9 E-procurement: a game changer Definition: The use of electronic communications by public sector organisations when buying supplies and services or tendering public works. Simplification of the value chain Public authorities who have adopted e-procurement: 5-20 % savings. Significant savings for European taxpayers by maximising the efficiency of public spending. 5 % savings could save 100 bln provide a new source of economic growth and jobs, including by facilitating access to public procurement contracts by small and mediumsized enterprises. 9

11 What does the PP Directive say? Article 22 Rules applicable to communication (1) Member States shall ensure that all communication and information exchange under this Directive, in particular electronic submission, are performed using electronic means of communication in accordance with the requirements of this Article. The tools and devices to be used for communicating by electronic means, as well as their technical characteristics, shall be non-discriminatory, generally available and interoperable with the ICT products in general use and shall not restrict economic operators access to the procurement procedure. i.e. if not, no requirement for electronic means of communication 11
12 Where is BIM in all this? (4) For public works contracts and design contests, Member States may require the use of specific electronic tools, such as of building information electronic modelling tools or similar. In such cases the contracting authorities shall offer alternative means of access, [ ], until such time as those tools become generally available within the meaning of the second sentence of the first subparagraph of paragraph 1.
