3 Purpose of Meeting Provide overview of the RFQ Answer questions regarding the project Increase awareness and familiarity with site conditions Notes: This will be the last meeting with City/Program staff regarding this project. No discussions about project shall take place with any of the team members. Meeting is informational only, nothing discussed will alter or overrule the requirements in the issued RFQ 3

13 Evaluation and Selection Criteria One step procurement RFQ with Interview 100 Points Total SOQ: 60 points 25 points: Qualifications and Experience of the Project Team and Firm 15 points: Respondent s Ability to Successfully perform Construction Management at Risk Services 12 points: Respondent s Understanding of Project Scope and Respondent s Method of Approach 8 points: CMAR Performance Inquiry Interview: 40 points Combined ranking will be used to determine the top ranked respondent 13

14 Negotiations and Award Top ranked firm/team will be asked to enter into a contract for Phase I City will provide written notice of selection Review and revision (if necessary) of Phase I LOE Recommendation to Council once negotiations are complete Negotiations may be discontinued if agreement isn t reached after 3 revisions 2 primary negotiators Negotiations and authorization for Phase II will occur after the GMP is accepted 14

18 25 Points Qualifications and Experience Project Team Management philosophy, identification of partners, key personnel, and team, and qualifications of the team Firm Experience of the firm with CMAR, current litigation, loan default, gross revenue, bonding capacity, safety, and financial performance 18

19 15 points Ability to Perform CMAR Services Water and/or wastewater process construction contracts over $200M, completed in past 5 years Submit project reference form for each List of firm/teams ongoing and upcoming projects and priorities Demonstrate commitment of proposed team Ensure sufficient qualified local labor pool during Phase II 19

20 12 points Understanding and Approach Demonstrate expertise, knowledge, and understanding of scope Demonstrate familiarity and understanding of CMAR process Compliance and operational challenges Project schedule and budget management Approach to conflict/issue resolution, equipment procurement, self performance, and training, startup, and commissioning 20

21 Terms and Conditions Identify any modifications to the Agreement for Professional Consultant Services the firm would require prior to entering into an agreement for Phase I Phase II terms and conditions will be developed at a later date 21
