1 APC Service Provider Shorebase Guidelines A.) General Cargo 1. All deliveries must be accompanied by paperwork that clearly indicates what location the material is destined for. a. Failure to comply with this could result in the refusal of the shipment. b. The Shore base will be notified of any equipment or packages being delivered to the Aircraft Company or Shore base. 2. The Aircraft Company will not accept any deliveries without approval from the Shore base 3. All packages sent to the Aircraft Company or Shore base may be opened and inspected. This includes personal packages. 4. The Aircraft Company or Shore base will not accept commercial packages received without a Return or From address. 5. The Aircraft Company will not accept personal packages without a Return or From address. a. The Shore base can accept the personal packages without a Return or From address providing an identified offshore employee has notified them that the package is coming and the deliverer opens the package and reveals the contents to the Logistics Coordinator. 6. Service Providers are responsible for the transportation of Hazmat loads owned by the Service Provider. This includes all outbound and inbound DOT paperwork. B.) Material Handling 1. All equipment, tanks, baskets, etc. over 4 in height must be pre-slung. a. If not the location will be notified and the vendor contacted to provide slings.

2 b. If the equipment is deemed critical the APC person in charge of that location can approve the shipment of the equipment without the slings. 2. All slings must have a dated sling certification tag or plate showing the last date of certification (pull test). a. Slings must be re-certified yearly and any sling tag dated over 1 year from current date will be refused. b. Slings dated 11 months or older will be used only if material is expected to be returned before sling expires. c. Outdated slings removed from equipment will be held at Shorebase for vendor pick up and will not be shipped offshore with equipment. 3. Anadarko Petroleum Corporation GOM Division has taken the position to not allow the use of Pressed, Turn-Back or Aluminum Loop Back Splice wire rope sling fittings on our Deepwater Facilities. (See Attached POSITION PAPER ON SLINGS ) 4. Rigging is checked on all lifts. a. Safety shackles are required to have cotter or hitch pins securing the nuts. b. Welding rods, bailing wire, etc. are not acceptable substitutes for these. 5. Tag Lines a. It is recommended that tag lines be used to ensure control of items being loaded/unloaded on a vessel. b. When tag lines are used they must be of sufficient strength to control the load, minimum of ½ in diameter. 6. All tanks, drums and pails must have a manufacturers label affixed and labels must be legible and not defaced. (BSEE Requirement) 7. All motorized skids must have a drip pan with plugs installed, a wrapped muffler or spark arrestor and an ESD. Note: Diver s air compressors are not required to have an ESD. (BSEE requirement) a. Skid drip pans must be reasonably clean to allow transport offshore or return to vendor without causing spills

3 8. Lifting apparatus (baskets, tool boxes, Connex boxes, etc) must be marked with a safe working load (SWL) or a max gross weight they are rated for. a. They will not be accepted at the base without this. 9. Cargo boxes, tool boxes, tool houses, Connex boxes, freight containers, etc. shipped to the base to go offshore must be accompanied by an itemized list : a. If they contain any chemical products and/or hazardous materials as defined by CFR Cargo boxes, tool boxes, tool houses, Connex boxes, freight containers, etc. shipped to the base to go offshore do not require an itemized list: a. If they do not contain any chemical products and the shipping paper has a statement such as: This Box Contains No Chemical or Products or Hazardous Materials, Tools, Equipment and Supplies Only. 11. We do not accept wheeled cylinder racks or large wheeled equipment for shipment offshore due to the hazards of transporting these safely on a vessel. 12. Wheeled fire extinguishers are acceptable and are usually secured within baskets for shipment. C.)Tanks 1. Hydrostatic test date must be current for all certified tanks. 2. Outlet valves must be capped. 3. Tanks must not be leaking. 4. Sling protector must be installed on all DOT spec 57 tanks (unless tank lid is bolted instead of using ring to secure lid). 5. General condition of tanks must be suitable for transport. 6. Valve must not protrude from under tank. 7. If these conditions aren t met tank may be refused and an alternative method for shipping the product will need to be arranged.

4 D.)Chemicals 1. All vendors delivering chemical products to the Shorebase must provide an MSDS for the product. a. MSDS s must accompany the shipments offshore. b. The vendors are required to provide a new copy of the MSDS with each shipment so that we have the most current revision of the MSDS for the product. c. All chemical products returning from offshore must be accompanied by an MSDS. d. We cannot unload inbound material to the dock before we have these. 2. All DOT regulated materials (HAZMAT) must be properly classified, described, packaged, marked and labeled and in proper condition for transportation according to the applicable regulations of the Department of Transportation (DOT). 3. Some general items that cause problems with Hazmat deliveries are: a. Missing or improperly filled out shipping papers from the vendor, b. Missing or defaced DOT labels or placards, c. Improper or non-existent DOT required packaging and d. Missing exemptions or special permits for shipments made under these DOT regulations. 4. If you have any questions regarding Hazmat shipments please call the Shorebase we can assist you with this as we keep an updated copy of the 49CFR at the base.

5 E.) Personnel movements 1. See below excerpt from the Corporate Security Shore Base Screening Procedure Persons refusing to comply with screening and inspection procedures will be denied entry to such facilities. Baggage, other goods and cargo that do not satisfactorily pass these screening procedures shall not be conveyed to regulated or non-regulated facilities or loaded on vessels, helicopters or other conveyances. Anadarko provides notice of the screening policy to personnel, contractors and visitors by the posting of signs and posters and by providing brochures describing the procedure. APPLICABILITY Employees, contractors, visitors and all other persons must comply with these requirements as a condition of entry to these regulated and non-regulated facilities. Law enforcement officials and on-duty military personnel on official business are exempt from this policy. REQUIREMENT TO REPORT NON-COMPLIANCE: The law requires that the Company Security Officer (CSO) and relevant Facility Security Officer (FSO) be notified immediately if a person refuses to comply with these procedures. Such situations must be documented and reported to the appropriate United States Coast Guard Command and the National Response Center for all regulated facilities. Facility Security Plans contain detailed information regarding these reporting requirements. SCOPE These procedures apply to all MTSA regulated and non-regulated Anadarko owned and leased facilities and to vessels, helicopters or other conveyances transporting people or goods to facilities that are either regulated by law or where, in the judgment of Corporate Security, such procedures are necessary for the security of people and company assets or company policy Personnel and Baggage Screening Procedure: All persons entering the restricted areas of the facility and/or boarding vessels or aircraft for transport to an Anadarko facility will present themselves at the screening point and present appropriate identification documents to the screener: If the person is embarking on a vessel or helicopter to an Anadarko facility, the screener will check the manifest to verify that the person is properly listed on the manifest and approved for transportation to and entry into the facility.

6 If the person is entering an Anadarko facility, the screener will examine the persons ID and verify that the person matches the identity documents, and will confirm that the person is authorized to enter the facility by checking the provided list of authorized persons or by contacting the OIM/FSO or his designee. If the person is selected for a random search, they will empty their pockets of all metallic objects into the container provided, remove bulky outerwear (coats, jackets, etc.) and present baggage and other containers opened and accessible for inspection. Screeners may use pat down searches or metal detection wands to screen for weapons and prohibited items. The screener will pass a hand-wand over the entire body without touching the person to verify they are not carrying any contraband, dangerous substances or devices that might present a security risk. Baggage will be searched by asking the individual to remove or move items in a fashion that allows the screener to inspect the contents of the bag. The possession of alcohol, explosives, firearms, weapons, illegal drugs, and hazardous materials is prohibited. Any person found to possess contraband will be denied access to the facility and reported immediately to appropriate company personnel (i.e. Company Security Officer, Facility Security Officer) Once the screening procedure is complete the person will sign the screening log and proceed to the helicopter or vessel. Contract police officers may be present on a random basis during screening and search activities. When officers are present, any contraband, weapons or questionable objects will be turned over to them for evaluation. Maintaining Integrity of the Screening Process Persons traveling to Anadarko facilities by vessel: If the person and their belongings pass the identification and screening process, persons boarding vessels will be required to immediately board and remain on the vessel until departure. If a previously screened person leaves the vessel, they will have to go through the screening process again before being permitted to re-board. Personal effects and baggage will be placed by security in a shipping container that will be sealed with tamper evident seals prior to being placed on the vessel.

7 Persons on board will be permitted to keep possession of small carry on bags of personal effects needed for the voyage provided those containers have passed the screening process. Persons traveling to Anadarko facilities by helicopter: Persons who have passed the identification and screening process who are going to board helicopters for transportation to an Anadarko facility will remain in the post screening area until they are escorted by shore base personnel or security personnel to the helicopter. If a previously screened person leaves the post-screening area, they will have to go through the screening process again before being allowed to board helicopters. Receiving pre-screened persons, baggage and cargo at an Anadarko facility: Platform personnel trained in security procedures will verify the name and ID of the arriving persons with the manifest have them sign in and provide them security and safety orientation. Baggage, stores and supplies may be examined for package and seal integrity and shipping documents will be verified against orders for goods. Baggage and personal effects of those transported will be removed from the sealed sea containers and given to the owners to be taken to quarters. Industrial supplies, cargo and stores may be inspected and then released for storage on the platform Screening upon return to the shore base and disembarking from the vessel or helicopter: Prior to departing the OCS facility all personnel shall be aware that their personal effects may be subject to search before departure from a terminal or port area. It is recommended that each person review their personal effects to insure that no unintended items have been added to their baggage. Upon leaving the vessel or the helicopter, persons may be randomly selected to present their baggage and personal effects to screeners who will conduct a thorough inspection.

8 After screening, the person and their personal effects and baggage will leave the screening area and will leave the secured area of the premises in a timely manner F.) Customs clearance 1. Valid I.D. s a. Anadarko requires all personnel present a picture ID for all modes of transport offshore. 2. Customs Requirements a. The following can be used for reporting purposes to U. S. Customs and Border Protection: i. Foreign persons must have either a passport number or resident / permanent alien number b. The following is for U. S. persons: i. Passport ii. Social security number iii. TWIC card iv. Driver s license v. Merchant Mariner Document

9 POSITION PAPER ON SLINGS Anadarko Petroleum Corporation GOM Division has taken the position to not allow the use of Pressed, Turn-Back or Aluminum Loop Back Splice wire rope sling fittings on our Deepwater Facilities. Recently we've encountered these turn back aluminum sleeves arriving at our shore bases for use offshore. Therefore this is a general notice to alert all our contractors that these sling fittings are prohibited from our operations. We greatly appreciate your cooperation in this matter. Following are points which explain our concerns. 1. The Pressed, Turn-Back or Aluminum Loop Back Splice sling fittings are manufactured to the European EN (formerly DIN-3088) specifications and are certified as such. These certifications can be confusing to our riggers and the traceability of the equipment can also be problematic. Although these certifications do technically meet the requirements of ASME B30.9 they are not considered Best Practices by the industry for rigging. 2. The Pressed, Turn-Back or Aluminum Loop Back Splice sling fittings rely solely on the Aluminum/Steel sleeve pressed around the wire rope. Should this sleeve become damaged and fail the sling will fail. The Flemish Eye type sling connections incorporate the back-braiding of the end of the wire rope back in to itself creating the loop or eye of the sling. A metal sleeve is then installed over the back-braided section. In this manner of manufacture, should the sleeve become damaged and fail the sling will retain up to 60% of its designed work load. Note 1 : this restriction applies only to Pressed, Turn-Back or Aluminum or Steel Loop Back Splice wire rope sling fittings. It does not apply to Flemish Eye, Open or Closed Spelter Socket, Open or Closed Swaged Socket, Torpedo or Standard Button or Standard Wedge Socket. Note 2 ; Slings made with Forged Wire Rope Clips are not allowed as per BOEMRE, API RP 2d, Section G #4 incorporated by reference. I have attached excerpts from Unirope LTD.
