Chicalia MAY/2013 SEW PRESENTATION IN MINIS- TRY OF INDUSTRY & TRADE (MIC) Trucks at Km 4, Ressano Garcia TRANSIT REGIME ON CENTRE OF THE ATTENTION OF CUSTOMS MANAGEMENT The recent inclusion of the transit regime in the customs clearance process through the Single Electronic Window (SeW), continue to deserve the attention of top management given its importance to the country and to the land locked countries that use the Mozambican borders in the import of goods. Rosário Fernandes, head of Moz Revenue Authority, accompanied by Customs Director General and other senior managers visited Ressano Garcia border following constraints that had been occurring since the beginning of the introduction of transit regime in that site as result of lack of information or proper interpretation of the general Ressano Garcia norms and specific principles, foreseen in the customs legislation in force. The bonded guarantee required to ensure customs duties, taxes and fees chargeable in case of loss of transit cargo or other factors, is appointed by freight forwarders as one of the reason for the difficulties in clearance process of goods in transit, despite being an international practice, however, in less competitive circumstances in Mozambique. In order to smooth the process, urgent measures were undertaken to allow the parties involved greater preparation and comfortable use of the SeW for the said regime. The Deputy Ministry of Industry and Trade, received on the 8th of May, in session of advisory council, the SeW team w i t h i n t h e scope of the dissemination activities of the system as well as the preparations for the integration of public services that interact with the customs goods clearance processes. The licensing for trade activity performed by this government body, constitutes one of the privileged area for SeW implementation team with regards to the creation of specific modules for integration of the services with the SeW. At the time, the Deputy Minister of Trade, Kenneth Marizane, after the presentation made by the Project Manager, Guilherme Mambo, congratulated the team for the advances achieved so far and addressed an appeal to continue carrying out clarifications sessions to the trading community in order to overcome the difficulties faced by trade operators that deal with the new system. 2 NEWSLETTER Nº 18 PHASE II DISSEMINATION ACTION ACTIONS S Beira Komatiport Similar to other locations in the country, a meeting was held at hotel Tivoli in Beira, organized by the SeW team whose objective was to analyse the status of implementation of the transit regime and align the strategy to improve the process of implementation on these regime which is the main one in use in the central region of the country. Within the scope of the continuous dissimilation activities of SeW implementation status for preparedness of stakeholders involved on the new module of phase II, transit, SeW team held in partnership with MCLI Mozambique Corridor Logistic Initiative at the Border Inn conference centre in Komatiport, South Africa a workshop specifically for transit operators and customs warehouse operators in order to clarify in details the procedures and appeal the need to comply with the norms and procedures defined by Customs using SeW for goods in transit in Mozambique. Pre-requisites for registration of the stakeholders involved in the process and Bonded guarantee for goods in transit were presented, performed a review of the major laws governing the transit movement in Mozambique and an appeal for the compliance with the legislation in force in the country. Workshop at Komatiport The workshop was chaired by Félix Massangaie, SeW Manager accompanied by Ressano Garcia Customs Border Manager, initiating with presentation of Service Order nº 08/GD/DGA/2013, that institutes the mandatory submission of transit declarations through the SeW and the requirements to operate transit, as well as the transit flows of goods in the customs territory and the processing of bonded guarantee in terms of trigger and acquittal of the amounts at entry and exit point respectively. Major constraints faced were equally pointed out during the event as well as ways of avoiding them culminating with an appeal for: THE TEAM Director: Cacilda Z. REGº Nº 48/GABINFO-DEC/2012 Greater communication between the importer/exporter and clearing agent; The need to read and understand the procedures by the parts directly involved on the process; Monitoring of the processes by all parts involved. Following one of the points on the agenda debate around the presentation took place were several issues were presented, most of them were related to fear of increasing clearance times on transit cargo at the Ressano border (KM4), given that the lack of proficiency of customs officers and added to the fact that a large number of transit goods cross the border, could generate an abnormal traffic jam of trucks. Another situation raised is the mode and efficiency of the bonded guarantees acquittal for the different loads involving various means of transport. The SeW team clarified the presentation initially done reiterating the transit flow and the need of provision of a sufficient bonded guarantee to safeguard the payment of duties, taxes and other fees involved in the transit movement of the cargo. The assurance on use of representatives (freight forwarders) duly registered was also stressed.

3 MAY/2013 LECTURE ABOUT USE OF TERM OF RESPONSIBILITY FOR EXPORT IN SEW Lecture at the Banking Training Institute With the aim of people awareness of the role to be played by the SeW system in the bank intermediation for export of goods, movement of foreign currency and exchange control, SeW team recently guided a lecture, in Maputo, addressed to students and tutors of the Banking Training Institute of Mozambique (IFBM). According to Manuel Uamusse, customs officer assigned in SeW Project, there is a need to involve the institutions operating in the banking systems for a greater efficiency in the government efforts of controlling export and import of foreign currency through international trade via SeW systems. We are here to explain to students of the Banking Training Institute of Mozambique, in practical ways, how the Term of responsibility for export goods operates within the scope of implementation of the SeW system, stressed. Uamusse also explained that in the area of international trade operations, involving banking institutions, significant amounts are transacted in and out, and in the past were beyond the control of Customs: Now, with the banks within the SeW system, we know how much we received from abroad, as a result of our exports", added. of IFBM, praised the initiative and underlined that the lecture on the SeW was within the line of the training programme of their institution, especially in the area of foreign trade operations. This lecture is important because it will enrich the knowledge of the students of the Banking Training Institute of Mozambique on these topics, explained. Meanwhile, Aurélio Rocha, Manager Director SEW EXPANSION TO NIASSA, ZAMBÉZIA, INHAMBANE E GAZA Taining session at Lichinga The use SeW system that covers so far the majority of border posts and customs terminals, in total of 52 locations as of June 17th of 2013, the operationalization of more locations for customs clearance of goods via SeW are in the provinces of Niassa, Zambézia, Inhambane and Gaza according to the Service Order no. 18/GD/DGA/2013 of May 31, The expansion process of the SeW follows a training strategy for users to get familiar with the working environment of the system and up to the present date a total number of 202 trainees have been recorded, that includes 164 customs officers. 3
