SUMMARY DCR Phoenix Developments is proposing to develop a mixed-use development on the southwest quadrant of Vanier Parkway and Montreal Road, in the City of Ottawa. The proposed mixed-use development consists of four 18-storey condominium buildings (Buildings A, B, C and D) along with a three storey high amenity building (Building E), a six storey high mixed-use residential/commercial building (Building F) and a four storey high condominium building (Building G). Vehicular traffic on Vanier Parkway and Montreal Road has been identified as the dominant source of transportation noise in the vicinity of the proposed development. Traffic projection information for Vanier Parkway and Montreal Road was obtained from the City of Ottawa Environmental Noise Control Guidelines. Based on our review of the study area, the stationary noise impact is not expected to be significant and the stationary noise assessment is not required. The findings of this study conclude that the proposed development will not be constrained by future traffic noise from Vanier Parkway and Montreal Road provided the following recommendations are implemented. In accordance with the MOE Publication NPC-300 Environmental Noise Guideline, Stationary and Transportation Sources Approval and Planning and the City of Ottawa Environmental Noise Control Guidelines the following are the required noise attenuation measures for the subject development. Ventilation Requirements All dwellings units in Buildings A, B, D, F and G will require the installation of central air conditioning system. All dwelling units in Building C will require the installation of forced air heating with provisions (i.e. appropriately sized ductwork) for the installation of a future air conditioning system. It is understood that all dwelling units within this development will be air conditioned, which will meet noise ventilation requirement. MMM Group Limited

If fixed and sealed or casement windows are used, this requirement can be reduced to STC 32 on the east side of Building A. Ontario Building Code (OBC) compliant windows will be sufficient for the north and south sides of Building A, if fixed and sealed or casement windows are used. Living/Dining rooms and Bedrooms in Buildings D and G on the east, north and south sides require upgraded STC 35, 31 and 31 windows, respectively. If fixed and sealed or casement windows are used, this requirement can be reduced to STC 32 on the east side of Buildings D and G. Ontario Building Code (OBC) compliant windows will be sufficient for the north and south sides of Buildings D and G, if fixed and sealed or casement windows are used. Living/Dining rooms and Bedrooms in Building F on the north and east sides require upgraded STC 35 and 32 windows, respectively. If fixed and sealed or casement windows are used, this requirement can be reduced to STC 32 on the north side of Building F. Ontario Building Code (OBC) compliant windows will be sufficient for the east sides of Building F, if fixed and sealed or casement windows are used. All directly exposed dwelling units in Buildings A, D and G fronting Vanier Parkway, and Building F fronting Montreal Road require upgraded EW1R, EW4 or EW5 specification exterior walls. All dwelling units in Building A fronting Montreal Road and Building F fronting Vanier Parkway require upgraded EW1R or better specification exterior walls. Noise Warning Clauses All dwelling units requiring indoor noise control measures must have a warning clause indicating the existence of possible excess noise and the measures provided to deal with that excess, included in the offer of the purchase and sale or tenancy agreement. Prior to final inspection and release for occupancy, these dwellings should also be certified by the Acoustical Consultant as being in compliance with the certified builder s plans and the recommendations of the approved Noise Control Study. INTRODUCTION MMM Group Limited was retained by DCR Phoenix Developments to undertake a Noise Control Study for a proposed mixed-use development to be located on the southwest quadrant of Vanier Parkway and Montreal Road, in the City of Ottawa. The proposed mixed-use development consists of four 18-storey condominium buildings (Buildings A, B, C and D) along with a three storey high amenity building (Building E), a six storey high mixed-use residential/commercial building (Building F) and a four storey high condominium building (Building G). The objective of this Noise Study is to provide a detailed evaluation of future vehicular sound levels emanating from the existing roadways and provide recommendations for any indoor and outdoor physical control measures that are necessary to attenuate the excess transportation noise impacting the proposed development. This report provides a description of the noise sources and methods of prediction as well as recommendations to control the vehicular sound in the indoor and outdoor living areas of the development. Based on our review of the study area, the stationary noise impact is not expected to be significant and the stationary noise assessment is not required. MMM Group Limited

SOUND LEVEL ANALYSIS 3.1 Assumptions and Basis of Analysis Sound Sources Vehicular traffic on Vanier Parkway and Montreal Road were identified as the predominant source of transportation noise in the vicinity of the proposed development. Projected traffic information for the roadways was provided in the City of Ottawa Environmental Noise Control Guidelines. Traffic information and road characteristic can be found in Appendix A. The traffic information used in this analysis is shown in Table 3.1 below. Based on the review of the study area, it was determined that possible sources of stationary sound in the vicinity of the site are not expected to be acoustically significant. Accordingly, it is concluded that there will be no stationary noise impacts on the proposed development Estimation Procedures Ambient sound levels were calculated using the method outlined in the Ontario Ministry of Environment document ORNAMENT, October 1989 and the MOE STAMSON Computer Program for Road and Rail Traffic Noise Assessment (version 5.04 issued in 2000). The critical noise receptors are shown on the site plan, which is attached in Appendix C. The façade noise receptors are labeled as R1 to R17 on the site plan, and the outdoor noise receptor is labeled as R Noise Assessment Criteria in Land Use Planning The City of Ottawa Environmental Noise Control Guidelines (ENCG) is a tool for implementation of the City policies on environmental noise contained in the Official Plan. The ENCG is primarily based on Ministry of Environmental (MOE) publications such as LU-131 and NPC-205 with additional and enhancement by the City of Ottawa. In 2013, the LU-131 and NPC-205 noise guidelines were replaced by NPC-300. The criteria and MMM Group Limited

11 Noise Control Study Page 7 Proposed Mixed-use Development 112 Montreal Road, City of Ottawa N01 standards described in the document represent the position of the MOE, the Ontario Municipalities environmental and the City of Ottawa ENCG control requirements to establish appropriate noise environments for living spaces and sleeping quarters in new developments. Sound level limits for road traffic in accordance with the MOE Sound Level Criteria (LU- 131) are summarized in Table 3.3. The sound levels are described in terms of the equivalent sound level (L eq ). However, if physical noise control measures are not implemented then prospective purchases/tenants must be informed of the potential noise disturbance by means of a warning clause registered on offers of purchase and sale or in the tenancy agreement. When the unattenuated sound levels exceed the objective level of L eq (16) 55 dba by more than 5 dba, physical noise control measures are mandatory under MOE policy along with a warning clause included in all offers or agreements of purchase and sale. The warning clause will inform the purchasers or tenants of the potential noise disturbance if the physical noise control measures were removed. If the facade sound levels are more than 65 dba in the daytime or 60 dba in the nighttime, noise control measures such as central air conditioning must be provided. In addition, if the façade sound levels are more than 55 dba in the daytime or 50 dba in the nighttime, air conditioning provisions are required (ie. a forced air heating system with the provision to implement a future central air conditioning system). 12 Noise Control Study Page 8 Proposed Mixed-use Development 112 Montreal Road, City of Ottawa N01 either case, purchasers must be informed of the ventilation provisions by means of a warning clause registered in the offer of Purchase and Sale or tenancy agreement. 3.3 Unattenuated Future Sound Levels Table 3.4 summarizes the predicted unattenuated future sound levels due to vehicular road traffic on Vanier Parkway and Montreal Road. As noted previously, the receptor locations are identified on the proposed site plan attached in Appendix C. Detailed sound level calculations are included in Appendix B. 13 Noise Control Study Page 9 Proposed Mixed-use Development 112 Montreal Road, City of Ottawa N Outdoor Noise Control Measures Based on the results summarized in Table 3.4, the unattenuated daytime outdoor sound levels at the OLA receptor (Receptor 18) within the development is predicted to be 47 dba. The OLA receptor is well below the MOE noise level objective at 55 dba, thus the outdoor living area noise control measure is not required for the proposed development. 3.5 Indoor Noise Control Measures In order to ensure acceptable indoor sound level environments, consideration was given to building treatments required to achieve the necessary acoustic insulation values. The Acoustical Insulation Factor (AIF) needed to control road traffic noise is calculated as follows: AIF = Leq outdoor facade - Leq indoor + 10 log C + 2 where: Leq outdoor facade = Outdoor facade sound level. Leq indoor = Indoor objective sound level (as noted in Section 3.2). C = Number of building components forming envelope of room (typically equals 3 for a corner room and 2 for other rooms). Table 3.5 outlines the Acoustic Insulation Factor (AIF) required for various road traffic sound levels as well as the glazing requirements to meet MOE guidelines. 15 Noise Control Study Page 11 Proposed Mixed-use Development 112 Montreal Road, City of Ottawa N01 For the remaining dwelling units in Buildings A, B, C, D, F and G, since noise mitigation from standard OBC building components exceeds the AIF requirements, there will not be any need for architectural noise abatement measures (eg. window or wall design requirements) for these buildings Ventilation Requirements Based on the criteria presented in Section 3.2, and the calculated daytime and nighttime façade sound levels as outlined in Table 3.4, all dwellings units in Buildings A, B, D, F and G will require the installation of central air conditioning systems and all dwelling units in Building C will require the installation of forced air heating with provisions (i.e. appropriately sized ductwork) for the installation of a future air conditioning system. However, it is understood that all building units within this development are planned to be air conditioned, thus the ventilation requirement will be met. 3.6 Formal Notification All dwellings in the development will also warrant formal notification to the purchasers or occupants by means of a warning clause included in the offers of purchase and sale or in the tenancy agreement. Buildings A, B, D, F, and G require the installation of a central air conditioning system, and Building C requires provisions for future air conditioning. According to the City of Ottawa ENCG, the suggested wording of warning clause for these building that requires central air conditioning system is as follows: "This dwelling unit has been supplied with a central air conditioning system which will allow windows and exterior doors to remain closed, thereby ensuring that the indoor sound levels are within the City s and the Ministry of the Environment's noise criteria." 3.7 Implementation Procedures The following implementation procedures are recommended, to ensure that the required noise control measures are implemented. All relevant builder s plans for the dwelling units requiring noise control measures, should be certified by an Acoustical Consultant as being in conformance with the recommendations of the approved Noise Control Study. Prior to final inspection and release for occupancy, these buildings should also be certified by the Acoustical Consultant as being in compliance with the certified builder s plans and the recommendations of the approved Noise Control Study. CONCLUSIONS AND RECOMMENDATIONS 4.1 Conclusions The predicted unattenuated daytime road traffic sound levels within the outdoor living area of the development will not exceed the Ontario Ministry of Environment objective sound level. Therefore outdoor noise control measures will not be required for this development. Façade sound levels of dwelling units within this development will exceed the Ministry of the Environment objectives daytime and nighttime sound levels. Accordingly, all dwelling units will require implementation of indoor noise control measures. Provided that the recommended noise control measures of this Noise Study are implemented for this development, the issue of excess transportation noise from road traffic on Vanier Parkway and Montreal Road does not pose any constraint to this development proposal. 4.2 Recommendations Noise Control Measures Ventilation Requirements All dwellings units in Buildings A, B, D, F and G will require the installation of central air conditioning system. 20 APPENDIX A Background Information and Data

21 While the use of the AADT for noise assessments is the common practice, special consideration may be given to situations where the weekend traffic or Summer Average Daily Traffic (SADT) may be more dominant. Application of Criteria Recognizing the variation of human response to transportation noise and, at the same time, the possible difficulties of implementing outdoor noise control measures in some situations, the City may allow a certain flexibility in the sound level criteria in the Outdoor Living Areas only. The application and the allowable flexibility of the criteria are described below. In case of a marginal excess over the outdoor criteria, the prospective occupants of the new land use should be notified by means of a warning clause. This clause should be included in the Agreements of Purchase and Sale, and incorporated into the relevant Development Agreements which are registered on title of the property.
