(An introduction to asset management The Institute of Asset Management) Asset Management: Is a mind set which sees physical assets not as inanimate and unchanging lumps of metal / plastic / concrete, but as objects and systems which respond to their environment, change and normally deteriorate with use, and progressively grow old then fail / stop working / die! Is a recognition that assets have a life cycle Is as important for those working in finance as it is for engineers Is an approach that looks to get the best out of the assets for the benefit of the organisation and/or its stakeholders Is about understanding and managing the risk associated with owning assets One of the challenges with managing an asset is that it is not sentient. It does not keep management edicts. It does not respond to the economy or politics. But it does respond to how it is treated and used. This creates a challenge for management. How do you get the right behaviour from an entity that won t listen? 3

4 What is/isn t Asset Management? (An introduction to asset management The Institute of Asset Management) Asset Management: Is not just about maintenance. Maintenance is part of the stewardship of assets, but so is design, procurement, installation, commissioning, operation, etc. Is not a substitute for quality management. Asset Management, like other management processes, should be subject to scrutiny through a quality process to ensure rigour Is not a project management system Is not just for engineers. Everyone working in a company that owns or operates assets should be interested. This includes those working in procurement, finance, personnel, service, planning, design, operations, administration, leadership, marketing and sales Is not just an accounting exercise. Whilst it may help you understand the deterioration and hence depreciation of an asset, it is of interest to every part of the organisation Is not a purely academic discipline. Whilst it is a worthy subject for academic review and advancement, it is primarily a pragmatic, hands on subject CAPEX + OPEX = TOTEX Organisations often isolate CAPEX and OPEX expenditures To realise maximum value, organisations are now looking at the overall cost envelope for both OPEX and CAPEX Optimising both types of investments together is needed to ensure the optimal mix is selected within the overall cost envelope. A value based decision model is critical to being able to make the appropriate decisions in a TOTEX context. 4

6 The Issue The Water Act 2003 has a section on abstraction that the government wish to implement. DEFRA consulted on this intention in More recently they have been consulting on the output of this work ieproposed changes to water abstraction licencing exemptions. The aim of proposed changes are to allow the EA to bring all significant abstractions (including water transfers) into the licencing system. Key IDB Concerns We have no statutory mandate to be involved in water resources, other than in terms of flood risk and conservation. We are effectively the middle man assisting the EA in passing water from main river to an abstractor they have licenced. The current arrangements work well, hence there is potential to end up with something worse and more bureaucratic! There is a proposal to charge 1,500 per licence. The focus is on environmental impact of abstraction on main river, but not on the ordinary watercourses that water is transferred to this is not joined up thinking. 6

7 Steps Taken A meeting was held with DEFRA and EA in which concerns were outlined. Next Steps A letter was sent by ADA objecting to elements of the proposal, setting out reasons for objection. DEFRA have suggested that a further meeting be held. ADA will continue to push for a common sense and workable solution. The future of Licencing Although in the very early stages DEFRA and EA are talking about further changes beyond those currently proposed, which may include the devolution of licencing abstractions to local authorities such as IDBs. 7

The River Idle Floodplain Grazing Marsh Project Biodiversity 2020 IDB Outcomes 1.A Better wildlife habitats with 90% of priority habitats in favourable or recovering condition and at least 50% of SSSIs in favourable condition, while maintaining at least 95% in favourable or recovering condition 1.B More, bigger and less fragmented areas for wildlife, with no net loss of priority habitat and an increase in the overall extent of priority habitats by at least 200,000 ha; 1.D Restoring at least 15% of degraded ecosystems as a contribution to climate change mitigation and adaptation. 11
