11 ! Terminology Each country to decide on appropriate terminology, based on the working languages and local preferences A cluster is essentially a sectorial group 2 July 2010 OMP -RLM -Panama 11

12 ! Accountability Are participants in cluster/sector groups accountable to the cluster/sector lead? The cluster approach itself does not require that humanitarian actors be held accountable to sector leads. Likewise, it does not demand accountability of non-un actors to UN agencies. Individual humanitarian organizations can only be held accountable to sector leads in cases where they have made specific commitment to this effect. 2 July 2010 OMP -RLM -Panama 12

13 ! Provider of Last Resort Represents commitment of Cluster leads to do their best to ensure adequate and appropriate response. As agreed by the IASC Principals, sector leads are responsible for acting as the provider of last resort (subject to access, security and availability of funding) to meet agreed priority needs and will be supported by the HC and the ERC in their resource mobilization efforts in this regard. If funds are not available the Cluster Lead CANNOT be expected to implement activities. 2 July 2010 OMP -RLM -Panama 13

16 What is the Flash Appeal? Early response plan Initial coordination and planning tool in emergencies. It is published during the first weeks of an emergency consolidating projects for quick response to immediate needs. It includes the first assessment information, a common action plan and specific projects for each sector. It covers the urgent needs of the first 3-6 months 2 July 2010 OMP -RLM -Panama 16

17 The Objectives of the Flash Appeal Give a frame for a coordinated, strategic plan. Prioritise the humanitarian projects Avoid competition for funds and overlapping projects. Monitor contributions. Cluster Lead s role - To coordinate the rapid assessments - To define priorities and strategy together with cluster participants - To gather all the projects, but also... - Review and select the projects 2 July 2010 OMP -RLM -Panama 17

18 CERF (Central Emergency Response Fund) The CERF contributes to finance humanitarian crises insuring a rapid response to new emergencies These funds are used for Rapid response projects (2/3 funds) and for under financed emergencies (1/3 funds). Who can directly benefit from the CERF? UN agencies and IOM NGOs cannot appeal directly to the CERF, but it is important that they participate in the prioritisation, selection and implementation process. NGOs can receive funds being partners. 2 July 2010 OMP -RLM -Panama 18

19 Consolidated Appeals Process (CAP) A CAP is simply a longer version of the Flash Appeal (generally covering a period of 12 months), for longer crises, and offers a more detailed analysis. ochaonline.un.org/humanitarianappeal/ 2 July 2010 OMP -RLM -Panama 19

20 Situations triggering requests for CERF funds usually generate a Flash Appeal. The HC allocates available CERF funds to the priority projects of the FA. The CERF provides initial funds to the vital projects of the FA, time to obtain donor s funds. Ideally the FA includes the prioritisation of the projects, in order to direct the CERF funds. 24 Humanitarian Logistics the process of planning, implementing and controlling the efficient, cost-effective flow and storage of goods and materials, as well as related information, from the point of origin to the point of consumption for the purpose of alleviating the suffering of vulnerable people. The function encompasses a range of activities, including preparedness, planning, procurement, transport, warehousing, tracking and tracing and customs clearance. 2 July 2010 OMP -RLM -Panama 24

27 The Global Logistics Cluster Support Cell Is positioned in the Logistics Division of WFP Is staffed with logisticians from WFP, UNHCR, UNICEF, WVI, ACF and CARE Provides field cluster activations with strategy, policy guidance, mobilisation support and / or surge capacity Plays a role in advocating and supporting preparedness and capacity building projects to support logisticians working in the humanitarian field Provides a unique opportunity for the humanitarian logistics community to exploit and share assets, aptitudes and competencies Can promote the integration of services, systems and information 2 July 2010 OMP -RLM -Panama 27

28 The Support Cell Mission: Similar in character and purpose to a fourth party logistics provider in the commercial sector. NO contractual arrangements. NO attempt to run logistics operations on behalf of participating organisations, but rather based on the assumption that participating organisations will utilise the Cell s services and capacities to strengthen their own logistics capabilities. 2 July 2010 OMP -RLM -Panama 28

34 Logistics Response Team (LRT) The LRT is deployed to provide immediate operational logistics surge capacity and assume an initial coordination role at the onset of emergencies to improve over-all response time and efficiency. 5 Trainings organized with about 160 logisticians trained from 25 different organisations Roster with deployable staff including placements within organisations 2 July 2010 OMP -RLM -Panama 34

35 LRT ToRs Gather and consolidate all available needs-assessment information including information from the United Nations Disaster Assessment and Coordination (UNDAC). UNDAC, where deployed, to identify overall estimated response requirements Assess existing logistics operational capacity and identify logistics support requirements Propose a Concept of Operations (ConOps) for the humanitarian response Initiate or formalise inter-agency logistics coordination, including government counterparts, military, and/or donors Address gaps and bottlenecks and prevent or eliminate duplication in humanitarian logistics operations Manage start-up operational logistics support Write necessary project documentation for common services, coordination, and/or air operations. Ensure coordination of air assets including Military assets Make sure that information is shared with all actors on the ground.

36 Synthesis and Lessons Learnt: Very different types of Logistics Cluster interventions Assets and coordination on the ground, scale of emergency, requirements of humanitarian actors set the stage for scale and scope of services provided through the cluster Key conditions for all circumstances: engagement with UN organisations, NGO's, government, professional information flow via the meetings, internet, clear designation of tasks to the various actors Dedicated logistics cluster officers (including NGO secondments) distinct from day to day WFP operations Flexibility and engagement of all actors key to successful cluster Further preparedness & consultation on SOP's (Generic & Operation Specific) necessary Systems to be revised/enhanced (activation mechanisms, movement/service requests and tracking) 2 July 2010 OMP -RLM -Panama 36
