1 DESCRIPTION OF NERC AND NPCC STANDARD & CRITERIA DOCUMENTS NERC RELIABILITY STANDARDS A NERC Reliability Standard includes a set of Requirements that define specific obligations of owners, operators, and users of the North American Bulk Power Systems. A NERC Standard s Requirements provide the conditions and actions required for achieving the Standard s reliability objective, which must be measureable 1. Reliability Standards must be approved by FERC in order to be effective and enforceable in the U.S. The enforcement process for entities found in violation of NERC Standards includes sanctions consisting of monetary and non-monetary penalties. NERC has 14 sets of Reliability Standards. These sets of Standards are shown in Appendix A. NPCC STANDARDS AND CRITERIA NPCC has both Reliability Standards and Criteria, as described below: Regional Reliability Standards Each NERC region (NPCC is one of eight NERC regions) has Regional Reliability Standards, that when approved by NERC and FERC, are part of the body of NERC Reliability Standards. Regional Standards are enforceable upon all of the region s system owners, operators, and users. Each regional standard is related to a specific NERC Standard. A regional reliability standard is more specific and/or more stringent than its related NERC Standard, including regional differences that address matters that its related NERC Standard does not, or necessitated by a physical difference in the bulk power system. There are sanctions for violations of NPCC Standards as there are for NERC Standard violations. Present NPCC Reliability Standards are listed in Appendix B. 1 A NERC Requirement is similar to a NYSRC Measurement. 1
2 NPCC Directories Prior to 2007, NPCC reliability criteria were contained within a set of reliability criteria documents known as A documents. In addition, NPCC has developed Guidelines ( B documents) and Procedures ( C documents). Starting in 2007, NPCC began to consolidate its A, B, and C Documents into Directories. Directories were developed in order to provide a consistent and comprehensive set of reliability requirements for the Northeast. The NPCC Criteria (previous A Criteria documents) within directories apply only to NPCC Full Members. Unlike NPCC Standards, directories do not require NERC and FERC approval. NPCC Criteria within each Directory are more specific than and/or more stringent than and consistent with NERC Standards. Violations of NPCC Criteria in directories are subject to similar to enforcement actions as that of NYSRC Reliability Rules, i.e., non-compliance letters are issued to noncompliant entities. Unlike NPCC Standards, there are no monetary and non-monetary sanctions for noncompliance of NPCC Criteria. Each Directory contains (1) an Introduction, (2) a list of NERC Standards associated with the NPCC Criteria in the directory, (3) NPCC Criteria in the form of Requirements, (4) a compliance section including Measures and Levels of Non-Compliance for violation of the Requirements within the directory, and (5) an Appendix including Guidelines and Procedures. As of today, all A Criteria documents, except two, have been consolidated into Directories. Many Guideline and Procedure documents related to criteria within a specific Directory have also been added to the directories. Presently there are eleven NPCC Directories.
