4 2 INTRODUCTION 2.1 PURPOSE AND OBJECTIVES This Construction Traffic Management Plan (CTMP) has been prepared in accordance with the regulatory requirements for the construction of the Springvale Water Treatment Project (Project). The CTMP details control strategies for traffic movements on site during the construction stage of the Project. This Plan forms part of the overarching Construction Environmental Management System (CEMS) for the Project. 2.2 CONDITIONS OF DEVELOPMENT CONSENT Conditions 11 and 13 of Schedule 3 of the Development Consent (Consent) relate to construction traffic, and in particular, Condition 13 requires the preparation and implementation of a Construction Traffic Management Plan in consultation with RMS and Lithgow Council and approval of the CTMP by the Secretary. The requirements from Consent Conditions relevant to construction traffic management have been considered in this Plan as detailed in Table 1 below. Section Prior to the commencement of construction or decommissioning, the Applicant must prepare a Construction Traffic Management Plan for the development to the satisfaction of the Secretary. This plan must be prepared in consultation with the RMS and Council where relevant, and include: Section (a) details of the entire transport route to be used for development-related traffic Section (b) 13 (c) a protocol for undertaking dilapidation surveys to assess the: existing condition of the transport route/s prior to construction or decommissioning activities; and condition of the transport route/s following construction or decommissioning activities; a protocol for the repair of any roads identified in the dilapidation surveys to have been damaged during construction or decommissioning works; Section 4.6 Sections 3.1& (d) details of the measures that would be implemented to minimise traffic safety issues and disruption to local users of the transport route/s during construction or decommissioning works, including: temporary traffic controls, including detours and signage; notifying the local community about project-related traffic impacts; responding to any emergency repair or maintenance requirements; and Section 4 Section 3.7 Section (e) a driver s code of conduct that addresses: travelling speeds; and procedures to ensure that drivers implement safe driving practices. The CTMP provides the processes to ensure that the Project maintains appropriate controls to manage traffic in and around the project during the design, construction and commissioning phases of the project. The primary goals of the CTMP are: ensure the safety of road users and construction traffic; ensure there is a safe interface between construction traffic and local traffic; eliminate the risk of injury to local traffic users and construction personnel; ensure that access to adjoining properties is maintained during construction; ensure safe traffic/materials movements in the construction of the transfer pipeline; minimise traffic delays and traffic issues; meet regulatory requirements; respond to any emergency repair or maintenance requirements. 6 3.2 PROJECT & CONSTRUCTION SUMMARY The Project involves constructing and operating a pipeline and ancillary facilities to transfer water from the existing dewatering facilities on the Newnes Plateau for treatment and reuse at Mount Pipe Power Station (MPPS). The Project will involve construction of the following elements: Water Transfer System (WTS) WTS is a 15 kilometre water transfer pipeline, to transfer up to 42 mega litres a day of mine water from existing underground mine dewatering facilities (operated by Springvale Coal Pty Ltd) to MPPS (operated by EnergyAustralia Pty Ltd); and Water Treatment Facility (WTF) WTF is a desalination plant designed to treat the mine water for use in the cooling towers and discharge excess treated water to Thompson s Creek Reservoir if required; discharge of treated water will only occur when MPPS is not operating at full capacity The construction of the WTF site at MPPS will generate the majority of the construction traffic and the main construction compound will be located at MPPS. The construction of the WTS will also generate construction traffic, however, the WTS construction sites will not be fixed and will move as the pipelines are being constructed. The bulk length of pipe which is 10 km will constructed at the bottom of the Newnes plateau and the remaining pipeline will be installed at the top. In this instance the large majority of pipe deliveries will be via that Wallerawang, Brays Lane, Springvale Coal services access. Generally the WTF site at MPPS will be used as the primary laydown and storage area for the WTS construction. Materials and equipment will be delivered by larger heavy vehicles to the WTF site, where they will be unloaded and their load temporarily stored. Smaller heavy vehicles (3 to 12 tonne trucks) will be used to transport equipment and materials from the WTF site to the WTS construction location on a daily basis. The section of WTS will be constructed with horizontal directional drilling technology utilising mechanical under boring methodology. Section will be constructed in a single pass from a vacant block of land adjacent to the conveyor on the Eastern side of Wolgan Road to within Springvale coal property on the western side of the Castlereagh Highway. The section of WTS is 1.2km long and passes for 30 metres underneath the Castlereagh Highway. Directional drilling has been chosen as this allows a number of adjacent geographical features to be crossed with minimal disturbance. The directional drilling site will also generate construction traffic, however, the numbers of movements will be relatively small. Directional drilling will pass beneath the following, Wolgan Road, Castlereagh Highway, Brays lane, Skelly Road, Coxs River, private rail siding owned by Springvale Coal, small unnamed creek and some wetland area inside the adjacent paddock. Consequently no temporary closures of Wolgan Road, Castlereagh Highway, Skelly Road and Brays lane will be required. No other public roads will be substantially impacted by the construction works however some temporary lane closures on local roads may be required for safety purposes when installing pipelines in the road reserve. Construction hours at the sites are expected to be between 7 am and 6 pm for Monday to Friday and between 8 am and 1 pm on Saturdays (as per Section 4.1). Construction workers will arrive and depart based on the hours of construction, which results in the following assumed peak hours: Weekday AM peak hour between 6 am to 7 am; Weekday PM peak hour between 6 pm to 7 pm; Weekend AM peak hour between 7 am and 8 am; and Weekend PM peak hour between 1 pm and 2 pm. Vehicles associated with the transportation of materials will be spreadout throughout the day. To assess the peak hour trips, it has been assumed for a conservative assessment that 20 percent of the trucks transporting materials would arrive and depart in the peak hour and that construction workers would arrive in the AM peak and depart in the PM peak. The number of proposed construction vehicle movements will depend on the final design and method of construction. However, the expected worst case daily movements for the construction of the WTS are estimated to be approximately: Four heavy vehicles accessing the site per day during the construction period resulting in eight heavy vehicle movements per day. Four light vehicles accessing the site per day during the construction period resulting in eight light vehicle movements per day. The projected traffic generation for the proposal during the construction period of the mine water transfer system is summarised in Table 3 below. Revision Date: 27/10/17 Page 7 of 16

The projected traffic generation for the proposal during the construction period of the water treatment plant is summarised in Table 4. In peak periods these vehicles will access the WTF construction site off Boulder Road and via an existing turning bay infrastructure. The small increase in traffic associated with the construction activities is expected to have negligible traffic impacts as predicted in the EIS. 3.5 TRAFFIC DISTRIBUTION & SITE ACCESS Based on the expected access routes and for a worst-case assessment, it is anticipated that vehicles will travel to / from the A32 Great Western Highway to the various sites of the Project during construction stage. 9 Figure 1 Local Road Network Newnes Plateau To access the Newnes Plateau, light vehicles will travel to / from the Great Western Highway to the site via Main Street, Lithgow Street, Mort Street, Bridge Street and State Mine Gully Road / Glow-worm Tunnel Road. Heavy vehicles will be travelling to / from the site via Chifley Road and Bells Line of Roads. Traffic movements associated with the Project is shown in Figure 2 below MPPS Site To access the MPPS and WTF site, vehicles will travel via the B55 Castlereagh Highway and Boulder Road. Both light and heavy vehicles will be travelling via the same route. These traffic movements are shown in Figure 3 below Pipeline Installation During the installation of the pipeline between LDP009 and MPPS, construction vehicles (both light and heavy vehicles) associated with the mine water transfer system will access the construction site from Wallerawang Haul Road, Karawatha Drive, Brays Lane and Springvale Coal Services Site Access Road via Castlereagh Highway. During this period, there will be traffic accessing the MPPS and the Pipeline Installation along the Castlereagh Highway. This construction period therefore represents the worstcase period in terms of construction vehicles along the Castlereagh Highway Pipeline Crossing of Castlereagh Highway The pipeline crossing of the Castlereagh Highway will be undertaken in accordance with the Roads and Maritime Services requirements for Classified Road Crossings. As noted previously, the pipeline crossing of the Castlereagh Highway will be installed via Revision Date: 27/10/17 Page 9 of 16

10 directional drilling and would be approximately 6 10 metres below the road surface. Consultation with relevant Roads and Maritime representatives has already begun on the design of pipeline crossing to ensure that it meets RMS requirements. 11 3.6 ROLES AND RESPONSIBILITIES Roles and responsibilities of key personnel under this CTMP are outlined in Table 4. The Project Manager and the Contractor will be responsible for providing advance notice of changed traffic conditions, which may affect the local community. Given the minor nature of works external to the site, communication methods, which may be considered, include: letterbox drops to the local neighbourhood; public notices in local newspapers; direct consultation for individual properties identified as directly affected. Details in relation to community liaison, complaints handling, reporting and record keeping, applicable to the construction stage can be found in clause 6.17 of the CEMP. 4 TRAFFIC MANAGEMENT Traffic control strategies to be employed during the construction phase of the project including preventative and responsive measures are outlined in this CTMP. Further instructions may be communicated from time to time during the construction works by the Site Management, Contractor or the Project Manager. A risk assessment shall be undertaken for the site to identify the potential traffic hazards by the Contractor at the commencement construction works, and any changes required to the management strategies will be reported. The risk assessment will be updated as required during the construction works. There are no works envisaged to require the use of traffic controllers to regulate site entries and exits or road closures. If traffic controllers are required, then a Traffic Control Plan will be developed by RMS accredited traffic consultant and forwarded to RMS and or Lithgow Revision Date: 27/10/17 Page 11 of 16

12 City Council (for local roads), and or Forestry Corporation of NSW (for state forest roads) for review prior to the commencement of these works. All TCP s will be prepared in accordance with RMS Manual Traffic Control at Worksites. The effectiveness of the CTMP will be reviewed at least once a month or more frequently if additional risk areas are encountered. The CTMP will be revised and more appropriate procedures 4.1 CONSTRUCTION HOURS The proposed construction activities will be restricted to the construction hours specified in Table 5. Table 6 Construction Operating Hours Activity Day Hours Construction Monday - Friday Saturday Sunday & Public Holidays 7:00am 6:00pm 8:00am 1:00pm At no time All construction work will be undertaken within the approved hours and days of operation, however if there are requirements for delivering of oversized floats to the site outside of these times then all required approvals will be obtained. 4.2 SITE SECURITY AND FENCES Temporary fences and gates will be provided and maintained at all times throughout the construction of the Project. The Contractor will ensure that all gates are to remain closed once vehicles have passed and are locked outside of normal working hours. 4.3 ADJOINING PRIVATE PROPERTY ACCESS Along the Project alignment the current adjoining private property access will be maintained during construction with consultation with the property owner/stakeholders. Access to private property shall be maintained during construction unless otherwise agreed with the property owner in advance. A landowner s access that is physically affected by the construction shall be reinstated to at least an equivalent standard in consultation with the property owner. Contractor will be responsible for community engagement with the community communication strategy, which is discussed in section 3.7 of this Plan. Construction is to take place once on privately owned property. The landowner is Janette Winifred Hunt; Lot 371, DP MITIGATION MEASURES The following measures will be implemented where possible to minimise impacts from construction traffic on the surrounding road network: heavy vehicle movements that pass-through school zone will be scheduled for outside drop off and pick up hours (8:00am 9:30am and 2:30pm 4:00pm) on schooling days; Revision Date: 27/10/17 Page 12 of 16

13 consultation with the Cooerwull Public School, Lithgow Public School and St Patricks School will be undertaken to inform them of the construction program and proposed access routes (via Man Street); strict speed limits will be imposed for Project vehicles in line with Forestry Corporation NSW (60km/h) requirement in the Newnes State Forest in the absence of speed signs on the various access tracks; consultation with Forestry Corporation of NSW will be undertaken to inform them of the construction program and proposed access routes and traffic management in the state forest; designated access routes for heavy vehicles will be clearly defined and adhered; clear and separate guidelines will be developed for the event of adverse weather conditions; the staging for trucks accessing the work sites to ensure there is sufficient room within the sites to accommodate the vehicles; no unnecessary idling of vehicles; pedestrians will be kept clear of worksites at all times; the project has been sited to avoid direct impacts on residential and business access; the car parking will be adjusted in accordance with construction needs to provide enough car parking spaces on site for construction personal; project vehicles shall be parked away from residential streets where possible; traffic controller(s) will be employed to control traffic flows, reduce public nuisance and prevent accident or injury where required. 4.5 ROAD AND LANE CLOSURES Where road or lane closures are required, as part of the Project works, consultation will be conducted with the road authority (Lithgow City Council/ Roads and Maritime Services/ Forestry Corporation of NSW) and a Road Occupancy Licence (ROL) will be sought. Community consultation regarding road and lane closures will occur in accordance with the community communication strategy outlined in section 3.8 of this Plan. Any road or lane closure including any traffic control devices required will be detailed on site specific Traffic Control Plans (TCP s) prepared by an accredited Engineer in accordance with RMS Manual Traffic Control at Worksites. 4.6 ROADWAYS SURVEY AND REPAIR Prior to construction all local roads potentially used/affected by construction traffic (including haulage routes) will be part of a dilapidation survey (excluding regional, arterial and other major roads) as required by Condition 13 (b) of the Consent. Roads to be included in the dilapidation report include: Old Bells Line of Road, State Mine Gully Road/Glowworm Tunnel Road, Brays Lane, Karawatha Drive, the Springvale Coal Services Site Access Road, Mayinygu Marragu Trail, Sunnyside Road and other minor access tracks used in the Newness State Forest. 14 The dilapidation survey will be undertaken a week before prior to commence the construction works. The dilapidation report will include photos and videos and will be prepared by the Contractor and submitted to the Customer for review prior to commencement of haulage. Within two weeks following completion of construction, post-construction dilapidation survey will be undertaken to assess any damage to the road that may have resulted from the construction of the Project. Restoration and repair of roads affected by the Project will be undertaken in a timely manner in accordance with the reasonable requirements of the Lithgow City Council and the RMS at the expense of the Contractor. Any additional requirements outlined by the RMS or Lithgow City Council or Forestry Corporation of NSW to be included where provided. Restoration works maybe required for roads that have deteriorated due to the weather or outside factors between the original dilapidation report and the commencement of construction. Repairs will be conducted prior to the commencement of construction in accordance to the requirements of the Lithgow City Council and the RMS at the expense of the Contractor. 4.7 CONTINGENCY PLAN The occurrence of unplanned incidents within the construction site will potentially have negative impacts on the operation of the road network. Similarly, incidents that occur on the surrounding road network can temporarily restrict construction activities. The following measures will be applied: if resources are available, provide initial response to unplanned incidents with the aim to make incident scene safe, and prevent further harm to persons or property; provide support to emergency services, including traffic control in the vicinity of the incident; inform the RMS and/or Lithgow Council and/or Forestry Corporation of NSW of any incident and provide assistance, if appropriate, for the duration of the incident; during major incidents provide a senior construction representative on-site to liaise with the RMS and/or Lithgow Council and emergency service agencies; reschedule planned works that will interfere with the incident, or create additional delays to those road users already affected by the incident. The Contractor and the Project Manager are to liaise with the RMS and the Lithgow City Council regarding to any events that will impact the surrounding road network. For example, the Sunday afternoon/night and Monday morning after the Bathurst 1000 could cause significant traffic on the Bells Line of road, the local Lithgow roads and the Great Western highway. 15 5 DRIVER MANAGEMENT 5.1 DRIVERS CODE OF CONDACT All vehicles accessing the construction site shall maintain a high level of professional conduct, and as a minimum: Adhere to posted speed limits and road signs; Use of the horn only as a warning device; Road noise impacts are minimised through measures such as driver training for limiting truck compression braking and avoiding use of engine brakes in residential areas. All vehicles to be wholly contained on site before being required to stop; All loads are to be covered when leaving the site; Allow enough room between vehicles; Respect and be watchful for pedestrians and other drivers on the dedicated transport routes; Follow instructions given by Police, Road and Traffic Authority (RMS) and other authorities; All material loading and unloading will occur within the construction site. No loading or unloading will occur on any public roadways Vehicle Requirements During the construction period, all non-authorised vehicles shall be parked in the designated onsite parking areas prior to the daily commencement of work; all vehicles operating within both the WTF and the WTS construction areas must be equipped with: o an operating amber flashing light; o a first aid kit; o a two-way radio utilising UHF Channel 26; o a reversing beeper; o a fire extinguisher; and o a supply of drinking water; vehicles in the state forestry area will be 4 wheeled drive and robust for tough conditions. 5.2 WORKPLACE SAFETY Contractor has the responsibility to ensure that everything reasonably practicable is carried out to reduce the potential risk of injury and environmental harm, to employees, contractors, subcontractors and visitors. All employees, contractors and visitors have a duty to act in a responsible manner and to carry out works in such a way as to prevent injury to themselves and others and also to prevent environmental harm. 16 All accidents and incidents must be reported and recorded on site, including environmental incidents and all accidents (including environmental accidents) must be reported to the Project Management as soon as practicably possible. 5.3 DRIVER S LICENCE REQUIREMENTS All commercial and municipal heavy vehicle drivers must have the appropriate RMS driver s licences. All commercial and municipal heavy vehicle drivers must keep their driver s licence with them at all times and make it available to Project Management and relevant authorities upon request. 5.4 DRUG AND ALCOHOL POLICY The requirements of the Abergeldie procedure WHS002 Fitness for Work (Drugs & Alcohol) shall be adhered to by all workers. Its purpose is to ensure that Abergeldie complies with all relevant legislation, maintains confidentiality and provides a means of support to those with a drug and alcohol related problem where appropriate. This procedure applies to all Abergeldie workers, agency, sub-contractors and their employees and others. Abergeldie shall also adhere to the requirements of the Veolia Drug and Alcohol Policy (Policy) and Fitness for Work Procedure (Procedure). 5.5 DRIVER INDUCTION The Contractor will provide to subcontractors who are to make a delivery to site, a delivery driver instruction process/requirements sheet prior to the site delivery. Which will outline all the site rules and site transport management producers. A key elements of driver s professional conduct which are discussed in sections will be formed part of the Abergeldie site induction programme. Contractors or subcontractors planning delivery to the site will be inducted and have a duty to act in a responsible manner and to carry out works in accordance with Project driver s code of conduct.
