2 What are the new apprenticeships? BIFM, as the professional body for facilities management (FM), was delighted to provide its expertise in creating standards, qualifications, apprenticeships and assessment, to work alongside employers and other key stakeholders in the development of these new FM apprenticeships. Trailblazer apprenticeships were introduced by the UK government in England in 2013 to replace the previous system which, in some industries, was criticised for not providing sufficiently high quality training and which was not sufficiently geared to what is required by modern British industry. By placing employers at the heart of the design of the new apprenticeships, the aim is to ensure that apprenticeships are rigorous, stretching and provide apprentices with the skills and knowledge needed both today and in the future. Apprenticeships are open to anyone who is over the age of 16. All apprentices must be in employment (currently they may be newly recruited or they may be existing employees). FEATURES OF APPRENTICESHIPS Apprenticeships must last for no less than 12 months. Typically, the Facilities Management apprenticeships take between one and four years to complete, depending on the level. Whilst the government s design of apprenticeships does not require them to include a qualification, many (including Facilities Management apprenticeships), do include them. On successful completion of a Facilities Management apprenticeship, apprentices will be eligible to gain professional membership of the British Institute of Facilities Management (BIFM) which grade of membership apprentices will gain depends on the level of the apprenticeship achieved. The apprenticeship is formed of two parts: on-programme and the End Point Assessment. The on-programme element refers to the bulk of the programme where the apprentice develops his or her knowledge, skills and behaviours. During the course of this time, they will also study for and achieve any qualifications that are mandated along with any required functional skills. On successful completion of the qualification, apprentices will also have achieved professional membership of BIFM. During the End Point Assessment, apprentices will be assessed by an independent Apprentice Assessment Organisation (AAO) on a separate piece of work, sampling what they have learned from right across the standard. 1

Specific job roles at this level may include: Senior Facilities Manager; Head of Facilities; Head of Estates; Head of FM Operations. This role is accountable for the delivery of a variety of integrated FM operational services (e.g. cleaning, catering) across multiple sites or a portfolio of property assets and FM services, nationally or regionally. They are accountable for setting the FM strategy and budgets, overseeing the financial and operational performance of the FM function, managing client relationships, building the FM client base, business growth and developing the organisational capability of the FM workforce. They may be employed inhouse by an FM company or this function might be outsourced and they may provide FM services in any industry sector. Facilities Managers work in the private, public or third sector and all sizes of organisation. Specific job roles at this level may include: Facilities Manager; Facilities Management (FM) Operations Manager; Estates Manager; FM Contract Manager. A Facilities Manager is responsible for the safe, secure and comfortable day-to-day working environment for properties, assets (e.g. equipment) and services that must be fully compliant with health and safety and other legislation. They are accountable for the management of the delivery of all FM services within their local area of responsibility e.g. for one or more contracts/services; specific services e.g. cleaning, maintenance or fleet services. They will ensure that levels of performance delivered exceed customer expectations within budget for the properties, assets and services. They may be employed in-house by an FM company or this function might be outsourced and they may provide FM services in any industry sector. This apprenticeship prepares an individual for managing a FM service, or a group of services, which can be labelled as hard (estate/building management) or soft (catering/cleaning/ administration/security). All apprentices will be required to supervise others; to understand the contractual requirements and service delivery targets between their employing organisation and the client/customer in order to achieve service targets. The apprentice will have to provide customer service skills and be proactive in finding solutions to problems MONTHS MONTHS DEGREE IN FACILITIES MANAGEMENT AND THE BIFM LEVEL 6 EXTENDED DIPLOMA IN FACILITIES MANAGEMENT BIFM LEVEL 4 DIPLOMA IN FACILITIES MANAGEMENT Whilst any entry requirements will be a matter for individual employers, typically, an apprentice might be expected to have already achieved A levels or equivalent, other existing relevant L4 qualification or relevant experience. They may wish to progress from the L4 FM apprenticeship. apprentices might typically be expected to demonstrate skill in IT literacy at level 2 or equivalent. Whilst any entry requirements will be a matter for individual employers, typically, an apprentice might be expected to have already achieved A levels or equivalent, an existing relevant L3 qualification or relevant experience. 3 FACILITIES MANAGEMENT SUPERVISOR SUPERVISORY MONTHS BIFM LEVEL 3 DIPLOMA IN FACILITIES MANAGEMENT Employers will identify entry requirements through selection. 2 FACILITIES SERVICES OPERATIVE* SUPPORT FM involves providing a quality and cost effective maintenance and care service for a business s property and people. A Facilities Operative will provide support to the FM Team to ensure that delivery of security, catering and cleaning, maintenance and building services run smoothly, allowing customers to run their businesses efficiently and in line with legislation. The job role will be to work as a Facilities Services Operative to provide excellent customer service to the business when undertaking the day to day facilities requests and ensuring the building is maintained to a high standard MONTHS BIFM LEVEL 2 CERTIFICATE IN FACILITIES SERVICES Employers will identify entry requirements through selection. *In development 2

5 COMPONENTS OF THE FM APPRENTICESHIPS There are three components to an apprenticeship, all of which are available at 1 Apprenticeship standard The apprenticeship standard sets out the requirements of the knowledge, skills and behaviours that apprentices must develop during the course of the apprenticeship. It is a short, concise document that has been developed by the Trailblazer Group and approved by the Institute for Apprenticeships and Technical Education (IfATE) 2 Employer Occupational Brief The Employer Occupational Brief (EOB) fleshes out the detail of the apprenticeship standard and is used to assess apprentices achievement of the apprenticeship standard throughout the course of the programme. Although it is not mandated by the IfATE, it is nonetheless a very important document as it specifies in detail what the apprentice must achieve. 3 Assessment Plan Unlike previous apprenticeships, the current system requires that all apprentices must also be assessed at the end of the programme on aspects of everything that they have learned to ensure that they can bring together all the knowledge, skills and behaviours from throughout the course of the programme to perform competently across the whole range of requirements of the apprenticeship. This is known as the End Point Assessment (EPA) and it is treated entirely separately from all the learning that has taken place whilst on-programme. Up to 20% of the apprenticeship funding is attached to the EPA and apprentices must complete it in order for employers to draw down all the funding. It is therefore recommended that employers and apprentices sign an Apprenticeship Agreement to ensure that all apprentices will complete the whole programme. 6 Information for employers CHOOSING AN APPRENTICE You can recruit new apprentices or you can put existing employees onto an apprenticeship (remember that there is no age limit involved). You can choose to recruit individuals or you can involve your chosen training provider to help you in the recruitment process. Alternatively, you may wish to use the government s Apprenticeship Vacancies website which is managed by the National Apprenticeship Service. BENEFITS OF FACILITIES MANAGEMENT APPRENTICESHIPS Development of your workforce with skills and knowledge to support your business now and for the future Motivating the workforce Helping your business grow Improving productivity and reducing costs Development opportunities at different professional levels Access to government funding to provide internationally recognised qualifications for your workforce Apprentices become members of BIFM and gain all the membership benefits Mapped to the FM Professional Standards, qualifications and membership, this provides a full professional career development pathway YOUR OPTIONS FOR FACILITIES MANAGEMENT APPRENTICESHIPS Depending on your needs and situation, you could: Choose a training provider to deliver on-programme training Become an employer-provider and deliver the on-programme training in-house Map your existing programmes to BIFM qualifications and FM apprenticeships Discuss with BIFM how we can help to support the delivery of on-programme training e.g. by providing suitable resources including the BIFM Direct online study system for Levels 2, 3 and 4 apprenticeships if you need materials to support delivery Become a BIFM-recognised centre and deliver the BIFM qualifications. 5

7 FUNDING Levy-paying employers From April 2017, all employers with a salary bill of over 3 million per year must pay an Apprenticeship Levy of 0.5% of the pay bill (whether or not they employ any apprentices). For every 1 employers invest, the government will invest 2. Once an apprenticeship s standard and assessment plan have been published and funding levels agreed, employers can then choose a training provider and assessment organization and draw down apprenticeship funding from the Education and Skills Funding Agency (ESFA) to pay them. Employers that pay the levy will be able to access a new digital apprenticeship service that allows them to spend available funds on apprenticeship training. You will need to sign an agreement with the ESFA to authorize your apprenticeship funding to be paid to your chosen training provider. This includes funding for the End Point Assessment. Non levy-paying employers Non-levy paying employers will share the cost of training and assessing their apprentices with government. This is called co-investment. You will pay 10% toward the cost of apprenticeship training and government will pay the rest (90%) up to the maximum funding band for each apprenticeship. If you are a non levy-paying employers, you will not be able to use the ESFA digital apprenticeship service until at least Instead, you will need to agree a payment schedule with the provider and pay them directly for the training. The provider must prove that you have paid your contributions as a condition of government paying its contribution. All levy-paying employers will have 15,000 paid annually into their digital account to offset against the levy.
