4 PBS The Preferential Bidding System (PBS) is a computer optimization software that uses pilot input to build monthly schedules. Pilots can use up to 20 bid groups that each define a specific set of trips and line characteristics. Reserve bid groups can also be used to define reserve line characteristics. Step Action 1. Begin by navigating to CCS. 2. Hover your cursor over the Bidding tab and select PBS from the drop-down list. 3. The PBS home screen displays. 4. Select desired Transaction from the drop down menu Crew Info, Bidding, Disputes, or Exit PBS. 4

6 Vacancy Bidding Vacancies in Captain and First Officer Categories shall exist when, in accordance with Section 8-B of the UPA, there is a need for additional positions for an anticipated period of sixty (60) days or more. Vacancies shall be advertised at all Bases as far in advance as possible, but not later than thirty (30) days after such vacancy exists. A pilot desiring a change in Category may submit a bid for any Categories that he desires in preference order, which may remain on file indefinitely as a standing vacancy bid at the Pilot s request. A Pilot may revise his standing vacancy bid at any time. His standing vacancy bid shall be the Pilot's official bid. Standing vacancy bids shall be cancelled upon request or upon the award of a vacancy as a result of a bid. The Vacancy Bidding process will allow the pilot to input and maintain standing bids for Vacancy Bid awards. After all bid choices are selected, click the SAVE button to save the information. If you do not click the Save button, no bid choices will be saved. Bid choices can be changed until the bid period is closed. After the bid is saved a confirmation screen will display. This page can be printed for record keeping. After the Award date, the Vacancy Bid Award will be processed and an award notification will be sent only to the pilots who received an award different from their current category. 6

7 A Vacancy Bulletin is posted on Flying Together > Crew Resources > Manpower Planning (Staffing) page. It shows the Minimum (MIN) number of pilots which would be awarded in a category. The Maximum (MAX) is a forecast of the upper bound for each category. 8 A Pilot may use percentage bidding, selectable on a single-percentage-point basis, to bid a relative position within a Category. This percentage shall be applied at the time the Pilot s bid is processed, and shall be calculated based upon the Pilot s relative position (if given the award) compared to the minimum number of positions as published per Section 8-C-2 of the UPA. For example, let s assume LAX737CAP s has a staffing MIN of 96 and a MAX of 102. The final award has 100 active pilots. An award of a 50% bid would mean your seniority is in the top 50 pilots of the category. This % is a point in time, at the time of the award. Changes in staffing at a category can occur due to new vacancies, displacements, and other types of assignments. Details about the Vacancy system are available in the UPA under Section 8-C. The processes above were further defined by the ALPA/United Joint Implementation Team. Vacancy Bidding Process: Step Action 1. Begin by navigating to CCS. 2. Hover your cursor over the Bidding tab and select Vacancy Bidding from the drop-down list. 8

When the Vacancy Bid opens and is available, the following pilot information will display: Employee s ID, Name, date the bid choices were Last Saved On, Staffed Position, Starting Position (as most recently awarded), and Seniority. There is a relative seniority display from the previous award for reference. It is important to note the disclaimers associated with this tool. Note: This is for information purposes only. 1. It shows your relative seniority in each Category had you held that Category on the previous award. 2. This grid does not in any way reflect the possible results of the current Vacancy Bid offering. 4. To begin the bidding process, select options from the Category drop-down list. Next, enter the seniority percentage you would like to hold. Note: A Pilot may use percentage bidding, selectable on a single-percentagepoint basis, to bid a relative position within a Category. This percentage shall be applied at the time the Pilot s bid is processed, and shall be calculated based upon the Pilot s relative position (if given the award) compared to the final number of position. 9

10 5. Click the Add button to add the bid selection to the table. Repeat these steps, as necessary, to add additional bid choices. 6. To reorder or remove a bid selection, select and highlight the desired row in the table and click the Insert Above or Remove button. 10

11 7. When finished entering bid choices, click the Save button to save the bid choices. 8. After saving, the system will display the bid confirmation. 9. Print the confirmation page of the committed bid choices for personal records. 10. Select the Return option to access the Vacancy Bid screen or the Logoff tab to exit the system. 11. You have successfully completed a vacancy bid. End of procedure. 11

12 Bid Packages Step Action 1. Begin by navigating to CCS. 2. Hover the cursor over the Bidding tab and select Bid Packages. 3. The Bid Package screen displays. There are 3 sections of the screen with additional information: Bid Package Information, Bid Packages, and E Trips. 12

13 4. Select the document you would like to view in the Bid Package Information window. A new browser window will open and display the document. This information can be saved or printed. Bid Period Information will contain general information regarding Recurrent Training Bid, Scheduling Phone Numbers, PBS Bidding, Pilot Month Definitions, Trip Trade and Reserve Day Off Trades, Charter Flight Number Range, FAR 117 Flight and Duty Limitations, Buffers and Detailed Pairing Information. Information in this document is consistent from month to month with minor changes. These documents are formatted as PDF. To view these documents in Word format, select Click here to change documents to MS Office format located at the top of the screen. Monthly Pairing Overview will contain a message from Crew Planning regarding the monthly overview, changes, crew planning contact information, International, and Domestic Reports. Information in this document is specific to the current month. These documents are formatted as PDF. 18 9. The third section contains the E-Trips. Select the E-Trips that you would like to display. A new browser window will display containing the document. This information can be saved or printed. 19 10. Below is an example of the EWR 756 Jan Bid Period. This document is designed as a tool for pilots to select pairings during the bid process. When this document is opened in Excel, trips can be sorted by ID #, Bid Value, Time Away, Days, Flt #, Start time on first day, End Time on last day, Position, Layover Station, or Date. 20 Vacation Bid: Annual Definitions: Vacation Week seven day periods beginning the first day of the May Bid Period and ending the last day of the April Bid Period. Vacation Weeks will be numbered All Vacation weeks will be made available during the Primary Bid Cycle. If a week was not awarded in the Primary Cycle because it was unavailable, it will not be available for the remaining Bid Cycles. Vacation Period a consecutive block of vacation days. If the annual election is divisible by 7 all vacation periods must divisible by 7. If the annual election is not divisible by 7, one vacation period may be less than 7 days. All periods shall be a multiple of seven (7) days unless it is the final awarded vacation period. Vacation Election the amount of days a pilot chooses to use in the Annual Vacation Bid Process. The Vacation Election must be at least the minimum designated for years of service. The vacation election must be in multiples of 7 days or the maximum vacation due. The Vacation Election must be made during the vacation election period (see the vacation timeline below). If no vacation election is made, all vacation days will be awarded during the Annual Vacation Process. Primary Bid Cycle- The first cycle of the Annual Vacation Bid. During the Primary Bid Cycle, the Vacation Election must be completed. A maximum of two (2) vacation periods will be awarded. Secondary Bid Cycle The second cycle of the Annual Vacation Bid. During the Secondary Bid Cycle a maximum of three (3) cumulative vacation periods will be awarded. If two (2) periods were awarded in the Primary, an opportunity exists for one (1) period to be awarded in the secondary. If one (1) period was awarded in the Primary, an opportunity exists for two (2) periods to be awarded in the secondary. If zero (0) periods were awarded in the Primary, an opportunity exists for one (3) periods to be awarded in the secondary. Tertiary Bid Cycle The third, and final, cycle of the Annual Vacation Bid. During the Tertiary Bid Cycle, all remaining vacation election days will be awarded. There is no limit on the number of vacation periods awarded. All vacation periods will occur in blocks of multiples of 7 days unless it is the final vacation period. 20

21 Bid Group A selection of Vacation Periods desired by the pilot. Only one bid choice will be awarded in each bid group. You must enter a bid group for each vacation to be awarded. Bid Choice A Vacation Period beginning on a selected Vacation Week and lasting the specified number of slots. Vacation Modification LOA 32 Several major changes were made to the vacation system to improve the process and provide more transparency. An Annual Vacation Election cycle has been created to allow pilots to choose how many days of vacation to use in the annual award. This also permits the company to determine the number of vacation weeks that are available prior to the primary bid cycle If the annual election is not divisible by 7, the vacation system will not allow one vacation period of less than seven days. All vacation awards must be a multiple of seven days unless it is the pilots last vacation award. A vacation summary report is in CCS>Reports>Vacation Summary. The report details vacation accrual borrowed and credit days and other adjustments. It also provides confirmation of your bidding position for annual vacations. Vacation Time Line The calendar for each cycle can be found on Flying Together > Flight Operations > Crew Resources > Manpower Planning (Staffing) > Annual Vacation Bid > Annual Vacation Bid Calendar ation.jsp A cycle is available that separates the vacation election process from the bidding cycles. This permits the number of slots available to be posted in the primary bidding cycle. Annual Vacation Process The system will begin with Bid group 1, choice 1 and attempt to award a vacation period. The system will continue through each choice in Bid group 1 until an award can be made. If a vacation period is awarded, the remaining choices in that bid group will no longer be considered and the system will move to the next bid group. If none of the vacation periods in Bid group 1 are available, the system will continue to group 2, 3, 4, etc until a vacation 21

22 period can be awarded. A maximum of 2 vacation periods are awarded in the Primary Bid Cycle. A maximum of 3 cumulative vacation periods can be awarded in the Secondary Bid Cycle. There is no limit to the number of vacation periods awarded in the Tertiary Bid Cycle. Vacation will only be awarded in the Primary and Secondary Bid Cycles if enough choices are submitted. In the Tertiary Cycle all remaining Vacation Election days will be awarded regardless of the number of choices submitted. The system will attempt to award the remaining block of days beginning at the end of the vacation year. If all weeks have been reviewed and an award is not possible, the system will split the days into smaller blocks and begin the process again until all vacation has been awarded. Instructors, Evaluators and Job Share Evaluators Instructors and Evaluators bid and are awarded exactly like line pilots. Job share pilots have a second step during the Election period. After the total days are elected a new screen will pop up where the JS pilot will elect how to split the total days between the line and TK months. Job share evaluators enter bids just like line pilots. The Job Share schedules have been loaded into the vacation system. The system will assign the bids and awards based on the JS schedule. Bids and awards will automatically be process on the line in line months and in the training center in TK months. The slots that have days in two bid months will be applied to the month with 4 or more days. The chart on our webpage details how each slot will be process based on an even or odd Job Share schedule. Job Share pilots can enter bids that cross bid months. All other contractual provisions apply including the number of awards allowed in each cycle. Awards will be limited to the number of days elected in each location (TK or Line). A Job Share pilot that has elected 21 days for the line and 14 days at TK will only be allowed 21 days of awards for the line slots and 14 days for the TK slots identified in the following chart. 23 Annual Vacation Election Pilots designate how many days of vacation will be awarded in the annual award during this cycle. The vacation system is available in CCS > Bidding > Vacation Bid Annual. The system will display all available options for a pilot s vacation election. Consideration of the following is already taken into account: The Vacation Election must be at least the minimum designated for years of service per 11-E-2-a. Vacation Election is reduced for pilots reaching mandatory retirement age during the vacation year per 11-E-2-C The vacation election must be in multiples of 7 days or the maximum vacation due. The Vacation Election Period opens and closes at noon on the dates in the chart located on Flying Together > Flight Operations > Crew Resources > Manpower Planning (Staffing) > Annual Vacation Bid > Annual Vacation Bid Calendar. Changes cannot be made once this cycle closes. If no vacation election is made the vacation election will default to the maximum vacation available. All elected vacation days will be awarded during the Annual Vacation Process. Days not elected to be part of the annual award will be eligible to be bid in the monthly vacation process or will be paid out per 11-H of the UPA. 23

24 Step 1. Action Begin by navigating to the CCS > Bidding > Vacation Bid: Annual 2. The drop down will give you your election choices, between your minimum and your maximum. Make your choice and save it. 3. Confirmation message: End of procedure. 24

25 Bidding in Primary, Secondary and Tertiary Cycles Once you have made your Annual Vacation Election, you will be directed to the bidding screens. Step Action 1. Begin by navigating to CCS > Bidding > Vacation Bid: Annual 2. The first drop down you see, allows you to pick the first slot of a vacation period you d like to bid. It also tells you how many are available. 25

26 3. The second drop down you see, allows you to choose the number of slots that you want to bid. Note the range of days. The only time days other than a multiple of 7 will be relevent will be if you have elected days that include fractional weeks. The fractional week will always be the last slot you are awarded. 4. On the left are commands for working with the bid screen. Add Bid Choice takes the bid, in this instance 02 week (May 08) and 2 slots, and puts the bid in Bid Group 1. 26

27 5. You may also insert a bid above. Make sure you click on the row that you re referring to. 6. This is the result of entering the two bids. 7. Select Clear Group if you no longer want the bid group or Remove Bid Choice if there s a bid/row you no longer want (select the row first). 8. If you want to add a bid group, click on the plus and Bid Group 2 appears: 27

28 9. Because there are now 2 bid groups, the X shows up next to the plus sign. This X allows you to delete a bid goup. Additionally you can swap groups. Bid Group 1 should be your first choice. 10. Another option you have is to copy a bid group. Select the copy button next to the X when in Bid Group Go to Bid Group 3 and select Paste to move your bids to Bid Group 3. 28

29 12. When you are done entering your bids, note the features below. The red box in the upper left hand corner warns you that your bids will not be saved unless you click on the Save Choice box on the bottom right side. Also, there s a box as circled below that allows you to save your bids for the remaining cycles. If you don t check it, you will need to reenter your bids in the next cycle. 29

31 Annual Vacation Examples: Example 1 A pilot has 21 days or 3 slots of vacation. He would like the vacation divided into 2 periods. His preference is for a winter and a summer vacation. Below are the bid groups. 34 This Pilot has been awarded only one vacation period in the Primary Bid Cycle. 14 of 21 days of vacation have been awarded. Because all vacations weeks are available in the Primary Bid Cycle, this pilot must include additional choices in the Secondary to have the remaining vacation awarded. 35 Example 2 A pilot has 42 days of vacation. He would like to have the vacation awarded in multiple Vacation Periods. His annual election was 35 days (or 5 slots) of vacation. Choice #2 is the first choice for 1 slot and 5 days are awarded. All vacation has been awarded for this pilot. 40

41 Vacation Bid: Monthly Bid groups function the same way as Annual Vacation Bidding. More than one bid group can result in more than one vacation award. The system will begin with Bid group 1, choice 1 and attempt to award a vacation period The system will continue through each choice in Bid group 1 until an award can be made If a vacation period is awarded, the remaining choices in that bid group will no longer be considered and the system will move to the next bid group If none of the vacation periods in Bid group 1 are available, the system will continue to group 2, 3, 4, etc until a vacation period can be awarded A bid which would result in less than 7 days vacation remaining will not be honored. Bids that extend past the avaialable vacation weeks posted will not be awarded. After bidding closes, you will be notified of your award through CCS. To bid for a new monthly vacation: Step Action Begin by navigating to CCS > Bidding > VACATION BID: Monthly 41

44 The Insert Above button places the bid above the highlighted choice in the list. The Clear Group button will remove all bid choices from the list. The Remove Bid Choice button will remove the highlighted bid from the list. Select Save Choices Upon Saving, you will receive a confirmation screen. This should be printed for your records. After bidding closes, you will be noitified of your award through CCS End of procedure. 47

48 Displacement Bidding Displacements in Captain and First Officer Categories shall exist when there is a need to reduce positions. The following applies to displacements concerning a category closure. Additional information will be provided for partial displacements when needed. The displacement bidding process is very similar to Vacancy Bidding. However, only bids submitted for the displaced category will be effective. There is no reason for pilots in other categories to submit bids. Other than the affected category, no pilot can be displaced from his/her category by virtue of a displacement award. A displaced pilot will submit a bid for categories desired in preference order. Displacement bids will be cancelled after the award of the Displacement. When a new Displacement Bid Bulletin is posted, the pilot will see the Displacement Bid name, the Base affected, Posting, Closing and Awarding dates, and the Bid Effective date. Then, the pilot may enter bids. Following the posting of the displacement bulletin, a pilot may input their preferences in CCS via the displacement bid procedure. This procedure is outlined below. After all bid choices are selected, click the Save button to submit your preferences. Bid choices can be changed until the bid period is closed. After the bid is saved a confirmation screen will be displayed. We recommend printing a copy for your records. After the Award date, the Displacement Bid Award will be processed and an award notification will be sent. A Displacement Bulletin is posted on the Flying Together Staffing page. It shows the Minimum (MIN) number of pilots which would be awarded in a category. The Maximum (MAX) is a forecast of the upper boundary for each category. This, too is similar to the Vacancy Bid process; however, the affected Base s posting will indicate the positions to be reduced given the number of active pilots at the time of posting. Providing one s seniority can hold entry into a category, a displaced pilot is eligible for an award regardless of the posted MIN or MAX. The MIN and MAX are shown for future reference only. You can find this information on Flying Together. Navigate to Flying Together > Flight Operations >Staffing. 48

49 The Bid Percentage represents your desired seniority position in a category. It is applied at the time of the award. The Bid Percentage is applied to the awarded final number of pilots staffed to this category. For example, let s assume we are displacing SEA777 F/O s; LAX737CAP s has a staffing MIN of 96 and a MAX of 102. The final award has 104 active pilots. An award of a 50% bid would mean your seniority is in the top 52 pilots of the category. This % is a point in time, at the time of the award. Details about the Displacement system are available in UPA Section 8-E. The processes above were further defined by the ALPA/United Joint Implementation Team. If you are named in the displacement you will need to bid something at 100% that your seniority can hold in the Jr. Man report. 49

50 There is also a Jr. Man report indicating the junior-most assigned pilot to that category to assist in your evaluation. Step Action Begin by navigating to CCS. Hover your cursor over the Bidding tab and select Displacement Bidding from the drop-down menu. When a Displacement Bid is open and available, the following pilot information will display: Employee s ID, Name, date the bid choices were Last Saved On, Staffed Position, Starting Position (as most recently awarded), and Seniority. There is a relative seniority display from the previous award for reference. It is important to note the disclaimers associated with this tool. 50

51 To begin the bidding process, select options from the Category drop-down list. Next, enter the seniority percentage desired. Note: A Pilot may use percentage bidding, selectable on a single-percentagepoint basis, to bid a relative position within a Category. This percentage shall be applied at the time the Pilot s bid is processed and shall be calculated based upon the Pilot s relative position (if awarded) compared to the final number of position. Click the Add button to add the bid selection to the table. Repeat these steps, as necessary, to add additional bid choices. 51

52 To reorder or remove a bid selection, select the desired row in the table and click the Insert Above or Remove button. When finished entering bid choices, click the Save button to save the bid choices. 52

53 After saving, the system will display the bid confirmation. Print the confirmation page of the committed bid choices for personal records. Select the Return option to access the Displacement Bid screen or the Logoff tab to exit the system. You have successfully completed a Displacement bid. End of procedure. 53
