3 CEER 2011 Vision Regulators see a competitive European gas market as a combination of entry exit zones with virtual hubs The development of competition should be based on the development of liquid hubs across Europe at which gas can be traded Market integration should be served by efficient use of infrastructures allowing market players to freely ship gas between areas and respond to price signals The Target model has to allow for sufficient and efficient levels of infrastructure investment

13 Conclusion on functioning of markets Summary Conclusions Large western European gas markets Central and Eastern Europe Except But Pluralism But Many Most UK and NL, liquidity below target churn rate and uncertainty regarding further evolution of liquidity liquidity may be accessible in neighbouring market zones of supply sources, owing to LNG, and diverse market structure with imports from multiple firms and production by multiple firms (where applicable) dependence on large suppliers may increase again should gas demand pick up consumers (in largest markets) already benefit from wholesale gas competition gas markets do not have transparent hub trading Probably too small to develop into competitive wholesale markets, based on CEER criteria Often high concentration on the supply side Potential competition in some Central European member states But often heavy reliance on largest supplier,ie Gazprom Lack of competition in smaller member states should not be ignored
14 KEMA Entry Exit Study KEMA study show only 8 countries will be able to have a liquid hub Virtual Trading Zone established between Czech Republic, Slovakia and Austria with separate balancing zones in each country Portugal and Spain have a Virtual Interconnection point Irish market is basically integrated with the GB market already It seems uncertain whether a merger will lead to any tangible benefits It may be more beneficial to consider other less rigorous alternatives for promoting integration
15 Bridge 2025 Statements A more targeted approach could be more efficient than adding another layer of one-size-fits all intervention at EU level Hybrid merged gas trading zones where the geographic area in which balancing occurs is different from the virtual trading hub Capacity products that provide financial certainty for accessing neighbouring trading hubs which have functioning forward markets Differences in nomination periods between gas and electricity can result in greater exposure to imbalance charges if gas-fired generator changes output at short notice In some gas networks reinforcement may be required to permit the fast response required by flexible electricity generators, including improved access to storage and linepack
16 The Emerging GTM2 All gas customers have the right to benefit from a well functioning, deep and liquid wholesale gas market (passing this through to the retail markets) Each market / MS to ensure this, through Enhancing market functioning; improving hub liquidity, enhanced hub design, possible EU harmonisation or Market integration: Trading region Zone merger Market coupling For market integration ACER will develop pros and cons, in line with market characteristics, recommendations for implementation process
17 Next Steps September / October 2014: finalisation of GTM update Taking into account also the responses to the Energy regulation: Bridge to 2025 public consultation Based on stakeholder comments and final discussions with the advisory panel on GTM
