John Hart Generating Station Replacement Project January 2018 Community Construction Update Report #55 Prepared by: Stephen Watson, BC Hydro (O) or (C)
Project Status Surface Works: Concrete work continues at the water intake and low level outlet area (downstream from John Hart dam); Removal of rock by excavator at the tailrace is nearly complete; Backfilling is nearing completion at the surge tank; and Footings and pole casings are being installed between the service tunnel portal and the substation for the installation of power poles to transmit the electricity from the powerhouse. Six days of trail closures were required to complete the work. Underground Works: Work on the water intake tunnel and gate continues, including the assembly of the gate and completion of the tunnel s concrete; Paving of the service tunnel into the powerhouse continues, while concrete paving at the surge chamber invert (floor) has been completed; Work continues on the underground powerhouse office complex, with continued work on drywall, electrical rough-in and more; and Installation on all three turbine generators continues along with the installation of electrical panels and junction boxes on the generator floor. Final touches on the water outlet works into the surge chamber.
Project Schedule Early February: Permanently shut down Generator #3 within the old powerhouse; February: Dry test and commissioning of tailrace dewatering pump; February: Completion of rock removal from tailrace tunnel outlet; March: Dry test the two water release valves within the low level outlet facility; March: Tailrace tunnel water up; April: Power tunnel water up; Late April: Permanently shut down Generator #1 within the old powerhouse; May: The two water release valves within the low level outlet facility operational; May: Water flowing through tunnels and the water bypass facility; and Summer: First of the three new turbines/generators goes online. Flood risk management spill up to 200 m3/s.

Construction Pictures John Hart Dam The low level outlet can provide about 34 m3/s of flow and can be used for modest flood risk management flows. 7 The environmental flow release system will provide up to 10 m3/s for the minimum fish habitat flows and the seasonal migration flows.

Our anticipated water releases down Elk Falls Canyon (base flow 4 m3/s) in February: Feb 1-4: 42 m3/s Feb 5-9: 83 m3/s Feb 10-28: m3/s Flows are subject to change based on weather and available generators.
Campbell River Liaison Committee Site Tour Each year, BC Hydro and InPower BC offer a site tour for the Campbell River System Hydroelectric Facilities Liaison Committee members. There are about two-dozen committee members. This committee, part of BC Hydro s ongoing community engagement, has met 29 times since The first tour group, representing various organizations, was out on January 26. The final group will be there on February 2.
Environment Updates Removing the large amount of rock resulting from the December tailrace blast is a careful process that will take some time and care to ensure it s done without impacting water quality in the river. To protect the river, specific operational and management steps are in place: Careful machinery operations: Managing the excavation activity to make sure turbidity doesn t rise requires constant attention. Environmental coordinators on site monitor water quality and work with the machine operator to ensure levels stay in compliance. Use of specific machinery: A small clamshell bucket (right photo) reduces the turbidity that is stirred up with each scoop. Biodegradable hydraulic fluid only is allowed in the machinery working in and around the water. Protecting the downstream river: A spill boom is in place just downstream from the excavation work, and water quality sondes are also in place to constantly monitor work at all hours of the day.
People Profile Martin Roy About Martin Background: Martin was born in Granby, Quebec where he spent most of his life. Thirteen years ago, Martin and his wife built a house in Shefford, a quiet community 20 km away from Granby, where they ve raised their three children. Currently, Martin is working on turnaround shift and spends two weeks in Campbell River and one week at home in Quebec with his family. Home: Martin first gained experience at Sitca (now Alstom Sitca Inc.) which is a maintenance and servicing company that specializes in power generation. He was involved in preventive maintenance and inspection, mostly on the steam turbine and turbo generator. In 2012, he moved into a quality assurance role in hydro generation with Alstom, now General Electric. Hobbies: When Martin is at home, he spends time with his family, as well as enjoys hiking and backpacking. In his spare time, he also likes working on his home and his Jeep. Project Responsibility: Martin works as a quality assurance supervisor for General Electric Renewable Energy. His team is in charge of ensuring that projects are completed as per drawings, procedures, and contracts. I wanted to be part of the John Hart team since we won the contract so I m kinda living a dream!
Construction Point Of Interest Each month, BC Hydro and InPower BC will provide a construction fact, occurrence, or situation. Point of Interest Brewster Lake Road across John Hart dam to open April 30. After three years of closure the Brewster Lake Road will reopen in April as originally planned: The road closure was required because of the limited workspace around the road and dam, which is the site of the new water intake, tunnel shaft connecting to the power tunnel, and the low level outlet works. Also included was a tunnel created beneath the dam to connect the water from the reservoir to the intake system on the downstream side of the dam. While the largest amount of work will be complete by April, there will be intermittent road closures as the project team prepares for commissioning of the new facility. BC Hydro also requires a road closure for the annual maintenance work to the spillway gates. Updates will be shared through this report, local media, social media and signage. Vehicles will use the temporary steel bailey bridge (shown below) that was installed for the project work. The old wooden bridge is no longer used. Eventually, once the penstocks are removed, the bridge will be replaced by an earthen berm to provide continued road access. BC Hydro and InPower BC would like to thank everyone for your patience.
