According to the National Transportation Safety Board, pipelines are the safest way to carry energy products. That s why they can be found in our neighborhoods, parks, and even under s our farms and ranches. Every day, our pipelines safely transport the raw and refined petroleum products (like crude oil, gasoline, diesel, and jet fuel) that keep our homes comfortable, our transportation systems running smoothly, and which create the lifesaving plastics products that we use in our day-to-day lives. But, despite an exemplary safety record, the rare pipeline emergency can occur and it pays to be prepared. SAFETY IS OUR PRIORITY WE OPERATE APPROXIMATELY 15,000 MILES OF PIPELINE THROUGHOUT THE U.S. STAY SAFE. KNOW THE RISKS. Our nation s pipeline industry has maintained a consistent and successful safety record. According to The National Transportation Safety Board, pipelines are the safest mode of transportation of energy products. Pipelines are monitored regularly by air, on foot, and with sophisticated 24-hour electronic inspection systems, but natural elements - such as erosion and flooding - can change a pipeline s depth of cover. Pipeline product hazards - like fire or explosion - depend on the specific type of energy product carried in the pipeline but even smaller incidents can result in significant monetary loss for yourself and your community due to fines, traffic disruptions, and job interruptions. If you notice anything unusual in the area of a pipeline, it is best to leave the area immediately. Dial 911, then notify Phillips 66 Pipeline LLC s emergency line at
3 LEARN MORE AT PHILLIPS66PIPELINE.COM LEARN MORE AT PHILLIPS66PIPELINE.COM PROJECT PLANNING PIPELINE LOCATION GET TO KNOW PIPA The Pipelines and Informed Planning Alliance (PIPA) is a broad stakeholder initiative led and supported by the U.S. Department of Transportation s Pipeline and Hazardous Materials Safety Administration (PHMSA). PIPA has prepared a list of recommended best practices that describe actions that should be taken by stakeholders when there are proposed changes in land use or when there is new development adjacent to existing transmission pipelines. SPECIFIC CONSIDERATIONS FOR LAND-USE PLANNERS Help ensure that you are protected from personal liability suits and that your project stays free from interruptions, safety incidents, and hefty fines by using this list every time that you are involved in project planning: 1. Pipeline operators should be part of all planning and zoning conversations from the start. Consult the National Pipeline Mapping System and call 811 at the beginning of your project. This helps to eliminate unnecessary re-work and keeps project time-lines on track. 2. Always place a call to 811 before moving soil, engaging heavy machinery, or beginning demolition work. 3. Be sure to work through these questions with the pipeline operator: Is there adequate planned access to the right-of-way? Have you considered evacuation routes in case of an emergency? How can you prevent possible excavation damage due to construction? Are there alternative uses for the right-of-way - green space, parks, trails, etc. - PHILLIPS 66 PIPELINE LLC MAPPING SYSTEM Phillips 66 Pipeline LLC provides a handy and userfriendly tool for determining the approximate location of Phillips 66 Pipeline LLC operated pipelines and terminals. These maps are live-updated, contain the most recent information on our active pipelines and assets, and can be easily searched by typing in any address in the United States. Visit phillips66pipeline.com NATIONAL PIPELINE MAPPING SYSTEM The National Pipeline Mapping System (NPMS) is a web program which will show you the approximate location of gas and hazardous liquid transmission lines near any searched address. It can be extremely useful to refer to the NPMS while you are in the planning phase of an excavation project to avoid unforeseen project complications. It s important to know that NPMS does not include gathering or distribution pipelines. Visit npms.phmsa.dot.gov to learn more. Though both pipeline markers and the NPMS are helpful tools, they have limitations. The only way to pinpoint a pipeline s exact location is to call 811, the national Call Before You Dig number. Markers are placed along pipeline easements and are often found at road and railway crossings, fence lines, and street intersections. These markers identify the type of product carried in the line, the operator s name, and an emergency phone number in case of an incident. Markers, similar to the illustration to the left, indicate the general location of a line but never its depth. It is a common misconception that the precise location of a pipeline can be determined by drawing a straight line between markers. This is not true. While pipeline markers are good indicators that there is a pipeline nearby, they only show the approximate location of the line and will not indicate the curvature or angle of the pipes underground. PARTNERS IN RIGHT-OF-WAY It s important for property developers and landscapers to work closely with us to maintain rights-of-way and easements. It is crucial that these areas are kept clear of trees, shrubs, structures, equipment and other things that would impede an operator s ability to conduct inspections, make routine repairs, or respond to an emergency. SAFE DIGGING PREPARATION White lining is the process of marking out the planned excavation site with white paint or flags prior to digging. The proposed dig site is identified by a continuous line or dash while dots mark the site radius or arcs. Refer to the APWA Uniform Color Code Chart, like the one at right, for clarification on color meanings. Once you ve called 811, trained locating technicians will come out to your site and mark underground facilities with colored flags, stakes or paints. Various marker colors identify planned electrical, water, or other elements of construction. After the requisite three days, you may begin your project. 5 LEARN MORE AT PHILLIPS66PIPELINE.COM SAFE DIGGING PRACTICES DESERVE RECOGNITION DIAL 811 Every digging job - large or small, repeated or not - requires that you call 811, the federally-mandated Call Before You Dig phone number before you begin excavating. Make sure that you comply with the law and call at least three business days before you begin your project. The 811 service is fast, easy, and FREE. Phillips 66 Pipeline LLC is a member of the state One-Call center network. Calls placed to 811 are routed to your local One-Call center, which in turn contacts the appropriate company to locate pipelines or other buried utilities. The pipeline or utility owner will then perform a free survey and mark the planned dig site with flags or paint. 811 BEST PRACTICES Avoid project delays by allowing adequate scheduling time. Provide accurate information about the dig location and outline proposed dig site with white paint or flags. Ensure that operators will have access to the excavation site in order to mark pipeline locations. Wait until all lines are located and marked before you dig. Once a pipeline is marked, respect the markings and dig carefully. Follow the excavation requirements of your state s One-Call law and CGA s Best Practices. This may include hand-digging, soft-digging, vacuum methods, and the use of pneumatic hand tools. Then contact Phillips 66 Pipeline LLC emergency line at Many petroleum products have a distinct odor, such as sulfur (rotten eggs), or a strong petroleum-like odor. That said, you can not depend on odor alone to determine a leak. In fact, most large diameter pipelines are not odorized, and the intensity of odor is no indication of the severity of a leak. Use visual cues and listen for unusual sounds whenever working in the area of a pipeline. PROTECT, OBSERVE, & REPORT Leave the area immediately and walk into the wind and away from the site. Warn all non-emergency personnel to stay away. Avoid contact with any fluids or vapors escaping from the pipeline. From a safe area, call 911 to report the leak. Call the pipeline operator using the number provided on a nearby pipeline marker, if you can do so safely. Do not operate any machinery. Never attempt to operate pipeline valves or extinguish a pipeline fire. This could potentially prolong an incident, cause another leak in the pipeline, and risk your life and the lives of others. Do not create a spark. Potential ignition sources include, but are not limited to: smoking materials, open flames, cell phones, pagers, flashlights, vehicle keyless entry remotes, and motorized vehicles or equipment. Even minor damage to a pipeline can result in future problems that could harm property, the environment, or pose a risk to human life. SPECIFIC CONSIDERATIONS FOR FARMERS AND RANCHERS According to the Common Ground Alliance (CGA), there are 2 million farms in the United States, and 9.5 million acres of this country are used for farming or ranching activities. Due to the sheer surface area that these businesses cover, they are uniquely at risk of coming in contact with a pipeline or utility line buried underneath their land. Rural communities often contain major oil and gas pipelines which must be avoided while digging to prevent accidents. Even if you know the general location of the pipeline, always call 811 before digging. Natural elements, like erosion, may have caused the ground around the pipeline to change, shifting the line s depth of cover. WHEN TO CALL To prevent harming your community and to avoid potentially long-lasting harm to your property, farmers and ranchers should call 811 before performing the following tasks: chisel plowing, deep ripping or tilling, subsoiling or terracing, creek maintenance, drainage ditch clean out, waterway building, drain tile installation or any other excavation activity.
