General requirements for certification 4.1 Application for certification Defining application unit for certification In principle, the products, of same manufacturer, of same frame degree rated current or basic type, shall be in defined in one application unit. (3)Different application unit for different frame and switch frame degree rated current Application documents The formal application shall be submitted with the following documents: 1) Application for CCC certification; 2) Producer s Business license (partnership agreement as well as business licenses of the applicant s and the manufactory are required if the producer is neither the applicant nor the manufactory); 3) Description of products under certification (application unit: main parameters, structure, model description, list of critical components and/or materials, description of the difference between the different model/type of products in the same application unit, product assembly chart (if applicable), and etc.); 4) Questionnaire for factory inspection; Page 4 of 46 Ref. 7 5) Statement of conformity, enterprise commitments; 6) Certification of trade mark registration (if have); 7) Other necessary documents. 4.2 Type testing Sample delivery for type testing The principle of sample delivery Samples for type testing shall be produced in the manufacturing premises applied to be certified. Samples from the units of application for certification shall be selected according to relevant standards for certification and supplied for type testing. Other products covered by the application unit shall be delivered for additional difference testing if necessary Samples quantity/amount requirements The applicants shall take responsibility of sample delivery for type testing in accordance with the certification standard and the requirements of the certification body and be responsible for them. Rectification is allowed in case some items for type testing are not qualified; the rectification shall be completed before the deadline set by certification body, otherwise it will be considered as abandoning the application. The applicant can also terminate application initiatively. The Products Description Report describes the information relative to the certification of all the products in the application unit. The certification body shall compile the Products Description Report in accordance with defined content and form. The content of the Products Description Report shall be clear and integrated. Certification body shall provide the Type Testing Report and Products Description Report to applicant in time. Certificate holders shall ensure that integrated and effective Type Testing Report and Products Description Report are available in the manufactory. 4.3 Initial inspection of the factory Content of the inspection The content of factory inspection shall include the factory quality assurance ability assessment and the products consistency check. 9 Assessment of factory quality assurance ability The inspector assigned by the certification body shall carry out the factory quality assurance capability assessment according to the Requirements for Factory s Quality Assurance Ability (see appendix 4) and the additional inspection requirements stipulated by CNCA. Meanwhile, the inspector shall carry out assessment according to the Testing Requirements of Factory Quality Control on Compulsory Product Certification for Switch and Control Equipment (see appendix 3) Check of consistency of the product The consistency of the product applying for certification shall be checked on the site of production. If more than one series of products are involved in the certification, at least one type/model sample shall be taken from each series for the product consistency check. The key point in initial inspection of factory is the inspection of factory assurance ability for the consistency of the products. The following major points shall be checked: 1) The nameplates, labels of products to be certified shall be identical with those indicated in the type testing reports. 2) The constructions of products to be certified (mainly constructions in terms of safety) shall be identical with those of the samples for type testing. 3) The critical components and materials shall be identical with those declared in type testing and confirmed by certification body. The witness tests on site, if necessary, should be carried out to confirm safety performance of the products during the factory inspection. If necessary, samples shall be delivered for consistency check and the report shall be issued All the products to be certified and processing premises shall be covered for inspection of factory quality assurance ability and of consistency of the products Timing of initial factory inspection Normally, the initial inspection should be implemented after the sample has passed the type testing. The type testing and factory inspection can be implemented at the same time if needed. Page 7 of 46 Ref. No. CNCA-01C-011: 2007
10 The duration of factory inspection shall be determined by the amounts of application units of products to be certified and with the consideration of the scale of the factory. It will normally take about 1 to 5 man-day for each manufactory. The factory shall manufacture products covered by certification scope during the initial factory inspection. Factory inspection should be completed within one year after the type testing. Otherwise, additional type testing is needed The results of inspection Inspection group shall report the results of inspection to the certification body. If unqualified items are discovered during the factory inspection, the factory shall conduct rectification that shall be finished within the deadline set by the certification body. The certification body shall take appropriate methods to check the result of rectification. If the rectification could not be completed in time, the inspection results can be regard as unfavorable. 4.4 Evaluation of certification results and approval of certification Evaluation of certification results and approval of certification The certification body shall be responsible for a general evaluation of the results of type testing and factory inspection and for issuing the certificates to the applicants for the conformed products. One certificate shall be issued for one application unit. The application of the certificates shall comply with the requirements for Regulations for Compulsory Product Certification Time frame Time frame for certification means the working days from the acceptance of complete application till the issuance of the certificates, which includes the time of type testing, reports submission after inspection, evaluation of certification results and approval of certificates, etc. Normally, type testing takes working days, counting from receiving the samples, not including the time for corrective actions and retest of the nonconformities. The inspection reports should be submitted within 5 working days after the inspection. It will be counted from the day when the inspectors complete the inspection and receive from the factory the corrective action reports on nonconformities satisfying Page 8 of 46 Ref. 11 the requirements. Evaluating certification results and approving the certificates shall normally be completed within 5 working days Termination of certification The certification body shall make decision that the applicant is unqualified and the certification shall be terminated when the type testing or the factory inspection is concluded as unqualified. 4.5 Follow-up inspection The content of follow-up inspection The content of follow-up inspection includes annual inspection and effective tracking inspection for certified products carried out by the certification body Annual inspection The inspection could be carried out with or without notifying the inspected body beforehand. Normally, the certification body shall notify the inspected body and confirm the inspection date. The factory shall ensure that product categories that have obtained certification are under normally production during the inspection. The inspection can be implemented without prior notification to the inspected body when necessary. Different manufacturers, though in the same premises, shall all be subject to inspection The certificate holder shall accept inspection within a regular period. Otherwise it can be dealt with as can not accept inspection The frequency of follow-up inspection The annual inspection shall normally be implemented at least once a year after the initial inspection of the factory The frequency of inspection should be increased in any of the following cases: 1) The certified product has serious quality problem, or is complained by clients, which has been verified to be the responsibility of the certificate holder. 2) The certification body doubts the conformity of the certified product against the Page 9 of 46 Ref. 12 requirements of safety standards with sufficient reasons. 3) Sufficient information indicates that the conformity or the consistency of certified products might be affected due to the changes in organization structure, production condition and the quality system of the manufacturer and/or manufactories. The content of the check of consistency of certified product shall be the same as that during the initial inspection of the factory. Additionally, check shall also be conducted pursuant to the Testing Requirements of Factory Quality Control on Compulsory Product Certification for Switch and Control Equipment (see appendix 3). The use of CCC marks and the certificates shall also be checked The conclusion of annual inspection The inspection group shall report the conclusion of inspection to the certification body. The inspection group shall report to certification body directly in case of unfavorable conclusion of the inspection. If there is any non-conformity found in the inspection, the factory shall conduct rectification within 40 working days and the certification body shall take appropriate measures to check the results of rectification. If the rectification can not be completed in time, the factory inspection shall be concluded as unfavorable Content of the follow-up inspection The model of follow-up inspection: re-assessment of factory quality assurance ability + check of consistency of products certified, and if necessary, samples may be taken and tested at the testing laboratories (see 4.5.4). The certification body shall implement the factory re-assessment in accordance with Requirements for Factory Quality Assurance Ability. At the same time, checks shall be carried out according to the Testing Requirements of Factory Quality Control on Compulsory Product Certification for Switch and Control Equipment (see appendix 3). The items 3, 4, 5 and 9 specified in Requirements for Factory Quality Assurance Ability (see appendix 4) and the check of consistency of products must be assessed for follow-up inspection and the rest items may be selected. All the items of the Requirements shall be covered at least every four years. The duration for follow-up inspection shall be determined by the amounts of units of certified products with appropriate consideration of the production scale of the factory. It will normally take about 1 to 3 man-day Sampling & testing Page 10 of 46 Ref. No. CNCA-01C-011: 2007
13 If the certified products need to be sampled and tested, the samples shall be taken randomly from the qualified products of the factory (to ensure the consistency and authenticity of products to be certified, samples can be taken from market/on-site sale network, production line, stock, etc). The amount of samples taken for sampling and testing depends on the requirement of the certification body. The samples shall be sent by the factory to the testing bodies designated by the certification for testing. The sampling test, which is taken charge by the designated testing bodies, shall be completed within 40 working days. The test items specified in the standards for type testing can be applied to testing. The certification body may carry out part or all of test items based on the degree of effects on the safety performance of the products Evaluation of follow-up inspection results The certificates can be retained and the certification marks can be continuously used upon favorable annual inspection results. Actions shall be taken in accordance with Clause 5.3 of the present rule upon unfavorable inspection results. 5. Certificate 5.1 Maintenance of the certificate The validity of the certificate The certificate of the products covered by this Rules itself doesn t indicate specific expiry date. The validity of the certificate depends on regular follow-up inspection Change of the certified product Applying for change of certified product Should any change occur in the specification, type/model, manufactory of the critical components and materials (appendix 2) of the certified products, or the design, electric construction involved in safety of the appliances, or the content of the certificate, the application shall be made to the certification body Evaluation and approval of change The certification body shall evaluate the change according to the submitted Page 11 of 46 Ref. 14 information and confirm whether it can be approved or samples should be submitted for tests. In principle, the evaluation is based on the products that initially carried out all test items. If test is necessary, the change will be approved upon favorable test result. 5.2 Extension of the products covered by certificates Procedure for extension For extension of the range of products, which are in the same application unit with the certified products, the certificate holder should first make application. The certification body shall check the consistency of the extended products against the certified products and confirm the applicability of the original certification results to the extended products and carry out additional test or inspection based on the differences. Either a separate certificate can be issued or the original certificate can be updated at the request of the certificate holder Requirements of sample If necessary, the certificate holder shall deliver one sample to the certification body for test according to the requirements of Clause 4.2 of this Rules. If the samples need to be tested, the testing items to be checked shall be decided by the certification body. 5.3 Suspension, cancellation and withdrawal of the certificates The suspension, cancellation and withdrawal of the certificates shall follow Regulations for Compulsory Product Certification and relevant requirements of the certification body. For certificate holders who can not accept annual inspection and sample testing, the certification body shall suspend their use of the certificates. For certificate holders who do not accept annual inspection and/or sample testing, the certification body shall withdraw their use of the certificates. Certificate holders can apply to the certification body for suspending or canceling their certificates. The certification body shall suspend or cancel the certificates upon the certificate holders application. Page 12 of 46 Ref. No. CNCA-01C-011: 2007
15 The time limit for the suspension of certificate, which is applied for due to acceptable reason such as stopping production of certificated products, is 12 months. The certification body shall cancel the certificates of those products that cannot restore production in 12 months. The certificate holders shall apply to the certification body for continuous use of the certificates that have been suspended. The certification body shall inspect the factory according to the requirements of initial factory inspection. If necessary, samples may be taken and tested. The certificates can be continuously used upon favorable factory inspection results and sample testing (where appropriate). Upon unfavorable inspection results, the certification body may suspend or withdraw the certificate depending on the degree of unfavorable result. Certificate holders shall apply for continuous use of the certificate after one month from and within three months of the date of suspension, otherwise the certification body shall withdraw the certificates. Factory inspection is implemented according to the requirement of the initial factory inspection. Certificates can be continuously used upon favorable factory inspection results. Otherwise, the certificates shall be withdrawn. The certification body shall announce the suspension, cancellation and withdrawal of certificates in appropriate way. 6. Use of compulsory certification mark The certificate holder shall follow the Regulations for Compulsory Product Certification Mark 6.1 Design of the mark allowed to use Page 13 of 46 Ref. 16 6.2 Derivations of certification mark The products listed in this Rules shall not be allowed to use any derivation of certification mark. For special products, the derivation of certification mark may be allowed to use when approved by the mark administration body. 6.3 Ways of use Any of the following three ways is required: affixing standard-size marks, printing on the nameplate or moulding. 6.4 Location of the mark The certification mark shall be applied on an exposed location on the outer body of the product. The certification mark shall be applied on the face or the side face of the product. 7. 17 Appendix 1 Test items and samples Due to the differences of main technical parameters of the application units, the test items and the amount of samples needed may vary according to the requirements of standards. Therefore, the applicants shall deliver samples according to the requirement of specification and quantity listed in the notification from the certification body. For your reference, the sample specification and quantity requirements in the following table are based on certain specific technical parameter. 1.
