outage with a timely outage request for economic reasons, only for reliability. Let s look at the current system outages on OASIS! PJM 2009 Click here! 9

Agenda Impact of Transmission Facility Outage Requests on Reliability TO6-1 PJM Scheduling Process TO6-2 Additional edart Functionality for Transmission Owners Voltage Control Review Video TO5 and TO6 Quiz 15

Lesson Objectives Determine the effects of an outage on neighboring systems and the PJM system, as described in the PJM Transmission Operation Manual. Create a Transmission Outage Ticket in the edart system. PJM

Outage Reporting Requirements Transmission Outages need to be reported to PJM with sufficient lead time so that: PJM can perform proper reliability assessment PJM can ensure adequate generation profile for successful completion of the outage The PJM markets can account for the outage Outage is known and posted prior to monthly FTR auctions PJM

Outage Reporting Requirements For transmission outages submitted on time : PJM approves the requested outage provided that a reliable system can be maintained during the outage. PJM does not deny the requested outage based on economics (e.g. anticipated congestion) For transmission outages submitted late : PJM has the authority to require the Transmission Owner to reschedule the requested outage based on PJM s analysis of the outage s impact on congestion. PJM

Outage Reporting Requirements PJM /6/

Outage Reporting Requirements Transmission owner should submit tentative dates of all planned transmission outages of reportable transmission facilities as far as in advance as possible. Reasonable effort to submit one year in advance. Transmission outages exceeding five days shall be submitted 6 months in advance. Outage should be updated monthly at a minimum. Transmission outages 5 days or less in length are to be submitted by the first day of the month preceding the month of the outage. PJM

Outage Reporting Requirements Outages for the following planning year (June 1- May 31) exceeding 30 days in duration or expected to result in significant system congestion are to be submitted via edart by February 1 for use in the annual FTR auction. Estimated start and stop dates are acceptable Example: submit by Feb 1, 2009 for June 1, 2009 to May 31, 2010 time frame PJM

PJM Scheduling Process Outages posted on OASIS Posted by first day of month preceding the month of the outage IF notification is not provided to PJM by the first day of month preceding outage AND IF outage is determined by OPD to have the potential to cause significant congestion THEN PJM can require Transmission Owner to reschedule outage to reduce congestion on an economic basis. Does not apply to emergency outages PJM can cancel any outage to maintain reliability PJM

PJM Scheduling Process Planned Transmission Outages: Are the best available schedules May not occur as scheduled due to weather, system conditions, resource limitations or other reasons May reflect specific dates or windows of opportunity if specific dates are not available (Date Uncertain flag in edart) Should be scheduled to minimize congestion PJM

PJM Scheduling Process PJM Application of Outage Scheduling Rules 1) Does the outage have the potential to cause significant congestion? Ans: No PJM approves outage request. Yes Go on to next question. 2) Was the outage request submitted with proper notice? Ans: No PJM will require the outage to be rescheduled. Yes Go on to next question. PJM

PJM Scheduling Process PJM Application of Outage Scheduling Rules(cont.) 3) Does the outage result in an uncontrollable reliability violation? Ans: No PJM approves outage request. Yes PJM will require the outage to be rescheduled PJM

PJM Scheduling Process Present rules of thumb for determining. significant congestion Outage requires the starting of a generator. Outage will result in (or increase) constrained operations to control flows across reactive interfaces. PJM

PJM Scheduling Process Present rule of thumb concerning adjustments to. actual start date of outage.while still maintaining proper notice status The start date of an outage may be adjusted provided it: occurs within the same FTR auction window does not conflict with other scheduled transmission outages other scheduled work has priority. PJM

PJM Scheduling Process There are two transmission outages ( X and Y ) that were both submitted with proper notice. Sunday Monday Tuesday Wednesday Thursday Friday Saturday Outage X Outage Y PJM /6/

PJM Scheduling Process After the first day of the month prior to the month of the outage, Outage X needs to be rescheduled due to manpower availability. Outage X will now occur at the same time as Outage Y. Sunday Monday Tuesday Wednesday Thursday Friday Saturday Outage X Outage Y Rescheduled Outage X PJM /6/

PJM Scheduling Process If it is determined that the concurrent outages of both X and Y do not cause any additional congestion other than the congestion caused by Outage Y itself......pjm will allow Outage X to be rescheduled during the same time period as Outage Y. If PJM determines that the rescheduled Outage X has the potential to cause significant congestion with the concurrent Outage Y...PJM will not allow Outage X to be rescheduled during the same time period as Outage Y. PJM /6/
