2 CMO : This Order is about holding implementation of a certain provision in CMO No rules and regulations strengthening the function of the Export Coordination Division (ECD) under the Office of the Assessment Operations Coordinating Group (AOCG). No. 1464), as amended. CMO : This Order provides for the rules and regulations to implement Customs Administrative Order (CAO) No , more particularly on Dutiable Value including its objectives by incorporating in the customs regulations the principles, explanatory notes, and such other texts, relevant to the dutiable value under the World Trade Organization Valuation Agreement. CMO : This Order pertains to Executive Order No. 691, which temporarily modifies the rates of import duty on crude petroleum oils and refined petroleum products under Section 104 of the TCCP of 1978 (P.D. No. 1464), as amended. CMO : This Order provides for the rules and regulations prescribing the procedure for the importations by Customs Bonded Warehouse Operators or Accredited Members of Customs Common Bonded Warehouse Operators consisting of ethylene, butane and other similar raw materials directly discharged from the vessel through pipeline to the member as an exemption to CMO CMO : This Order pertains to the rules and regulations to implement CAO No on establishing an Enhanced Customs Transit System with the use of Global Positioning (GPS) Technology) for containerized cargo and a Customs Bar-Coded seal for break-bulk cargo. The system would enhance the capability of the Bureau of Customs to effectively seal, track, monitor and audit the transit cargo as it is transferred from the port of discharge to its final destination and to strengthen the security of the transit cargo during the transit process among others. CMO : CMO : This Order provides for the guidelines in the computation and/or determination of the fine imposable on the seized goods and redemption value of the forfeited goods for settlement and redemption pursuant to Section 2307 of the Tariff and Customs Code of the Philippines, as amended (TCCP). CMO : This Order identifies the offices/officials in the Bureau of Customs who are authorized to issue Alert and Hold Orders, namely: Customs Commissioner; District Collectors; Deputy Commissioners for the Intelligence Group and Enforcement Group. CMO : This Order governs the Client Record Management of economic and Freeport zone locators under the Automated Customs Operating System (ACOS), as required in the processing of Customs Declarations, pending complete replacement of ACOS by e2m Customs. CMO : This Order provides for the supplemental instructions to CMO dated January 29, 2010 and Department Order No dated June 25, 2010 on the Nationwide Implementation of the Mandatory Marking of Kerosene. CMO : This Order creates the Interim Customs Accreditation and Registration Unit (ICARE) in anticipation of the proposed Organizational Structure of the Bureau of Customs under Executive Order No. 366, an Interim Customs Accreditation and 3
4 Registration Unit (ICARE) under the supervision of the Deputy Commissioner, AOCG. The Customs Accreditation Secretariat was already abolished. CMC : This Circular pertains to the transfer of the import-export related functions of the Garments and Textile Import Service (GTIS) to the Board of Investment- Incentive Department and Authorized Signatory. 6
7 Customs Special Order : This Order is about the clearance of ATRIG and AIVECR and processing/approval/issuance/utilization of Tax Credit Certificates with Authority to Issue VAT/Excise Credit/Refund, which shall be subjected to clearance from the Office of the Commissioner. CAO : Extension of the temporary suspension of the operational provisions of CAO no governing the 150-day allowable dwell-time of foreign containers in the Philippines.
