3 Woolworths New Distribution Centre Network In the past Woolworths distributed stock via State distribution centres based on product type eg. Grocery, Perishables, Fresh & General Merchandise. In developing our new supply chain, detailed modelling has demonstrated that our optimum supply network should be made up of National Distribution Centres (NDC) for slow moving merchandise and Regional Distribution Centres (RDC) to service the stores with fast moving merchandise. As a result of this changing network we are building two new Liquor Distribution Centres (LDCs), one in Sydney at Erskine Park and one in Melbourne at Laverton, which will service Woolworths attached liquor stores, BWS and Dan Murphy s across Australia with liquor lines. Liquor stores and supermarkets will be supplied with fast moving RDC liquor and some ambient lines. They will also be supplied by either MLDC or SLDC with slower moving NDC lines. The two new LDCs will accommodate expansion of liquor and supermarket businesses and will help manage product and maintain effective store service. This Vendor Pack has been designed to give you all the information that you need to ensure a seamless transition for your product into the Melbourne Liquor Distribution Centre (MLDC) facility. We welcome your comments and feedback on both this pack and our new MLDC. The Melbourne Liquor Distribution Centre The MLDC forms part of the new Supply Chain network and will comprise a composite facility (both RDC and NDC lines) to supply Woolworths Supermarkets, attached Liquor stores, Dan Murphy s stores - in SA, WA & Vic and BWS stores, in both Victoria and Tasmania. MLDC includes a large purpose built cellar for Dan Murphy s case wine that requires ageing. PAGE 2
4 MELBOURNE LDC VENDOR PACK Liquor stores and supermarkets located in the Melbourne market area will be supplied with RDC ambient lines such as confectionery and Arnott s chocolate biscuits (temperature controlled only), aerosols, requisites and security items whilst RDC liquor lines will be supplied to stores in both the Melbourne and Tasmania market areas. The new MLDC leverages world best practice distribution centre processes and systems. It will replace the Clayton DC in Victoria which is expected to cease servicing stores from the start of November Important note: Please be aware that Vendors will be expected to deliver to both the Clayton DC and the new Melbourne Liquor DC during the transition process to maintain constant service to stores. This applies for Liquor products, between the week of first receipt (25 August 2008) and two weeks after first despatch (15 September 2008). This will require a minimum of three weeks sufficient stock, above normal stock levels, to service both Clayton and the MLDC at the same time. PAGE 3

6 MELBOURNE LDC VENDOR PACK Location: The MLDC is located west of Melbourne in Leakes Road, Laverton: It occupies a total area of approx 22 hectares and is situated approximately 18kms south west from Melbourne The DC is a 70,500m2 facility incorporating receiving and despatch docks on opposite sides and a site layout that is optimal for one way traffic flow and support for B-Doubles Has a manual racking layout with Carton and Pallet live storage, voice picking systems, radio frequency receipt and despatch Temperature controlled area for confectionery as well as the purpose built Cellar There are 14 finger and 8 flush docks, 3 container, 6 B-Double Bays (multipurpose) The DC will employ approximately 400 employees (including Despatch Drivers and Security Staff) when fully operational Address: Melbourne Liquor Distribution Centre 50 Leakes Road, Laverton. This will include ambient and liquor products to Woolworths Supermarkets, attached Liquor, BWS and Dan Murphy s stores. 8 MELBOURNE LDC VENDOR PACK Changes for Vendors Our modern Distribution Centres are built with safety and efficiency in mind. As such, there will be an extra focus by our Vendor Capability Team on vendors to ensure compliance on the following: Safe carton lifting weights (maximum 16 kg) Accurately placed SSCC Barcode Pallet Labels Accurate Palletisation (Ti-Hi) Provide GTIN's on all cartons (correct quantity and quality) The condition of the Pallets received (no loose boards) No stock overhangs on pallets The standard of how well the pallets are wrapped, e.g. no plastic dags Our MLDC uses Radio Frequency (RF) bar code scanning technology and you will need to comply with the Woolworths Packaging and Barcode Specification found on our Vendor web site via the following links. Our Pallet Label Specifications: Our Packaging Specifications: Essential Enablers for Doing Business with Woolworths Pallet Labels It has been a requirement since January 2005 that all deliveries to any Woolworths DC must have GS1 128 SSCC Pallet Bar Code labels applied as per our specification The pallet label is your Key that unlocks the doorway for your pallets to be received in an efficient and timely manner into our supply chain. A pallet must have a pallet label with the same SSCC number applied to each of the fork entry sides of your pallet, therefore two pallet labels per pallet PAGE 7
9 The receiving process will occur through the use of radio frequency scanners. Accurate receipt will require vendors to have GS1 128 pallet labels Common issues for vendors to review include: 1. Poor quality of the printing of the bar codes on the label this renders the label unusable as it cannot be scanned. Please check the quality of the labels and printers prior to application 2. Inaccurate Palletisation (Ti-HI) 3. Printing on Pallet Labels is not centred the printing is running off the edges of the label stock, therefore the bar code cannot be scanned. The printer needs to be adjusted to re-centre the printing 4. Pallet labels must be placed on pallets as per our specification Pallets Pallets must be to Australian standards and of good quality. Pallets cannot be used if there are missing pallet boards and the dimensions of tunnel and runners are not to specification Any deterioration of quality in your pallets supplied may cause OH&S issues within our DC and may result in the rejection of your order and re-delivery at your cost It is advisable that in advance of your deliveries coming into the MLDC, you discuss these requirements with your pallet provider so as to ensure there are no issues from your first receipt. Pallet Stabilisation All inbound pallets need to be stable and secure, with no overhangs or load shifting There are several acceptable methods for pallet stabilisation, for example PVA glue between layers, stretch wrap or stretch tape Where PVA glue is used, glue dots on the top of cartons must be between 3 to 5 mm in diameter; any greater than this will require excess force to move the carton and may result in injury when moving the carton Do not use hot melt glue to secure layers of cartons on a pallet - hot melt glue requires too much force to remove a trade unit from a pallet. Carton GTIN s The Radio Frequency (RF) receiving process at MLDC requires that all cartons have GTIN bar codes as per the Packaging & Barcode specification. The carton GTIN is scanned in conjunction with the pallet label GTIN bar code to ensure a one to one match at the time of receipt. Inbound Service Level The vehicle may only arrive up to a maximum of 60 minutes prior or 30 minutes after your Expected Delivery Time. Any vehicle arriving outside of this receiving window will NOT be permitted to enter the site Your delivery must (refer to page 14 Chain of Responsibility) be made within the specified time window of 60 mins before and 30 mins after your Expected Delivery Time that is displayed on your Purchase Order. For us to control on site parking and queuing we need strict adherence to these timeframes Our Vendor Quality Compliance (VQC) system captures arrival and departure times at the gatehouses which are then used for your Inbound Service Level (IBSL) calculation against the original Purchase Order (PO) date and time Carriers will be required to notify the gatehouse of their arrival and provide Specific information (see Arrival Procedures page 12) via intercom at the truck entrance Non-Compliance Auditing & Escalation The Vendor Capability team collate compliance data from each of our DC s, covering the enablers listed above (pallet labels, GTIN s, stretch wrap, pallet quality, IBSL etc). This data identifies vendors who are failing to comply to Woolworths requirements. This triggers an escalation process where vendors will be required to implement a solution to the non-compliance issue in a satisfactory timeframe Where a satisfactory resolution is not implemented, there is potential for stock to be rejected at the DC and the issue will be escalated to the Woolworths trading Business Manager Transportation Changes (Information for Carriers) PAGE 9

Messages can be exchanged directly with Trade Partners using traditional electronic messaging solutions (EDI) or presented via our FREE OF COST webforms system. 12 MELBOURNE LDC VENDOR PACK Listed below are our requirements relating to All transportation and deliveries. If further clarification is required please refer to the Woolworths Vendor web site and follow the Logistics links for the full list of delivery specifications. Driver Induction Drivers must be inducted before they are allowed access to the site. Driver Inductions will be conducted prior to the go live receiving date of 25 August Drivers will also have the option of being inducted as they arrive on site for the first time. Once inducted, drivers will be asked to confirm their name when they arrive with a delivery. Records of the inductions will be kept on site Important note: We will be arranging visits to transport companies to induct your drivers. In order for this to occur we require the following information by COB Thursday 31 July 2008: 1. Your transport company name 2. Transport company contact name, phone number and address 3. Anyone visiting the area must have safety vest/high visibility clothing for the duration of their visit Drivers must wear safety footwear (enclosed steel capped boots) Whilst unloading is in process The Driver is to remain outside their vehicle on the dock adjacent to their vehicle or otherwise as directed by the receiving teams Children on site policy For your safety, no children under the age of 15 are permitted on the site PAGE 11
13 Important note: Wyndham City Council have given approval for the B-Double use of Interchange Drive as this was part of the design of the road. The road is owned by the Council and therefore there will be no permit forthcoming from Victoria Roads. The vehicle may ONLY arrive up to a maximum of 60 minutes prior or 30 minutes after your appointed time It is critical that vendors and their transport providers understand the potential for congestion to occur and the adherence to time slots will be crucial for all parties, (refer to Chain of Responsibility page 14) Upon arrival the following 10 pieces of information must be provided to the gatehouse to assist in reducing truck turn around times: 1. All Purchase Order Numbers (POs not registered at the Driver Sequencing Office will receive a miss for In Bound Service Level) 2. Number of pallets to be delivered 3. Number of pallets to stay on the truck 4. Vehicle registration number 5. Number of passengers including driver and confirm names 6. Transport details - carrier name 7. Truck type (eg. Tautliner or B-Double) 8. Pick Up load (if applicable) 9. Chain of Responsibility (how many work hours does the driver have left on the current shift) 10. 14 MELBOURNE LDC VENDOR PACK If the delivery is running late or will not be delivered on the scheduled day the Transport carrier must contact the Vendor who is responsible for notifying the Woolworths Rebuyer/replenisher prior to the scheduled arrival time on the date of arrival An alternate appointment time & or day may then be organised for the delivery to be made, provided the MLDC has the capacity to do so. No Shows are treated seriously by Woolworths and will be followed up for explanation by the vendor Delivery Documentation The invoice must include the Woolworths purchase order (PO) number, the vendor s business name, address and Vendor ID Number (including state) and transport company name Each delivery will consist of one PO to one invoice. More than one PO can be delivered on one vehicle but one PO cannot be delivered over multiple vehicles Product descriptions on the paperwork must match those on the PO, the carton quantities and the GS1 128 Pallet and Logistics Labels The sequence of products appearing on the invoice should be the same as on the PO Delivery drivers must have a duplicate or photocopy of the invoice for signature, as these will only be accepted as proof of delivery Consignment notes or run sheets will not be accepted for receipting purposes Carrier Requirements Dangerous goods -All relevant standards and documentation must be adhered to Ambient Product -It is preferred that a side unload vehicle is used at MLDC as it will enhance quicker turnaround time Maximum vehicle height for side loaded trailers is 4.6 metres with the minimum deck height at 1 metre Maximum vehicle height for side loaded drop deck trailers is 4.6metres with the minimum deck height at 0.5 metre Maximum overall vehicle height for rear loaded trailers is 4.3 metres and the PAGE 13
15 minimum deck height is 1 metre and the maximum deck height is 1.5m All deliveries must be delivered as secured palletised loads with no hanging string, plastic dags or faulty wooden pallets Pallets must be delivered in the correct Ti Hi configuration as required by Woolworths Chain of Responsibility Requirements All loads must be secured in accordance with the National Transport Commissions (NTC) Load Restraint Guide Second Edition 2004 Ensure that drivers delivering product have sufficient hours available to effect the delivery within the permitted drive and work hours as defined by the Transport Regulations All vehicles must not exceed the permitted maximum axle loading weights and dimension limits All vehicles must be in a roadworthy condition All non conformances will be notified to the vendor in writing. The vendor will be asked to respond to Woolworths with details of the corrective actions they will take to prevent a reoccurrence The Load After arriving at the MLDC, an inspection will be carried out on the load and checked for the following major Non-Conformances: Non existent and non-conforming GS1 128 Pallet Labels, Variable Weight Logistic Labels and GTIN s on Cartons Poor Quality Pallets must be of good quality & be to the Australian Standard, i.e. No broken boards, no faulty tunnel or runner boards Carton overhang Cardboard overhang (slip sheets) More than 4 line items on a single layer pallet Excessive stretch-wrap Stretch wrap is to start at the top board & must not impede the fork tines entry PAGE 14
16 MELBOURNE LDC VENDOR PACK Overhang of stretch-wrap, eg plastic dags Damaged cartons Incorrect Pallet Ti Hi Poor load stabilisation Inadequate load restraint Any Non Conformances will be followed up by Woolworths with the vendor and could lead to a rejection of your delivery. Mixed items on a pallet Woolworths will accept a maximum of 4 line items on a single layer pallet where the GS1 128 pallet label, attached to 1 carton of each line item, can be easily accessed and scanned. Where appropriate and safe to do so drivers will be asked to separate mixed pallets. Pallet Transfer Process Vendors Responsibility Woolworths expects that a vendor completes the pallet transfer paperwork (CHEP Moving Docket - CMD or Loscam Docket) transferring pallets to Woolworths (see table below for a list of accounts) The primary reference number on the transfer docket must be the Woolworths Purchase Order Number Drivers Responsibility On receipt at the Melbourne LDC the driver will get the CMD signed at the Receipt desks. It is the responsibility of the driver to ensure that they have the correct paperwork, and that all the details on the paperwork are correct before signing as delivered. CHEP Movement Dockets (CMD) / Loscam Dockets Drivers should carry minimum 2 copies of the CMD/Loscam Dockets with vendor delivery. CMD Dockets are written out by the vendor or carrier at point of pickup. All details of the delivery are verified at receiving then CMD signed by the checker The CHEP Moving Docket must have the delivery date as movement date (this is the date that the Woolworths Equipment Days Offset Rule will be applied) PAGE 15
17 The Loscam transfer docket must have the correct effective date which is 30 days from delivery date. If a transfer docket does not arrive with the load, Woolworths does not issue one. Details of pallet quantity etc. are entered on the internal journal for vendor queries. If a transfer is NOT provided at receipt and claimed at a later date, under no exception, will the transfer be back dated. The transfer will be processed as at the effective date of the month it is queried. If only 1 copy arrives it will be held at Woolworths and no copies are given back to driver. Important note: Please note, claims over 6 months old from delivery date will no longer be investigated or approved for transfer. 18 MELBOURNE LDC VENDOR PACK Replenishment Requirements Ensure the Melbourne LDC is loaded into your IT system including correct delivery address for correct invoicing and production of pallet labels Review that the lead time into the new MLDC is correct Review that the order frequency to the new MLDC is correct Ensure correct truck definition (footprint, weight, cube, and height) is loaded for new MLDC to ensure the most efficient purchase order is built Ensure that the Optimiser inbound scheduler settings (delivery window, truck type, etc.) are correct All deliveries must be delivered as secured palletised loads with no hanging string, plastic dags or faulty wooden pallets Pallets must be delivered in the correct Ti Hi configuration as required by Woolworths To ensure data integrity please contact your appropriate rebuyer/replenisher, as per details on your purchase order, regarding the above points or for further information. 21 Frequently Asked Questions (FAQ s) There has been and will continue to be a vast amount of Change experienced as we commission our new Regional Distribution Centres (RDCs) and ramp up our National Distribution Centres (NDCs) to improve end to end efficiencies through the Woolworths Supply Chain. The Question & Answers below addresses the most frequently asked questions by Vendors and hopefully will answer any queries you may have: Q.1 Will the Essential Enablers be a pre-requisite when the new MLDC opens? A Yes, the Essential Enablers are: 1) Guaranteed Purchase Order Acknowledgment (GPOA) 2) Advanced Shipping Notice (ASN) Vendors will be notified when this is required 3) Inbound Service Levels (IBSL) Case Fill On Time 4) Packaging and Barcode compliance Q.2 Where do I get SSCC numbers from? A The Serial Shipping Container Code (SSCC) is one of the barcodes that is a vital component of the Woolworths GS1 128 Pallet Label. Vendors need to be a member of GS1 Australia (formerly EAN Australia). ( - Phone in order to have issued a series of SSCC numbers unique to your company or third party warehouse & distribution provider. Q.3 How do I go about printing or generating the GS1 128 Pallet Label A GS1 Australia ( Phone also provide a list on their web site of software & printing providers in each state who can supply a full GS1 128 pallet label printing solution. You will require a computer, the software a printer and adhesive labels. PAGE 20
22 MELBOURNE LDC VENDOR PACK Q.4 How & where do I place the GS1 128 Pallet Label containing the SSCC on my full or part pallets? A We have posted on our Woolworths Vendor's Website the Pallet label Specification This is to GS1 industry standards as well as a PowerPoint presentation specifically regarding the GS1 128 Pallet Label, this specification documents also show how the GS1 128 pallet label is to be positioned on full and part pallets. Q.5 I currently place a label on pallets, why am I receiving non-conformance notices? A There are many variants of pallet labels in use today. Woolworths require the GS1 128 Pallet Label industry standard specification, posted on the Woolworths Vendor's Website. Non-Conformance reports are sent when some part of the GSI 128 Pallet Label or its application do not meet the required standard. - Print quality needs to be of a sufficient standard for scanning by our Radio Frequency (RF) equipment - A GS1 barcode verification report must be obtained (if not already provided to Woolworths) to ensure that the GS1 128 pallet label meets these industry standards GS1 128 Pallet Labels are needed on each of the fork lift entry sides of the full, part and mixed pallets (i.e. 2 Labels per type of pallet). Q.6 How will Inbound Service Levels (IBSL) be affected if the delivery is held up at the new MLDC by Woolworths? A Drivers are to check in at the Driver Sequencing Office via the intercom at truck entrance upon arrival. This arrival time is used in the service level calculation. PAGE 21
23 Q.7 If there is a request by Woolworths and agreement with the Vendor to a delivery time change, either earlier or later, will the delivery be flagged as On Time? A Yes only if requested by Woolworths and on authority of DC Replenishment and only if the new delivery time slot is met. Q.8 If I cannot make the delivery date & time do I need to call anyone? Q.9 Why are carton GTIN s required A MLDC is a new facility utilising the latest product scanning technology. In the receipt process, the carton GTIN is scanned to verify the product in our WMS system & then it is checked against the GTIN barcode on your pallet label to ensure what we ordered has been correctly supplied. Q.10 What can I do to improve pallet wrapping & pallet stability? A Ensure that pallets do not have any protruding wrapping dags or loose tails as this can lead to serious OH&S issues. Ensure that the pallet is wrapped to the top pallet board only. String can be used to secure your product, but it must not have loose tails. The correct PVA glue can be used between layers to secure the load. Check that your trade units do not exceed the edge of the wooden pallet no overhang. Q.11 Do I need to have a pallet account? A Yes, If you do not have an account, then you will need to contact either CHEP or Loscam to arrange this prior to your first delivery. Woolworths do not exchange pallets, vendors will need to have their own pallet transfer account. Q.12 What are the MLDC receiving days and times?
