1 ARIZONA PEACE OFFICER STANDARDS AND TRAINING BOARD HOUR BASIC CURRICULUM MODEL LESSON PLAN LESSON TITLE: HAZARDOUS MATERIALS 3.10 NOVEMBER 2014 SUBJECT: AZ POST DESIGNATION: Hazardous Materials 3.10 HOURS: 8 COURSE CONTENT: PERFORMANCE OBJECTIVES: An outline of the officer s role at a hazardous materials incident and techniques to identify different hazardous materials and to assist with resources at an incident are described. Upon completion of this course of instruction, students using notes, handouts and other support materials as references, within the allotted time, will: Identify the risks and potential outcomes associated with the following hazardous materials: A. Explosives (U.S. D.O.T. Hazard Classification System 1.1 through 1.6). B. Gases (flammable and non-flammable). C. Flammable and combustible liquids. D. Flammable solids. E. Oxidizers and organic peroxides. F. Poisons. G. Corrosives. H. Radioactives. I. Flammable solids (dangerous when wet) Identify the following sources of specialized assistance in hazardous materials situations: A. AZ DPS HazMat. B. Local fire departments. C. Department of Environmental Quality.

D.O.T. definition: Any substance or material in a quantity or from which poses an unreasonable risk to health, safety and property when transported in commerce. C. Preferred definition: P.O Any substance that leaks from its container when something goes wrong, that hurts or harms the things it touches or impinges upon. III. IDENTIFY A PEACE OFFICER S ROLE AS A FIRST RESPONDER A. The role of the first responder to a hazardous materials incident: P.O Detecting the presence of hazardous materials. P.O A 2. Establishing command/control (scene management). P.O B 3. Beginning identification. P.O C 4. Determining the need for and extent of evacuation. P.O D 5. IDENTIFY THE FOLLOWING METHODS FOR IDENTIFYING THE PRESENCE OF HAZARDOUS MATERIALS: P.O Transportation: D.O.T. has nine (9) categories for the thousands of hazardous materials and sets forth requirements for placarding, labeling, marking and shipping papers. A. Placards are 10 ¾ x 10 ¾ inch square on point signs placed on vehicles and large containers. B. Labels are 4 x 4 inch square on point labels placed on packages. C. Both placards and labels provide four (4) types of information. P.O A Most labels are mini placards with some exceptions such as infectious substances and radiological White I 1. Color. 2. Symbols. 3. Wording. 4. Numbers. D. Shipping papers, location and description. P.O B 1. Must be located: a. In the cab of the vehicle. b. Within immediate reach of the driver while seat belted. c. Recognizable by 1 st responder upon entry of vehicle. 2. Must contain the following information:

9 PAGE: 9 of 16 a. Proper shipping name. b. Hazard class. c. UN or NA identification number. d. Packing groups (when required) e. Total quantity by weight or volume. 3. Must be readily available and recognizable and clearly distinguished from other shipping papers entries by: a. Appearing first. b. Distinctive tabbing. VI. CONTAINERS AND SHAPES MAY BE A CLUE TO THE PRESENCE OF HAZARDOUS MATERIALS A. Cargo tanks. B. Drums. 1. Flammable, combustible liquids. a. Thin skinned (older models, steel and most currently, aluminum). b. Round or oval shape. 2. Corrosive liquids. a. Thicker steel. b. Outside ribbing. c. Round shape. 3. Compressed gases. a. Thick skinned. b. Rounded ends (similar to thermos bottle). Corrosive containers are shipped in plastic containers as well as lined metal drums. C. Cylinders. 1. Thick skinned. P.O C

10 PAGE: 10 of Rounded corners. 3. Valves should be capped or protected. D. Fiberboard boxes. No specific shape, but should be marked and/or labeled. P.O D E. Presence of any suspicious, unidentified product. P.O E VII. SENSES Your senses can provide clues to the presence of hazardous materials. A. Any physical sensation of contact with hazardous materials should alert you to immediately protecting yourself and others. Caution: Do not touch, taste or smell. This could be hazardous to your health. VIII. 1. Smelling unusual odors. 2. Feeling irritation of skin or eyes. 3. Hearing of faint crackling noises. 4. Seeing dead animals, people or stressed vegetation. B. Color of smoke. 1. Black = petroleum. 2. Red = oxides of nitrogen. 3. Any colors of the rainbow. IDENTIFY THE MEANING OF THE COLORS AND SYMBOLS ASSOCIATED WITH THE PLACARDS AND LABELS IN THE FOLLOWING GROUPS OF HAZARDOUS MATERIALS: A. Explosives (1.1 through 1.6) generally, an orange background on a placard or a label indicates the presence of explosive material. The exploding cannonball symbol warns that the material can actually explode. 1. Explosives classes 1.1, 1.2 and 1.3: a. Background: Orange. b. Symbol: Exploding cannonball. P.O P.O A

11 PAGE: 11 of 16 c. Wording may be: blasting agent ; explosives. B. Gases generally: P.O B 1. Non-flammable gas: a. Background: Green. b. Symbol: Pressure cylinder. 2. Flammable gas: a. Background: Red. b. Symbol: Flame. 3. Poison gas: a. Background: White. b. Symbol: Skull and crossbones. c. Wording: Poison gas. 4. Inhalation hazard: a. Background: White. b. Symbol: Skull and crossbones on black square. c. Wording: Inhalation hazard. C. Flammable and combustible liquids. P.O C 1. Flammable red background symbol flame. 2. Combustible red background symbol flame. 3. Fuel oil red background symbol flame. 4. The red background is always associated with products that burn, as is the flame or campfire symbol. D. Flammable solids. P.O D 1. Flammable solids. a. Background: Red and white striped. b. Symbol: Flame.

12 PAGE: 12 of The red and white background denotes solid flammable material, the flame or campfire symbol is always present for flammable material. 3. Spontaneously combustible: a. Background: White over red. b. Symbol: Flame. c. Wording: Spontaneously combustible. E. Oxidizers, oxygen and organic peroxides. P.O E 1. Oxidizer yellow background. Symbol chemical symbol for oxygen with flames coming from the symbol. 2. Organic peroxide yellow background. Symbol chemical symbol for oxygen with flames coming from the symbol. 3. Oxygen yellow background. Symbol chemical symbol for oxygen with flames coming from the symbol. 4. Yellow background will always identify the presence of oxygen-laden material; the symbol indicates that it supplies its own oxygen for combustion. F. Poisons. P.O F 1. Poison material, generally solid or liquid. a. Background: White. b. Symbol: skull and crossbones. c. Old working = Poison 2. White background indicates the presence of poisonous material; the skull and crossbones is the international symbol to show death is associated with the product. G. Corrosives. P.O G 1. Corrosive material. a. Background: White over black.

13 PAGE: 13 of 16 b. Symbol: Product being poured onto a steel bar and human hand. c. Wording: Corrosive. 2. White over black background is associated with corrosive materials both liquid and solid. The symbols show damage occurring both to the metal and flesh when in contact with the product. H. Radioactives. P.O H 1. Radioactive material. a. Background: Yellow over white. b. Symbol: Radioactive pinwheel named the Trifoil, c. Wording: Radioactive. 2. Yellow/white background and pinwheel symbol constant for presence of radioactive material. I. Dangerous when wet material. P.O I A blue background indicates a flammable product that will react with water. 1. Background: Blue. 2. Symbol: Flame. 3. Wording: Dangerous when wet. 4. Hazard Class 4.3. J. Class nine (9) placard (miscellaneous hazardous materials). 1. Background: Black and white stripes over white. 2. No symbol or wording. K. Dangerous placard. This is a special placard that indicates the presence of two (2) or more U.S. Department of Transportation Table II products requiring placarding. 1. Background: Red over white. 2. No symbol.

14 PAGE: 14 of Wording: Dangerous. IX. IDENTIFY THE NFPA SYSTEM CATEGORIES FOR IDENTIFYING HAZARDS AT FIXED SITES A. Colors (are read clockwise from the left). 1. Blue health. 2. Red flammability. 3. Yellow reactivity. 4. White special information. B. Numerical value and protection rating. P.O Blue health. P.O A a. 4 too dangerous to enter vapor special protective clothing only. b. 3 extremely dangerous special protective clothing only. c. 2 hazardous use breathing apparatus. d. 1 slightly hazardous. e. 0 like ordinary material. 2. Red flammability. P.O B a. 4 extremely flammable. Emphasize: -4 is highest level of danger. b. 3 ignites at normal temperatures. c. 2 ignites when moderately heated. d. 1 must be pre-heated to burn. e. 0 will not burn. -0 or blank is normal material. 3. Yellow reactivity. P.O C a. 4 may detonate, vacate area if in advanced stages of fire. b. 3 strong shock or heat may detonate; use monitors from behind explosion-resistant barriers.

Organic peroxides will probably explode if involved in fire. d. Trifoil indicates presence of radioactive material. X. IDENTIFY THE FOLLOWING SOURCES OF SPECIALIZED ASSISTANCE IN HAZARDOUS MATERIALS SITUATIONS: P.O Know what agencies can respond. A. Fire Department HMRT (Hazardous Materials Response Team). P.O B 1. Specially trained and equipped for hazardous materials incidents. a. Full and special protective clothing. b. Paramedics with special toxicology training. 2. Available 24 hours a day. B. Arizona DPS HAZMAT Team. P.O A 1. The hazmat specialists are trained and equipped for hazardous materials incidents. 2. Designated for transportation related incidents by the governor as the on scene coordinators. C. Arizona Department of Environmental Quality (DEQ). P.O C 1. The local EPA representative.
