4 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING 1.0 INTRODUCTION On behalf of the Town of Grafton, (the Town ), Lightship Engineering, LLC ( Lightship Engineering ) has prepared this Release Abatement Measure Status Report ( RAM Status ) in connection with conducting a technology demonstration of the Global Biosciences, Inc. s ( GBI ) Butane Biostimulation Technology ( BBT ). The technology demonstration is being conducted in an area (the Demonstration Area ) impacted by a historic release of No. 4 and No. 6 fuel oil at the former Fisherville Mill property located at 60 Main Street in South Grafton, Massachusetts (the Site ). A Site Locus Map and Site Map are provided as Figures 1-1 and 1-2, Appendix A. This RAM Status was prepared pursuant to the Massachusetts Contingency Plan ( MCP, 310 CMR ). A Release Abatement Measure Transmittal Form (BWSC-106) and RAM Remedial Monitoring Reports (BWSC-106A) are being submitted to DEP concurrently with this RAM Status. 1.1 BACKGROUND The Site consists of an approximate 30 acre parcel of land located adjacent to the Blackstone River in Grafton, Massachusetts. The Site is bisected by Main Street (Route 122A) and was formerly occupied by the Fisherville Mill complex ( mill complex ). The mill complex operated between 1832 and 1986, when the property was abandoned. A variety of products were manufactured on the property including cotton goods, fabrics, aluminum goods, metal parts, and foam rubber. No. 4 and No. 6 fuel oil was previously stored in underground storage tanks ( USTs ) located along the banks of the Blackstone Canal (the canal ), in the area indicated on Figure 1-2, Appendix A. The USTs were removed in 1987 and an unspecified volume of petroleum related compound ( PRC ) impacted soils were excavated and removed from the Site. PRC impacted soils remain at the Site and non-aqueous phase liquid ( NAPL ) is present in the Demonstration Area and is periodically observed on surface water in the canal located east of and adjacent to the Demonstration Area. The Commonwealth of Massachusetts Department of Environmental Protection ( MassDEP ) assigned Release Tracking Number ( RTN ) to the release. Historical NAPL recovery activities within the canal included the use of petroleum absorbent booms, pumps and belt skimmers. NAPL recovery has historically been conducted using belt skimmers in the canal and two recovery wells on the landward portion of the PRC impacted. 5 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING containment structure that was installed in 2011 within the Blackstone Canal, in connection with the release of petroleum from the former USTs. The NAPL collection activities are being conducted under a separate RAM Plan and are not part of this RAM Plan. Lightship Engineering prepared a Release Abatement Measure Plan dated November 4, 2011 (the RAM Plan ) on behalf of the Town and submitted the RAM Plan to MassDEP in connection with RTN The RAM Plan detailed Site assessment activities conducted in the Demonstration Area, including soil boring/ monitoring well installation and baseline groundwater sampling. The RAM Plan proposed the following RAM activities to be conducted at disposal site. Installation of up to four groundwater monitoring wells; Installation of up to seven biosparge wells with the Demonstration Area; Injection of butane and/or air mixture below the water table at a rate of one to three standard cubic feet per minute ( scfm ); The monitoring of remedial additives and remedial additive by products; and The assessment of soil and groundwater to evaluate the performance of the technology. The MassDEP conditionally approved the RAM activities set forth in the RAM Plan is a Conditional RAM Plan Approval Letter dated November 17, MassDEP approved the RAM Plan with the following conditions. Biosparging shall not be initiated until a containment structure is installed, by others, within the tailrace of the canal; All remediation wastes generated during this RAM and the baseline assessment activities shall be managed in accordance with 310 CMR and shall be disposed off-site within 120 days of generation; All field screening shall be conducted using an instrument capable of detecting butane (ionization potential 10.63); Existing large diameter recovery wells within the treatment area shall be monitored for lower explosive limit ( LEL ) during each inspection. If the LEL is exceeded at any time, the biosparging operation shall be immediately terminated; Industrial Park Road Unit C Plymouth, Massachusetts (508) (508)

6 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING Injection rates shall be maintained at levels designed to maximize biodegradation and minimize volatilization and shall not exceed 3.0 scfm; Butane shall be stored in a safe manner. No butane piping or hoses shall be exposed aboveground; Monthly or quarterly inspections shall include the inspection of the surface water within the canal to detect soil breakout upstream of the turbine pits; and Pursuant to 310 CMR (3), MassDEP approved the use of remedial additives, in accordance with the approved RAM Plan, within 50 feet of a surface water body. This RAM Status has been prepared to document RAM activities conducted at the Site between November 4, 2011 and February 29, 2012 (the Reporting Period ) Industrial Park Road Unit C Plymouth, Massachusetts (508) (508)

7 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING 2.0 STATUS OF RELEASE ABATEMENT MEASURE Pursuant to 310 CMR (2)(a) and (b), a description of the status of response actions conducted at the Site and significant new Site information are set forth below. 2.1 SOIL BORING AND GROUNDWATER MONITORING WELL INSTALLATION NOVEMBER 2011 From November 18 through 22, 2011, Lightship Engineering advanced soil borings LE- SB8 through LE-SB11 at the approximate locations indicated on Figure 2-1, Appendix A, utilizing the hollow stem auger drilling methodology, consistent with MassDEP s Standard References for Monitoring Wells ( Standard References ). The objective of the soil boring and monitoring well installation was to determine the radius of influence of the biosparge wells. Soil boring logs are provided in Appendix B. Groundwater was encountered in soil borings LE- SB8 through LE-SB11 approximately eight to 8.5 feet below grade. No soil samples were collected during the advancement of soil borings LE-SB8 through LE-SB11. Consistent with the RAM Plan, soil borings LE-SB8 through LE-SB11 were completed as groundwater monitoring wells LE-MW8 through LE-MW11, respectively, at the locations indicated on Figure 2-1, Appendix A. Groundwater monitoring wells LE-MW8 through LE- MW11 were constructed of Schedule 40 polyvinyl chloride ( PVC ) casing with 10 feet of inch slotted screen set to be bisected by the water table. Soil boring and monitoring well construction logs are provided in Appendix B. The wells were developed until groundwater flowed with a visually consistent clarity for a minimum of 15 minutes or for a maximum of one hour. If NAPL was present, the development water was placed in a 55-gallon drums pending off-site disposal. Management of remedial waste is set forth below in Section 3.0. Development water was otherwise discharged to the ground surface, pursuant to 310 CMR (7). 2.2 BIOSPARGE WELL INSTALLATION From November 18 through 22, 2011, Lightship Engineering advanced soil borings LE- AS1 through LE-AS7 at the approximate locations indicated on Figure 2-1, Appendix A, utilizing the hollow stem auger drilling methodology, consistent with MassDEP s Standard References. No soil samples were collected during the advancement of soil borings LE-AS1 through LE-AS7. Soil borings LE-AS1 through LE-AS7 were completed as biosparge wells LE-AS1 through LE-AS7, respectively at the approximate locations indicated on Figure 2-1, Appendix A. Consistent with the RAM Plan, biosparge wells were constructed of 1-inch diameter black iron piping with two feet of inch stainless steel screen. Biosparge wells LE-AS1 through LE- AS3, LE-AS5, and LE-AS7 were set with the stainless steel screen at 30 feet below grade, below the NAPL impacted soil zone. Biosparge wells LE-AS4 and LE-AS7 were set with the stainless steel screen at 25 feet below grade, within the NAPL impacted soil zone. Biosparge well construction logs are provided at Appendix B, and a typical biosparge well detail is provided on Figure 2-2, Appendix A. The biosparge wells were developed utilizing a peristaltic pump and electric air compressor. The wells were developed until groundwater flowed with a visually consistent clarity for a minimum of 15 minutes or for a maximum of one hour. Development water was discharged to the ground surface, pursuant to 310 CMR (7). After completion of groundwater purging, an electric air compressor was utilized to develop the biosparge wells. Air was injected into the biosparge wells until flow from the well was established. 2.3 ABOVEGROUND BIOSPARGE TRANSPORT PIPING AND BUTANE INJECTION PANEL INSTALLATION From December 5 through December 20, 2011, consistent with the RAM Plan, Lightship Engineering installed the above grade transport piping from biosparge wells LE-AS1 through LE-AS-7 to the butane injection panel and the biosparge air compressor, as indicated on Figure 2-1, Appendix A. The subsurface transport piping was constructed of 2-inch galvanized steel and 1-inch black iron piping located approximately 20 inches to 36 inches above grade. The biosparge wellheads included individual flow control valves, flexible quick disconnect connections and sample and pressure monitoring ports as indicated on Figure 2-2, Appendix A. Lightship Engineering installed a six foot chain linked security fence that encompasses the treatment system. Consistent with the RAM Plan, Lightship Engineering received a permit from the Town of Grafton Fire Department for the storage of butane within the security fenced area. 9 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING Lightship Engineering installed the butane injection panel and the nitrogen and butane compressed gas cylinders on January 20, BUTANE BIOSPARGING SYSTEM STARTUP AND MONITORING On January 20, 2012, Lightship Engineering started the Butane Biostimulation Technologies system ( the butane biosparging system ) at the Site. Lightship Engineering conducted site visits to monitor system operation on January 20, 23, 25, 27, 2012 and February 2, 13, 20, and 27, During the February 13, 2012, Site visit, the butane compressed gas cylinder was replaced after it was determined the eductor tube was not installed properly. During the February 20, 2012 Site visit, the butane biosparging system was found to be inoperative due to a high temperature alarm in the air compressor shed. Lightship Engineering installed vents in the air compressor shed on February 20, 2012 and restarted the butane biosparging system. As of February 27, 2012, approximately 34 pounds of butane has been injected through biosparge wells LE-AS1 through LE-AS7 at the Site. Consistent with the RAM Plan, during site visits to monitor the butane biosparge system, Lightship Engineering recorded: The pressure in pounds per square inch ( psi ) after the compressor; The pressure in psi at each of injection wellhead using a pressure gauge or digital manometer; and Air flow using a inline rotometer or a Pitot tube and differential pressure gauge. The following data was collected and recorded in monitoring wells LE-MW1 through LE-MW11, as part of the start up and monitoring of the butane biosparge system. Depth to groundwater and NAPL thickness using an oil water interface probe at the monitoring well locations; TOV in parts per million by volume ( ppmv ) using a PID; and Pressure/vacuum (psi) using a pressure gauge or a digital manometer. During Site visits, Lightship Engineering monitored the parameters set forth above as set forth in the Lightship Engineering Remedial Monitoring Forms provided at Appendix D and the Groundwater and NAPL Data summary tables provided at Appendix E Industrial Park Road Unit C Plymouth, Massachusetts (508) (508)

10 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING Monitoring the Application of Remedial Additives Pursuant to 310 CMR , any person performing response actions at a disposal site in accordance with M.G.L. c. 21E and 310 CMR may apply Remedial Additives to the ground surface or subsurface and/or groundwater, provided such application, and any Remedial Additive By-product: (a) does not erode or otherwise impair the functioning of the surficial and subsurface soils, infiltrate underground utilities, building interiors or subsurface structures, result in groundwater mounding within two-feet of the ground surface, or result in flooding of or breakout to the ground surface; Butane was injected into the subsurface as a gas through biosparge wells at a maximum flow rate of three scfm and has not impaired the functioning of subsurface soils or infiltrated underground utilities. Groundwater is located approximately eight feet below grade in the injection area. Based on the depth to groundwater and mass of remedial additive applied, groundwater mounding within two feet of the ground surface did not occur. Flooding or breakout to the ground surface did not occur. (b) does not result in concentrations of Remedial Additives and/or Remedial Additive byproducts in the soil or groundwater that exceed the Massachusetts Ground Water Quality Standards established by 314 CMR 6.00, or the applicable groundwater or soil standards set forth in 310 CMR , at any point measured 50 feet or more downgradient from the furthest downgradient point of application; Monitoring of TOV (ppmv) using a PID and pressure (psi) using a digital manometer in groundwater monitoring wells at the Site does not indicate significant downgradient migration of remedial additives in groundwater. (c) does not exacerbate existing conditions, or prevent or impair the performance of remedial actions at the disposal site; The butane injections are unlikely to exacerbate or impair performance of future remedial actions at the Site. (d) and, is otherwise performed in compliance M.G.L. c. 21E and 310 CMR The remediation is being conducted in accordance with the M.G.L. c. 21E and 310 CMR Industrial Park Road Unit C Plymouth, Massachusetts (508) (508)

11 LIGHTSHIP ENGINEERING ASSESSMENT AND REMEDIATION CIVIL ENGINEERING ENERGY MANAGEMENT WATER AND WASTEWATER MANAGEMENT PERMITTING 3.0 MANAGEMENT OF REMEDIAL WASTE Pursuant to 310 CMR (2)(c), a discussion of the management of remedial waste generated in connection with the RAM is set forth below. As set forth above, a NAPL collection system is currently present at the Site within a concrete containment structure that was installed in 2011 within the Blackstone Canal, in connection with the release of petroleum from the former USTs. The NAPL collection activities are being conducted under a separate RAM Plan and are not part of this RAM Plan. 3.1 NO. 6 FUEL OIL IMPACTED SOIL Approximately two cubic yards of No. 6 fuel oil impacted soil as a result of the advancement of soil borings and installation of monitoring wells at the Site were added to the soil stockpiled that was generated by MassDEP as part of the concrete containment structure installation within the Blackstone Canal. Disposal of the No. 6 fuel oil impacted soil cuttings is pending and disposal documentation will be included in the next RAM Status Report. 3.2 NO. 6 FUEL OIL IMPACTED GROUNDWATER On December 14, 2011, five 55-gallon drums of No. 6 fuel oil impacted groundwater that was purged from the groundwater monitoring wells at the Site was transported to Murphy's Waste Oil Service, Inc. in Woburn, Massachusetts for disposal under Uniform Hazardous Waste Manifest ( UHWM ) FLE.
