2 Introduction The since fiscal year 1993 has adopted a vigorous and independent stance on environmental protection, rooted in the increasingly systematic approach to its corporate Environmental Plan. Working through all aspects of its business activities and employee initiatives, Mitsubishi has championed the basic environmental conviction of mobilizing both past and forthcoming technologies to effectively enhance the ecosystem, while reducing environmental impact and fortifying the foundation of comprehensive environmental management. In the quest to supply the market with environmentally-conscious products and services, the concept of green procurement namely, striving to acquire materials characterized by low levels of environmental impact has emerged as an indispensable and instrumental part of our business equation. True to this commitment, the Group has targeted green procurement as a major cornerstone of its Environmental Plan, and in September 2000 drew up the Green Procurement Standards Guide to comprise the focus of environmentally conscious resource procurement activities to be promoted thereafter. The years since have witnessed the introduction of the ELV directive and the RoHS directive in the EU, the J-MOSS in Japan, the Method for Prevention and Control of Contamination in Electronic Data Products in China (the Chinese edition of RoHS), the SB50 legislation in California State and other controls related to the six substances regulated in the RoHS directive 1. Toward this end, from fiscal 2006 the Mitsubishi Electric Group launched studies into the chemical substances in products based on the Joint Industry Guideline 2, while likewise advancing Green Accreditation for its suppliers in accordance with the Group-wide Green Procurement Standards. The REACH rules 3 were put into force in 2007, with full-fledged administration commencing from fiscal year Under REACH, demands are made for the understanding and control of a larger volume of chemical substances compared to the regulations conventionally used to control chemicals in individual nations. At the, the decision was made to adopt the information transmission scheme supplied by the Joint Article Management Promotion-consortium (JAMP) 4. By their very nature, green procurement activities are not viable without the precious understanding and support of our suppliers. It is in this spirit, therefore, that we ask for your continued precious cooperation and assistance in raising the caliber of partnership with suppliers on the green procurement front to even greater heights of progress and success. A licensing system has also been established for substances feared to have a negative impact on people or the environment, with restrictions placed on the production, importing and use of substances with low toleration levels. Basic Approach to Design for Environment and Green Procurement Positioning Mitsubishi Electric Corporation has formulated Environmental Vision 2021 as a long-term environmental management vision for the entire. This vision sets forth a guideline aimed at making positive contributions to the earth and its people through technology and action, while mobilizing Group-wide business activities to help realize a sustainable world rooted in the prevention of global warming and the creation of a genuine recycling-based society. Business Initiatives: Lowering Environmental Impact (Business Activities and Products) The role of lowering environmental impact in business activities and products is an extremely important phase of the quest to help realize a sustainable recycling-based society. Toward that end, Mitsubishi works through the MET perspective (outlined below) to promote environmentally conscious activities through the entire lifecycles of our products from materials procurement and production to distribution, customer use and disposal. Partnership Initiatives: Lowering Environmental Impact through Supplier Partnerships To effectively lower environmental impact, the following steps are advanced through partnerships with suppliers. (1) Actively adopt products, components and materials with low environmental impact (promote green purchasing and procurement). (2) Promote active and meaningful dialogue on environmental issues (contribute to use of environmentally conscious products through active disclosure of product environmental information). (3) Reduce generation of waste, contribute to greater reuse and recycling. Ensure Harmony with Nature Foster Environmental Awareness The, in gearing up to achieve the stated goals of Environmental Vision 2021, promotes green procurement based on the following fundamental concept of Design for Environment (DFE). 1. Basic Approach to Design for Environment In accordance with its Environmental Philosophy and Environmental Action Policy, the Mitsubishi Electric Group strives to energetically design optimum company-wide environmental protocols. Working through individual and partnership business initiatives alike, we target the reduction of environmental impact throughout the entire lifecycle of all products. This comprehensive action plan is conceptualized under the theme of Design for Environment (DFE). Green Procurement Approach 1. Objective and Application (1) Objectives and Sphere of Application The promotes green procurement through strong partnerships with its suppliers, striving to supply customers with environmentally conscious products, lower environmental impact and contribute to realizing a recycling-based society. (2) Green Procurement Sphere of Application This Guide is utilized in the procurement activities of all materials delivered to the Mitsubishi Electric Group 5. 5 Materials: Includes production materials used in products (raw materials, processed materials, parts, units, OEM, packaging materials), as well as indirect materials used in production processes (gas, chemicals and equipment, materials possible to install in or attach to products). While other transactions (software, labor contracts, etc.) are generally excluded from Green Procurement surveys, when the need arises there may be cases when requests will be issued for such surveys by specific places of business. 2. Green Procurement Standards 2-1. Supplier Selection Evaluation Standards In addition to s conventional procurement standards pertaining to quality ( Q ), cost ( C ), delivery ( D ) and service ( S ), we now also prioritize the environment-based initiatives of suppliers and ( E ) as a key procurement standard in advancing business transactions. The selection evaluation standards applied to these E approaches are detailed below. (1) Approach to Environmental Management Systems q Establishment of the Environmental Management System (EMS) based on certification under ISO14001 standards. In addition, when receiving approval under EMAS (EU Eco-Management and Audit Scheme), KES (the Kyoto Environmental Management System) and other third-party certification, the handling is identical to certification under ISO w If not receiving ISO14001 or other third-party certification, the following requirements must be satisfied. a. Maintain a corporate ideology, policy, autonomous standards and targets or action plan to achieve the policy and targets pertinent to environmental protection. b. Establish control managers, organizations, committees and other units pertaining to environmental protection, in providing effective environmental management with the goal of lowering environmental impact. c. Act in compliance with all laws and regulations pertaining to environmental protection. d. Maintain a scheme for internal audits of environmental protection approaches. 3/10 4/10

4 e. Actively promote environmental protection schemes in the following areas (evaluations through maintaining schemes and the use of autonomous standards). ( i ) Energy management ( ii ) Waste management ( iii) Chemical substance management ( iv ) Environmental risk management ( v ) Product assessment (including DFE training) ( vi ) Environmental protection education f. (2) Environmental Protection Considerations in Manufacturing Processes and Materials There are occasions when requests may be issued for implementation of product assessments, as well as requests for disclosure of the results of such assessments to the. q Effective resource utilization a. Proper chemical substance management and emissions curbs at the company and business locations ( i ) Responses to environmental controls pertaining to chemical substances in force at the global level or in individual countries or regions where the Mitsubishi Group maintains companies or other business operations. b. Responses to proper management and legal systems of chemical substances contained in products Based on consideration for the following types of legal systems and other controls in force in Japan and other countries, the ensures that its suppliers exercise proper and legal compliance over chemical substances throughout all stages of procurement, manufacture, storage and shipment. ( i ) Japanese Law Concerning Examination and Regulation of Manufacture, etc. of Chemical Substances, J-MOSS (JIS standard: C0950). ( ii) EU RoHS directive, ELV directive, EU Parliament and Council Directive on Packaging and Packaging Waste. (iii) China Center for Information Industry Development Methods for Preventing Electronic Information Product Contamination. (iv) SB50 of California State in the United States. ( v ) EU REACH rules. (vi) Legal systems in other countries. (vii) independent regulations advanced through customer demands and other foundations Standards for Handling Environmental Hazard Substances Contained in Materials Delivered to the In addition to controls exercised over substances determined to be environmental hazards by the Mitsubishi Electric Group, standards established under the Joint Industry Guideline (JIG) are observed in conducting surveys of environmental hazard substances contained in all materials delivered to the Group, in concerted efforts to lower the environmental impact of those procured materials. (1) Handling and Classifying Standards for Environmental Hazard Substances Green procurement environmental hazard materials are recorded in the attached Green Procurement Inspection Target Chemical Substance List, the handling of which is divided and defined through the following four levels. q Level I (substances banned from being contained or attached <currently or scheduled to be banned>): Substances exerting a conspicuous impact on human health or the ecosystem, substances for which use is banned or restricted under domestic or overseas laws, or substances for which use is voluntarily banned by the. w Level II (substances scheduled for elimination): Substances not corresponding to Level I, but targeted for content elimination through domestic or overseas laws or autonomous controls. e Level III (quantifiable substances): Substances not corresponding to Level I or Level II, but for which steps are required to ascertain their content. r Level IV (precious metal substances): Substances comprised of precious metals for which steps are required to ascertain their content. (2) Globalization of Controls over Chemical Substances in Products Promoted through Green Procurement In fiscal year 2006, the adopted control standards over chemical substances contained in products based on the Joint Industry Guideline (JIG) issued through a consensus between the Japan Green Procurement Survey Standardization Initiative and the Electric Industries Association of the United States, and since then has been conducting inspections of such substances. The chemical substances (groups) targeted for study under JIG are recorded on attachments 1-1 and 1-2 of the Green Procurement Inspection Target Chemical Substance List. (3) Standards for Revising Environmental Hazard Substance List Environmental hazard substances are subject to change as a result of future expansion and updates in knowledge, trends in laws and regulations and other factors. To promote pertinent activities to address these changes, the carries out regular revisions as required in its Green Procurement Inspection Target Chemical Substance List. The latest edition of this list is posted on the Group s website. III. I. Green Accreditation The Green Accreditation plan advanced by the is utilized to judge and accredit the supplier selection evaluation standards determined by the Group, as well as the suppliers that satisfy the standards for the handling of environmental hazard substances contained in delivered materials. Mitsubishi conducts Green Accreditation oriented surveys of suppliers, and subsequently grants preference in procurement to suppliers that obtain the said accreditation. The goal of this scheme is to respond in dependable fashion to the EU ELV directive, the EU RoHS directive, the EU Directive on Packaging and Packaging Waste, J-Moss, the Chinese edition of RoHS, SB50 and other restrictions on contents of chemical substances in products that are beginning to expand on a genuine global scale. 1. Survey Targets The targets of the Green Accreditation program consist of manufacturers, processing suppliers and trading companies delivering materials to the. Suppliers that are not asked to undergo the Green Accreditation survey are excluded by the as targets for Green Accreditation. Suppliers in this latter category consist of those engaged in transactions of products other than materials (including software, labor contracts construction contracting, OA related service parts, prototype products, measuring instruments, rentals, etc.); and suppliers that have not been requested by the Group to ban or reduce specified chemical substances in light of the fact that the products being handled are not included in the sphere of targets under the EU RoHS directive or other national directives and thus pose no problems with regard to human safety. The reserves the right to enact changes in the sphere of the survey targets in accordance with revisions in environmental related laws and regulations in the respective countries. 2. Surveys (1) Green Accreditation Flow q The requests suppliers to submit to the survey for Green Accreditation. w Following the format listed below, suppliers fill out the Questionnaire for Green Accreditation for submission to the. e The submitted questionnaires are scored, with the suppliers informed of the results. Suppliers failing to receive Green Accreditation are asked to submit an improvement plan aimed at securing acquisition of Green Accreditation within one year s time. 5/10 6/10

(ii) For overseas suppliers, you are requested to forward those entities an English or Chinese version of the survey form and Green Accreditation Guideline, then subsequently input their s at your company in the Japanese survey format and submit the results as electronic data. (iii) When procurements from suppliers are made through separate companies (trading companies, etc.), it is requested that thorough steps be taken to obtain survey s from the suppliers in question. e Enter your s, referring to the sample s on the survey form. r When entering s, click on the Self Assessment button and confirm your rank. When failing to satisfy Green Accreditation standards (Rank A, B or C for Question I, Rank I for Question II), in Question V enter future plans, schedules and other details designed to strengthen your corporate. When satisfying Green Accreditation standards, there is no need to respond to Question V. t Check that no omissions have been made, and submit the completed form to the Mitsubishi Electric Group contact point that originally requested your company to respond to the survey. Submit your s by , floppy disk, CD-ROM or means, using Excel electronic data. (3) Points of Attention, etc. q Because the survey results will impact our procurement policy, it is requested that no errors be made in the entries. If entry errors do occur or changes occur in the details listed, it is requested that a corrected version be submitted immediately. If such errors are not corrected, strict action will be taken in accordance with the basic business contract in force. w If forgeries in certifications of materials non-use or content information survey s result in damages to Mitsubishi Electric, any previously issued Green Accreditation status will be revoked. Green Accreditation Expiration Date The expiration date for Green Accreditation by the shall be the end of the fiscal year falling three years after the date of issue, with that information to be entered on the Green Accreditation certificate. (For example, accreditation issued in August 2008 would expire on March 31, 2012 the final day of fiscal year 2011.) Notwithstanding, Mitsubishi Electric reserves the right to resurvey or reauthorize prior to expiration of the accreditation when such needs result due to changes in related laws or regulations or revisions in the survey contents. In such cases, the latest accreditation will be considered to be valid. IV. Requests to Suppliers The utilizes the Questionnaire for Green Accreditation received from its suppliers, as well as the results of actual surveys of chemical substances included in products, to supply customers with environmentally conscious products and engage in thorough compliance with all regulations. In this spirit, the cooperation of suppliers is requested in the following surveys, together with effective approaches to environmental protection activities and efforts to curb global warming. 1. Requests for Cooperation in Green Accreditation It is requested that environmental management systems be established through attainment of certification under IS14001 standards, together with the promotion of environmental protection activities satisfying the standards set forth in Chapter II, Part 2 of this Guide. To determine whether specific supplier environmental impact reduction activities do in fact satisfy the Mitsubishi Electric Green Accreditation standards, suppliers may be subjected to a survey described in Chapter III, Part 2 of this Guide designed to encourage Green Accreditation, and are requested to cooperate in this process. 2. Requests for Understanding of Environmental Hazard Substances and Cooperation in Content Surveys With regard to materials delivered to the Mitsubishi Group, suppliers are requested to cooperate in ascertaining whether the environmental hazard substances determined by the (attached Green Procurement and Inspection Target Chemical Substance List ) are present, and if present in what content. With regard to delivered production substances, the cooperation of suppliers is requested in the implementation of the guarantees and surveys recorded in (1) through (4) below. Mitsubishi Electric likewise reserves the right to implement the same types of guarantees and surveys with regard to the use and reduction status of environmental hazard substances at all materials production processes. It is requested that all survey s be made with full attention to detail and accuracy. Errors in the contents may result in product recalls and in certain cases removal of products from the market altogether, creating the possibility that major losses could be incurred. (1) Self-Compliance Declaration in Accordance with the Guidelines for Management of Chemical Substances in Products From fiscal year 2008, suppliers are requested to adopt full-fledged s to the EU REACH rules, while exercising thorough management of chemical substances in accordance with the Guidelines for Management of Chemical Substances in Products issued jointly by JAMP and the Japan Green Procurement Survey Standardization Initiative (JGPSSI). This self-compliance declaration refers to action by suppliers to establish and implement their own inhouse systems for the management of chemical substances contained in products in accordance with the aforementioned Guidelines for Management of Chemical Substances in Products, followed by direct declarations of the implementation of such steps. q Enter the Guidelines for Management of Chemical Substances in Products from the JAMP website: w Use the check sheet contained in the Guidelines for Management of Chemical Substances in Products for self evaluation. e If problems exist, carry out improvements to raise competence at the management level. r Complete the Self-Compliance Declaration Form, and keep it at your own company. (2) Guarantees of Use Bans or Use Discontinuance of Level I Substances Guarantees are requested that no Level I substances are used in delivered production materials. When required, guarantees may also be required that the six substances regulated under the RoHS directive are likewise not present in any materials delivered to the, with supplier cooperation requested in such cases. 7/10 8/10

6 (3) Checks of Use Discontinuance Dates for Control Target Substances With regard to production materials delivered to the, checks will be made of the use discontinuance dates for substances targeted to be withdrawn from use. For the details of these checks, see the attached Summary of Green Procurement Environmental Hazard Substance Survey and Producer Survey Responses. (4) Content Analysis, etc. When required, with regard to delivered production materials, checks will be made of the content of Green Procurement Environmental Hazard substances, as well as for JIG survey target chemical substances. (5) Communication of Data Concerning Chemical Substances Contained in Products In cases when you are aware that chemical substances targeted for regulation under the REACH rules are contained in materials or products procured by your company, the supplying of information detailing those areas is requested. With regard to the format used to supply this data, it is requested that the MSDSplus and AIS forms approved by JAMP be obtained and submitted after filling out the necessary items. For further details, please refer to the JAMP website listed on part IV2. (1) q of this section above. 3. Bans and Reduction of Environmental Hazard Substance Content With regard to production materials delivered to the, efforts are requested in both banning the presence of Level I substances (banned from being contained or attached) and reducing the presence of Level II substances (targeted for control). In the case of Level II control target substances as well, when use of the substances in question is regulated under the RoHS directive or other restrictions, it is requested that the priority be placed on ensuring legal compliance, with activities promoted to eliminate the presence of the substance by the deadline determined by Mitsubishi Electric for discontinuance of use. From fiscal year 2008, furthermore, suppliers are requested to adopt full-fledged s to the EU REACH rules, while exercising thorough management of chemical substances in accordance with the Guidelines for Management of Chemical Substances in Products issued jointly by JAMP and JGPSSI. 4. CO2 Emissions Reduction Efforts With regard to all materials delivered to the, consideration is requested for efforts to reduce the CO2 emissions throughout the entire lifecycles of those materials. 6. Energy Conservation Efforts With regard to all materials delivered to the, consideration is requested for efforts to conserve energy throughout the entire lifecycles of those materials. 7. Environmental Impact Reduction through Partnerships with Suppliers Feedback will be furnished to suppliers on the results of surveys conducted by the, along with other efforts aimed at promoting environmental-related communication. Suppliers are requested to cooperate by using these survey results to reduce environmental impact in their business operations. 8. Collect End of Life Materials With regard to environmental hazard substances contained in materials delivered to the Mitsubishi Electric Group, when information is not properly disclosed or it becomes difficult for the Group to properly dispose of the materials in question, requests may be made for suppliers to collect (remove from premises) and dispose of the materials 9. Promote Green Procurement To help reduce environmental impact, requests are made for energetic promotion of Green Procurement of products and materials for which such procurement is possible. 10. Sign Agreements to Reduce Environmental Impact As required, requests may be made to enter into agreements calling for cooperation in surveys or providing other support.
