1 RSPO Trial Certification Assessment PT Hindoli Smallholders Corrective for Nonconformities PT HINDOLI Report Prepared By: Senior Plasma Operation Manager Program Assurance Manager : 30/07/2009
2 PT HINDOLI SMALLHOLDERS Corrective for Nonconformities During the Trial RSPO Certification Assessment conducted by BSI at PT HINDOLI between 14 and 18 July 2009, Eight (8) nonconformities against Major Compliance Indicators and Ten (10) nonconformities against Minor Compliance Indicators were identified by the assessors. The management team concurred with the findings. A comprehensive Corrective (as appended below) was developed in order to rectify nonconformities identified. NCR CAR01 CAR02 Major Compliance Indicator/ Indicator Evidence of use of pesticide is in accordance with targeted species, appropriate dosage, method and time of application. Inspection at BJ, BM, KM showed evidence of blanket spraying, incorrect selection of chemical for target weed species (glyphosate alone used for woody plants), and no documented information (Work Instruction) on the quantity of chemical to be measured and applied. Indicator Sufficient working safety equipment is available PPE is not available at all KUDs and Smallholder Groups stores that measure and issue chemicals (e.g. 2 L glyphosate) to smallholders. 1. To conduct the pesticide training (theoretical & practice) that covers safety handling, PPE, selection of chemical, targeted species, appropriate dosage, method and time of application, and safe disposal of pesticide containers to the farmers and their workers (sprayers), do coordination with KUD and Smallholder Groups. 2. To develop working instruction on chemical appropriate dosage, mixing and handling method. 1. To conduct the pesticide safety training (theoretical & practice) that covers safety handling, PPE, selection of chemical, targeted species, appropriate dosage, method and time of application, and safe disposal of pesticide containers to the store men at KUD and Smallholder Groups. 2. Hindoli will provide PPE at all KUDs and Smallholder Groups chemical storages those measure and issue chemicals (e.g. 2L glyphosate) to smallholders but to recover cost from KUD over 2 months. 31 Aug 09 FD, PM, SPOM, TSD 31 Aug 09 FD, PM, SPOM, TSD Training is In progress WI on Chemical dosage is Done. 3 NCR Major Compliance Indicator/ CAR03 Indicator Evidence of pesticides storage and disposal of their containers in accordance with existing regulations. KUD Stores (MJ, BM, KM, SJL) and Group pesticide stores do not have spill containment (e.g. a tray for small quantities of chemicals) or safety signage. The KUDs have not yet implemented safe disposal of used chemical containers. 1. To provide the containment for any potential of chemical spillage in KUD/ Smallholder Groups chemical storages. 2. To provide the SPILL KIT in the KUD/ Smallholder Groups chemical storages. 3. To provide the safety sign at KUD/ Smallholder Groups chemical storages. 4. To conduct the pesticide safety training (theoretical & practice) that covers safety handling, PPE, selection of chemical, targeted species, appropriate dosage, method and time of application and safe disposal of pesticide containers to all KUD/ Smallholder Groups staff and farmers. 5. To develop the SOP for waste management disposal pesticide containers as per government regulation at KUD/ Smallholder Groups. 6. All pesticide containers to be returned back to KUD, KUD will send it to Hindoli, Hindoli will record it and sent it to the licensed hazardous waste party, together with all Hindoli s hazardous waste every 90 days. 30 Sept 09 FD, PM, SPOM.TSD Containment has available. CAR04 Indicator Health and safety guideline for smallholders is in place, which may be developed by nucleus estate, smallholders organization or other relevant institution KM has not yet been issued with a copy of the Health & Safety Guideline on the PPE applicable to each task. To share Hindoli Health and Safety Guideline to the KUD and conduct socialization on Health Safety and PPE required per each job title to the KUD, Smallholder Groups and farmers. 31 Agust 09 FD, PM, SPOM Done Page 2
4 NCR Major Compliance Indicator/ CAR05 CAR06 Indicator An agrochemcial waste management plan is available KUD has not yet documented an agrochemical waste management plan for smallholders and presently there is no instruction for Groups to return empty containers to the KUD store for collection by the licensed chemical supplier. Indicator Smallholders can explain measures to dispose hazardous chemicals and their containers in accordance to instruction labels as stated by the manufacturer Training material does not include safe disposal of empty containers and group representatives and smallholders were unable to explain safe disposal of chemical containers. 1. To develop the SOP for waste management disposal pesticide containers as per government regulation at KUD/ Smallholder Groups then socialize it to all KUD, Smallholder Group s and Farmers 2. All empty pesticide containers to be returned back to KUD, KUD will send it to Hindoli, Hindoli will record it and sent it to the licensed hazardous waste party, together with all Hindoli s hazardous waste every 90 days. 5 NCR Major Compliance Indicator/ CAR08 Indicator Smallholders organisation has established documents that regulates its members against sexual harassments and forms of violence against women and to protect their reproductive rights. 1. To adopt Hindoli Sexual Harassments & Violence Policy for KUD/Smallholders Groups. 2. 6 CR Minor Compliance Indicator/ CAR09 Indicator Smallholders should be able to demonstrate adequate knowledge on IPM and are able to implement it. IPM has not yet been socialised to farmers at BM and some of the farmers at KM. 1. To conduct the IPM training to all KUD/Smallholders Groups and Farmers. 2. To post the IPM Poster in all strategic locations/areas at KUD and Smallholder Groups. 3. To start planting the beneficial plant at farmers area. 4. To introduce the barn owl for rat at farmers area. 5. Hindoli will provide the seedling of Beneficial Plant Turnera for Farmers. 6. Indicator Records of type and volume of pesticide supplied to the smallholders There are no records of the quantity of chemicals issued from Group Stores to individual farmers. Some farmers may purchase chemicals direct from suppliers in Sungai Lilin Town. 1. To conduct the pesticide training (theoretical & practice) that covers safety handling, PPE, selection of chemical, targeted species, appropriate dosage, method and time of application, and safe disposal of pesticide containers to all farmers, do coordination with All KUD and Smallholder Groups. 1. To record and document all activities related to In-Out of pesticides from Supplier to KUD, KUD to Smallholder Groups, Smallholder Group s to individual farmers. The administration record should be properly signed by both parties involved. 2. 7 CR CAR12 Minor Compliance Indicator/ Indicator Records of accidents, if any KUDs have not commenced a system for recording accidents involving their staff. 1. KUD will develop a system to records all the work accidents involving their staff. 2. KUD will identify all the potential sources of pollution in the farmers area base on their activities, and then develop the environmental aspect impact inventory list. 31 Agust 09 FD, PM, SPOM, PA Has adopted from HIN aspect Impact registered CAR14 Indicator An emission reduction plan is available. KUDs have not yet prepared an emission reduction plan for the most significant emissions e.g. dust at access roads passing through settlements and soil erosion from oil palm blocks. KUD will develop the corrective action plan for emission reduction for the most significant emission identified in the environmental aspect impact inventory list. 31 Agust 09 FD, PM, SPOM, PA Part of HIN Aspct Impact registered CAR15 Indicator Smallholders own records of management and monitoring of social impacts (RKL/UPL) which are available at smallholders organisation KUDs have a survey form prepared from the Environment Department Proper survey questions, but have not yet carried out monitoring of social impact. KUD will deploy the social aspect questionnaire to all farmers and local communities to get the feedback on social impact in their areas, as part of evaluation monitoring of social impact on farmers and local communities. 30 Sept 09 FD, PM, SPOM In progress Page 6
8 NCR Minor Compliance Indicator/ Indicator An implementation timetable for management of impacts is available, which is in accordance with AMDAL KUD will record all social activities those been carried out as part of their community development project. Eg. road repair, build bridge, build class room for school, social donations, etc. 31 Agust 09 FD, PM, SPOM In progress CAR16 CAR17 A Social Improvement has not yet been documented although improvements are being carried out. The main focus of KUDs is repair of roads to provide access for evacuation of FFB. Indicator A work contract is in place for permanent employee (if any). KUD does not issue staff with letters of employment stating terms and conditions. KUD will issue a work contract to their staff and include all the labour clause as per UU Tenaga Kerja RI/UU Koperasi, eg. Working hours, day work, off day, annual leave, maternity leave, sick leave, etc. 31 Agust 09 FD, PM, SPOM Done CAR18 Indicator Scheme manager, together with smallholders, prepares action plans for continous improvement, based on consideration of the main social and enviromental impacts and opportunities for improvement Most of the KUDs do not have an action plan for continuous improvement that is based on consideration of the main social and environmental impacts and opportunities for improvement.
