Describe the functions of the EMS programs, including information provided by the program and how this information is used to evaluate scheduled outages. 7 Planning for Scheduled Outages Definition The planned removal of a facility or piece of equipment from service. Time is usually given to study the effects of the outage and prepare the system to maintain reliability. Factors of Concern PJM 2009 System Reliability Same limits used in planning studies as real time System conditions at the time of the outage Additional equipment that may be out of service at same time Length of outage, time involved to return equipment to service 6

17 Lesson Objectives Determine the effects of an outage on neighboring systems and the PJM system, as described in the PJM Transmission Operation Manual. Create a Transmission Outage Ticket in the edart system. PJM
18 Outage Reporting Requirements Transmission Outages need to be reported to PJM with sufficient lead time so that: PJM can perform proper reliability assessment PJM can ensure adequate generation profile for successful completion of the outage The PJM markets can account for the outage Outage is known and posted prior to monthly FTR auctions PJM
19 Outage Reporting Requirements For transmission outages submitted on time : PJM approves the requested outage provided that a reliable system can be maintained during the outage. PJM does not deny the requested outage based on economics (e.g. anticipated congestion) For transmission outages submitted late : PJM has the authority to require the Transmission Owner to reschedule the requested outage based on PJM s analysis of the outage s impact on congestion. PJM
20 Outage Reporting Requirements PJM /6/
21 Outage Reporting Requirements Transmission owner should submit tentative dates of all planned transmission outages of reportable transmission facilities as far as in advance as possible. Reasonable effort to submit one year in advance. Transmission outages exceeding five days shall be submitted 6 months in advance. Outage should be updated monthly at a minimum. Transmission outages 5 days or less in length are to be submitted by the first day of the month preceding the month of the outage. PJM
22 Outage Reporting Requirements Outages for the following planning year (June 1- May 31) exceeding 30 days in duration or expected to result in significant system congestion are to be submitted via edart by February 1 for use in the annual FTR auction. Estimated start and stop dates are acceptable Example: submit by Feb 1, 2009 for June 1, 2009 to May 31, 2010 time frame PJM
23 PJM Scheduling Process Outages posted on OASIS Posted by first day of month preceding the month of the outage IF notification is not provided to PJM by the first day of month preceding outage AND IF outage is determined by OPD to have the potential to cause significant congestion THEN PJM can require Transmission Owner to reschedule outage to reduce congestion on an economic basis. Does not apply to emergency outages PJM can cancel any outage to maintain reliability PJM

31 PJM Scheduling Process If it is determined that the concurrent outages of both X and Y do not cause any additional congestion other than the congestion caused by Outage Y itself......pjm will allow Outage X to be rescheduled during the same time period as Outage Y. If PJM determines that the rescheduled Outage X has the potential to cause significant congestion with the concurrent Outage Y...PJM will not allow Outage X to be rescheduled during the same time period as Outage Y.
