ANDA DESTINATION ISPROVIDEDBY THE PRINCIPLES renegotiate. Guidance on gover nance, describing how a Sustainable Blue Economy must be steered, by public as well as by private actors, at any scale, to address uncertainties and to take into account different needs and uses of the seas. Seas and oceans are in the bad state. 15 EU Common Fisheries Policy (CFP) Can blue economy bring salvation? For some Blue economy and -growth means maximising the economic gain from marine resources Advancing Blue Economy is a global trend A set of fundam ental actions that need to be taken if a Sustainable Blue Economy is to materialize. In short, the Principles provide both a destination in the form of a set of framing conditions within which the Blue Economy must operate and a roadmap to help us get there. 12 Communication from the Commission - An Integrated Maritime Policy for the European Union, Blue Growth opportunities for marine and maritime sustainable growth, EU Commission, Commission Communication: Strategic goals and recommendations for the EU s maritime transport policy until 2018, Note that Green Economy is capitalized in this report because of its frequent use in formal international policy processes, while circular economy is not capitalized because it is a more general descriptive term. Ocean- and sea-based economy Blue Growth is important part of EU strategies, also for the Baltic Sea region We are far from reaching the common environmental goals The Baltic Sea is the youngest sea on earth. Only a limited number of species have adapted to its brackish water. It is justified to While ask, the sea s how catchment area marine ecosystems doing is large, its exchange of water are marine resources with the Atlantic under-used is limited. or over-exploited? These factors make the Baltic Sea very vulnerable to any negative human impact. WWF Baltic Ecoregion Programme All Hands on Deck 11

EEA State of Europe s seas 2015 Some key messages 66% of marine habitats and 27% of marine species are in 'unfavourable conservation status 58% of the assessed commercial fish stocks are not in 'good environmental status 61% of mobile fishing gears disturb the seafloor About 1/3 of marine bird populations are declining There are multiple pressures: bottom-trawling, biological disturbances caused by fisheries, introduction on non-indigenous species from shipping, pollution by nutrients, contaminants and marine litter mostly arriving from land Source: State of Europe's seas, EEA Report No 2/2015
Marine ecosystems are already an immense economic resource! Table 1: Global economic output of the world s oceans and seas, per year Type of output Billion US$ Direct output (fishing, aquaculture, etc.) Services (tourism, education etc.) Trade and transportation (shipping) Adjacent benefits (carbon sequestration, biotechnology etc.) 890 1,000 Other intangible benefits* non-quantifiable TOTAL US$ TN * Intangible benefits includes, for example, oxygen production and global temperature stabilization, as well as spiritual and cultural values. Source: Restoring the Ocean Economy Action Agenda 2015, WWF
Blue economy already opposes great stress to marine ecosystems!
Estimated future growth scenarios globally Estimated growth up to 2030
Future scenarios in the Baltic Sea Estimated growth up to 2030
Take note: A future trends report in preparation also for the Celtic Seas
We need to dramatically raise the bar on performance Introducing the WWF Principles for a Sustainable Blue Economy Provides a scientifically based definition of a Sustainable Blue Economy Highlights the need for defining, what ISN T blue economy Starts from the understanding that no economy can sustain itself when its natural resource base is systematically being degraded Economic development related to marine ought to arise from more clever use of natural resources
A sustainable Blue Economy our definition and vision Provides social and economic benefits for current and future generations Restores, protects and maintains diverse, productive and resilience marine ecosystems = from zero impact to positive and restorative impact Is based on clean technologies, renewable energy and circular material flows
A Sustainable Blue Economy is both Green and Circular A Sustainable Blue Economy is part of a Green Economy, one that results in improved human well-being and social equity, while significantly reducing environmental risks and ecological scarcities. It is low carbon, resource efficient, and socially inclusive" (UNEP, 2011) A Sustainable Blue Economy is also a Circular Economy that uses resources in ways that cycle around so that all waste becomes resource again. GREEN ECONOMY Inclusive Low carbon Efficient SUSTAINABLE BLUE ECONOMY Circular material and energy flows BLUE ECONOMY Ocean-based A Sustainable Blue Economy combines the critical aspects of both Green and Circular
Sustainable blue economy requires actions also at the catchment area Land-based sources are responsible for the vast majority of marine pollution globally as well as in the Baltic Blue-, green- and circular economies must merge to ensure that all economic activities operate in such a way that the natural capital on which they depend is restored, protected and maintained
