1 ETASS II SKILL LEVEL AND LABOR CATEGORY DESCRIPTIONS Skill Levels Level Entry I Intermediate II Senior III Principal IV Knowledge/Skill Description Applies fundamental concepts, processes, practices, and procedures on technical assignments. Performs work that requires practical and training. Work is performed under supervision. Possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature, requiring originality and innovation in determining how to accomplish tasks. Operates with appreciable latitude in developing methodology and presenting solutions to problems. Contributes to deliverables and performance metrics where applicable. Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. May supervise others. Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. May supervise others. Variations from the established levels may be made on a case by case basis whether the candidate possesses skills, certifications, etc that offset or substitute for other education or criteria. 1
2 Categories Labor MANAGEMENT/SUPPORT Admin. Assoc. Responsible for developing, drafting, writing and editing reports, briefs, proposals, and other documents in support of a client s requirements. Interfaces with personnel to coordinate meetings, maintain logs, records and files, provides end user support, and performs general administrative duties. Project Manager Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Provides applications systems analysis and programming activities for a Government site, facility or multiple locations. Prepares long and short range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources. Oversees all aspects of projects. Program Manager/ Director Organizes, directs, and manages contract operation support functions, involving multiple, complex, and inter related project tasks. Manages teams of contract support personnel at single or multiple locations. Maintains and manages the client interface at the senior levels of the client organization. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs. ANALYSTS Analyst Establishes integrated system level requirements for an overall information, technical, and data architecture in support of multiple software applications. Performs platform capability analyses and COTS/GOTS evaluations, selects components, and develops system and LAN interfaces to ensure compliance with OSI, ISO, IEEE, DII COE, and DoD TAFIM requirements. Constructs models and simulations of computer systems to demonstrate ability to meet user requirements. Executes system stress tests to identify software performance constraints; tunes application and operating system software to enhance performance accordingly. Conducts system engineering analyses to detect hardware/firmware problems and define spectrum of alternative solutions. Applies joint application design (JAD) methodologies, rapid prototyping techniques, and computer aided software engineering (CASE) tools. ACQUISITION & LOGISTICS Acquisition Specialist Configuration/ Data Management Analyst Logistician Prepares supporting acquisition documentation including a statement of objectives (SOOs), statement of work (SOW) requirements, procurement plans, program descriptions, technical specifications, and other required solicitation information. Reviews Request for Proposal (RFP) packages for conformance with all aspects of relevant procurement regulations and validates independent government cost estimates (IGCEs). Provides technical assistance in vendor/acquisition contractor proposal evaluation, COTS/GOTS product analysis, source selection, acceptance testing, and performance monitoring against established benchmarks. May also support program or project management activities. Conducts and prepares configuration management plans and procedures, performs configuration audits, monitors trouble reports and change requests, evaluates and selects tools to automate the change control process, and provides status accounting support. Coordinates with users and developers on the release of new software versions. Establishes, operates, and maintains program documentation support libraries. Assists in the evaluation, definition, standardization, and tracking of data elements and object names. Determines entity relationships, assigns attributes, and develops procedures for maintaining enterprise data models. Facilitates working groups of functional experts to establish central repository requirements for data storage, protection, and retrieval. Creates and populates data dictionaries. Provides full range of data mapping, validation, and documentation support. Conducts acquisition logistics management support to include performing life cycle supportability analyses; developing/reviewing Integrated Logistics Support Plans, Computer Resources Life Cycle Management Plans, and solicitation documentation; and establishing maintenance/support concepts. Assists with the procurement and management processes of support equipment, test equipment, technical orders, spares, training, supply support, and other resources. May supervise complex operations that involve two or more additional functions such as, but not limited to, network operations, systems security, systems software support, and production support activities.
