1 SUNCOR ENERGY PRODUCTS DISTRIBUTION TERMINAL OPERATING MANUAL STANDARD OPERATING PROCEDURE SAFEWORK PRACTICES Date Issued: June 2010 Revision Date: March 2011 Review Date: March 2014 Revision # PURPOSE This document purpose is to define and communicate the precautions, requirements and consequences of non-compliance of loading / unloading of petroleum trucks to Suncor Personnel and Carrier Drivers utilizing Distribution Terminals. In all cases, due consideration must be given to all applicable provincial legislation. 2.0 SCOPE Application of this document will pertain specifically to Petroleum Drivers who load / unload at Distribution Terminal Facilities. 3.0 REFERENCED DOCUMENTS CPPI Drivers Manual Distribution Terminal Procedure Cat A-2, SOP #25, Truck Loading. 2 4.0 PRECAUTIONARY STATEMENTS 4.1 Training All Drivers must be CPPI certified and approved for loading the terminal. All Carrier personnel must be fully compliant with this procedure. 4.2 Specific Hazards Typical hazards that may be encountered while loading or unloading petroleum trucks may include; Exposure to Petroleum Hydrocarbons Awkward Body Position Repetitive Motion Slips / Trips possible Distractions in Work Area Complacent with Work Task Rushing to Complete Task 4.3 Personal Protective Equipment All Carrier Personnel must comply with the requirements of Distribution Terminal Personal Protective Equipment standard Cat A-1, SOP # RESPONSIBILITIES Terminal Management; Accountable to ensure full implementation and compliance of this standard operating procedure. Responsible to complete regular audits of Transport Drivers for compliance with this standard. Terminal Truck Rules Page 2 of 16

Transport Drivers; Required to fully comply with this standard 6.0 SUSTAINMENT AND CONTINUAL IMPROVEMENT This document is classified in Process Safety terms as a Safework Practice Procedure and as such must comply with the Safework Practice Procedure Standard as outlined in Distribution Procedure Program, Cat B-3, SOP #14. Terrace Terminal Management is to initiate document review process. To ensure this Standard Operating Procedure documents meets all applicable OEMS / PSM standards, this document is to be reviewed at a frequency not to exceed 3 years or when conditions change to warrant a review 7.0 DRIVERS CERTIFICATION ALL DRIVERS MUST: be CPPI, TDG certified and hold valid Transport Driver licenses. have valid Driver card issued from terminal comply with applicable Terminal rules and regulations. 8.0 TRACTOR / TRAILER CERTIFICATION ALL TRACTOR & TRAILERS MUST: be fully compliant with Transport Canada B-620 Regulations and all applicable provincial legislation. be fit for roadworthiness. comply with all applicable CPPI regulations. 4 9.0 DRIVER CONDUCT All Drivers MUST abide with Suncor employee conduct codes. Conduct of the nature listed below will be sufficient grounds for action pursuant to the Company s corrective counselling policy. This list is as follows: Suncor may request its employee, agent or consultant or its Subcontractor's employee, agent or consultant to undergo testing, if Suncor has reasonable grounds to believe that: a. He or she may be unable to work in a safe manner because of the use of alcohol and drugs; or b. drug or alcohol use cannot be ruled out as a contributing factor in an accident, a near miss or other potentially dangerous incident in which he or she is involved. No form of harassment will be tolerated, including but not limited to sexual, racial and bigotry. Insubordination (such as disrespectful, vulgar or abusive language) and/or refusal to comply with the lawful directions or instructions of supervision. Horseplay, fighting, intimidating or coercing another employee. Clothing or any type of item suggesting sexist, racist, or illegal activity or remarks will not be tolerated on site. Stealing or obtaining materials on fraudulent orders. Gambling while within the confines of the Terminal. Disregarding safety rules and regulations such as smoking in No Smoking areas; having unprotected lights in areas where such is forbidden; not using protective clothing and equipment where required; not fully complying with safe work permit procedures and instructions; not cooperating fully in the investigation of an incident. 5 Failure to report immediately to the Terminal Manager or Designate, any accidents, sickness, personal injury or a disease which may endanger others, no matter how insignificant they may appear. Spitting, urinating or defecating on site will not be tolerated. This will be just cause for removal from the site. Smearing, smudging, defacing, injuring or destroying property belonging to the Company or its employees, or other companies or their employees while on company property. The release to an unauthorized person or persons of information whether contained in documents, tapes, films, or otherwise, which is considered to be confidential, and the disclosure of which would be prejudicial to the interests of the Company. Indecent or immoral conduct. Reporting for duty while under the influence of alcohol or restricted drugs or having intoxicating liquor in one s possession or drinking while on duty; introduction or possession of restricted drugs on Company property. Prescription drugs causing impairment or affecting ones judgment will not be tolerated on site. Employee conduct which is injurious to the Company or incompatible with the due and faithful discharge of his/her duty, or which is prejudicial to the interests or reputation of the Company HARASSMENT No form of harassment will be tolerated, including but not limited to sexual, racial and bigotry. Harassment is defined as any improper comment or behaviour that demeans, humiliates or embarrasses a person and that a reasonable person knows or should have known would be unwelcome. 6 Sexual Harassment Defined as any conduct, comment, gesture or contact of a sexual nature that is likely to cause offence or humiliation to any employee or that might, on reasonable grounds, be perceived by that employee as placing a condition of a sexual nature on employment or on any opportunity for training or promotion. Such harassment can include direct advances and reprisals or threats of reprisal if the advances are rejected. Sexual harassment also includes offensive or humiliating behaviour of a sexual nature that creates an intimidating, hostile or poisoned work environment. Discriminatory Harassment Discriminatory harassment is any verbal or physical conduct, including statements, written or displayed materials, directed against any person on the basis of that persons race, gender, place of origin, age, religion, physical or mental disability, ancestry, colour, ethnic origin, citizenship, creed, sex, sexual orientation, marital status or family status. Other Harassment Disrespectful behaviour that demeans or embarrasses an employee. It includes patronizing or condescending behaviour such as humiliating an employee in front of co-workers, practical jokes that offend, embarrass or insult someone PPE REQUIREMENTS FOR TRANSPORT DRIVERS In the case of all Transport Drivers that have loading / unloading privileges at our terminals, the following PPE requirements must be adhered to at all times. All FRC clothing and PPE must be outfitted prior to entering the facility loading area and removed only after exiting the site. Further detail on Suncor Energy s Distribution procedures on PPE can be found in Cat A-1, SOP #10 and Cat A-3. a) HARDHAT - Must conform to CSA Z-94.1 or ANSI Z89.1. Hard hat and harness must be in good physical condition, with no dents. Hardhat must be worn as designed with the brim facing forward. Hardhat stickers are to be avoided, however any metallic stickers are not allowed. Meat Packer type hats are not acceptable headwear. Terminal Truck Rules Page 6 of 16

7 b) SAFETY FOOTWEAR Must conform to CSA Z195.1 Grade 1 Green Triangle safety footwear. Footwear must be in good physical condition, no evidence of penetration by oil or chemical, no soles with excessive wear, no exposed steel toes or shanks. Safety footwear must be a minimum medium cut, 150 mm in height and must remain laced fully at all times. c) SAFETY EYEWEAR Must conform to CSA Z94.3 Wearing of CSA Z94.3 Class 1 minimum approved safety glasses is mandatory. Prescription safety glasses must be fitted with side shields which are permanently fixed and CSA approved. CSA Approved overglasses with side shields are also acceptable d) RESPIRATORS - Must conform to CSA Z94.4, must be in use at all times when top loading of gasoline and solvents. e) FIRE RESISTANT CLOTHING Must conform to standard CAN / CGSB All FRC clothing must be outfitted prior to entering the loading rack area and removed after exiting the loading rack area. The FRC clothing shall constitute the outermost layer of clothing and shall FULLY cover the workers arms and legs. All FRC clothing must be adorned with high visibility markings which conform to standard CSA Z96-02 Class 2, Level 1 apparel requirements. In the event that the FRC clothing does not meet this standard, then tear away reflective vests must be worn over the outermost layer of garment. All parkas, jackets, winter coveralls and rainwear that are worn as the outermost layer of clothing must meet these FRC requirements. Articles of clothing made from 100% synthetic or nylon material are not allowed due to the possibility of static discharge. Clothing must be 100% cotton or cotton blended materials. f) Hoodies will be permitted in Distribution work area providing: 1) They do not have draw strings in the hood 2) They are made of Fire Retardant material Terminal Truck Rules Page 7 of 16

8 12.0 VEHICLE ENTRANCE & EXIT Driver entrance through gate must be with Fuel Truck only. Do not block entrance or exit gates Drivers must always card in at the gate and not tailgate preceding vehicle. Passengers not allowed except driver trainees or instructors. Pets are not allowed. Drivers must ensure gates are closed behind them on entrance & exit. Vehicles must be fully illuminated at night when moving in the yard PARKING & LOADING Observe terminal speed limits Follow site specific staging procedures No-one is allowed in the truck when loading or unloading Before leaving the cab, place gearshift in neutral, set all air/spring brakes and shut off the engine. API valve caps shall only be removed at the loading rack. Placards are to be changed before each unit/trailer is loaded. Do not leave truck unattended at rack Drivers must remain in proximity of loading manifold/esd while product is pumping Vehicles shall not be moved with any loading rack equipment still attached. Loading on retains is STRICLTY PROHIBITED. Backing up is prohibited at the rack. Must be assisted & guided only with permission from Terminal Staff Terminal Truck Rules Page 8 of 16

9 14.0 UNSAFE CONDITIONS Unsafe Conditions must be reported to Terminal Staff immediately RACK PROBLEMS All rack problems must be reported to Terminal Staff immediately CONTROL OF IGNITION SOURCES All electrical ignition sources on vehicles must be off prior to loading i.e radios, lights etc. If the electrical devices are ignition controlled they must have a manual override. Portable electronic & electrical devices are not allowed at the rack and shall be turned off and left in truck i.e. cell phones, pagers. Matches & lighters prohibited on person within Terminal loading yard. Flashlights must be intrinsically safe NO SMOKING Loading must not commence and if in progress be stopped if lightning is observed or loud thunder is heard i.e. seems to be nearby USE OF SLOP TANKS For drain dry use only without Terminal Manager or Supervisor permission TRUCK TO TRUCK TRANSFERS Prohibited on Terminal grounds Terminal Truck Rules Page 9 of 16

10 19.0 ACCESS TO TRUCK TOPS Prohibited unless authorized by Terminal Staff. If it is necessary to gauge or sample a tank vehicle, to allow for adequate static dissipation, a delay of at least 15 minutes relaxation time is required. When sampling, never use a plastic pail or unbounded metal container When bonding / grounding to trucks / trailers, preference is to utilize the grounding posts that are available. If posts are not in near proximity, bond to bare metal, NEVER onto painted surfaces MECHANICAL REPAIRS Prohibited in Terminal Yard In case of breakdown trucks shall be towed from rack or traffic lanes as soon as possible. Trailers are not to be dollied off on Terminal property neither full or empty. Trucks that fail to start MUST be towed from the rack, never attempt to jump start a truck at the rack EMERGENCIES In the event of an emergency, follow all applicable terminal emergency instructions. All spills MUST be reported immediately DO NOT move your vehicle until permission is granted from Terminal Staff. During an on-going emergency, terminal gates will automatically open, DO NOT drive into the terminal under these circumstances. 11 22.0 SWITCH LOADING Switch loading is the term used to describe the operation on which a tank or compartment is filled with a high flash point product (e.g. fuel oil, diesel after it has contained a low flash point product - e.g. gasoline). 1. Make sure all product from the previous load is completely drained from all compartments, piping, pumps, meters and hoses. If any portion of the system doesn't drain completely then it is to be flushed with the product to be loaded. If you are using a pail to drain the unit it is preferable to put the pail on the ground, but if the pail is to be hung from the faucet make sure the plastic or wooden handle has been removed and that the pail is bonded to your unit, and in turn your unit is also bonded. All product drained is to be dumped into the pail-dumps that are situated at the end of the loading racks as per the site-specific orientation. Ground the pail to the pail-dump and dump the product inside the pail-dump PROCEDURE DEVIATION Deviations from this standard operating procedure must be authorized using the Management of Change procedure. Deviations must be documented and documentation must include the relevant facts supporting the deviation decision. Terminal Truck Rules Page 11 of 16

12 24.0 DRIVER DISCIPLINE The Suncor Bulk Loading Terminals allow a large number of companies and their drivers to access the Terminal to lift petroleum products. It is important that everyone using the Terminals follows Suncor's rules and procedures regarding safe operating practices and in order to ensure compliance with its rules and procedures. Discipline for Infractions: Discipline will be guided by the severity and frequency of the infraction and guided as such by the CPPI Discipline Matrix. Failure of a driver to observe any of Suncor's Bulk Terminal rules or procedures, or any careless or unsafe behaviour of a driver may result in a letter of reprimand to the driver's employer setting out the breach or careless/unsafe behaviour. Continuing infractions of terminal rules and regulations by the same Driver, will result in escalating discipline consequences, up to the driver's loading privileges being permanently suspended from ALL Suncor Terminal facilities. All costs, including rack downtime, administrative fees, and all other associated costs with any incident involving a breach of the Terminal rules or procedures or any careless or unsafe behaviour by a driver shall be for the account of the Suncor customer employing the driver. Under this circumstance, Drivers will be locked out of Suncor Terminals until compensation to Suncor has been satisfied or an agreement of satisfaction between Suncor and the customer is reached. All points accumulated under the Discipline Matrix will apply for a three year period, commencing from the date of the incident. Terminal Truck Rules Page 12 of 16

Use of electronic and electrical devices such as cell phones, pagers and blackberries at the rack Unattended loading Performing unauthorized repairs at the loading rack. Unauthorized use of another Driver s card Defacing Suncor or other company s property on site. Insubordination, refusal to comply with the directions or instructions of terminal staff Leaving rack with vapour hose or loading arm still attached. Uncertified Driver loading at the rack Smoking in unauthorized areas Tampering with Suncor Equipment Theft of Suncor Equipment Loading while under the influence of alcohol, illicit drugs or prescription drugs that cause impairment.
