1 In cooperation with Organised by June 2013 Federal Ministry for Economic Cooperation and Development (BMZ) Stresemannstraße 94, Berlin, Germany Conference Programme The Federal Ministry for Economic Cooperation and Development (BMZ) organizes the conference on the occasion of the 300 th anniversary of the concept of sustainability, the 20th anniversary of forest certification and a decade of the EU FLEGT (Forest Law Enforcement, Governance and Trade) Action Plan. In face of the growing global demand for wood as a renewable raw material for material and energy uses, at the conference we would like to encourage new impetus on concerted action by governments, civil society and private businesses along sustainable supply chains for scaling up sustainable forest management, associated trade and consumption of wood and wood based products originating from tropical countries.

5 Working Group I In Producer and Processing Countries: Bringing FLEGT and Certified Sustainable Supply Chains Together Global wood trade patterns have become increasingly complex, involving often long supply chains with numerous (sub-)suppliers and products consisting of various species from different origins. This complexity, combined with corruption, makes it easy for traders of illegal timber to obscure and whitewash their activities. In response to this, the EU Timber Regulation (EUTR) now requires EU operators to minimize the risk of trading in illegal timber, by developing a comprehensive due diligence system, with key components regarding risk assessment and mitigation, transparency and traceability. At the same time, producer countries concluding a FLEGT Voluntary Partnership Agreement (VPA) develop comprehensive Timber Legality Assurance Systems (TLAS), which allow tracing a timber product from the forest to an export point. The EUTR and FLEGT VPAs mutually reinforce each other. In the working group we will discuss concrete options of using synergies between national tracing and assurance systems in producer and processing countries and voluntary standard systems. Third party verified schemes may be taken into account in the risk assessment and mitigation procedures under the EUTR. In VPA countries, the country itself decides if it wants to recognize a certification system as part of their TLAS. How can these regulatory instruments help to boost the demand for verified sustainably produced timber? How can we set incentives for sustainable timber? 6 Working Group II In Consumer Markets: Implementation of EU Timber Regulation and Increasing Demand for Sustainable Tropical Wood Products in Private and Public Procurement In Europe tropical wood products widely provoke associations of forest destruction. The EU Timber Regulation (EUTR) as regulatory measure to prevent illegally harvested timber and derived wood products from entering EU markets, requires due diligence when placing timber products for the first time on the EU market. How can this momentum be used to increase awareness and demand for sustainable wood products in private and public procurement? In this context discussions in three smaller groups will focus on critical points for efficient implementation of the EUTR in all EU-member states and what this means for certified companies How to ensure credibility of legality and sustainability systems? Are there threats of conflicts between efficient EUTR-implementation and increasing imports of sustainable tropical timber products for material and energy uses into the EU? 7 Working Group III Finance: Certified, Sustainable Forest Management in Tropics In several tropical countries there are good examples where frontrunner investors and companies have successfully developed sustainable forest business, which is acknowledged as an effective way to protect forests from illegal use and to prevent deforestation. However, forest businesses face many obstacles when considering investing into sustainable tropical forest management systems, the share of investors today is consequently low. Objectives of the Working Group Get an overview of potentials and limitations of public finance, opportunities and challenges for scaling up private finance, as well as experiences in matching supply and demand for forest-related investments. Some related questions: What can public finance (for example German Development Finance) do and where are its limitations? What kind of conditions need to be created to allow for private investments? What are the core bottlenecks for scaling-up private finance? How could they be addressed? What are the experiences in matching supply (promising project pipeline) and demand for forest-related investments? Where are the core challenges? Which kind of alliances could overcome constraints for investments both for private and public finance in Sustainable Forest Management and supply chains while ensuring credibly that social and environmental criteria are met?
