LAX INTERNATIONAL AIRPORT ACHIEVING OPERATIONAL EXCELLENCE Dominic Nessi Deputy Executive Director/CIO
WELCOME/INTRODUCTION
Los Angeles International Airport 5 th busiest airport in the world 1 st in originations and departures in the world 72 million passengers in th in cargo tonnage in the world 9 terminals $15 billion in capital construction by 2022 Recently completed international terminal extension New midfield concourse Renovation continuing in 5 terminals Major landside projects Active shooter incident ISIS target
Use of Mobile Applications at LAX According to SITA, 84% of airports are investing in mobile services Though most of that effort is directed at passengers - LAWA chose another direction Airports are complex and have thousands of employees and partners involved with everyday operations LAWA sought to: Improve operations Reduce costs Speed turnaround times Minimize disruption With so much need, the only challenge was determine what to do first
PROBLEM STATEMENT DEFINING OPERATIONAL EXCELLENCE
PROBLEM STATEMENT Five years ago WE REALIZED WE CAN T MANAGE WHAT WE DON T KNOW WE DON T KNOW WHAT WE CAN T SEE and embarked on a journey which continues today
Our Goal was to achieve OPERATIONAL EXCELLENCE DOING THE RIGHT THING AT THE RIGHT TIME Consistent and reliable execution, measured daily Continuous improvement, striving for excellence all the time
The Process LEGACY ENVIRONMENT DEVELOP AIRPORT RESOURCE COORDINATION CENTER POST ARCC IMPLEMENTATION NOVEMBER 1 SHOOTING NEW PROBLEM STATEMENT THE SOLUTION
No central operations or communication center No dedicated emergency operations center Key units in silo d locations in different buildings across airport campus Operations Facilities Police Information Technology Sporadic Communications - just phones and Stand alone, non-integrated systems LEGACY ENVIRONMENT LAX in 2010
Departments are co-located in the same facility Enhanced communications Situational Awareness Management System (NICE) Better Common Operating Picture (COP) Emergency messaging Video Review Room Security systems terminate in central location DEVELOP AIRPORT RESOURCE COORDINATION CENTER

New SOPs Daily morning briefings New applications Centralized communication New technologies POST ARCC IMPLEMENTATION
Coordination broke down Lack of communication between operations and police Poor communication with external stakeholders Website slowed down to a crawl On the ground information confusing/missing 20,000 passengers in airport Three terminals evacuated Six terminals shelter in place Terminal 3 closed 24 hours Numerous aircraft on tarmac Airport open 5 hours later November 1, 2013 Shooting
We manage well within a box (Airside, Terminal Side or Landside) Events effect the entire operation, they don t respect any boundaries Improvements that provide significant gains in area will effect all others as well Inputs are many and varied, they change all the time No more boxes NEW PROBLEM STATEMENT
conops + sops + continuity + redundancy + metrics + objective measurement formula for excellent airport operations THE SOLUTION
mobility + geospatial + flexibility + real-time + dynamic + informative displays formula for technology support of airport operations THE SOLUTION
FIRST STEPS Identify the assets that impact flow, start off with the most critical assets Identify our most important metrics Identified the time to discover, resolve and restore What s acceptable performance? What assets impact that desired performance goal? Set monitoring thresholds for those critical assets THE SOLUTION
Reduced idle time, etc. Shorter time to Up-to-date information availability Better collaboration with more up-to date information Enabling Transactions Continuous availability of resources Availability of input - output connectivity and information BENEFITS OF MOBILITY
SITUATIONAL AWARENESS SAGE- Situational Awareness Geospatial Enterprise Enhanced communication between ARCC & Field Timely airfield data captured and reported ACAMS incident management Ability to show incident location and video All sensors detailed geo-spatially Enterprise GIS capabilities Video integration to ACAMS & CAD THE SOLUTION

IT S A JOURNEY Continuous Operational Improvement Leverage people, systems and processes Jointly solve existing operational problems Identify the critical airport Focus on daily activities that require cross-functional collaboration to resolve

LESSONS LEARNED Consolidate all operations into one physical center Spend more time on requirement definition Don t re-build the silos Have a larger than normal contingency Identify and group the assets that impact flow into 3 buckets: Critical Airport-owned Other assets (not airport owned, airline and tenant owned) Realize an asset s status is dynamic Finally always ask Is the information being displayed accurate and timely?
SUMMARY Select the flows through your airport that are important to track Identify the assets that impact those flows Set thresholds on the assets to monitor and get ahead of the problems Leverage existing automation already in place Manually collect data where no automation exists
