2 OVERVIEW In July 2011, torrential monsoon rains triggered devastating flooding in South Eastern Pakistan. According to the humanitarian community, around 5 million people were affected, nearly one million homes destroyed, and approximately 4.2 million acres of land were underwater. In September 2011, the Government of Pakistan requested assistance from the humanitarian community and reported that 22 out of 23 districts in Sindh were affected by flood water along with parts of Baluchistan province. 4 Clusters were activated; Food security, Emergency Shelter, Health, and Wash. The Logistics Cluster, which had been previously engaged in preparedness activities, was asked to facilitate the emergency response. Initial assessments by the Logistics Cluster indicated a need for effective logistics coordination and provision of additional transport and storage capacity in order to augment the government and humanitarian partners capacity. The support that the Logistics Cluster provided the Government of Pakistan and the humanitarian community included: logistics support regarding the prevention of gaps and bottlenecks for the humanitarian response in the form of logistics coordination (at both national and provincial level); information management services; geographic information services; temporary storage and road/water transport. All the services were provided free of charge. 2
3 River Transport in Sindh RIVER TRANSPORT The floods in Sindh created a large number of water locked areas that cut off vast numbers of people from normal market access and basic infrastructure. During the onset of the flood response, the Logistics Cluster facilitated the provision of seven boats to the Provincial Disaster Management Authority (PDMA). Operated by Fisher Folk Forum (a local NGO), these boats were used as medical clinics/ambulances, rescuing stranded people. As the full effects of the floods became known, an additional seven boats were rented and were deployed directly for use by the Food Security Cluster to deliver lifesaving food items and to carry out needs assessments. ROAD TRANSPORT The Logistics Cluster provided road transport, on a cost-free basis, for interagency humanitarian cargo responding to specific requests for support where gaps in transport capacity existed. Requests were evaluated on case-by-case basis. WFP trucks and commercial transport were used for the provision of this service. Since the start of the operation a total of 25,610 m 3 was transported by the 3
4 Logistics Cluster on behalf of 15 organisations, including 6 UN agencies, 8 INGOs and NGOs, and the Provincial Disaster Management Authority (PDMA). Since the start of the operation a total of 57,696 m 3 was stored, on a cost free basis, on behalf of 13 organisations, including 6 UN agencies and 7 INGOs and NGOs. Transportation of NFIs from Hyderabad Apart from the provision of above storage, the Logistics Cluster also loaned and erected four Mobile Storage Units (MSUs) for the humanitarian community. One MSU was loaned and erected for UNHABITAT at Tando Mohammad Khan, One for Save the Children at Sanghar and 2 for Handicap International at Thatta. STORAGE To ensure an efficient and effective logistics response to the 2011 Pakistan Floods, especially in remote locations, the Logistics Cluster operated common storage facilities in these affected areas: Karachi, Sukkur, Mithi, Badin, Mirpur Khas, Shaheed Benazir bad, Hyderabad, Thatta, Sanghar and Umer Kot. Use of these facilities was provided at no cost to the humanitarian community, and in accordance with the Standard Operating Procedures (SOPs). 4
5 INFORMATION MANAGEMENT COORDINATION The Logistics Cluster facilitated regular coordination meetings with humanitarian partners and government counterparts to share information on the logistics situation as well as any bottlenecks and gaps. The National Logistics Cluster Coordination Cell for Pakistan was active in Islamabad with a dedicated Logistics Cluster coordinator who ensured close liaison with the National Disaster Management Authority (NDMA) and the humanitarian community. Additionally, Logistics Cluster Cells were active in the field for coordinating the logistics response and working closely with the PDMA and the humanitarian community. The Logistics Cluster provided information management services aiming to improve the efficiency of the logistics response and the collaboration of the humanitarian community. Information was consolidated from the humanitarian community and local authorities on the overall logistics situation. It provided updated operational information, such as on road conditions and customs procedures as well the publication of minutes from the coordination meetings, situation reports, and flash news. The Logistics Cluster also had a dedicated Information Management office, based in Karachi. A total of 14 Logistics Cluster meetings were held in Islamabad, Hyderabad, and Karachi, attended by representatives from more than 45 different NGOs, INGOs, and UN organisations. Coordination with Government representatives 5
6 GIS/MAPPING The Logistics Cluster provided GIS support from Karachi, which supplied logistics related GIS/mapping tools and products to humanitarian organisations. Throughout the operation, the following 8 maps were prepared and published on the Logistics Cluster website, and were regularly updated: Flood affected areas and Flood Zones Logistics Infrastructure Layout for Flood affected areas Sindh GLPM and Flood affected areas Road Conditions Map, Lower Sindh Logistics Cluster Operational Overview Map Flood Affected Zones & Districts, Pakistan Road Distance Map, Balochistan Road Distance Map, Sindh Apart from this, Inter-Agency Mapping support was also provided and various products were prepared for other Humanitarian organisations. The thematic maps prepared for other Humanitarian actors on request included: 6 for WFP, 2 for UNICEF, 1 for FRDP, 1 for UNOCHA, 1 for Food Security Cluster, 16 for IOM, 1 for WFP Logistics, and 1 for UNDSS. government and other stake holders; 2WFP storekeepers provided onsite warehouse training to the staff of Provincial Disaster Management Authority (PDMA) in Karachi. Similarly, a three day training on logistics and warehouse management was arranged in Hyderabad, in which 45 participants from a number of different organisations participated. 5 Global Positioning System (GPS) trainings were organised for humanitarian actors and cooperating partners in order to acquaint them with the basics of GPS data collection. A total of 63 participants from 47 different organisations participated in these trainings. The Logistics Cluster also loaned (GPS) units to humanitarian partners on a request basis for their field assessments and operational tasks. CAPACITY BUILDING Throughout the emergency deliberate efforts were made to build capacity of the GPS BASIC DATA COLLECTION WORKSHOP 6
