Chicalia SWISS BUSINESSMEN VISIT THE SEW Senior Customs Officials from Madagascar visit the International Air Terminal (TIAR) MADAGASCAR CURIOUS ABOUT THE SEW Aiming to improve external trade that moves within SADC countries, Madagascar has not kept itself a part about the steps taken by Mozambique with regards to modernization of public services and implementation of international best practices in favour of a better business environment. It is thus that on the 8-9 November of the Delegation of Madagascar attentively listens to the explanation current year, a delegation of senior officials of Customs of that neighbouring country paid a working visit, aimed at analyzing the structure and functionality of the Single Electronic Window as well as using the learning s of the Mozambican experience in implementing this system and the gains in terms of system performance. Vladimir Lenine, nº 174 Block B, 2nd and 3rd Floor Telephone : Fax : A Swiss delegation, involving members of the country's embassy in Mozambique and company representatives with Swiss capitals and/or Swiss citizens registered in this diplomatic representation visited the Single Electronic Window system, and during the visit they got clarifications on the new features of the system as well as the benefits it brings to the importer. During the visit, that took place in Maputo on 14 November, issues related to the role of each stakeholder in the clearance process via SeW and the degree of involvement of importers in the process were discussed. Other issues discussed include the difficulties encountered in some cases derived from the lack of knowledge about SeW features, as well as the requirements to have access to the SeW among others of enlightening nature. The group of investors included representatives of Nestle, Auto Suica, Swiss Lab and Suiça Investments that visited the SeW Operations Centre, and raised issues related to the involvement of brokers in SeW and even the anticipated dispatch of perishable goods, such as laboratory products for example. The system installed in Madagascar also contains two environments: one intended for the customs entity and the other for the community of users, however, they operate differently, as they do not interconnect what implyies data replication, which contributes to decreased efficiency in dealing with the transactions. A part of the visit undertaken to the Air Cargo Terminal (TIAR), the delegation visited the SeW Training and Operations Centre were they had working sessions with the SeW implementation team members in areas of procedures, maintenance of codes and even strategy to manage relations with the system users. During the visit it was also possible to observe on the spot, the different stages and phases of the customs clearance process and the delegation hinted that the steps taken in Mozambique to reach the current stage are actually an example to follow. "However, the law allows importers to register as brokers and have an employee who deals exclusively with the customs processes of that company", he said, adding that "the SeW permits the submission of the declaration at any time provided that the confirmation of from the features of this system since May 2012 and very recently, on September 1 st, similarly to other places, it has begun to use the new clearance tool for goods by road and air borders. Great focus was given during the presentation made to the participants by the project manager, Guilherme Mambo, on the system functionalities related to the module for the road, whose implementation began on 15 September. 4 BOLETIM NEWSLETTER INFORMATIVO - N 12 - N 6 SEW SUCCESSFULLY EXPANDED The roll out of the Single Electronic Window started on September 1, 2012 for borders and cargo terminals, has been a success from the point of view of availability of the tool to the users of public services. There has been an increase in the number of claims submitted through the SeW in the three regions of the country, namely South, Centre and North, and the Southern region records the largest number, taking into account that the transit of goods, which is the most widely used in other areas, will be operational only in During the courtesy visits and monitoring of the assimilation about the use of the SeW, difficulties were found faced by some users related to lack of proficiency. However, this situation tends to dissipate. According to the TIRO manager, Henrique Lacerda, the SeW has proven to be a safe and efficient system, hence the reason to bet on it. It s equally important to note that reducing clearance times is one of the major objectives of the SeW that Customs, at the terminals with higher traffic, such as TIMAR and TIRO, extended working hours of the employees to ensure compliance with the clearance flow. Percina Tembe, Chief Deputy from TIMAR, explained that most of the complaints that were submitted by users were already overcome by extending the working hours and employee shifts. "The problem was not the SeW, but the ability to use the system, both from the Customs officials, as well as the users", she said. Moreover the electronic control of guarantees will bring added value to the transit system because it will allow a quick and efficient relief on the amounts involved in the various customs transactions contributing to boosting the economy. One of the innovations introduced by the Regulation related to the SeW is that the control of goods in transit can be accomplished by electronic devices placed in the transport medium in question. 5 MAIO/2012 TIPS ABOUT THE SEW REQUEST CORRECTION OF THE DECLARATION ON IMPORTATION OF VEHICLES! Did you know that requests involving correction/amendment of countermark (BL), adding or removing an item, the system also automatically adds the line of the vehicle (in red below) to request correction, in order to allow editing of vehicle details? However, the red line with details of the car (engine number, chassis, model and brand) should not be changed as this would cause the block of the submission of vehicle details and request for correction. See the example image aside (red field): REDUCED TIME FOR CLEARANCE DEAR FOREIGN TRADE OPERATOR! Did you know it also depends greatly on you the reduction of the time of clearance of goods under Customs jurisdiction? Did you know that only after the payment of duties and taxes that the Customs begin the following steps for the clearance of your merchandise? Example: For road, make sure that: i) ii) Your customs broker submits the Road Manifest (Memorandum) online to Customs before the goods arrive at the country s border of entry, and Proceed with the payment of customs charges and other fees after submitting the declaration.
