6 Brief History Developed by US Army in the early 1940 s as a munitions manufacturing plant Ideally located: 40 miles Southwest of Chicago Adjacent to major rail lines, access to highways, power and water Large pool of skilled labor Was one of Chicago s largest employers at peak of production with more than 12,000 Illinois residents on the payroll during from the 1940 s through 1960 s The Army manufactured more than 1/3 of all munitions used by the US during World War II, Korean and Vietnam Conflicts Decommissioned in 1976 and quickly became a barren and abandoned former military site US Army declared the property excess in 1993 In 1995, Congress passed legislation to transfer the land for remediation and the Arsenal was subdivided for both public and private use 6

18 Houbolt Road Bridge Benefits of the Proposed Bridge The Houbolt Road bridge would: Reduce greenhouse gases (CO2) by an estimated 22 million pounds per year Trucking industry would save 1 million gallons of diesel fuel per year, equating to overall savings in fuel and operating expenses of approximately $15 million per year Assumes a reduction of 4 miles per truck trip in/out of CenterPoint Intermodal Center Substantially reduce the volume of trucks using Route 53 as their preferred route to I 80 Creates a safer Route 53 corridor for residents and businesses as well as regional attractions such as the Midewin National Tallgrass Prairie and the Abraham Lincoln National Cemetery Provides critical relief valve in the event of a catastrophic failure or extended outage at Route 53 and I 80 and/or the I 55 Des Plaines River bridge.
