5 1. Introduction 1. Introduction Demand response (DR) refers to the change in end-user electricity consumption patterns due to fluctuating market prices. The IESO will procure DR capacity from market participants that are able to provide this capacity through the energy market in exchange for an availability payment. The process of DR procurement is conducted via the DR auction, held on an annual basis in December. DR capacity is procured for two seasonal commitment periods: Summer May 1 to October 31 Winter November 1 to April 30 The DR auction process involves the following stages: Authorized market participants ( Demand Response Auction Participants or DRAPs) submit their offers they may choose to submit offers for more than 1 electrical zone out of Ontario s 10 zones. A map of the Ontario s electrical zones can be found within the IESO Zonal Map Tool. We 1 will process all the submitted offers and determine the clearing price and quantity for each zone. The auction results will be communicated via public reports ( Post- Auction Report) and private reports (Post-Auction Participant Report). Authorized market participants ( Demand Response Market Participants or DRMPs) fulfill their capacity obligation in the energy market as a dispatchable load or as an hourly demand response resource Objectives After following this guide, you will be able to: List the authorization and registration requirements for participating in the DR auction Understand the process of submitting offers into the DR auction Understand the requirements in order to fulfill your capacity obligation Understand energy market participation requirements and settlement impacts 1 We, us and our mean the IESO. 6 2. DR Auction Overview 2. DR Auction Overview Who can participate in the DR auction? Participants wishing to offer capacity into a given DR auction will apply to be authorized as Demand Response Auction Participants (DRAPs) at least 40 business days in advance of the start of the offer submission window for that auction. Once authorized, DRAPs may also participate in subsequent auctions. Following authorization, DRAPs will complete the capacity qualification process and submit an auction deposit in order to participate in the DR auction. See section 3: Pre-Auction Requirements for more information on auction deposits. What are the timelines for the DR auction? The DR auction follows the following timelines: We publish a pre-auction report no less than 2 months in advance of the DR auction. The DR auction opens on the first Wednesday of December starting at 09:00 EST and closes on the next business day at 23:59 EST. Market participants intending to participate in the DR auction offer must submit their DR auction offers to us within this two-day timeframe. We process all submitted DR auction offers, determine clearing price and quantities, and publish the Post-Auction Reports within four business days following the DR Auction. DR participants will also have private reports made available to them through the IESO Participant Reports website. The meaning of forward period, commitment period, and availability window Forward period is the period of time following the demand response auction to the first day of the commitment period. The length of the forward period for the summer commitment period is approximately five months and the length of the forward period for the winter commitment period is approximately eleven months. Commitment period is the length of time for which a successful DRMP is required to make their DR capacity obligation available for dispatch through the energy market during the availability window. DR Auction Overview The DR auction procures DR capacity for two commitment periods: the next summer period from May 1 to October 31 the following winter period from November 1 to April 30 The forward and commitment periods are depicted in the figure below. Figure 1 - Forward and Commitment Periods Availability window is the range of business days and hours during a commitment period that a DR resource is expected to be available to provide demand response. The summer availability window is business days from 12:00 to 21:00 EST (hour ending 13 to hour ending 21) and the winter availability window is business days from 16:00 to 21:00 EST (hour ending 17 to hour ending 21). IMPORTANT: IESO markets are on Eastern Standard Time (EST) all year round and do not change for Daylight Savings Time. It is important that DR participants with contributors communicate the expectation to deliver all year on EST. If I wish to participate in the DR auction, do I have to submit offers for both commitment periods? No. You may choose to participate in one or both commitment periods. If you wish to participate in both commitment periods, you must submit separate offers for each commitment period. If you are successful in both commitment periods, you will receive a separate capacity obligation for each period. May 2017 Introduction to the Demand Response Auction 3

Pre-Auction Requirements In order to participate in the DR auction, you should understand the demand curve elements, locational limitations, and the timelines for the upcoming auction. In addition, you must become authorized to participate in the auction and qualify your capacity in advance of the auction period. What do I need to know before I can submit my offers? You must know the following before you submit offers into the DR auction: Pre-auction authorization requirements; Demand curve elements such as target capacity, reference price, maximum auction clearing price etc.; Zonal constraints; The amount of DR auction deposit you are required to submit; and Upcoming timelines such as the submission deadline for posting auction deposit, the auction offer submission window, and the post auction result publication date. The IESO will publish a Pre-auction Report at least two months in advance of the auction. It provides DR participants all the above-mentioned information. It also includes a link to an IESO zonal map tool to help participants determine electrical zones for their facilities. May 2017 Introduction to the Demand Response Auction 5

The top file, without a date is always the most recently published Pre- Auction Report. If you are interested in the most recent report published this year, then refer to the second xml file with the year in its name. 12 3. Pre-Auction Requirements 7 Review the Pre- Auction Report What are my registration requirements before the DR auction? If it is your first time participating in the DR auction, you must: 1. Register your organization with the IESO if this is your first participation in the IESOadministered markets or programs, at least 90 business days in advance of the start of the offer submission window for that DR auction. Details on how to register an organization are available on the IESO website on the Register an Organization webpage. 2. Complete the authorization process in Online IESO to become a Demand Response Auction Participant (DRAP). If you ve already participated in an auction or already authorized as DRAP, then you do not need to authorize again. See Appendix A for step by step instructions on using Online IESO to authorize as a DRAP. 3. Qualify your capacity through Online IESO. See Appendix B for step by step instructions on using Online IESO to qualify your capacity. How will I know that I ve completed the DRAP Authorization process? The IESO will issue a Registration Approval Notification (RAN) upon completion of the DRAP Authorization process. May 2017 Introduction to the Demand Response Auction 8

13 3. Pre-Auction Requirements What does the capacity qualification process entail? Once you are registered as a DRAP, you must submit the following information to the IESO through Online IESO: The amount of demand response capacity you are willing to provide (minimum requirement is 1 MW) The commitment period for which you are willing to submit offers. You may choose to submit offers for one or both commitment periods. The zonal location of demand response resources and/or contributors for which you are willing to submit offers. You can submit offers for any zone in which you have qualified capacity. Whether or not you are revenue metered by the IESO. Confirmation of having submitted the demand response auction deposit as calculated by the IESO. Note that the tool will calculate and display the estimated pre-auction deposit amount. The total maximum capacity determined for each participant through this process is referred to as qualified capacity, and allows for submission of offers between 1 MW and the qualified capacity amount, provided that the pre-determined virtual and zonal limits are respected. As part of the capacity qualification process, you may also choose to provide an explanation of how your capacity obligation will be satisfied by submitting a Load Reduction Plan (LRP). The LRP is solely for the purpose of learning about the type of demand response the participants intend to use to satisfy their DR Capacity obligation. What are the electrical zones? There are 10 IESO Electrical Zones. Each zone contains up to two limits: Total Zonal DR Limit: The maximum amount (MW) of total DR that can be procured in a zone. Virtual Zonal DR Limit: The maximum amount (MW) of Virtual DR 2 that can be procured in a zone. This limit applies only to Hourly Demand Response resources not revenue metered by the IESO. It does not set the zonal clearing price in the auction. 2 Virtual DR means the facility does not have IESO registered revenue metering and therefore are nondispatchable. 14 3. Pre-Auction Requirements Each DRAP may qualify capacity up to the two zonal limits. These zones and the limits are communicated via the Pre-Auction Report. How will I know the zonal limits? The zonal limitations are shown in the Pre-Auction Report in the table titled Zonal Constraints. Figure 3 - Zonal Constraints When do I submit my Demand Response auction deposit to the IESO? Once you submit all of your capacity qualification information you will receive a notification through Online IESO to submit an auction deposit. You are required to submit the DR auction deposit amount at least five business days prior to the start of the auction. How is the estimate Demand Response auction deposit calculated? The IESO will calculate the DR auction deposit you are required to submit for each commitment period, based on the amount of qualified capacity in each commitment period and the maximum auction clearing price, as given below: DR Auction Deposit = 3% x Qualified DR Capacity x Max Auction Clearing Price per MW day x # business days in commitment period The IESO may adjust the 3% factor based on your history with the IESO (e.g. credit rating). 15 3. Pre-Auction Requirements How do I use the IESO Zonal Map Tool? The IESO zonal map tool is used to determine the zone that your capacity is located it. This information is required for both the capacity qualification and contributor management. 17 4. Auction Process 4. Auction Process When does the Offer Window open? The auction offer window will open each year at 09:00 EST on the first Wednesday of December. The offer window is approximately two business days, ending at 23:59 EST on the next day. What happens if identical offers are submitted? The tie breaker for identical offers is time precedence. If there are identical offers submitted, the first offer submitted is selected first by the DR Auction engine. What are the requirements to submit an offer? If you want to submit an offer during the offer window, consider the following requirements: Offers must be submitted on a commitment period basis, and will apply for the entire commitment period; Submitted offers must be for any quantity between 1 MW and the DR capacity qualified in the pre-auction process, to one decimal place, and use offer laminations to reflect the price of providing the various levels of capacity; A complete DR auction offer should include a set of up to 20 monotonically increasing price-quantity pairs, with the total offered quantity across all offers equal to or less than the qualified capacity for that zone and zonal limits. The DR auction offer quantity is entered as a cumulative value and hence must increase with every new lamination; Each DRAP offer must specify, for each price-quantity pair, whether the entire DR capacity represented in the lamination must be cleared in full or whether it may be partially cleared. A full flag is an indication that the quantity of DR capacity offered in a given lamination must be fully selected or not selected at all. A partial flag indicates that all, part, or none of the DR capacity offered in a given lamination may be selected, to a granularity of 0.1 MW. Each DRAP offer must specify whether the capacity is physical or virtual. May 2017 Introduction to the Demand Response Auction 13

Auction Process For example, if you have 5 MW of Qualified Capacity and you want to offer in; 3 MW, partial at $200 1 MW full at $300 2 times.5 MW full at $325 Your offer submission in Online IESO will look like: Figure 4 - Online IESO Offer Submission Note: The minimum amount that can be offered is one Full MW. In the first row of the example above, 1 MW of the 3 Partial MWs will be considered as Full. For step by step instructions on using Online IESO to submit offers, refer to Appendix C. What is the difference between a physical and virtual DR resource? Physical DR resources are those that are revenue-metered by the IESO, whereas virtual DR resources are those that are not. The auction clearing process will start after the offer window closes. The results will be posted on the date specified in the Pre-Auction Report. Where can I see the results of the Auction? Post-Auction Reports will include, for each commitment period, the quantity of DR capacity cleared in the auction as well as the auction clearing price for each zone. Reports will also provide a list of successful DRAPs that received a DR capacity obligation, and their respective DR capacity obligations on a zonal basis. This report will also provide the qualified capacity for each DRAP, regardless of whether they received a DR capacity obligation. The Post-Auction Reports can be found on the IESO Reports webpage, within the DR- PostAuctionSummary folder. Private Post-Auction Reports will be issued to individual DRAPs, and will indicate for each commitment period the DR participation type (physical or virtual) and corresponding capacity obligation secured for each electrical zone. The Private Post-Auction Participant Reports can be found on the IESO Participant Reports website, which can only be accessed with a User ID and password. What happens if I don t clear the Auction? Your deposit will be returned within ten business days from the publication of the Post-Auction Report. You remain a DRAP and can participate in future DR auctions. If you were successful in the DR auction, then you: Must authorize as Demand Response Market Participant May be required to complete a System Impact Assessment Must register the resources May be required to complete Measurement Data Submission May be required to allocate your virtual demand response capacity obligation What is a Demand Response Market Participant (DRMP)? A DRMP is a DRAP with a DR capacity obligation secured the auction. Once a DRAP receives the capacity obligation, it must authorize as a DRMP with the IESO. Once the participant meets the prudential requirements, it is officially considered a DRMP. When must I authorize as a DRMP? Your DRMP authorization process must be completed during the forward period, by the beginning of the month preceding the commitment period. For example, if you wish to participate in the summer commitment period, you should complete your authorization by end of March that year. For the winter commitment period, you should become authorized as a DRMP in September. For step by step instructions to authorize as a DRMP in Online IESO, see Appendix D. How do I register my resources? Resource registration is completed in Online IESO. You must register your resource and link it to an obligation in order to be settled by the IESO. Step by step instructions on registering a virtual DR resource in Online IESO are available in Appendix G. What are the roles that I apply to a DRMP? There are four roles that a DRMP can take on. All DR resources must have each of these roles assigned prior to the commitment period, though a DRMP can assign the role to another organization. 23 6. Forward Period Activities DRMP Owner: this is the entity in charge of Facility Registration. A DRAP that clears the Auction with a DR Capacity Obligation must become DRMP owner. DRMP Operator: this is the entity responsible for DR Operations. DRMP MMP this is the entity in charge of DR Settlements. DRMP RMP - this is the entity in charge of submitting DR Offers in the physical market. When should I allocate my virtual demand response capacity obligation? DRMPs with virtual demand response capacity obligation in a given zone where there is both a Commercial, Industrial and/or Institutional (C&I) Hourly Demand Response (HDR) resource and a residential HDR resource, will be required to allocate their virtual demand response capacity obligation. The DRMP can either: Allocate the full obligation from one virtual resource to another, or Split the obligation between the two virtual resources. If the obligation is split, then each of the two virtual resources will then be settled against its respective demand response capacity obligation. This allocation must be completed by the DRMP in Online IESO no later than the 14 th business day prior to the start of the commitment period. Prior to allocating the obligation, the DRMP must ensure that they have registered the required virtual HDR resources to meet the additional obligation. Following an allocation, the DRMP can submit their list of contributors through the Contributor Management process. All registration and contributor management requirements and timelines are applicable. For step by step instructions on how to allocate a capacity obligation in Online IESO, see Appendix H. How do I transfer my DR capacity obligation? DRAPs or DRMPs that were successful in the auction have the option to transfer their DR capacity obligation at any time during the forward period. In order to transfer, a DRAP or DRMP should Customer Relations with the following information: Demand response capacity obligation ID; The name of the Demand Response Auction Participant that will receive the capacity obligation Confirmation from the receiving Demand Response Auction Participant (Demand Response Auction Contact) that they accept the new/additional demand response May 2017 Introduction to the Demand Response Auction 19

24 6. Forward Period Activities capacity obligation and that the obligation will be delivered with the same parameters (e.g. zone, virtual/physical). The commitment period the transfer is being requested for Transfer zone; Whether virtual or physical DR; and Transfer capacity How do I buy-out of my DR capacity obligation? DRAPs or DRMPs that were successful in the auction have the option to buy-out of their DR capacity obligation at any time during the forward period or the commitment period. In order to buy-out, a DRAP or DRMP should Customer Relations with the following information: Demand response capacity obligation ID Commitment period the buy-out is being requested for Buy-out zone Effective date of buy-out Buy-out Capacity For a full buy-out request, the pre-auction deposit will be refunded, if applicable, and the DR prudential support will be reduced to zero. For a partial buy-out request, the prudential support obligation will be revised to reflect the new obligation, and the difference will be refunded after receipt of the buy-out payment. What is the buy-out charge? Pre-Commitment Period Activities There are two major activities for a DRMP each commitment period: Submission of Prudential Support Registration of virtual and physical resources using Contributor Management Participation in the Energy Market. The following section describes each of these activities. Prudential Support When do I submit my prudential support information? You should post prudential support at least 60 days prior to the commitment period. How do I submit prudential support information? The Guide to Prudentials at the IESO document describes the process to posting prudential. It is located on the Training Materials webpage. May 2017 Introduction to the Demand Response Auction 21

26 8. Contributor Management 8. Contributor Management Contributor Management is a tool for virtual resources to submit required information to the IESO. For step by step instructions on using contributor management in Online IESO, refer to Appendix E. Who submits information through contributor management? DRMPs with virtual resources must submit information through contributor management. This includes physical contributors, such as non dispatchable loads, that have an IESO Revenue Meter and contributors that have an LDC Revenue Meter. When do I register contributor(s) to the IESO? DRMPs must register contributor(s) within the specific submission window prior to the start date of the effective month. The timelines are posted to the DR Auction and DR Pilot Contributor Management Timelines document on the Market Calendars webpage. All Contributor Management request submission(s) are required 14 business days before the Proposed Effective Date. There are two submission windows: Early Submission- During this window the IESO will provide an early review and comment. Participant will have approximately 2 business days to re-submit with new changes by the deadline. Final Submission - Deadline to submit Contributor Management request. IESO will provide Final review and comment 4 business days before effective date. The timelines for these submissions are available on the Contributor Management Timelines calendar. I am a virtual Commercial, Industrial and/or Institutional (C&I) contributor. What information do I submit through Contributor Management? Contributor name, and physical address; where physical address must be in the same electrical zone as the associated demand response resource; Local Distribution Company (LDC) Name, Premise ID (unique service point/location ID.) and LDC account number Contributor load class type (Industrial, Commercial, and/or Institutional); Type of demand response: load interruption or behind-the-meter generation; May 2017 Introduction to the Demand Response Auction 22

Contributor Management Identification of contributor participation in other demand response or conservation initiatives Demand response capacity of contributor in MW Data acquisition procedure: Specify if the data is collected directly from the meter (via remote interrogation), or provided to the demand response market participant by their LDC Record of Installation (ROI) must be submitted for each LDC meter installation associated with the Premise ID. Submission of Single line diagram (SLD) is required when more than one LDC metering installation is associated with the Premise Id, or when the demand response type is behind-the-meter generation. Further details on submission data is provided in Market Manual 12: Demand Response Auction on the Market Rules and Manuals Library webpage. I am a physical C&I contributor (non-dispatchable load). What do I submit to Contributor Management? Non-dispatchable load (NDL) Resource ID; where Demand response capacity in MW. I am a virtual Residential contributor. What information do I submit through Contributor Management? The following must be submitted on a monthly basis: The following information must be submitted in the format of an excel template via Online IESO: General information Contributor physical address; where physical address must be in the same electrical zone as the associated demand response resource; Local Distribution Company (LDC) Name, Premise ID (unique service point/location ID.) and LDC account number Indicator flagging the control group contributors The following information must be directly entered in Online IESO Demand response capacity of contributor in MW Total number of contributors in the treatment group May 2017 Introduction to the Demand Response Auction 23

Contributor Management Total number of contributors in the control group If contributor information is not submitted before the start of the month by the required deadline, a DR capability of 0 MW is automatically assigned. You would also not be permitted to participate in the energy market. Energy Market Participation There are two ways that you may participate in the energy market; if you can respond to a 5 minute schedule, you may participate as a Dispatchable Load. If you cannot, then you may participate as an Hourly Demand Response (HDR) participant. This section provides additional information for DRMPs with a DR capacity obligation from the DR auction, beyond what is available other energy market participation workbooks How do I participate in the Energy Market? All DRMP s are expected to submit dispatch data in order to participate in the energy market. For information on participating in Ontario s Energy Market, see the Introduction to Ontario s Physical Markets workbook located on the Training Materials webpage. For information on how to submit, revise or cancel energy offers, see the Energy Market Interface guide: Submitting, Revising and Cancelling Energy Bids, located on the Participant Tool Training webpage. The following expectations also apply to DRMPs: DRMP (both Dispatchable Loads and HDRs) wanting to meet its demand response capacity obligation must submit a demand response energy bid. A demand response energy bid is a bid greater than the demand response bid price threshold and less than the MMCP. The demand response bid price threshold is $100/MWh. DRMPs must submit ramp up and ramp down values for each HDR resource that is equal to the demand response capacity of the HDR resource. For example, an HDR resource with a demand response capacity of 10 MW would submit ramp up and ramp down values of 10 MW/minute. What hours do DRMPs submit dispatch data for? DRMPs are expected to submit dispatch data for all hours of the Availability Window for their capacity obligation. If they can t provide your capacity obligation submit appropriate bids and/or report a non-performance event. The Availability Window is: Summer (May to Oct): Business Days, 12:00 to 21:00 EST Winter (Nov to Apr): Business Days, 16:00 to 21:00 EST May 2017 Introduction to the Demand Response Auction 25

30 9. Energy Market Participation REMINDER: IESO markets use Eastern Standard Time (EST) all year round and do not change for Daylight Savings Time. It is important that DR participants with contributors communicate the expectation to deliver all year on EST. What is the Standby Report? The Standby Report allows an HDR Participants to receive a notice that you may receive an activation on the dispatch day. HDR participants should monitor the Standby Report for a Standby Notice from 15:00 EST day ahead until 07:00 EST on the dispatch day. You receive a Standby Notice when you have a pre-dispatch schedule less than your maximum bid quantity for four consecutive hours in the Availability Window. If you receive a Standby Notice, you must monitor for an Activation notice. If you do not receive a Standby Notice on given dispatch day, remove your bids by 09:00 EST. If you fail to remove your bids; You may still be activated If you fail activation you may be subject to charges/sanctions You can access the Standby Report by going to the IESO Reports Page ( and logging in to your confidential Participants Report. Select the Standby Report from your reports. A sample report is shown below: Figure 5 - Demand Response Standby Report How do HDR resources know when they are activated? An Activation Notice will be published ~2.5 hours before the start of the first dispatch hour to which it relates. You should start monitoring at 9am EST and can stop monitoring at 3pm EST. Two test activations may be scheduled during each commitment period for dispatchable loads and HDR resources. The purpose of these tests is to confirm that the registered DR capacity of the resource is deliverable. If test activation is scheduled, you will receive a phone notification one day in advance of the test. During the test, you are expected to demonstrate a reduction in energy withdrawal equal to the registered DR capacity of your resource. Failure to perform a successful test activation may result in one or more of the following: Non-performance charges A subsequent test activation A compliance investigation Can I change my bid? Yes. Hourly Demand Response resources submit Non-Performance Events for reductions to demand response capacity of 5 MW or greater. Planned non-performance events must be submitted to ontca.dayahead@ieso.ca by 10:00 EST on the business day prior to the start of the nonperformance event. Non-performance events occurring after 10:00 EST on the business day prior to the start of the non-performance event will be considered forced, and must be submitted to ontca.dayahead@ieso.ca at the time of the event. Your should include the following information; Subject Sentence describing the event Resource Name Trade Date(s) Hours of Reduced DR Capability Registered Maximum DR Capability Reduction in DR Capability DR Capability during Non-Performance Event Description of action taken to manage energy bids DRMPs are required to update bids for HDR resources for any reduction to demand response capacity to reflect the reduced demand response capacity. For any forced non-performance event that occurs after you receive an activation notice you must also call the control room. Since all bid changes within the mandatory window require control room approval, during this phone call, you will request to update your bids within the mandatory window to reflect the reduced demand response capacity. I am a Dispatchable Load. How do I take an outage? If you are a Dispatchable Load, then continue the process of submitting outages as per market rules. Details on the Outage Management Process are given in Market Manual 7.3: Outage Management, available on the Market Rules and Manuals Library webpage. 35 10. Settlement 10. Settlement When will my capacity obligations be settled? Settlement of DR Capacity Obligations begins upon completion of required registration activities. Monthly settlements of obligations are settled at month-end of the following month. For example, May 1 through May 31 DRMP payments and charges will be on the June 30 Preliminary Settlement Statement. For more information on the settlement timeline, refer to the Physical Settlement Schedule and Payments Calendar (SSPC) located on the Market Calendars webpage. What is the Availability Payment? Participants with Capacity Obligations will receive a monthly Availability Payment for every month of the Commitment Period. The Availability Payment will be calculated as follows: n DRCO k x DRACP d=1 Where: d is a business day in the month n is the number of applicable business days in the month DRCOk is the DR Capacity Obligation (MW) on day d DRACP is the DR auction Clearing Price You can find the Physical/Financial Holiday Schedule at on the Market Calendars webpage. What are non-performance charges? Non-performance charges promote compliance with DR Capacity Obligations. 36 10. Settlement How is the Availability non-performance charge applied? You are required to submit and maintain DR Energy Bids for every hour of the Availability Window for your obligated capacity from DACP until real-time or be subject to an Availability Charge. For HDR resources only, DR Energy Bids that are part of a four consecutive hour blocks will be used; otherwise DR Energy Bids (for hours outside of the block) will be treated as if no bids were submitted. If you do not meet your availability requirement during any hour, the following daily charge would apply: n 1 x Max(0, DRCO k DREBQ h ) x DRACP h x DRNPF h=1 Where: DRCOk is the DR Capacity Obligation (MW) on day d DREBQh is the DR Energy Bid Quantity calculated as the sum of the quantity of DR capacity provided by all registered DR resources, capped at the resources s DR capability DRACPh is the hourly DR auction Clearing Price DRNPF is the Non-Performance Factor for the month Non-Performance Factors are designed to encourage availability during periods of peak demand, when demand response is needed most. They are published in Market Manual 12: Demand Response Auction, available on the Market Rules and Manuals Library webpage. How is the administration non-performance charge applied? DR resource with contributors not revenue-metered by the IESO must submit measurement data to the IESO which the IESO uses for settlement. Appendix F describes how to submit measurement data using Online IESO. Failure to submit measurement data (monthly and historical for C&I, or when activated for Residential) by the applicable deadline will result in an Administration Charge for the entire month calculated as follows: Where m is the month that is being settled. 1 x Availability Payment m May 2017 Introduction to the Demand Response Auction 32

37 10. Settlement How is the dispatch non-performance charge applied? The Dispatch Charge is used to ensure a C&I HDR resource is compliant to dispatch instructions. The hourly charge will be applied when a C&I HDR fails to comply with their DR schedule for any 5-minute interval of a DR Activation. It is measured using high 15 of 20 with in-day adjustment baseline with a 15% upper deadband. If you are above the 15% upper dead band for one interval then the dispatch charge is applied for the hour. The Dispatch Charge is calculated against the difference between the maximum bid and the constrained schedule even if you partially reduced. If activated, missing measurement data submission results in Dispatch Charges. For greater clarity, the Dispatch Charge does not apply to residential HDR resources. Figure 7 - Dispatch Charge How is the capacity non-performance charge applied? Capacity charges are settlement charges applied to DR market participants for non-performance of capacity delivery. In addition, non-performance with DR activations may be flagged for compliance assessment and may result in IESO Sanctions. The Capacity Charge is capped at one charge per month. For HDR resources, failure to deliver capacity on test activations or in-market activations would result in a Capacity Charge. If activated, missing measurement data or contributor information submissions result in a Capacity Charge. For Dispatchable Loads, failure to deliver on a test activation would result in a Capacity Charge. May 2017 Introduction to the Demand Response Auction 33

Settlement Non-performance of delivering capacity in the energy market would result in a Capacity Charge equal to one month s Availability Payment: 1 x Availability Payment m Where m is the month that is being settled What is the DR Settlements Data Files Report? Because the DR settlement lags behind the normal settlement process by one month, the realtime market does not include all the data participants need to reconcile their DR settlement. The DR Settlements Data Files Report supplements the other settlement data files to ensure that DR participants have all the information they need.
