1 CESA 10 Implementation Procedure Environmental Health & Safety External Document Revision: #3 Date of Revision: 9/16/13
2 Purpose: To fully implement the MSDSonline program in the district by achieving the following goals 1. Develop and maintain accurate chemical inventories 2. Build an online database of the district s chemicals and SDS - thus eliminating the need for paper copies of SDS 3. Grant all staff access to the online SDS database 4. Train all staff on the online SDS program 5. Sustain the program through accountability Procedure: 1. Set up a MSDSonline account within the district a. Assign a district MSDSonline administrator i. Responsibilities 1. Main contact 2. Enters chemicals into the database 3. Facilitates the chemical inventory process 4. Develop/maintain the district s ebinder 5. Oversees and maintains program ii. District MSDSonline administrator information needed to set up an account 1. District 2. Administrator name 3. Administrator address 4. Administrator phone number b. Determine what additional CESA 10 services are needed i. Inventory assistance ii. Ebinder creation iii. Program maintenance 2. Train the district MSDSonline account administrator a. The MSDSonline administrator is responsible for developing and maintaining the program and training all district MSDSonline account administrators. i. Training topics 1. Administrative use of the MSDSonline program 2. Conducting chemical inventories 3. Searching and adding chemicals to the database 4. Creating ebinder locations 5. Working with support staff to enter chemicals into the online database 6. Advanced site options 3. Perform a district wide chemical inventory including all district locations a. Send out memo alerting school staff of the chemical inventory to take place i. Alert them of their requirements b. Record chemicals room by room i. All Hazardous Chemicals on district grounds must be accounted for c. The chemical inventory will be used to build the ebinder 4. Build the ebinder in district s MSDSonline account 5. Set up read only link for all staff on the district s website a. District assigned IT person must embed the read only MSDSonline link on the district website in order for all staff to view SDS. i. ii. District s read only user name and password will be sent in a separate and will need to be distributed to all staff. 6. Train all staff on using the District s MSDSonline program to view and print SDS. a. CESA 10 will provide training materials i. PowerPoints ii. Handouts iii. In-service trainings

Thus allowing the MSDS administrator Phone Number to easily verify if the chemicals are in the system Address IT Department Contact Information: Program Information District desires MSDS Online at a cost of $400 annually (pro-rated if required) CESA 10 will perform maintenance for an additional cost CESA will conduct a chemical inventory at the district for an additional cost CESA will build an ebinder for an additional cost The district will manage all aspects of MSDS Online Establish account for district CESA 10 will contact the district in the near future Provide training to the district MSDSonline administrator (new or refresher) Provide training materials (PowerPoint, Handout, Inventory Form, etc) Notes:
4 Conducting a Chemical Inventory Q. What is a chemical inventory? A. A chemical inventory is simply a list of all hazardous chemicals within a district/building. Q. What is a hazardous chemical? A. A hazardous chemical is any chemical that can create any physical change to/within a human body. A good example is: hand sanitizer. On your hands it may feel comfortable, but it is likely that if hand sanitizer was to enter our eyes it would cause a physical change. Many types of chemicals must be inventoried. NOTE: Personal and non-personal items that are listed as non-toxic from the manufacturer, are not required to be inventoried. Also, any personal items/chemicals within personal wallets, handbags, purses, briefcases, etc., are not required to be inventoried. Q. Why do we have to do this? A. It is a Department of Safety and Professional Services (DSPS) requirement to have a chemical inventory on file containing the manufacture name and product name. Correlating SDS for each chemical are also required. A continuous survey of what we have on school district property ensures we are providing a safe and healthy environment. Instructions: 1. Print a copy of the Chemical Inventory Sheet. 2. Collect and record all chemicals within your area. This is achievable by starting in one location in the room, and writing down all chemicals in that location. Then moving to the next location within the room that holds additional chemicals. 3. Fill out the chemical inventory sheet as completely as possible. Try not to abbreviate manufacturer or product names. 4. Once the inventory is complete, provide the inventory forms to the district MSDSonline administrator. NOTE: If CESA 10 in creating the database, the SDS coordinator can send copies of the inventory sheets to your EHS Consultant. 5. If the district is creating the database, please use the inventory forms. Your EHS consultant will train you to add products to your ebinder within the online system. NOTE: Only administrators have the ability to add chemicals to the system. The general district password will only access a read only site. Location: Define your building and room number as accurately as possible. **Do not abbreviate the manufacturer name. This is very important if the person conducting the inventory is not the same person creating the database. **Enter the Product/Trade Name as completely as possible. **Provide any information that may help identify the chemical. 725 W. 5 1 Memorandum To: All School District Staff From:, District Administrator Date: 9/18/2013 Re: Hazard Communication Program Under OSHA s Hazard Communication Standard (29 CFR ), which has been adopted by the Wisconsin Department of Safety and Professional Services, it is required that our district maintains a current Hazardous Chemical Inventory, a list of all hazardous chemicals in our district, and maintain a current library of Safety Data Sheets for each hazardous chemical within the district. In an effort to develop the inventory we will need to physically inventory our entire district. In order to streamline the process, we request that you survey your area for all hazardous chemicals. If you have brought any of these hazardous chemicals in from home, please take the hazardous chemicals home with you by (insert date). If you wish to keep any of these chemicals that are brought from home, you must obtain approval from the (Insert name of approver) prior to (date). The remaining district issued hazardous chemicals and any outside chemical that is granted approval should be inventoried on the attached inventory sheet. Any chemicals you no longer need or wish to keep will be brought to (where?) where containers will be available to ensure proper disposal (leave this sentence if you are willing and able to do this). Do not dispose of the chemicals on your own on district property for any reason. A hazardous chemical is defined as any chemical which is a physical hazard or a health hazard. Nontoxic materials are not to be included on the inventory. Nontoxic chemicals are clearly labeled as nontoxic. Hazardous chemicals are not clearly labeled as hazardous. Thus any chemical in your areas, including cleaning products, paint (include all colors), rubber cement, glue, hand sanitizer, etc needs to be inventoried. If this is not clear or you have any questions please contact (who?) or myself, immediately. All staff, including teachers are required to inventory each of their own rooms or areas. (List each of the called out departments that are major generators). Note: teachers, you do not need to inventory district issued cleaning supplies. Those chemicals will be listed under the custodial department. If you are not sure if a chemical belongs on your list, include it on your list to error on the side of caution. Once the hazardous chemical inventory is complete an online SDS system will be created for our district. Additional information and training pertaining to the online SDS system will come in the near future. This is a great opportunity for our district and we appreciate your support. We request your completed inventory sheets be turned in to (whom?) no later than (insert date?). After this date, should anyone desire to bring a chemical from home, you will be required to seek permission from district administration to ensure safety data sheets are secured which will ensure, not only our district s compliance, but more importantly our the safety of our students and staff. 8 1. To log on, go to this address and type in your log in and password Also, check the remember username box so you don t have to retype this every time you log in. Additionally, add this page to your favorites list. 3. Once you ve logged in, the screen should look like this.
9 4. Type the name of the product you would like to add to your ebinder in the Search field. Click on the Search button. 5. When you click on the box in front of the product you would like to add, the yellow menu will appear on the right side of your screen. Click on the Locations option.
10 6. Choose the location where you would like to add the product. You can pick the district level, a building, or a room, if you have those options available to you. Check the box in front of the location and click the Assign button at the bottom of the screen. 7. If you do not find the product you are looking for in the ebinder, you will have the option to search the MSDS Online database. Just click on the number.
11 8. The click above will take you to the MSDSonline database. You ll notice the screen is a little different in color, however, basically laid out the same. 9. Click the item you would like to add. The side menu that was yellow in the ebinder is a bluish color in this function. This time choose Locations and ebinder. Doing this will add the product to your district s ebinder as well as the CESA 10 ebinder.

14 1. To log on, go to this address and type in your log in and password Also, check the remember username box so you don t have to retype this every time you log in. Additionally, add this page to your favorites list. 3. The first time you log in, the program will ask you to choose a default language. Pick your language of choice. In this system you only have the option of viewing your school district s ebinders. Whether you choose your school district or all locations you will be have access to your school district information.
15 4. Once you have made your selections, check the box that says Don t show this window again, then click save. You will not have to do this step again if you continue to use the same computer to access the system. 5. Once you ve logged in, the screen should look like this.
16 6. Type the name of the product you would like to search for in the Search field. Click the Search button. 7. As you begin typing, the search bar will begin to suggest possible matches to your search. This function is similar to that of any search engine.
17 8. When you would like to view the full SDS of the product you have selected, click on the PDF icon. 9. Once you have selected the PDF you would like to view, the SDS will appear in a separate window on your screen. You may open the PDF to full screen by using the Open in New Window button.
18 10. Once the PDF is opened, you may scroll through the document, and review it as needed. Also, in the bottom right corner, you will be given the option to save, print, or resize the document.
